Delaware County 911 received call Sunday from the operator of tractor trailer stating that he had traveled off the roadway and had rolled over on State Highway 23 in the Town of Kortright. Delaware County Sheriff Deputies were dispatched to the scene along with members of the Davenport Fire Department, Stamford Fire Department, Bovina Fire Department, Headwaters EMS and NYS DEC Spill Response team. 61 year old Michael Rowe of Sidney was taken to Fox Hospital for minor injuries and was released. The investigation into the crash is continuing and tickets are pending.

Governor Kathy Hochul today announced new steps to protect individuals from COVID-19 following reports of a new variant, BA.2.86. COVID-19 hospitalizations in New York increased as the summer progressed, an updated COVID-19 vaccine tailored to guard against certain newer variants is expected to arrive in pharmacies and doctor’s offices next month after the Food and Drug Administration advised vaccine manufacturers to develop a new COVID-19 vaccine to target Omicron variants.

Law enforcement in Pennsylvania have charged a New York woman, following an investigation into a car/pedestrian accident, where the pedestrian died & the driver left the scene. Lisa Barnes of Johnson City was charged with Leaving the Scene of a Deadly Crash after the crash on August 11th in Clinton Township, Franklin Pauler was unresponsive and suffering from a severe bleeding injury to his head, Barnes turned herself in the following day, claiming that she was lost & her GPS was not working, Pauler had died from his injuries at an area hospital the day after the accident.

Delaware County Sheriff’s Office arrested 51 year old Kim Kraemer of Margaretville for driving while ability is impaired by the use of drugs and alcohol, and aggravated unlicensed operator, following a traffic stop in the Village of Delhi. Deputies observed the vehicle driving erratically, they discovered that Kraemer’s driving privileges were revoked for a prior DWI conviction. Kraemer was subsequently released on traffic summons and directed to appear at the Town of Delhi court at a later date to answer for the charge.

Governor Cuomo is hoping for the 2nd Medicaid Redesign team to come up with savings as successful as the first Team did going back to 2011, to close about 1/3 of the state projected budget gap for the next fiscal year, Cuomo discussed that during his recent Budget Presentation in Albany:

State Police responded to a crash involving a Susquehanna Valley Central School District school bus on State Highway 11 in the town of Kirkwood.  State Police reported that the school bus was stopped, displaying flashing lights and the stop sign extended out, when 56 year old Michael Patchen of Conklin rear-ended the bus.   27 elementary school students were on the bus, along with bus driver 61 year old Mary Reardon they were not injured, Patchen was transported to Wilson Medical Center with Hand injuries, the students on the school bus were evaluated by a school nurse.

State Police arrested 2 Springbrook employees who allegedly took inappropriate Snapchat videos of residents without their knowledge. Police arrested 20 year old Sharon McDowall of Oneonta & 22 year old Julianne Carbone of Oneonta for Endangering the Welfare of an Incompetent or Physically Disabled Person & Unlawful Surveillance, McDowall was arraigned and remanded to the Otsego County Jail on $5,000 cash or $10,000 bond, Carbone was issued appearance tickets and is scheduled to be in town of Oneonta Court Tuesday.

Delaware County Sheriff’s Deputies arrested 56 year old Patrick Macdonald of Walton, New York on charges of Driving While Intoxicated, Aggravated DWI with a blood alcohol content of .18 or higher, and Obstructing Governmental Administration, Unlawfully Fleeing a Police Officer in a Motor Vehicle, and Reckless Driving, as well as numerous vehicle and traffic violations. This arrest was a result of a police pursuit beginning in the Town of Walton and concluding in the Town of Franklin. Macdonald was arraigned in the Town of Hamden Court & was remanded to the Delaware County Jail on $2,500 cash bail or $5,000 secured bond. Sheriff’s Deputies were assisted by the Village of Walton Police Department.

State Police executed a search warrant in the town of Unadilla, they arrested 28 year old Michael Schermerhorn, 32 year old Heather Prince, 40 year old Eric Hoyt & 37 year old Barbara Meyers, all of Unadilla, on a variety of charges, including illegal manufacture of Methamphetamine. State Police seized methamphetamine oil, 2 grams of meth, a sawed off shotgun, a digital scale and components used to make methamphetamine. All 4 were arraigned in the town of Otego Court & were remanded to the Otsego County Jail on $15,000 cash bail or $30,000 bond pending court action on March 29th.

