New Yorkers who receive SNAP assistance will get some more help during the month of February. Governor Kathy Hochul is announcing New Yorkers will get at least the maximum level of food benefits. It comes as federal funding for SNAP assistance is scheduled to dry up after February. All counties outside New York City should receive assistance by Friday, February 24th.

The State Department of Health dropped the mask mandate for healthcare facilities this past weekend. following a steady drop in COVID cases and deaths in recent months. The State Health Department still reminds Healthcare workers to be up to date on vaccinations and booster efforts. Delaware County District Attorney’s Office announced that 51 year old Charles Wise of Grand Gorge was convicted for DWI in the Town of Roxbury Court. The charge followed an investigation into a motor vehicle crash on State Highway 20, in Roxbury on September 1, 2022. Wise was sentenced to a 1-year conditional discharge, and his driver’s license was revoked for 6 months, he must also install and maintain an ignition interlock device in any motor vehicle he owns or operates for the next 12 months & he was ordered to pay a $500 fine, and to attend a victim impact panel.

The Susquehanna SPCA hosted an event last week in Oneonta, to meet with others in the field of animal care, to establish a program to deal with large numbers of feral cats in area communities. York County South Carolina Sheriff’s Detectives are investigating the death of 55 year old Michael Aaron Ingraham of Endicott New York in Fort Mill. Ingraham’s body was discovered about 20 feet off the road by a passerby, Thursday Afternoon. So far, Investigators discovered Ingraham has no known family or acquaintances in the York County or surrounding areas. The Broome County Sheriff’s Office Warrants Division arrested 23 year old Haven Strong of Binghamton, he is accused of knowingly entering the Broome County Sheriff’s Correctional Facility with a quantity of a controlled substance. Strong was charged with 1 count each of Criminal Possession of a Controlled Substance & Promoting Prison Contraband in the 1st Degree. Strong was processed for arrest and remains in the custody of the Broome County Sheriff’s Correctional Facility.

The State Department of Labor today released preliminary local area unemployment rates for December 2022. The State’s seasonally adjusted unemployment held constant at 4.3% in December, Locally, Chenango County had 3% Unemployment, Delaware County 3.3% and Otsego County 3.2%.

The State Department of Public Service and the DPS Consumer Advocate, will hold a virtual public forum on Tuesday, January 31, and in-person public forums, including one on Wednesday, February 8th In the Binghamton State Office Building at 44 Hawley Street from 1:00 to 3:00 PM and 6:00 to 8:00 PM to receive public comments regarding NYSEG. Delaware County Sheriff’s Deputies responded Friday to a 911 call for a 1 car motor vehicle accident on County Highway 44 in the Town of Sidney. The driver was identified as Amber Astrologo, who had a suspended driver’s license due to insurance not in effect. Deputies subsequently arrested Astrologo for Aggravated Unlicensed Operator and Speed not Reasonable and Prudent. Astrologo was then directed to appear in the Town of Sidney Court at a later date to answer for said charges.

The New York State Department of Health’s Weekly Influenza Surveillance Report shows that the number of flu cases declined 50 percent from 14,656 to 7,373 for the week ending January 14th, the virus remains widespread across the State for the 15th consecutive week. The Department also announced two additional pediatric deaths in New York, bringing the total to eight so far this season. The Department’s report, shows a total of 300,907 influenza cases reported to date in New York.

The State Health Department and the Governor’s office reminds New Yorkers to get their annual flu vaccine as flu season is widespread across New York State. The flu virus and the COVID virus are both circulating, with the COVID 19 positivity rate still at 6.7% with another 3700 cases documented on Tuesday. Patient Hospitalizations from COVID were at 2,882, and over 620 from the 3 strains of the flu, The state Health department reported that there were 281 ICU COVID patients with 96 on Ventilators & there 31 deaths attributed to COVID on Tuesday. New Yorkers can to get their bivalent COVID-19 vaccine boosters at their local pharmacy, county health department, or healthcare provider; or visit vaccines.gov.

Otsego County Sheriff’s Office arrested 48 year old Billie Vonkrusze of Utica for criminal possession of a controlled substance and promoting prison contraband, while being booked into the Jail on separate charges. Vonkrusze was returned to the Otsego County Correctional Facility to await Centralized Arraignment.

