Binghamton Police are investigating a homicide after they received reports Friday of shots fired near Lewis Street and Henry Street. Police located a 20 year old male lying in the street with a gunshot wound, he was pronounced dead at the scene, the investigation revealed the the victim was shot while driving, causing the car to crash.

Delaware County Sheriff’s Office arrested 43 year old Adrienne Caldwell of Earlville for introducing dangerous contraband into the Delaware County Correctional Facility. Caldwell entered into the facility Wednesday for Arraignment on unrelated charges, during a search of Caldwell’s personal property, Officers located the contraband. Caldwell was charged & was released on an appearance ticket for Town of Delhi Court at a later date.

The Johnson City Police Department arrested a 15 year old suspect this Morning in connection with a stabbing of an 18 year at the Johnson City High School this morning. The victim sustained serious but non-life-threatening injuries & was taken to Wilson Hospital, The unidentified 15-year-old suspect was charged with 1st degree assault & criminal possession of a weapon & was being held at the Johnson City Police Department pending arraignment. The Johnson City High School was placed on lock-down.

Delaware County Sheriff’s Office arrested 46 year old Antonio Andrial of Staten Island after Deputies responded Thursday to a motor vehicle accident at the intersection of State Highway 28 and State Highway 30 in the Town of Middletown. Andrial is accused of operating a motor vehicle in an intoxicated condition, moving from lane unsafely, speed not reasonable and failing to stop at a stop sign. Andrial was released on an appearance ticket for the Town of Middletown Court at a later date.

3 people were arrested by the Johnson City Police Department following the stabbing of a 16-year-old male Thursday. Police arrested 18 year old Tyheem Jordan, 18 year old Luke Lucas, and an unidentified 17 year old male, the 16 year old male victim was stabbed in the head and back & was taken to an area hospital and was in stable condition. Jordan. Lucas & the other teen were all charged with Attempted Assault, among other charges, Jordan and Lucas were remanded to the Broome County Jail, the 17-year-old was in police custody pending arraignment.

Broome County District Attorney’s Office announced that Michael Gibson of Binghamton pleaded guilty as a second time felony offender to 1st degree Rape, he admitted to having sexual contact with a victim less than 13 years old in 2023. Gibson is due back in court for sentencing on May 10, 2024, he faces a sentence of 15 years in State Prison, followed by 15 years of post-release supervision.

Major Construction is underway at the Greater Binghamton Airport, on the airport’s terminal building including the demolition of existing restaurant, kitchen and interior hallways to allow for the construction of temporary waiting areas, new restroom facilities, and a walkway to a jet bridge, with future work on the new outdoor canopy and entrance portals beginning in the spring. The project received $32 million from the Governor’s $230 million Upstate Airport Economic Development and Revitalization Competition.

71 year old Michael Murray of Sidney, pleaded guilty to multiple counts of possession of child pornography in U.S. District Court last week. Murray admitted that in October 2021, he possessed images and videos of child pornography on two cell phones and possessed images and videos of child pornography in two email accounts he controlled. Murray had a previous conviction in New York related to the production, possession and distribution of child pornography at the time of these federal offenses. Sentencing is scheduled for January 12, 2024, in Federal Court in Albany, he could face a term of 144 months in prison, a fine of up to $250,000 and a term of supervised release of at least 5 years to life, he will have to register as a sex offender upon his release from prison.

The Otsego County Sheriff’s Office arrested 35 year old Aaron McIntyre of West Oneonta, following the investigation into a trespass complaint in Town of Milford. When the officer attempted to take the defendant into custody, he then resisted arrest, he was then found to be in possession of 2 different controlled substances. McIntyre was charged with Criminal Possession of a Control Substance, 2 Counts Resisting Arrest & Trespassing & was released on an appearance ticket and is scheduled to appear in the Town of Milford Court on a later date.

Local sales tax collections in New York state grew by 4% in August compared to the same month in 2022, according to a new report by State Comptroller Tom DiNapoli. Collections totaled $1.78 billion, up $67.9 million compared to the same time last year, New York City had a mild increase of 1.2%, upstate counties saw a 5.6% increase in August

Delaware County Sheriff’s Office announced that a juvenile is facing 3rd degree Assault and Criminal Obstruction of Breathing, following an incident which occurred at the DCMO BOCES in the Town of Masonville. On September 7th, Deputies responded to the BOCES campus, a physical altercation had occurred where the victim was physically injured, and pressure had been applied to the victim’s throat. Deputies arrested and charged the Unadilla juvenile, The juvenile and the parents were issued juvenile appearance tickets and were directed to report to the Delaware County Probation Department at a later date to answer the charges.