Broome County Sheriff’s department responded Friday to a 4 car accident in the Town of Union. 30 year old Rebecca Crane of Sayre, Pennsylvania hit vehicles waiting at a stop light, she admitted to speeding as her husband 33 year old Gary Crane was in the car & wasn’t breathing due to a heroin overdose, he was taken to Wilson Hospital where he recovered. Rebecca Crane was charged with Driving While Intoxicated with child in vehicle, Driving While Ability Impaired-Drugs, Criminal Possession of Controlled Substance, Criminally Possessing a Hypodermic Instrument, Endangering the Welfare of a Child, Crane was arraigned & is being held without bail, more charges are expected.

New York State today filed a notice of intent to sue the Environmental Protection Agency for violating the federal Clean Air Act by failing to curb ground-level ozone pollution that blows into New York from upwind states. Attorney General Eric Schneiderman said that at least 1 in 3 New Yorkers breathe air with unhealthy levels of smog pollution. The EPA’s own studies demonstrate that pollution from states upwind of New York contributes substantially to the state’s dangerous smog problem.

New York residents stand to lose more than $72 billion in reported deductions for income and property taxes if proposals to change the federal tax code are implemented, according to a report issued today by State Comptroller Thomas P. DiNapoli. Among the deductions the administration has targeted are those for state and local taxes, New Yorkers reported more than $72 billion in such federal deductions in 2015, including $51.7 billion for income taxes and $20.9 billion for property taxes.

State Police arrested 34 year old Michael Graziano of Oneonta, for Grand Larceny and Falsifying Business Records, after troopers were advised of a theft by an employee that had occurred at Springbrook in the Town of Milford. Graziano allegedly falsified business records to steal over $7,000 in pay; he was arraigned in the Town of Milford Court and was release on his own recognizance. His next court date is on December 12th.

Governor Cuomo announced $7.5 million to construct, rehabilitate and improve the homes of 367 income-eligible families across New York. The funds are awarded through New York State Homes and Community Renewal’s Affordable Home Ownership Development Program, administered by the Affordable Housing Corporation. Governor Cuomo has signed legislation to remove barriers for businesses in New York seeking brand label registration for alcoholic beverages. Currently, the law requires brand label registrations to be filed by certified mail, registered mail or overnight mail. Under the bill the Alcoholic Beverage Control Law will permit brand label registration applications to be submitted electronically and filed every three years, rather than every year. The bill also permits the Authority, or third party, to charge a processing fee for electronic submissions.

Soler was charged with Criminal Possession of Marijuana, & Harassment in connection with a separate incident. Soler was arraigned in the Town of Davenport Court on both charges, and released on his own recognizance, to re-appear in that Court at a later time.

State Police arrested 60 year old Brian Lewis of Gilbertsville for DWI and other traffic violations, after troopers responded to a 1 vehicle rollover crash on Copes Corners Road in the Town of Butternuts. Trropers accuse Lewis of driving while intoxicated when he crashed his vehicle causing it to rollover. His passenger received a hand laceration, and was transported to a local hospital for treatment. Lewis refused to submit to a breath test to determine his blood alcohol content. He was released after arraignment at the Town of Butternuts Court.

Victims of child sexual abuse in New York say that the political power of the Catholic Church & other institutions is preventing lawmakers from passing a law that would relax one of the nation’s tightest statutes of limitations on filing criminal charges & Lawsuits. One bill would create a 1-year window for lawsuits otherwise barred by the current statutes; opponents claim that provision would cause catastrophic financial harm for institutions that work with children. Governor Cuomo said that he supports the idea of making it easier for child sexual abuse victims to sue.

3 state run ski resorts are pledging to generate 100% of their energy from renewable resources by 2030. Health care providers are urging lawmakers this week for increased support for community-based services to help uninsured patients. Last Wednesday, members of the Oneonta Police Department Patrol Division conducted a traffic stop which resulted in the arrest of a passenger in the vehicle. 48 year old Vickie Tolbert of Oneonta was charged with Criminal Contempt & criminal Possession of a controlled substance. Police seized 20 bags of Heroin & 1 gram of Cocaine. Tolbert was held at the city of Oneonta Police Department pending arraignment in the city of Oneonta Court.