The Chenango County Sheriff’s office arrested 24 year old Samantha Clipston of South Otselic for Tampering with Physical Evidence and on an Arrest Warrant, following a vehicle pursuit that began in the Town of Norwich. Clipston was wanted on an active Arrest Warrant and while deputies attempted to take the operator of the vehicle she was riding into custody, the operator began to flee, Clipston threw parts of a rifle out of the window, which were later recovered. Clipston was taken into custody once the vehicle she was riding in became inoperable, she was arraigned and was remanded to the Chenango County Correctional Facility on cash bail & will reappear in the Town of Oxford Court at a later date.

State Police investigated a tractor trailer rollover accident early Tuesday morning, that spilled medical supplies on State Route 17 between Hancock & Deposit. Clean up took about 2 hours, no injuries were reported, so far the driver has not been ticketed, the investigation is ongoing.

The Delaware County Board of Supervisors unanimously passed the 2023 county budget Tuesday. The budget totals $110 million, a $4 million decrease from the previous budget, The tax increase will be less than 1%.

New Yorkers who are currently enrolled in SNAP will receive additional assistance in the month of November. Officials stated that even if a household is already receiving the maximum allowable benefits, they will receive a supplemental emergency assistance payment of at least $95.00.

Governor Kathy Hochul today announced that nearly $30 million has been awarded to help increase capacity at more than 400 existing state-licensed, registered, or permitted child care programs that are located in underserved areas of the state. In the Southern Tier, 12 awards will be issued, totaling over $620,000.

State Police arrested 66 year old Raymond Sidlauskas of Afton for 2nd degree Arson, for intentionally setting a trash can on fire and caused tens thousands of dollars of damage to a Bassett Hospital room and medical equipment. Several rooms were evacuated due to the fire and over a dozen patients, including nurses and a security guard were treated for smoke inhalation. The fire was extinguished by employees at the hospital. Sidlauskas was arrested and was transported to the Otsego County Jail for Centralized Arraignment.

Village of Sidney Police Department responded Thursday night at about 9:50 PM, to a security alarm activation at Smoker’s Choice at 6 Doran Lane, where a burglary was in progress, a suspect has been identified and an arrest is pending. While at Smoker’s Choice, officers received a report of shots fired and a person with a firearm on Union Street at the Maria’s convenience store, Police found no evidence of a discharged firearm, a store employee was checking the business for a break in & legally possessed a firearm, police discovered that a burglary was attempted at Maria’s prior to the Smoker’s Choice burglary. The investigation is ongoing.

State Comptroller Tom DiNapoli reported that the total cost of overtime in 2021 reached an all-time high at more than $924 million, up 8.7% from 2020. Total overtime hours worked at state agencies have increased by 38% since 2012, while the number of employees has declined by more than 10% at 10 major agencies. 66% of the state’s overtime in 2021 came from the Office for People with Developmental Disabilities & the Department of Corrections and the Office of Mental Health.

The State Health Department reported the latest statistics on the COVID 19 pandemic, and the results of Wednesday’s testing statewide. Over 97,000 New Yorkers were tested Wednesday, with over 9200 positives, the statewide positivity rate is still slightly over 9%. Hospitalizations are back over 2400, with 233 Patients in an ICU bed & 70 on ventilators., there were 14 more deaths in hospitals & nursing homes Wednesday.

Broome County District Attorney Mike Korchack announced that 38 year old Shandel Terry of Binghamton was sentenced to 10 years in prison today in Broome County Court, following a guilty plea for criminal possession of a controlled substance. Terry was arrested following the execution of a search warrant in March of 2021, Terry possessed crack cocaine & fentanyl with intent to sell. Terry was also sentenced to serve 3 years of post release supervision at the conclusion of his jail term.

Delaware County Sheriff’s Office arrested 25 year old Matthew Fenelon of Brooklyn for Aggravated Unlicensed Operation & a variety of other charges, following an investigation of a Rollover accident in the Town of Franklin July 5th. Deputies reported that the vehicle was operated by Fenelon, he was extricated from the vehicle and transported to a hospital by LifeNet. Deputies found that Fenelon was operating a vehcile with a suspended registration, his driving privileges were also suspended. On July 8th, Deputies made contact with Fenelon after he was released from the hospital & he was arrested & was released on appearance tickets for Town of Franklin Court at a later date.

