The Vestal Police Department arrested 43 year old Lori Littler of Vestal on a variety of drug charges. Members of the police department executed a search warrant at Littler’s residence, they seized methamphetamine, fentanyl, cocaine, suboxone, plus Packaging materials & Scales, Littler was remanded to the Broome County Jail to await arraignment.

Otsego County Sheriff’s Office arrested 23 year old Lucian Decker of Pittsfield, for 2nd degree Assault with a weapon, Endangering the Welfare of a Child, plus he was wanted on 2 warrants. Decker was arrested following an investigation into an assault in the Town of Morris on April 7 2022, where he allegedly struck the victim in the head with a lead pipe after an argument, Decker fled the scene & left the state, earlier this month, deputies learned that Decker was back in the area, and was involved in another incident that is still under investigation. Decker was located in the Town of Pittsfield and was taken into custody without incident, he was arraigned & was remanded to the Otsego County Jail on $3,000 cash bail/$30,000 secured bond.

The Broome County Sheriff’s Office is currently investigating a one-person motorcycle accident with injuries on Interstate Route 81 South between Exits 1 and 2 in the Town of Kirkwood Tuesday. The initial investigation revealed that the motorcyclist was the only individual involved and speed was a factor in the crash. The motorcyclist was transported to Wilson Hospital with serious injuries.

Governor Hochul announced that $20 million in state funding has been awarded to 7 counties and New York City to improve public safety and emergency communications. The funding can be used to install new equipment, enhance public safety radio systems, Locally, Chenango County will get $3 million in funding for a 25 digital radio system to bring multiple agencies into a single radio system.

The Broome County Sheriff’s Office and SUNY Broome have partnered on a program to begin introducing community college “life skills” curriculum to incarcerated men and women at the Broome County Correctional Facility. The pilot program consists of five, 1-hour weekly classes taking place over five weeks, offered in both a male and a female housing pod. Undersheriff Sam Davis is the instructor for each class, he previously served as the Director of Training for the Broome County Sheriff’s Office and taught several criminal justice courses at SUNY Broome over the past 8 years.

The Broome County Sheriff’s Office arrested 22 year old Houston Alexander of Binghamton following a high speed pursuit Thursday night. A Deputy was conducting a routine speed enforcement on I-81 in the Town of Dickinson when he encountered a vehicle traveling at 90 miles per hour in a 55 miles per hour zone, after pursuits through several towns, Alexander’s vehicle collided with a patrol vehicle, he fled on foot, which ended a few block later in Johnson City with a Taser deployment, and he was taken into custody. Alexander was charged with Unlawful Fleeing a Police Officer in a Motor Vehicle, Unauthorized Use of a Vehicle, Reckless Endangerment, Obstructing Government Administration & Resisting Arrest, Alexander was processed and issued appearance tickets for a future court date, The Sheriff’s Office was assisted by Johnson City Police and State Police. There were no injuries stemming from the incident.

SUNY Broome announced that just under 750 people graduated last night at the Visions Veterans Memorial Arena in downtown Binghamton. College Officials said that 65% of the graduates are female and 35% are male, the most popular major again this year was nursing.

Oneonta Fire Department last night responded to a fire at 7 Hubbell Avenue in Oneonta, they were assisted by West Oneonta, & Otego Fire Department As well as the FAST teams from Sidney, Franklin & Worcester. There were no injuries reported, but several pets died in the blaze. The cause of the fire is under investigation.

A joint investigation with State Police Investigators at Sidney and Binghamton has led to the arrest of 32-year-old James Blackman of Afton. Troopers received a report accusing Blackman of inappropriate behavior with children, the investigation revealed that Blackman allegedly raped and sexually abused 2 children under the age of 11 on multiple occasions in Chenango County. Blackman was charged with 2 counts of Predatory Sex Assault Against a Child, 4 counts of Criminal Sex Act, 2 counts of Sex Abuse, and 2 counts of Endangering the Welfare of a Child. Blackman was arraigned and remanded to the Chenango County Jail.

A State DEC patrol caught 30 teenagers holding a party with alcohol on Friday, April 22, at the Charles Baker State Forest in Sherburne. The group included teens ranging in age from 15 to 19 years old, including an unidentified 18-year-old from Norwich, who allegedly had 3 cases of beer, who was charged with underage possession of alcohol in a State Forest.