New York State Justice Center for the Protection of People with Special Needs announced that a former employee of Springbrook in Sidney was arrested on charges that she drove an agency vehicle erratically while texting on her phone, jeopardizing the safety of a passenger. 30 year old Christi Swartwout of Sidney is charged with Endangering the Welfare of an Incompetent Person, following an August 2016 incident in which Swartwout was transporting an individual with developmental disabilities when she was observed driving erratically, nearly colliding with other cars. Swartwout was terminated from her position as a Health Care Assistant, she was arraigned in Oneonta City Court and was released on her own recognizance. She is scheduled to reappear in court on March 21.

Dingle was arraigned in Town of Sidney Court on the new charges; his previous set $50,000 bail was subsequently raised by Judge Rose, who remanded Dingle to the Delaware County Jail on $250,000 cash bail.

Delaware County Sheriff Deputies arrested 63-year-old Patricia Carlson of Delhi on a bench warrant issued by the Town of Delhi Justice Court for Failing to Appear at her scheduled court date October 9th. Carlson was arraigned at the Town of Delhi Justice Court and remanded to the Delaware County Jail on $20,000 cash bail or $40,000 bond. A felony hearing has been rescheduled for Friday in the Delhi Town Court.

Attorney General Eric Schneiderman today announced that his office has obtained an order dissolving Angel’s Gate animal hospice and rehabilitation charity & directing that the charity’s real property be sold with the proceeds to be paid to another charity whose mission is the protection and care of animals. Acting Supreme Court Justice John Lambert ordered the appointment of a receiver to sell the property held in the names of Angel’s Gate, Inc. and Susan Marino in the Town of Meredith. Schneiderman’s Office previously brought a proceeding against Angel’s Gate and Marino to dissolve the corporation because they had failed to file legally required financial reports related to the handling of their charitable funds.  Marino and Angel’s Gate had raised over $3.1 million from donations; Marino mismanaged the funds while continuing to live on the property as her primary residence, without any oversight by an inactive Board of Directors.

State Police at Oneonta arrested 25-year-old Britney Fraser of Oneonta for criminal possession of a controlled substance, aggravated unlicensed operation of a motor vehicle & possessing a controlled substance in a non-original container. 21-year-old Ashley Harty of Sherburne was also charged with 3 counts of criminal possession of a controlled substance, and unlawful possession of marihuana. The arrests occurred after a vehicle stop when Fraser was observed failing to stop for approaching traffic as she drove onto State Route 7 in the Town of Oneonta. Troopers detected the odor of marihuana & a search was conducted, troopers accuse Fraser of possessing half of a narcotic and driving with a suspended license. Harty was found to unlawfully possess marijuana, heroin and cocaine. Fraser and Harty were arraigned at the Town of Oneonta court and both were remanded to the Otsego County jail on $400 cash bail or $800 property bond, pending Town of Oneonta court on November 12th.

State Police at Binghamton arrested 34-year-old Melissa Ipson of Liverpool for criminal possession of a controlled substance, driving while ability impaired by drugs and possessing a controlled substance in a non-original container. This arrest occurred after a trooper observed Ipson appearing disoriented as she sat in her vehicle at a gas pump and then drove to a parking space at the Mirabito on Castle Creek Road in the Town of Barker. An investigation determined that she was driving while impaired by drugs and unlawfully possessed over 2 grams of cathinone bath salts. Ipson was arraigned & was remanded to the Broome County jail without bail set at this time.

Secondly New York and the other northeast regional greenhouse gas cap and trade states have demonstrated that carbon markets are a powerful tool for reducing the pollution contributing to climate change. 3rd, Cuomo announced a commitment to bring solar to 150,000 more homes and businesses by 2020. The Governor also announced that the SUNY system would install renewable energy, at each of its 64 campuses by 2020.

Governor Cuomo announced the launch of a new $1.4 million Climate Resilient Farming grant pilot program created to support projects that mitigate the environmental impact of agriculture-related activities and increase the resiliency of farms throughout New York State in the face of a changing climate. Initiatives include $175 million for 5 large-scale clean energy projects to increase electricity generation from renewable energy sources, and a $3 million clean energy competition for colleges and universities in New York State. Binghamton Police are investigating a homicide at 32 Mygatt Street, where a fire had been reported early this morning.  Firefighters responded at around 6:00 AM for a  fire on the 2nd floor, Police were called to the scene after 1 person was found dead inside.  The investigation is continuing.