State Comptroller Tom DiNapoli announced the results of school district audits. Locally, the DCMO BOCES audit showed that officials did not properly monitor and account for fixed assets. 32 of the assets valued at $64,300 were not properly accounted for, and others worth $47,500 did not have required asset tags, were not on the inventory lists and/or had incorrect or no location noted on the inventory list.

2 people were injured & 3 dogs died in a house fire last night on Earls Road in Hartwick. The fire before 6:00 PM, 3 people lived in the home, 2 were sent to Bassett Hospital with smoke inhalation and 1 had minor burns. Firefighters from Hartwick, Fly Creek, Milford, Mt. Vision and Cooperstown responded, the cause is under investigation.

Sidney Police Department arrested 29 year old Edward Petti of Oneonta on a bench warrant issued by the Village of Sidney Court, for failing to appear in court. When officers attempted to make contact with Petti, he fled on a bicycle, leading officers on a pursuit. Petti was charged on the Bench warrant plus Obstruction of governmental administration & Resisting arrest, he was arraigned in Village of Sidney Court where he was released on his own recognizance to appear back in court at a later date.

A panel of appellate judges ruled that state Democrats engaged in gerrymandering when drawing new congressional district boundaries for the next decade. In a 3-2 ruling, the majority found the congressional map was unconstitutional. If upheld, the ruling would block the use of those district lines for the upcoming midterm elections in November. The court found Democratic lawmakers acted within their power to approve the maps, after a bipartisan redistricting commission failed to do so earlier this year.

The Oneonta Police Department announced that there have been an an increase in stolen vehicle reports. Police reported that the vehicles were unlocked, with the key left in them, they advises residents to lock their cars, take the keys with them, and do not leave valuables in plain sight in a parked vehicle.

State Police arrested 2 men Saturday for 1st degree Robbery following the report of an armed Robbery in Davenport Friday. Troopers responded to a report of a robbery at gunpoint, their investigation revealed that 2 men known to the victim threatened, pistol whipped and stole items from him. Investigators arrested 42 year old Ryan Flood of Davenport, he was found to be in possession of an unregistered and loaded gun, he was charged with Robbery, & Criminal Possession of a Weapon, Police later arrested 34 year old Timothy White of Oneonta for Robbery, Both were arraigned and remanded to Delaware County jail on $25,000 cash bail or $50,000 bond.

Delaware County Sheriff Deputies responded January 3rd, to a residence in the Town of Hamden to execute an Arrest Warrant on 30-year-old Shane Tweedie of Hamden. Tweedie is charged with 3rd degree Assault in connection with a Domestic Dispute in November. Tweedie locked himself inside his residence, refused to comply, brandished a knife and threatened responding Deputies with a weapon; Deputies subsequently made entry into the residence and took Tweedie into custody without further incident. Tweedie was arrested on the Arrest Warrant, and was additionally charged with Menacing and Obstruction of Governmental Administration, he was arraigned and was remanded to the Delaware County Correctional Facility on $5,000 cash bail or $2,500 secured bond.

The Otsego County Health Department reported 1 new death from COVID 19 in their latest report, bringing their total to 97 since the pandemic began. Otsego County has 959 active cases, with 92 added Monday, they have 6 hospitalized. The Chenango County Health Department added 6 more deaths to their total of COVID 19 deaths today. Last week the health Department team was able to confirm COVID-19 as the contributing cause of death for 6 County, they passed away between November 21st & December 27 of 2021. Currently, Chenango County has 802 active cases, 43% are vaccinated, they report 1180 quarantined, 10 are hospitalized, all of those are unvaccinated. Governor Kathy Hochul announced today that all the New Yorkers enrolled in SNAP will receive the maximum allowed of amount of food for January. The State Health Department reported that over 282,000 were tested for COVID Sunday, with over 54,000 positives, for a positivity rate of 19.35%. Over 12,000 are hospitalized, over 1500 are in an ICU unit and almost 800 are on ventilators, there were 135 deaths in hospitals & nursing homes from COVID Sunday.

