U.S. Senator Kirsten Gillibrand said yesterday that she is endorsing Governor Andrew Cuomo over challenger Cynthia Nixon. Gillibrand said that she believed that Senate Minority Leader Chuck Schumer will join also support Cuomo for Governor again this year.

New York’s unemployment rate dropped from 4.7% to 4.6% in February, the lowest level since July 2007. Locally, the state labor department reported that the number of Non-Farm Jobs declined in the Tri County Region by .3% in the last 12 months.

Delaware County Public Health is holding a “Medical Countermeasures” drill on Tuesday, April 3rd to practice and test the ability to dispense large amounts of medicine in the event of a public health threat such as a disease outbreak or bioterrorism threat to the community. All are welcome to attend the drill. There is no pre-registration required. No medications are actually being dispensed. The New York State Senate passed “Laree’s Law” this week. Laree’s Law would allow law enforcement officials to charge a drug dealer with homicide if a death results from the sale of heroin or an opiate controlled substance. State Senator Fred Akshar voted in favor of the measure, he said that High-level drug dealers who profit from the heroin epidemic should be held accountable for the lives taken from the sale of the deadly drugs, the bill moves onto the Assembly for consideration.

Governor Cuomo today announced new efforts to combat the opioid epidemic, including advancing partnerships in New York’s Prescription Monitoring Program across the country, training investigators with the New York State Department of Health’s Bureau of Narcotic Enforcement to carry and administer naloxone, and allowing hospitals to provide detoxification services without a separate certification from the New York State Office of Alcoholism and Substance Abuse Services. The State Department of Health announced that their prescription Monitoring Program is now connected to 25 states and Washington, D.C., so that New York’s program securely shares and receives information regarding about 150 Million patients’ prescriptions records.

State Police arrested 54 year old Michele Bookhout of Schenevus, for Aggravated DWI with a B.A.C of .19%. Troopers were dispatched to a one-car rollover on State Highway 7 in the town of Milford, Troopers located Bookhout uninjured in her vehicle. Bookhout was issued tickets and released. She is scheduled to appear in the town of Milford Court on April 10, 2018.

State Police arrested 22 year old Rene Flowers of Oneonta for Criminal Obstruction of Breathing and 2 counts of Harassment, Troopers were called to Oneonta Job Corp, Flowers allegedly pushed, punched and choked 1 person & pushed another. Flowers was issued appearance tickets and released. He is due in the town of Oneonta Court on March 27th.

State Police arrested 34 year old Christopher Davis of Otego for Criminal Mischief and Criminal Contempt, after Troopers were called to a residence on State Route 357 in the town of Franklin for a dispute Monday. Troopers determined Davis had violated an order of protection and also damaged property, he was located in Cooperstown where he was arrested. Davis was issued appearance tickets and is due in the town of Franklin Court on March 22, 2018.

State Police were cracking down on drunk drivers as well as other violators. Of the tickets issued, 4,523 were for speeding, 621 for seatbelt and child restraint violations, and 186 for failure to move over and 310 for distracted driving. Troopers arrested 198 people for DWI during the crackdown. They investigated 722 accidents where 198 people were injured and two people were killed.

A federal grand jury has indicted former Tennessee congressional candidate Robert Doggart for allegedly soliciting others in a plan to commit arson & murder at a Muslim community in Hancock. Doggart is accused of recruiting others through Facebook & by phone, to burn buildings and kill members of the community. The U.S. Department of Justice’s Civil Rights Division is prosecuting Doggart, following the investigation by the FBI, who arrested Doggart in April. Doggart was released on $30,000 bond and is currently subject to home confinement.

Governor Cuomo issued Executive Order No. 147, which appoints the New York State Attorney General as a special prosecutor in matters relating to the deaths of unarmed civilians caused by law enforcement officers.

The executive order allows the special prosecutor to review cases where there is a question whether the civilian was armed and dangerous at the time of his or her death. Cuomo said that the Assembly passed a bill this year dealing with the issue, the State Senate did not pass a bill due to small differences of opinion, Cuomo said the he expects a permanent law to be passed in 2016.