The President will lay out a plan to make college more affordable, tackle rising costs, and improve value for students and their families.  The town hall event will take place inside the Old University Union at 12:45 on Friday, although attendees will need to be in place much earlier. Traffic will be disrupted on campus for much of the day with the main entrance and campus loop closed from 10:00 am until 3:00 pm. The university is still working on determining designated areas for anti-fracking or gun rights protestors.

A two-car crash in Otsego County has left one man dead and sent two others to a hospital. At around 10:50 on Monday night, crews responded to the scene on County Route 22.  State Police said George Dahrough, 52, was traveling westbound when his 1994 Ford crossed into the eastbound lane.  He struck a 1990 Toyota driven by Jesse Snyder, 62, of Richfield Springs.  Crews declared passenger Cole Snyder, 36, dead at the scene.  Paramedics took Jesse Snyder to a nearby hospital in an ambulance and listed him in critical condition.  They also took Dahrough to a hospital to be treated for minor injuries.  Police said the crash remains under investigation.

A car drove into the M&T Bank on Upper Front Street Binghamton at around 11:10 a.m. Tuesday.  New York State Police and the Chenango Fire Department responded to the scene.  Paula Hamilton, 90, of Harpursville, hit the accelerator when she meant to hit the brake.  Her silver Honda drove through a handicapped space in the front of the building, knocked over a sign and drove through the front window.  Hamilton was taken to Lourdes hospital for precautionary measures.  No one else was injured.

A Johnson City man has been indicted in connection with the murder of his neighbor in Broome County Court.  Christopher T. Davis, 43, faces charges of murder in the first degree, two counts of murder in the second degree and robbery in the first degree.  Police responded to a 911 call for 36 Brown St. in Johnson City July 8th.  There, they found 50-year-old Patricia LaCaprara dead in her home as a result of traumatic head injuries.

Elaine Sortino, a 1971 graduate of SUNY Oneonta and a member of the college’s athletics Hall of Fame, succumbed to a lengthy battle with cancer Sunday.  Sortino, who was entering her 35th season as the head softball coach at the University of Massachusetts, was 64 years old.

The City of Norwich will be closing some streets for paving over the next few days.  Today, Rexford St. will be closed from the railroad tracks to Silver St. and Pleasant St. will be closed from North Broad to King Street.  On Thursday Cole Drive will be closed. NEWS MONDAY 8-12-13 http://www.wcdoonline.com/localnews/p-m-news-monday-8-12-13/ Mon, 12 Aug 2013 18:14:49 +0000 http://www.wcdoonline.com/localnews/?p=1250 Continue reading ]]> Delaware county Sheriff’s deputies responded Sunday to a domestic incident where a person was held at gunpoint at 1090 County Highway 5 in Bovina.  Deputies and State troopers responded & found a victim fleeing from the residence, who had been released by the perpetrator, 32 year old Justin Geraghty, who had taken the homeowners hostage following an earlier domestic incident at another residence.  Geraghty barricaded himself in the residence with a firearm and threatened to kill law enforcement officers.  Tear gas was deployed in an attempt to get Geraghty to surrender, he was found deceased inside the residence from a self-inflicted gunshot wound.  Geraghty was wanted by the State Division of Parole, and by the Delhi Police Department for 1st degree Burglary, 3rd degree Assault and Petty Larceny.

Governor Cuomo’s popularity is moving upward, according to a new poll from Siena College out today.   The Siena poll found 65% of registered voters found Cuomo’s performance was favorable up 7% from the June poll numbers, while 30% found Cuomo’s job performance unfavorable.  Among the Upstate voters polled, 55% said that Cuomo’s performance was favorable, with 41% choosing unfavorable.

A motorcyclist was killed Sunday when a nearby car hit a deer, sending it airborne and into the path of the motorcycle.  Madison County Sheriff’s Deputies responded to the accident on state route 8 in the Town of Brookfield Sunday, they reported that 31-year-old Phurba Tamang, of Utica was driving on Route 8 when she hit a deer, which became airborne and struck a motorcycle driven by 49 year old Cyle Chesebro of West Edmeston, Chesebro was pronounced dead at the scene.

Delaware County Deputies investigated a car & pedestrian accident on County Hwy 21 in the Town of Walton. 60-year-old David Gomez of the Bronx was traveling on County Highway 21 near Runion Road Thursday, when he had struck 37 year old William Caputo of Walton, who was walking down the center of the road.  No tickets were issued to Gomez and Caputo was transported to Bassett hospital in Cooperstown for treatment of injuries.