The Broome County Sheriff’s office arrested 29 year old Dustin Smith of Endicott, after methamphetamine and fentanyl were found during the intake process at the Broome County Correctional Facility. Smith was brought to Central Arraignment at the Broome County Correctional Facility on Criminal Possession of a Controlled Substance charges, a routine search uncovered 3 bags containing Methamphetamine & fentanyl. Smith was charged with 2 Counts of Possession of a Controlled Substance, & 3 Counts of Promoting Prison Contraband, he was arraigned in the Town of Dickinson Court & he remains at the Broome County Correctional Facility.

State Police responded to an incident involving a motorcycle and a riding lawnmower at Hawleyton Road, in the town of Binghamton. 74 year old Danny Shepard of Binghamton was operating a riding lawnmower in the area of the roadway and front yard of his residence, 28 year old Justin Tarbox of Binghamton, was operating a motorcycle on Hawleyton Road, they collided & Shepard was pronounced dead at the scene. Tarbox was transported to Wilson Hospital, The incident remains under investigation.

70 year old Rudolph Pacheco of Staten Island was arraigned on a sealed indictment in Delaware County Court on September 15. The Delaware County Grand Jury handed up a 9 Count Indictment accusing him of Vehicular Manslaughter, Aggravated Vehicular Homicide, Assault, Aggravated DWI, Reckless Driving, and Leaving the Scene of a Personal Injury Crash that resulted in death. Pacheco is accused of operating a motor vehicle on August 2, in the Town of Middletown, with a BAC greater than .18, he struck 2 elderly pedestrians, Pacheco fled the scene until he was stopped 12 miles away. One of the pedestrians was pronounced dead at the scene, and the second one was transported to the Emergency Room to receive treatment for non-life threatening injuries. Pacheco was ordered held on $50,000 cash bail, $250,000.00 secured bond, and $500,000.00 partially secured bond, a conference is scheduled for October 10, at 1:00 P.M.

The Spiedie Fest has made some changes to their schedule due to the weather forecast. Spiedie Fest had decided to move the meet and greet with WWE Hall of Famer Kurt Angle and concert featuring John Waite and Tommy DeCarlo to the Visions Veterans Memorial Arena. The remainder of Friday’s festival and activities will go on as planned at Otsiningo Park. The events will still take place at their scheduled times. The meet and greet with Kurt Angle will be from 3 to 6 p.m. John Waite will perform at 6 p.m., followed by Tommy DeCarlo at 7:30 p.m.

State Police reported that 2 pedestrians that were struck by a vehicle in the town of Middletown Wednesday. State Police stated that 68 year old John Guidice & 67 year old Joyce Guidice, both of Middletown, were struck by a vehicle while on the shoulder of New Kingston Road, the vehicle did not stop, Numerous lifesaving measures were performed & Joyce was pronounced dead at the scene, John was taken to Margaretville Hospital with non-life threatening injuries. A vehicle with front end damage was located & a 70 year old man from Staten Island was being interviewed by Investigators. The investigation is on-going. More will be released once it is available.

Attorney General Letitia James and DEC Commissioner Basil Seggos today announced a settlement with FrieslandCampina Ingredients North America, Inc. in Delhi over numerous violations of state and federal environmental laws. The Delhi manufacturing facility was emitting dangerous air and water pollution into the surrounding community, putting public health at risk. The agreement with Federal & State Agencies requires Friesland to come into full compliance with environmental protection laws and pay a penalty of $2.88 million. New York will receive $1.44 million to fund projects that benefit public health and the environment in the Delhi area.

4 people have been arrested after the discovery of multiple illegal items in Binghamton. The Broome County Special Investigations Unit Task Force, along with the Binghamton Police Department Community Response Team and Patrol Division executed a search warrant Tuesday at 35 Baxter Street, Officers seized weapons, $3,540 in suspected drug proceeds, Oxycontin and items used for packaging and weighing narcotics. Arrested were 47 year old Jaime Marte-Viera, 27 year old Juan Genao, 20 year old Sincere Pryor and 32 year old Tyron Howell on a variety of Drug & Weapons Charges, all face court action shortly.