Governor Cuomo today announced that patient-facing healthcare workers at state-run hospitals will be required to get vaccinated for COVID-19 by Labor Day. The Governor also announced that all New York State employees; about 130,000 people, will be required to get vaccinated for COVID-19 by Labor Day. State employees who do not get vaccinated will be required to be tested for COVID-19 on a weekly basis. The measure are being implemented as vaccination rates are increasing slowly, but COVID 19 positivity rates are over 2.5% again after decreasing to about .35% only a few weeks ago.

Senator Gillibrand is a member of the Senate Committee on Agriculture, Nutrition and Forestry; she said that a 2019 SUNY survey showed that 55% of community college and 41% of 4-year college students in the SUNY system reported experiencing hunger while in school & that requirements such as “work for food” only made the food insecurity among college students worse.

Nationwide Opioid overdose deaths were a record 93,000 last year during the COVID-19 pandemic, an increase of more than 19,000 from 2019 or 29%.  Lockdowns and pandemic restrictions made treatment programs difficult to access in 2020, which likely contributed to the deaths.  New York State has had about 3000 overdose deaths annually since 2018.

SUNY Chancellor Jim Malatras is encouraging students to get vaccinated ahead of the fall semester through a 30-day challenge he issued this week.  Malatras announced that students would need to be vaccinated to return to campus, with vaccines that have FDA approval.   SUNY Schools are looking to return everyone to dorms & classrooms in the 2021-22 school year, after a year of large numbers of infections on SUNY campuses, and remote learnings throughout the system.

Village of Sidney Police Department arrested 23 year old Donovan Teague of Sidney, Wednesday following an investigation into a stolen bicycle.  Teague is accused of possessing small amounts of heroin and methamphetamine & was charged with Criminal mischief, Criminal possession of stolen property & 2 counts of Criminal possession of a controlled substance, he was arraigned in Village of Sidney Court & was released on his own recognizance, Teague was on parole, he was turned over to State Parole officers, who then remanded him to the Delaware County Jail.

Republican Kyle Van De Water has decided to run against Congressman Antonio Delgado again, after losing to him in 2020, when Delgado won with 54% of the vote, to Van De Water 42%.  The 19th Congressional District currently includes all of Delaware & Otsego Counties, as well as Schoharie, Sullivan and Ulster counties & a part of Broome County, but it could look substantially different after redistricting based on the 2020 census.

Governor Cuomo announced today that Bowling alleys, gyms, museums and other low-risk indoor cultural venues will be allowed to open shortly with strict COVID-19 guidelines.  Cuomo said that Bowling alleys will be allowed to open Monday, with 50% occupancy capacity, face masks & social distancing must be followed & every other lane will be closed, thorough cleaning and disinfection of shared or rented equipment between each use will be required; and all food service must follow all state-issued guidance.  The opening date and rules for gyms will be revealed on Monday.

The State Department of Motor Vehicles is expanding New Yorkers’ ability to complete certain transactions through secure drop boxes. The drop boxes can be used for license plate surrenders, address changes, and license and registration renewals. Customers using drop boxes must wear face coverings and maintain social distancing. The Broome County Health Department announced that Friday that they were up to 1102 COVID 19 cases, with 74 deaths, 926 recoveries & 496 are being monitored by the Health Department they have conducted over 32,600 tests since March.

Chenango County Public Health announced that they had no new COVID 19 positive tests Thursday, they have had 218 total cases since March, there are 96 people under quarantine, 1 person is hospitalized, there have been 197 recoveries, and they have performed just under 19,000 tests.

Congressman Anthony Brindisi announced over $290,000 in grant funding for fire departments across New York’s 22nd District.   The grant money is awarded through the FEMA Assistance to Firefighters Grant program, will help local fire departments prioritize operations and safety amid the COVID-19 pandemic.  Locally the New Berlin Fire Department will get over $29,000; the South Otselic Volunteer Fire Department will get over $74,000.