The DEA Take Back Day encourages people to get rid of expired & unwanted prescription medication properly, before they can get into the wrong hands, or into the waste stream. The crossover will result in one lane of travel in each direction, the on-ramp at Exit 20 eastbound will close, followed by the westbound off ramp at Exit 19. The Broome County District Attorney’s Office announced 29 year old Corey Carney of Conklin was sentenced to serve 7 years in prison for attempted burglary. On October 14th 2021, Carney unlawfully entered an apartment on Louisa Street in Binghamton with two other males and attempted to steal property. Carney is also facing 5 years of post-release supervision.

State Police are warning residents to keep an eye out for people stealing packages out of mailboxes and off porches, following incidents that have been reported in the towns of Hartwick, Garrattsville and New Lisbon. Police said that today, 2 people were arrested and charged with Petty Larceny, Criminal Possession of Stolen Property and Conspiracy, arrested were 42 year old Karen Decarlo of Garrattsville and 41 year old Joshua Talbot of Garrattsville, after Troopers spotted them in a vehicle near mailboxes on State Highway 205 after receiving a complaint of a larceny from a mailbox. Decarlo and Talbot were arrested, processed then released on appearance tickets to the Hartwick Town Court on January 12th.

State Police & Emergency Crews responded to a 2 Vehicle Head on Crash near the intersection of State Routes 7 & 8 Friday morning. State Police reported that the crash occurred when 22-year-old Kenneth Button of Plymouth, lost control of his vehicle stuck a minivan, driven by a 31-year-old James Glover of Norwich, Glover’s mini van overturned & he was taken to A.O. Fox Hospital’s Tri-Town Campus for treatment.

New York State’s COVID 19 numbers have been trending back up over the last week, after Test Results were reported Saturday. Over 156,000 were tested with 5078 testing positive, for a 3.25% positivity rate. Patient Hospitalization are back up over 1900, patients in an ICU bed was just under 400, and those on ventilators were back up to 216, there were 29 deaths in hospitals & nursing homes Saturday from COVID.

Delaware County Public Health added 54 more COVID 19 cases Thursday & Friday, with a positivity rate of 8.5%. They reported 248 active cases, 13 hospitalized, 354 quarantined. Delaware County Public Health will be conducting a COVID-19 Pfizer 5-11 year old vaccination clinic on Saturday November 20th at the DCMO BOCES- Harrold Campus from 10AM-1PM. ALL children must be accompanied by a parent or guardian, to register go to apps2.health.ny.gov. J&J vaccine will be available for walk-ins over the age of 18. New York State reported just less than 10,000 new COVID 19 cases on Tuesday, out of 160,947 tests conducted statewide, which translates into a 6.2% positivity rate. 115 more people were hospitalized, the state total is now 6,097, there are 1098 patients in an ICU bed, and 611 are on ventilators, there were 95 deaths Tuesday.

Otsego County Department of Health reported 18 new COVID cases today, there are 16 hospitalized, there are 141 active cases. Otsego County is up to 1643 cases, there have been 10 deaths, and 840 cases are attributed to SUNY Oneonta & Hartwick College.

The Otsego County Department of Health announced that they now have 21 confirmed cases of the Coronavirus.  2 of those patients are hospitalized, 2 have fully recovered and are off isolation & there has been 1 death.  103 people on mandatory quarantine,  6 people on precautionary quarantine & 26 people have been released from quarantine.

SUNY Broome officials announced today that they have donated personal protective equipment to help shortages at local healthcare facilities.   The campus has Nursing & Dental programs, and during the shutdown from tehe Coronavirus, they donated 8,000 gloves, 750 surgical masks, 100 N95 masks and 150 gowns.  Local residents who have similar items to donate can drop them off at the old Macy’s building in the Oakdale Mall Monday through Friday 8:30 a.m. to 2:30 p.m.

Broome County Executive Jason Garnar updated their Coronavirus numbers Friday afternoon.  They now have 52 confirmed cases, 9 are hospitalized, 32 are recovering at home, 7 have recovered, there are 4 deaths, 459 have been tested.

The State budget for the 2020-2021 fiscal year is wrapped up, State Budget Director Robert Mujica said that the state will lose 10 billion dollars in revenue between now & July 15th, due to the virtual shutdown of the state, and the push back of filing state taxes until July 15th, all due to the Coronavirus.  The budget shortfall is expected to be about 15 billion dollars in the new budget, the state does have some money in reserve to deal with it, the final budget will be revisited in the months ahead after the number of Coronavirus cases decreases to manageable levels & non-essential workers can go back to work & state tax revenues can be collected again.