The State Comptroller’s Office reported that local government sales tax collections in New York state totaled $5.7 billion in the 2nd quarter of 2023, an increase of 3%, compared to the same period last year. 2nd quarter growth was lower that the 1st quarter, due to a steep drop in gas prices, sales tax collections on motor fuels decreasing by -19% year over year.

The 61st General Clinton Canoe Regatta was held this past weekend, over 1500 paddlers. In the Men’s NYMCRA Stock class, cousins Seth MacArthur of Staten Island & 1st time paddler Austin Henchey of Otego won the race by over 7 minutes, WCDO’s Craig Stevens asked them about this year’s Race:

This Year’s Regatta saw one of the lowest river levels in the history of the race.

It was a dog fight for 2nd place in the 4 person pro class with just 5 second separating them from the 3rd place team. The Local New York Team of Bob Wisse, Larry Harrison, Jeff Shultis & Bob Zaveral teamed up again for the race. Shultis said it was a tough race:

Delaware County District Attorney’s Office announced that 43 year old Jeremie Hoyt of Davenport was sentenced to 20 years in state prison for his conviction of Course of Sexual Conduct Against a Child. Between January and August of 2019, Hoyt engaged in at least 2 sexual acts with a child under 13 years old, he was sentenced to 20 years of in jail followed by 10 years of post-release supervision, he was also ordered to submit a DNA sample to the State DNA data-bank, he was ordered to pay a $1,000 crime victim’s fee & he must register as a sex offender after he is released from prison.

Chenango County Sheriff’s Office responded to a small plane crash near Norwich Sunday afternoon. The pilot was pronounced dead at the scene & was the only occupant of the plane, the Chenango County Sheriff’s Office said the pilot was the only occupant of the plane. They were pronounced dead the scene. The investigation has been turned over to the National Safety Transportation Board.

5 municipalities in the Southern Tier were awarded the DEC Municipal Zero-Emission Vehicle Infrastructure grant. Locally, The village of Sidney will receive more than $80,000 to install 2 fast chargers, the village of Fleischmanns will receive more than $7,500 for 2 Level 2 charging ports. The Delaware County DPW announced road work on county Routes 16 and 21 will take place in the coming weeks. Pavement rehabilitation work began today on county Route 21, from at the Walton village line heading north about 6 1/2 miles, that project will be complete by June 30. The department will begin work on county Route 16 on Monday, June 5, starting in Treadwell and progressing to state Route 10 in Fraser. that project should be completed by June 15. Drivers should expect extended delays during this work. Alternate routes are suggested.

The 61st General Clinton Canoe Regatta was held over the Memorial Day Weekend, with over 1500 paddlers ranging in age from 5 to 83, low water & the Hot Sun made things difficult for the 70 mile racers.

The 4 Person Pro Division Winners were New York Paddlers Ed Curley, Ben Schlimmer, Jake Crotser & Patrick Madden, Curley summed up the conditions to WCDO after the race:

The 4 man team beat the 2nd place canoe by about 20 minutes.

In the C1 Pro Race, Canadian Christoph Marchan also won by over 20 minutes with a time of 8:55:17, it was only his 2nd time at the Clinton Regatta, he told WCDO of his strategy:

In the 2 person pro endurance race, Canadian Steve Lajoie won for the 12th time with Michigan paddler Wes Dean, , it was his 1sty pro win, , taking home the $3,000 winning purse, they talked to WCDO’s Craig Stevens after the race:

And, the General Clinton welcomed back 28 time pro champion Serge Corbin back for his 32nd Clinton race, the 66 year old Canadian paddled in the mixed division for the 1st time, with his 31 year old partner Ev Chamberland, they spoke to Craig After the race:

The pair finished 1st in the mixed Pro Division & 12th overall, it was Chamberland’s 2nd 70 mile finish at the Clinton regatta.

