State budget talks continue in Albany as various state agencies plea for money from the legislature. State Senator John Bonacic said he was surprised that the state’s Homeland Security budget & mission has changed:

State Attorney General Eric Schneiderman announced that his office has obtained a judgment against home improvement contractors who ripped of customers in the Southern Tier by going door-to-door seeking to pave or repair driveways and perform roof repairs, and quoting prices that were significantly inflated after the customers agreed to the work. Schneiderman obtained a judgment against “N. Cooper Paving.” The Coopers are prohibited by court order from engaging in the home improvements until they file a $100,000 performance bond with the Attorney General’s Office & pay $23,900 in restitution to customers & pay $7,000 in penalties to the State. Consumers who believe that they have been ripped off by The Cooper’s may file a complaint with the Attorney General’s Office by April 11th.

Power outages in the Albany area have affected service at motor vehicle departments all over the state today. All license transactions cannot be performed, but all other DMV transactions can take place normally.

NYSEG reports approximately 480 customers in Chenango County were without electricity this afternoon due to a failure at the Cincinnatus Substation. Power was out in South Otselic, Georgetown, Pitcher and Pharsalia areas, NYSEG officials reported that they expect power will be restored shortly.

Town of Hancock Supervisor Sam Rowe announced today that the state of emergency in the Town of Hancock has been lifted. All roads in the town of Hancock are now open.

Chenango County Farm Bureau has scheduled a public informational meeting on leasing land to solar energy companies. The meeting will be held at the Sidney American Legion at 22 Union Street in Sidney at 7:00 pm tonight. Chenango County Farm Bureau President Bradd Vickers explains:

Governor Cuomo announced New York’s participation in the bipartisan Governors’ Energy Accord Coalition, to develop and implement clean energy policies and initiatives that expand clean energy sources, modernize energy infrastructure and build a clean energy economy. The action follows the Governor’s announcement in January of a $5 billion Clean Energy Fund, which is part of New York State’s overall commitment to fight against climate change.

Garcia was wanted for the fatal shooting of 28-year-old Jamaal Moses of Binghamton on Sunday. Garcia was still in Miami this morning, he has been charged with 2nd degree murder & is being held at the Dade County Correctional Facility, he should be brought back to Binghamton in the next couple of days.

Afton Fire Fighters responded to State Highway 41 for a Working Barn Fire, at about 1:00 AM this morning. Afton was assisted by firefighters from Coventry, Bainbridge, Masonville, Harpursville, Sidney, Deposit, Sanitaria Springs, Greene & Unadilla. No injuries among firefighters were reported, Firefighters were able to remove some animals, while an undetermined amount died in the fire. The cause of the blaze is under investigation.

Firefighters from several area companies responded to a structure fire at county route 10 & The Sheehan Road in the town of Meredith Sunday Morning. A family of 3 was left homeless, there were no reports of injury, but fire fighters were hampered by sub zero temperatures in fighting that blaze.

Town of Hancock Supervisor Sam Rowe has issued a State of Emergency for the Town of Hancock. All town roads in the town of Hancock are closed at this time due to ice conditions. Town of Bovina roads remain closed at this time as well.

40-year-old Kyle Smallin of Mount Vision has been arrested for allegedly stealing a wallet at Bassett Hospital. Smallin was charged with grand larceny and petty larceny, & for violating the terms of his probation from a separate offense. Smallin was arraigned, posted $1,000 cash bail & he will return to the Town of Otsego Court Wednesday.

NYSEG has filed paperwork to get approval to replace the natural gas pipeline that runs from Norwich to Oneonta. Plans call for the pipe to be 10-inches, instead of the current 8 inch pipe, Nyseg is also seeking to replace other pipelines in the southern tier over the next few years to safeguard their natural gas pipeline network.

Delaware County Sheriff’s Deputies arrested 38 year old Sarah Wiley of Delhi on a Bench Warrant issued by Hamden Town Court for failure to appear to answer the charges of operating a motor vehicle with an expired registration, without a license, without insurance, & while not wearing a seat belt. Wiley was arraigned and was remanded to the Delaware County Jail on $250 dollars cash bail.