Delaware County Sheriff’s Office has been investigating complaints of vandalism to an agricultural field in the Town of Hamden.   A vehicle was identified as a result of surveillance camera images, Deputies arrested 18 year-old Austin Moxham of Delhi with driving while ability impaired by drugs, failure to display a front license plate,  unlawful possession of marihuana & criminal mischief.   Moxham was issued appearance tickets for Town of Hamden Court on a later date.

The New York State Board on Electric Generation Siting and the Environment will meet on April 9 at 10:30 AM to consider petitions for rehearing of the Siting Board’s December 2019 approval of Bluestone Wind, LLC’s application for Certificate of Environmental Compatibility and Public Need to build and operate a 124-megawatt wind facility with 27 wind turbines in the Towns of Windsor and Sanford.  The Siting Board determined that the facility met the statutory requirements for certification; the parties seeking rehearing are Delaware-Otsego Audubon Society, Broome County Concerned Residents and a resident of the Village of Johnson City.  The meeting will be conducted by teleconference at dps.ny.gov/Webcasts.

Delaware County has had its first death from the coronavirus; the deceased had been hospitalized with the disease and died Wednesday.  Delaware County has 20 positive cases so far, excluding 3 positive tests that were returned to their county of residence.  2 people have recovered, 10 are recovering at Home, 6 are hospitalized, 43 are in Mandatory Quarantine & 9 are in Precautionary Quarantine, 182 people have been tested.

22nd District Congressman Anthony Brindisi announced that he is holding a COVID19 telephone town hall with Upstate health experts this afternoon to answer questions about the coronavirus.  The event begins at 5:30 & the number is 855-614-0159 at to join in.  Congressman Anthony Brindisi says he is in self-quarantine after coming in contact with another representative who has tested positive for COVID-19.   Brindisi also announced that he came in contact with Utah Congressman Ben McAdams, who tested positive for the disease, Brindisi will self-quarantine at home until March 27th, and he said that he is not exhibiting any symptoms associated with COVID-19.

Chenango County Health Department confirmed today that they have a 2nd positive test for the coronavirus of a County resident.  Officials said that the 2 cases are in quarantine currently, they cannot release the location of the 2 patients.

Governor Cuomo, New Jersey Governor Phil Murphy and Connecticut Governor Ned Lamont today announced Pennsylvania Governor Tom Wolf is joining their coalition to implement a regional approach to combatting COVID-19.  The 4 governors announced indoor portions of retail shopping malls, amusement parks and bowling alleys in the 4 states will close by 8:00 PM Tonight, which is an expansion of the guidance issued Monday.

The Deposit Fire Department responded to the report of a Man working on a stationary trailer under a bridge in a work zone, getting struck by a tractor trailer on State route 17 Monday.  The worker fell to the ground & sustained only minor injuries, This accident is in the bridge construction zone near mile marker 268 on Route 17 East in the Town of Sanford (just prior to Exit 82). State DOT officials remind motorists to slow down in work zones, so far, no tickets have been announced.

33 Otsego County Inmates had to be transferred to other county jails, after last Thursday’s storm led to leaking at the Otsego County Jail in Cooperstown.  The Corrections Department transferred inmates to the Delaware & Albany County jails until the building repairs are made.  Some renovations to the 30 year old facility were underway this summer, with more anticipated.

Following a recent inspection, State DOT engineers are recommending immediate repairs with a temporary closure and 5-ton weight restriction on the large culvert carrying State Route 80 over Hayden Creek in the Town of Springfield in Otsego County.  A new traffic pattern consists of a 1-lane, 2-way operation controlled by a temporary traffic signal. New York State paid more than $100 million in duplicate payments to managed care organizations for premiums over a more than 4 year period, according to an audit released today by State Comptroller Tom DiNapoli.  Auditors found many cases of people with multiple Client Identification Numbers, with Medicaid making duplicate payments to those individuals.  DiNapoli recommended that the Department Of Health Review the $102.1 million in improper premium payments identified and make recoveries; Ensure Local Districts make timely and accurate updates to information and evaluate the feasibility of creating a control to prevent multiple Client ID Numbers from being reused in the future. The State Department of Labor announced today that the Statewide Unemployment Rate Remained at 4.0% for the 3rd straight month.  The number of private sector jobs in New York State grew by 1,800 to 8,200,300 in July; New York State’s economy has added 1,182,200 private sector jobs over the 1st half of the year.