The Sidney Emergency Squad has undergone a reorganization recently, and they are planning an open house later this month for local residents. Board of Directors President Ray Baker told WCDO News about the Squad’s changes:

A group of Parents in the Harpursville Central School district, known as “STOP” has sued the school Board for violating open meeting laws. The lawsuit claims that the board voted to remove one administrator and reassign another in the elementary school, despite a number of parents voicing opposing the plans, the lawsuit also claims that the school board has not maintained the legally required minutes.

A New Siena Institute Poll shows the Upstate New York Residents feel that their economy is still lagging behind the rest of the country. The survey found that 41% claimed that gasoline prices are having a very serious or somewhat serious on their finances, 65% indicate said that the amount spent on groceries is having a very serious or somewhat serious effect on their finances.

Governor Cuomo announced that more than $18 million in economic development funding for 19 projects state wide. In the Southern Tier Region, Corning Diesel will receive $3,000,000 for the purchasing of machinery and equipment to support the company’s facility expansion in Steuben County. The Broome County IDA & Indian Valley Industries, will get $728,500 to acquire a manufacturing facility and to relocate within Broome County. The site of their existing facility is slated to be used for a new Pharmacy School in Johnson City.

Today, Emily Lapinel received the Milt & Douglas Thomson agriculture Scholarship, to help pursue studies at SUNY Cobleskill.  In attendance were Assemblymen Cliff Crouch, Pete Lopez, State Senators John Bonacic and Jim Seward and many members of the Delaware County Board of Supervisors.

Chenango county Sheriff’s Deputies and New Berlin Police arrested Michael Gincerowski of Binghamton for Felony DWI, Refusal to submit to a breath test, Open container in a motor vehicle and leaving the scene for a property damage accident following an investigation where Gincerowski allegedly struck a vehicle at the Unadilla Race Track in the Town of Columbus and left the scene. New Berlin Police located the vehicle on State Hwy 8 in the Town of New Berlin and determined Gincerowski was operating a motor vehicle in an intoxicated condition, he was arraigned in the Town of New Berlin court and remanded to the Chenango County Jail pending future court action.

State Police in Binghamton arrested 27 year old Shakira Garner of Freeport, Long Island on 5 counts of 3rd degree Grand Larceny, 2 counts of 4th degree Grand Larceny 4th, 9 counts of Forgery, 2 counts of Identity Theft & Criminal Possession of a Forged Instrument.  Garner is accused of fraudulently opened accounts at both the Visions and State Employee Federal Credit Unions, & stealing a total of $25,000.00 from the two credit unions.  She was arrested on a Town of Chenango arrest warrant in Nassau County, she was transported back to the Town of Chenango Court for arraignment and then was remanded to the Broome County Jail without bail set at this time.

State Supreme Court Justice Edgar Walker ruled on Monday that Democrat Zephyr Teachout has enough proof that she has been a continuous resident of New York for 5 years and is eligible to be on the ballot in the September 9th primary election.   Teachout currently teaches at Fordham University in the Bronx and has resided in Brooklyn since 2009.

Governor Cuomo announced the IFISHNY Challenge, that calls upon anglers to show off their largemouth & striped bass catches, with the New York Fishing, Hunting & Wildlife app. The Challenge runs through Labor Day, winners will be announced in September, for 1 free lifetime fishing license to be awarded for the longest largemouth bass & 1 for the longest striped bass caught. State residents pay a Monthly state surcharge on utility bills; the money goes to help balance the state’s budget, but ratepayers may have been overcharged.  The Public Service Commission said the utility over-collections may have totaled $250-million. The “temporary state assessment” surcharge was enacted in 2009, since then the state has collected about $2.9-billion from the tax. The surcharge was supposed to sunset this year, but it was extended in last year’s budget. Governor Cuomo and the legislature have agreed to phase it out in 2017