Attorney General’s Office of Special Investigation released its report on the death of Roger Lynch on August 6, 2021 in Franklin, which included review of radio transmissions, body-worn camera footage, and interviews. The investigation determined that a prosecutor would not be able to disprove justification beyond a reasonable doubt at trial & criminal charges against the State Trooper who shot Lynch are not warranted. On the evening of August 5th, members of several police agencies responded to a residence on Bob Holloway Road in Delhi, following reports that an individual had been shot, they learned that Lynch had shot multiple times at 1of the residents before driving away, Lynch was found at his house, he came out with a gun aimed under his chin. When the sergeant told him not to shoot himself, Lynch then leveled his shotgun on his shoulder and took aim at a trooper & 1 of the troopers fired his rifle at Lynch, who fell back into the house, where he was pronounced dead.

Otsego County Sheriff’s Office arrested 22 year old Clarence Vanier of Laurens after a search warrant was executed at a residence in the Town of Laurens. Vanier was charged with Criminal Possession of a Controlled Substance for a Hallucinogen, among other charges. Deputies were assisting the Oneonta Police Department with a search warrant at which time a large amount of Psilocybin mushrooms were located in the residence. Vanier was being held at the Otsego County Jail pending Central Arraignment.

The Ricky J. Parisian Memorial Scholarship Foundation announced today that they will retire the annual “Pit Run” event. Delaware County Sheriff’s Deputies received information that 61-year old Alden Briggs had an active Bench Warrant out of the Village of Johnson City Court due to a failure to appear in court in connection with a charge of Criminal Possession of a Controlled Substance. After receiving information about his whereabouts, Delaware County Sheriff’s Deputies located Briggs at a Deposit residence last Thursday, he was arrested on the Bench Warrant & was turned over to the Broome County Sheriff’s Office for arraignment.

Delaware County Sheriff’s Deputies were notified Friday by the Delaware County Family Court that an Arrest Warrant had been issued for 36-year-old Terriann Conolly for failure to appear in the Delaware County Family Court. Deputies located Conolly in the Town of Walton and arrested her on the Arrest Warrant. Connolly was arraigned in Delaware County Family Court, and released on her own recognizance, she will re-appear in the Delaware County Family Court at a later scheduled date.

At approximately 5:30 am Monday, members of the Broome-Chenango-Endicott SWAT team entered Whaley’s residence on Chenango County Road 2, they located Whaley within a bedroom, where he is accused of attempting to flush methamphetamine down the toilet, about 4 ounces of methamphetamine was recovered, officers also seized 13 long guns, 2 assault rifles, pistols & “ghost guns”, with hundreds of rounds of ammunition & over $3600 in cash. Whaley was charged with Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon, Tampering with Physical Evidence & Criminal Use of Drug Paraphernalia, whaley is being held pending court action. Members of the Broome County Sheriff’s Office, State Police, Madison County Sheriff’s Office, and Endicott Police Department assisted.

Former long time area Congressman Sherwood Boehlert has died at the age of 84. Boehlert Served as Oneida County Executive prior to his lengthy tenure in the US House of Representatives from 1982 to 2006. State Police at Sidney arrested 24 year old Gary Rousseau Jr of Carbondale, Pennsylvania Sunday for Driving While Intoxicated. A trooper was dispatched to a report of a 1-vehicle rollover on I-88 west in the town of Bainbridge, The trooper located a vehicle on its roof and learned that the driver had been removed from the vehicle, & Rousseau was being treated by Sidney EMS. Police said that Rousseau was impaired; he was transported to Wilson Hospital for treatment & was issued appearance tickets to the Bainbridge Town Court on October 12th.

Chenango County Public Health reported their 83rd COVID 19 death today. Chenango County has 121 Active Cases, 54 of those are vaccinated, there are 292 Active Quarantines, 6 hospitalized 1 of those is vaccinated, and they have had 4156 total cases with 3906 recoveries since the pandemic began.

Village of Sidney Police Department officers observed vehicles in Keith Clark Park Saturday after it had closed for the day. Officers found an operator of 1 of the vehicles in the park, showing signs of impairment. 21 year old Shane Dumond of South New Berlin was charged with DWI, Operating a motor vehicle with a BAC at .08 or higher, endangering the welfare of a child & Trespassing, he was released on appearance tickets for Village of Sidney Court at a later date.