21-year-old Joshua Vaughn of Binghamton was convicted of attempted murder and assault, in connection with an incident at the Voodoo Lounge in Binghamton in January of 2012. Vaughn was accused of stabbing a bouncer in the stomach during a dispute over the cover charge; he was sentenced to 15 years in prison plus 5 years of post-release supervision.

The Chenango County Sheriff’s Office responded to Valley View Trailer Park in the Town of North Norwich for an investigation into an animal cruelty and Child Endangerment case Sunday.  4 adults were arrested for allegedly permitting 6 children, ages 9 to 17 to live in unsuitable and unsanitary conditions.  Arrested were 39-year-old Norman Hebert, 37 year old Barbara Hebert, 40 year old Norman Fuller & 40 year old Stacy Cox for 6 counts each of Endangering the Welfare of a child and cruelty to animals for allowing several dogs to live in unsuitable conditions.  All 6 children were removed and placed with family members and Every Dogs Dream rescue shelter removed the dogs from the residence. The 4 adults are to re-appear in the Town of North Norwich court at a later date.

State Troopers from Sidney arrested 27 year old Gene Casey of Vernon, Vermont and 27 year old Amanda Grondin of Jamaica Plain, Massachusetts for 2 counts of Criminal Possession of a Controlled Substance and Criminal Possession of Marihuana. Casey was additionally charged with Speeding and Unlawful Possession of Marihuana. The arrests resulted from a traffic stop on I-88 in the Town of Bainbridge. Both subjects were issued Appearance Tickets returnable to the Town of Bainbridge Court on April 29th.

The Otsego county conservation association will hold their annual “Reduce, Reuse, Recycle” garage sale on Saturday and Sunday. The event will be held at the farmers market building on Main Street in Cooperstown, the money raised will be used for conservation society programs throughout the year.

Locally, the Unadilla fire departmten will hold an open house from 11:00 to 2:00 at the fire house on Clifton street, the Borden Hose Fire Company of Rockdale & Mount Upton will hold an open house Saturday, from 11:00 AM to 5:00 PM; The Afton fire department will also be holding an open house at their station that will run from 9:00 to 3:00 on Saturday. The Chenango county sheriffs department arrested three defendants from Greene for Petty Larceny. Deputies responded to the Norwich Wal-Mart after an employee filed a complaint, charged were 41 year old Joanne Cutler, 18 year old Elizabeth Cutler & 20 year old Anthony Ruquet of Greene, All 3 were processed and released on appearance tickets to appear in the Town of Norwich Court at a later date.

Sidney village officials announced that crews would pick up brush, leaves; grass clippings weed stalks and hedge trimmings starting Monday morning. Those items must be placed at the curb by 7:00 AM for pickup.

State Troopers in Deposit arrested 19 year old Giovanni Zito of Deposit, as an Illegal Alien. The arrest was the result of an investigation into an unrelated matter, Zito was delivered to Immigration Naturalization Service Agents and remanded to their custody.

Governor Cuomo announced that the Department of Health would issue proposed regulations to ensure that the unique needs of pediatric patients are respected by requiring that hospitals communicate critical test results in plain language to parents before a child is discharged from the hospital. The regulations also require hospitals to post a “Parents’ Bill of Rights” letting parents and patients know of the important protections provided by these regulations.

Chenango County Sheriff Office arrested 27-year-old JoVonne Woolever of Sherburne for criminal possession of a controlled substance.  Woolever was charged as deputies were investigating a domestic dispute it was found that Woolever was in possession of prescription pills that she did not have a prescription for, she was taken into custody without incident, processed and released on an appearance ticket to appear at a later date.

State Senator Jim Seward has received his senate committee assignments.  Seward will once again chair the senate insurance committee, and will serve on the senate committees for agriculture, Education, finance, Health, Higher education, Mental Health and Rules.

Springbrook announced that they would be building community homes in the village of Sidney this spring.  Springbrook CEO Patricia Kennedy and her staff hosted an event at Angus & Ale this afternoon about the project:

The Chenango county sheriffs department arrested 20-year-old Mark Neubauer of Greene for Unlawful Possession of Marihuana.  Neubauer was charged following a traffic stop in the Town of Oxford where he was found to be in possession of marihuana. Neubauer was given an appearance ticket for a later date in the Town of Oxford Court.