Delaware County Public Health has been notified that a raccoon submitted for rabies testing from the Town of Stamford was confirmed positive for rabies. This is the fifth rabid animal confirmed in the County in 2019. The raccoon was reported to have attacked an unvaccinated cat, and chickens. The cat has been humanely euthanized. Coleman was remanded to the Chenango County Correctional Facility and is being held without bail.  Coleman was also the boyfriend of 16 year old Amelia Wakefield of Oxford, who was found dead in Smithville last Friday night, there have been no arrests in connection with that case.

State Police are investigating a reported home invasion at 5 Dorothy Road in Apalachin early this morning.   Police stated that a woman answered a knock on her door shortly before 6:00 AM, 2 men entered, there was a confrontation between a male resident & 1 of the suspects, the male resident was fatally shot, the woman was not hurt, and the 2 men fled on foot.  1 suspect was located by Police on the Vestal parkway; the other man was still at large, he is described as white, 5′ 8″ tall; wearing a dark jacket, dark pants and work boots, anyone with information should call 911.

Delhi Police Chief Michael Mills announced the arrests of 3 people on Drug Charges Tuesday.  Delhi Police, with assistance from State Police & SUNY Delhi Police, executed a search warrant at 26 Meredith Street, they arrested 25 year old Daniel Quackenbush Jr. of Delhi, 24 year old Karolina Piwarska of Delhi, & 28 year old Chanchhayavan Chourb of Utica, on a variety of drug charges, All 3 were arraigned in the Delhi Town Court and remanded to the Delaware County Jail on $100,000 cash bail or $200,000 bond.  Police recovered cash, Crack Cocaine, heroin, digital scales, and other materials for packaging narcotics.

New York State of Health today reported that more than 4.7 million New Yorkers have enrolled in health coverage through the end of the 6th open enrollment period on January 31st. Marketplace enrollment is now at its highest point, & the number of uninsured went from 10% in 2013, to below 5% today.

Governor Cuomo & State Leaders announced an agreement on allowing cameras on school buses, in order to catch drivers who do not stop for school busses with their flashing lights on discharging children.   School districts will soon be able to mount cameras on school buses to capture the vehicle’s license plates.  Drivers will face fines that up to $250 fine.

State Senator Fred Akshar recognized Broome County Sheriff’s Deputy Kristy Botsford as his New York State Senate 2019 Woman of Distinction for the 52nd Senate District.  Each year, the New York State Senate honors women who have enriched the quality of life in their communities across New York.  Deputy Kristy Botsford continues to recover from injuries sustained on February 1st, while responding to a vehicle traveling the wrong way on Route 17 West in Vestal, her vehicle was struck head on by an alleged drunk driver, she was pinned inside the vehicle, & was removed by emergency personnel using the “Jaws of life” tool in sub-zero temperatures, she underwent surgery to repair her broken femur and ankle.  Botsford plans to return to her post as soon as her doctors allow.

State Police arrested 71 year old Franklin Farrell of Bainbridge for 2nd & 3rd degree Assault after Troopers were dispatched to a physical dispute on County Route 39 in the town of Bainbridge.  Farrell allegedly grabbed the victim by the arm causing lacerations & allegedly brandished a knife attempting to stab a 2nd victim, who was cut on the stomach & arms.  Farrell was transported to Tri-County Hospital for his injuries and was arrested, & was arraigned in the town of Bainbridge court & was remanded to the Chenango County Jail without bail.  An order of protection was issued to both victims.  He’s scheduled to return to court on May 9th.

State Police arrested 26 year old Thomas Harris of Unadilla for DWI, Reckless Driving and Harassment Sunday, after a trooper monitoring State Highway 357 observed
Harris driving at about 100 miles an hour. Harris was stopped; his B.A.C was measured at .20%. Harris is also accused of making numerous threats of physical violence
toward troopers and their family members. He was arraigned in the town of Sidney Court and remanded to the Delaware County Jail on $5,000 cash bail or $10,000
property bond.

Norwich Fire Department responded Monday night at about 10:30 PM, to a Trailer Fire on River Street. Investigators believe that the cause of the fire was from a tree that

New York sent an estimated $24.1 billion more in tax payments to Washington than it got back in federal spending in federal fiscal year 2017, getting back 90 cents for every dollar, according to a report released today by State Comptroller Tom DiNapoli. In 2017, New York was one of just 11 states that sent more to Washington than it  received. Only New Jersey, Massachusetts and Connecticut fared worse while New Mexico fared the best. While New York received 10 cents less per dollar of taxes, most states received more than they paid.