The State Labor Department announced that the August Unemployment rate in the state dropped .2 to 7.4%. Locally, Chenango County had 4.8%, Delaware County 5.2% & Otsego County had an even 5%. The Greater Binghamton region reported 5.4% unemployment in August.

Delaware County Sheriff’s deputies received a 911 call from a motorist on State Highway 28 reporting being passed in a no passing zone in the Town of Delhi by an erratic driver. Deputies located 43 year old Elmar Kola of Staten Island, a Department of Motor Vehicle inquiry revealed that Kola’s driving privileges were suspended in New York. Kola was charged with aggravated unlicensed operation of a motor vehicle, unlicensed operation of a motor vehicle and improper passing, he was issued traffic summonses for Town of Delhi Court on a later date.

On September 3rd, 53 year-old Tina Kerschner of Downsville, appeared at the Delaware County Probation Office for a scheduled meeting with her Probation Officer. A routine search by Probation Officers led to the discovery and seizure of Suboxone, Delaware County Sheriff’s Deputies charged Kerschner with criminal possession of a controlled substance, she was released on an appearance ticket for Town of Delhi Court on a later date.

Delaware County Public Health reported 65 new cases from Saturday to Monday, they now report 234 active cases, 387 are quarantined and 7 are hospitalized. 50.1% of the total population are vaccinated, 82% of the positive cases are unvaccinated, with 18% of the positive cases are vaccinated, 24% of the positive cases are Pre-K-12th students/employees & 1% of the positive cases are college students/employees

The eastbound lanes of I-88 were closed earlier today between exits 17 and 18 in Otsego County, due to a multiple tractor trailer accident. State Police reported that 2
tractor trailers and a pickup truck pulling an empty livestock trailer crashed, the 1st tractor trailer was traveling eastbound in the left lane of I-88 when it hit the guide
wires, got caught up and then ended up in the right lane, the 2nd tractor trailer also got caught up in the guide wires that were stretched across the road, State Police
reported that the 2nd driver possibly tried to back up when the pickup truck rear-ended the 2nd tractor trailer. The pickup truck then got stuck under the back of the 2nd
tractor trailer, and the driver had to be extricated from the truck, suffering only minor injuries. the investigation is continuing.

construction work zones. 21 crashes caused by distracted driving in work zones have already been reported across the State during the current construction season,

A federal Judge is expected to sentence 30 year old Justin Crandall and his wife Jessica of Sidney today in Binghamton’s federal court for their guilty pleas for the sexual abuse of a 17-month-old girl in their Sidney home. The couple could each face up to 90 years in prison at sentencing today.

Oneonta Police responded Saturday to 12 Hazel Street to the report of a disturbance, Responding officers observed a man standing in the street above an older male on the ground, using his hands to defend himself. Officers said that the victim found the suspect in his home, he was chased outside, and the suspect hit him to the ground. Police charged 22-year-old Diego Bravo of Staten Island, for 2nd degree Burglary, menacing, & Harassment. State Police arrested 26-year-old Roger Hall of Port Crane, for 2nd degree Assault, after a fight at the Beer Thirty bar in Kirkwood. Hall allegedly struck another man in the face with a pint glass, causing several lacerations to the victim’s face. Hall was arraigned at the Town of Kirkwood Court and was remanded to the Broome County Jail with no bail set at this time. His next court date is pending.

2005 Sidney Graduate Darren McElligott won a New York State Boxing Golden Gloves Championship last weekend at a tournament in Buffalo. McElligott is the 1st Champion to come from Sidney in over 40 years; previous local champions won regional championships, but not the State one. McElligott competed in the Light Heavyweight division at 178 pounds.

State Police responded to a fatal motor vehicle accident Sunday on State Route 23, in the Town of Roxbury. 53-year-old Yamir Betancourt of Oneonta was operating a motorcycle with his wife, 50-year-old Elizabeth Betancourt riding as a passenger. Betancourt drifted over the center yellow line, overcorrected and lost control of the motorcycle. Elizabeth Betancourt was ejected and fell into the path of a westbound 1995 Honda Pilot driven by 38 year old Isaac Abramchayev of Fresh Meadow. Mrs. Betancourt was declared dead at the scene, Mr. Betancourt was treated at the scene for abrasions, Abramchayev was not injured.