The State DOT is advising motorists that State Route 28 is closed between Margaretville and Andes just north of the intersection of NYS Route 28 and NYS Route 30 to allow construction work required in response to recent storm. Detours will be posted.  During the closure, southbound motorists will be directed to County Route 1 to Tremperskill Road, to State Route 30, back onto NYS Route 28. Northbound motorist will follow the same path in reverse. Motorists are urged to slow down and drive responsibly in work zones. The State Office of Temporary and Disability Assistance announced more than $100 million in additional emergency food assistance for New Yorkers adversely affected by the COVID-19 pandemic, is available.   About 700,000 low-income individuals and families enrolled in the Supplemental Nutrition Assistance Program or “SNAP” will receive a supplemental payment to bring them up to the maximum allowable benefit for August to help them avoid food insecurity.   More information is available at otda.ny.gov/SNAP-COVID-19.

Sales tax revenue for local governments in July fell 8.2% compared to the same period last year, according to State Comptroller Tom DiNapoli. Collections for counties and cities in July totaled $1.3 billion or $116 million less than in July 2019. Although revenue is still down compared to July 2019, the decline is less steep than any month since March, when the COVID-19 pandemic began to affect sales tax collections.

Delaware County Public Health received 1 new positive test result for COVID-19 Thursday and no additional recoveries have been reported, the known active cases is 2. To date there have been 98 confirmed positive cases of COVID-19, with 23 people now under mandatory quarantine.  The 2 people are receiving care at home, since March, 6 people have died and 90 have fully recovered.

Cornwell state that Trooper Conklin responded to the report of a stolen Nissan that Philhower took from his mother without permission, and she reported the car stolen.   Philhower was pronounced dead at the scene, Trooper Conklin was treated for an arm wound, he will return to duty this week, and Trooper Conklin’s actions have been ruled as justified.

State Comptroller Tom DiNapoli’s office conducted an audit of the Bainbridge Fire Department.  The audit stated that the board established adequate controls to help safeguard assets, and the legally required procurement policy, investment policy and code of ethics were in place. The treasurer’s financial records and reports accurately and properly accounted for all financial activities. Although the board did not perform a formal annual audit of the treasurer’s records, it reviewed reports each month and performed a thorough audit of claims before they were paid to ensure they were supported and funds were used for legitimate expenditures.

Governor Cuomo announced plans to close up to 3 correctional facilities following record reductions in the State’s incarcerated population and reported crime.  The Department of Corrections and Community Supervision will select the prisons, transition staff and incarcerated individuals, and cease facility operations by no later than September 1st.   Since 2011, the prison population has declined by nearly 10,000 or 16.7% from 56,419 to 46,973 people, currently.

Governor Cuomo announced that all Supplemental Nutrition Assistance Program recipients will receive next month’s benefits no later than March 7 – approximately one week earlier than scheduled. The early release is intended to ease the burden on recipients that have been forced to stretch February’s benefits for more than six weeks because of the recent unprecedented shutdown of the federal government.  Nearly 20,000 New Yorkers were furloughed during the federal shutdown and many more were working without pay for 35 days, leaving countless New Yorkers with no choice but to seek emergency food assistance for the first time.

State Police responded Friday night to a pedestrian that was struck by a vehicle on State Route 23 near the entrance to Wal-Mart in the town of Oneonta.   The pedestrian disregarded the crosswalk sign and crossed in front of the vehicle’s path on State Route 23, the pedestrian has been identified as 62-year-old Steven Grant of Oneonta, and He was airlifted by Life Net to Wilson Memorial Hospital with serious injuries.  The driver of the vehicle, a 31-year-old male has been cooperative with troopers.  At this time, no tickets have been issued.  The investigation is continuing.

On January 20th troopers were dispatched to a possible overdose in a vehicle parked in Dollar General on North Road in the town of Windsor.  Troopers observed both occupants passed out, they were assessed by paramedics & were charged with a variety of drug & other charges.  Arrested were 24 year old Caitlynn Rhodes of Colesville, & 24 year old Tieler Kennerup of Windsor, they were arraigned at Broome County Central Arraignment and Processing.  Kennerup was released on his own recognizance and Rhodes was remanded to the Broome County Jail without bail.