The deceased has been identified as 66 year old William Sethmann of Deposit, who was working as an independent contractor and handyman at Courier; he was located crushed underneath a hydraulic loading dock. The investigation revealed that Sethmann was working on the lift when it failed sometime between Monday afternoon and Wednesday morning. There are no signs of foul play.

State Police arrested 37 year old Gary Sullivan Jr. of Hancock for DWI, after a trooper was dispatched to a 1 car accident on State Route 17 in Kirkwood. The trooper located Sullivan’s vehicle on its side and Sullivan had with minor injuries. Sullivan was arrested & was released on appearance tickets to town of Kirkwood Court on October 16th.

Chenango County Sheriff’s Department investigated a robbery Tuesday Night on Royal Avenue in the Town of Norwich, after a male victim went to Chenango Memorial Hospital with missing teeth, head lacerations and additional trauma. The investigation revealed that the victim was lured to the Royal Avenue address by 19 year old Jade Orlando, who requested marihuana to be delivered to her, Brenden Gager, Hunter Speenburgh and Landon Cummings were hiding nearby, they allegedly assaulted and robbed the victim. All 4 were arrested & were charged with Robbery & Assault; they were arraigned and remanded to the Chenango County Correctional Facility. The City of Norwich Police Department assisted with the investigation. The investigation is ongoing and additional charges are expected.

Two men were arrested and 100 pounds of marijuana were seized after the Otsego County Sheriff’s Department raided elaborate growing operations in Morris and New Lisbon. 47 year old Christian Balmaceda of Morris and 49 year old Joseph Ali of New Lisbon were arrested, Balmaceda was charged with Criminal Possession of Marijuana, Unlawful Growing of Cannabis, and 3 counts of Endangering the Welfare of a Child, Ali was charged with Criminal Possession of Marijuana, Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance & Unlawfully Growing of Cannabis, they were remanded to the Otsego County Jail pending future court action.

Free 5-gallon pails of remixed exterior latex paint are still available to non-profit agencies and county residents on a first come, first served basis. Troopers reported that an eyewitness and a surveillance video showed Officer Crossley made a U-turn, his patrol vehicle then collided with an SUV driven by Nicole Moshier-Harris. Officer Crossley’s vehicle was travelling at 74 miles per hour, and his actions were consistent with pursuing an unidentified violator. The coroner’s report determined that Officer Crossley’s death was caused by multiple traumatic injuries & he was not wearing a seatbelt at the time of the crash. Moshier-Harris was issued a traffic ticket for failing to yield the right of way, no additional charges are anticipated.

Law enforcement agencies across the state participated in the Operation Safe Stop Day today. Police officers will be on board school buses and monitoring bus routes to ensure safe driving. An estimated 50,000 motor vehicles illegally pass New York State school buses every day. Last year, more than 1000 tickets were issued for people passing a stopped school bus.

Governor Cuomo launched Round 8 of the Regional Economic Development Council initiative, kicking off the 2018 competition for more than $750 million in state economic development resources. The Consolidated Funding Application will open to applicants on May 1, enabling businesses, municipalities, not-for-profits and the public to begin applying for Projects. Round 8 will include up to $150 million in capital grants and up to $75 million in Excelsior Tax Credits for projects and activities identified by the Councils as regional priorities.

NYSEG President & CEO Carl Taylor announced a $400,000 economic development grant for Binghamton University this afternoon. The latest award brings the total up to $1.2 million in funding which NYSEG has granted to the university, to help support 3 projects under the company’s economic development electric infrastructure programs. Governor Cuomo announced that DICK’S Sporting Goods, has plans to construct the Company’s first-ever in-house eCommerce fulfillment center. The company will construct an approximate 245,000 square-foot addition to its recently opened distribution center in Broome County Corporate Park in Conklin. Nicholas and Mary Mammano, & their 3 grandchildren died, John Mammano was taken to an area hospital for treatment of injuries. The U.S. Food & Drug Administration announced that the U.S. District Court for the Northern District of New York entered a consent decree of permanent injunction against Vulto Creamery or Walton. The defendants cannot prepare, process, manufacture, pack and/or hold FDA-regulated food products until they can ensure that Listeria is not present in their facility and their food. Vulto Creameries products were linked to a multi-state outbreak of Listeria in their cheese products, 2 people died & 8 were hospitalized after consuming the products contaminated by Listeria.