State Senator Jim Seward announced that he will be hosting a free senior scam prevention forum on Tuesday, December 16th at the Sidney Memorial Public Library. Senator Seward is partnering with the New York State Department of State to inform senior citizens and others about the alarming trend of senior targeted scams. A specialist with the Division of Consumer Protection will conduct the free presentation, helping senior citizens proactively protect their identities and avoid becoming the victims of a scam. The senior scam prevention forum will take place on Tuesday, December 16th from 1:00 p.m. to 3:00 p.m. at the Sidney Memorial Public Library, 8 River Street in Sidney. A new state law bars employers in New York from firing volunteer firefighters, and members of volunteer ambulance squads, for taking time off from their jobs to respond to major emergencies such as hurricanes and snowstorms. The law, approved by the state Legislature this summer and signed by Governor Cuomo, takes affect Dec. 22nd. It requires employers to grant a request from a volunteer firefighter, or a member of a volunteer ambulance corps, for leave to respond to declared states of emergency. The governor can declare states of emergency in cases of man-made or natural disasters

The New York gaming facility location commission will hold their final meeting on December 17th that is when they are expected to announce the 4 winning proposals to operate casinos in 3 upstate regions. The next to last meeting is scheduled for tomorrow, but no decisions are expected at Tuesday’s meeting. State attorney general Eric Schneiderman has asked governor Cuomo for immediate 7 temporary authority to investigate police officers statewide, whose actions result in the death of an unarmed person. The request would allow Schneiderman to take investigation like the Eric Garner Staten Island case, out of the hands of local authorities. The governor has the power to remove any criminal case from a local prosecutor and assign it to the state attorney general’s office, governor Cuomo may be considering a permanent change in the 2015 legislative agenda to be announced in January.

Governor Cuomo today visited the Village of Margaretville in Delaware County for a New York Rising Community Reconstruction Planning Committee.  Planning experts, community officials, and residents gathered to kick off the long-term rebuilding process following Tropical Storm Lee & Hurricane Irene in 2011 that devastated Margaretville. The New York Rising Community Reconstruction Program is designed to empower communities to create and implement their strategies to rebuild and prepare for future extreme weather.  The governor was also planning to attend a NY Rising meeting in Staten Island, which was heavily damaged from Super storm Sandy.

State Troopers in Deposit arrested 19-year-old Travis Decamp of Sanford, for driving while intoxicated with a reportable BAC result twice the legal limit.  The arrest followed an accident investigation on Old Route 17 in Sanford; Decamp was issued tickets returnable to the town of Sanford court on October 7th.

A total of $99,400 in cultural funding is available from the Chenango Arts Council for initiatives in Broome, Chenango and Otsego counties. Funding is available for grants up to $5,000 through the 2014 Decentralization Program.  The grants provide support to community-based organizations, groups, collectives or artists. The deadline for the grant application is December 11th; Guidelines & applications are available at chenangoarts.org.

About 9,000 state workers could get a raise and a regular salary review if Governor Cuomo signs legislation proposed by state Senator John DeFrancisco of Syracuse.  The bill would affect state workers designated as managerial or confidential, who are not represented by unions, & who have not had a raise since 2008. The proposal calls for the state to create a commission to analyze salaries of non-unionized state workers and report recommendations about pay changes every four years. Governor Cuomo has until September 27th to sign or veto the bill.

New York’s 16 medical schools have more students this fall than last year, including the first in a pair of three-year programs that allow students to graduate faster and with less debt.  Associated Medical Schools of New York states that the 2,424 new medical students represent an enrollment increase of 120 over last year. More than half are state residents, nearly half are women and 3 percent are international students. Most programs last four years with annual tuition ranging from $30,000 to $50,000.

Congressman Chris Gibson and his Watershed Advisory Group released a position overview on the State Health Department’s draft midterm revisions to the New York City Filtration Avoidance Determination. Gibson said that the current plan by the city to purchase land in the watershed region is unacceptable, with the money used for land purchases better suited for flood mitigation and upstate economic development.  Gibson also said that the reservoir should be set at levels that meet new York city’s drinking water needs without endangering watershed communities above & below dams, in order to prevent flooding.   The revisions were published by the DOH in late August, and are currently in a public comment period.
