Delaware County District Attorney’s office announced that 45 year old Timothy Bennett of Walton, pleaded guilty to Aggravated Driving While Intoxicated by alcohol and Aggravated Unlicensed Operation of a Vehicle, Wednesday. Bennet crashed his car in January on State Highway 10, in the Town of Walton. The investigation revealed that the Bennet was intoxicated by alcohol and had a BAC of .18 & had a suspended driver’s license, he was sentenced to a 3-year term of probation supervision, he must complete the impaired driver program and a victim impact panel, undergo a drug and alcohol evaluation, & he must install an ignition interlock device in any vehicle he owns, his license was revoked for a minimum of 1 year, and he was ordered to pay over $1600 in fines and surcharges.

Police in Virginia have not yet charged Michael Davis of Richmond Virginia, in connection with the April 5th abduction of Tatiana David in Ithaca. Police in Virginia stopped Michael Davis’s vehicle shortly after he crossed into Virginia, he fled the scene before crashing his vehicle about 35 minutes later, he shot at troopers who returned fire, Davis is still in critical condition in a Virginia hospital. Tatiana David was found deceased outside Davis’s vehicle, the results of the autopsy have not yet been released.

Delaware County District Attorney’s Office announced that 41 year old Jason Dufton of Susquehanna, Pennsylvania pleaded guilty to engaging in a Course of Sexual Conduct Against a Child in Delaware County Court. Dufton admitted that he engaged in sexual conduct with a child less than 13 years old while he resided in the Town of Hancock, he will be sentenced to 7 years in state prison and 15 years of post-release supervision & he will be required to register as a sex offender upon his release from prison & he must submit a sample of his DNA for the state’s DNA databank. Sentencing will be on May 30th.

The State Department of Corrections announced that disgraced Hollywood movie producer Harvey Weinstein has been moved to the Mohawk Correctional Facility in Rome New York. Weinstein was convicted of rape in 2020, he was sentenced to 23 years in state prison, he was also found guilty of sex crimes in California & was sentenced there to 16 years in prison. New York State Correctional officials moved Weinstein to Mohawk, following a heart procedure shortly after. His lawyers have also said that he suffers from diabetes and vision issues.

It’s been almost a year since 12 year old Aliza Spencer of Binghamton was fatally shot while walking with her father & brother April 21st in Binghamton. Aliza’s Father Fred Spencer held a press conference & asked people to come forward with information into the shooting, A reward of $32,000 is being offered, many area residents have donated to increase the reward, so far there have been no arrests in the case.

State lawmakers passed another budget extension for another week Monday, making sure that state workers get paid. State lawmakers will not be paid themselves until a budget is passed, according to state Comptroller Tom DiNapoli. Sticking points in the negotiations include bail reform & the Governor’s plans for more housing statewide. The Legislature would have through April 17 to either pass a budget or extend the process again.

Broome Count District Attorney office reported that William Effner of Walton pleaded guilty to Criminal Possession of a Controlled Substance, Effner admitted he possessed methamphetamine with the intent to sell in the Town of Nanticoke in December, he will be sentenced to 4 years in state prison and 2 years of post-release supervision in June. Effner was previously convicted of Attempted Criminal Possession of a Controlled Substance in 2019 in Delaware County.

Delaware County Sheriff’s Deputies arrested 24 year old Mohammed Rahman of Queens for Criminal Possession of Marihuana, Criminal Possession of a Controlled Substance, Aggravated Unlicensed Operation, Driving While ability impaired by drugs, speeding & other traffic violations.  Rahman was stopped on State Highway 268 in the Town of Hancock, he was found to be in possession of more than 10 pounds of Marihuana.  Rahman was arraigned at Hancock Village Court and was remanded to the Delaware County Jail on $15,000 cash bail pending future court action at a later date.

A Broome County Sheriff’s Deputy on Route 79 observed a vehicle traveling off the road & into a ditch, the vehicle continued driving down the ditch for approximately 600 feet before stopping. The Deputy made contact with Kristen Oropallo of Susquehanna Pennsylvania, the investigation led to Oropallo being charged with DWI; also her driving privileges in New York State had been suspended. Oropallo was transported to the Broome County Sheriff’s Office for further processing where she refused to submit to a Breath test, she was issued several tickets to return to the Town of Windsor Court at a later date.

Oneonta Finance Director Meg Hungerford will resign from that position at the end of the month.    Hungerford has accepted a position with the Walton Central School district.   No interim director has been appointed by the city; they will start a search for a replacement shortly.

The State Department of Transportation today announced that preliminary work has begun on a $1.1 million project to replace a culvert underneath Dilly Road in the Town of Colesville. The new culvert will allow a stream to more efficiently flow underneath the road, reducing the possibility of erosion and enhancing safety for motorists traveling to and from nearby State Route 7.  While preliminary site work, including tree removal, has begun, the bulk of construction will not take place until the summer to minimize disruptions to school bus routes and comply with DEC stream work restrictions. Traffic will be detoured on to Martin Hill Road during construction, which is expected to be substantially complete by September.

A.O. Fox Hospital has prioritized combatting hunger as a population health improvement initiative in 2019. The hospital, in collaboration with several agencies, is working to reduce local food insecurity with hunger screenings and goals of establishing a new food pantry for employees and a patient food pharmacy while continuing to supplement other area food pantries. A recent assessment identified hunger in Otsego County as a major community health concern Fox is working with organizations like Catholic Charities, The Salvation Army, Friends of Recovery – Delaware & Otsego Counties, Opportunities for Otsego, and many others.

Governor Cuomo’s job approval rating has improved to 50% for the first time since last May, according to polls released this week.   A Quinnipiac Survey released today said that 50% percent of voters approve of the job Cuomo is doing as governor, with 41% registering disapproval.  About 2/3rds of those polled believe that Cuomo should also continue to try to convince Amazon to revisit their plans to open a facility in Queens & add 25,000 jobs.

Village voting took place & there were a few races to decide, in Sidney, Andy Matviak was re-elected as Mayor over Jeffrey Stefanek & Elected to the Village board were Ray Baker & Barry MacPherson.  In Walton, Stephen Condon won the election for a two-year mayor seat over incumbent Ed Snow.  In Gilbertsville, the new Mayor is Mark Muller who defeated incumbent Ken Nolan; Trustees that won are Glenn Foster & Randolph Palada,  in Afton, the 2 village board seats were won by DeAnna Lawrence & Sally Muller.

58 year old Julie Clark of Coventry pleaded guilty to 3rd degree Grand Larceny for stealing Thousands of dollars from the Coventry Fire Department while serving as treasurer.  Clark was sentenced to a 3 year conditional discharge & was ordered to pay $20,000 in restitution.

State Police arrested 34-year-old Christopher Carlson of Susquehanna, Pennsylvania for DWI after a traffic stop for speeding at 84 miles per hour on I-88 in the Town of Otego. Carlson was issued tickets returnable in the Town of Otego Court on January 7th.

Governor Cuomo announced that he would use his pardon power to alleviate the barrier of a criminal conviction for people convicted of non-violent crimes committed when they were minors, and who have since lived crime-free for 10 or more years. This action advances the principles from his Raise the Age Campaign, which calls upon New York to join 48 other states in recognizing that 16 and 17 year old children do not belong in the adult court system.

The Oneonta Police Department announced the arrest of 2 people on drug charges after they served a search warrant at 195 Main Street Wednesday morning. Arrested were 34-year-old Nelson Canales of Oneonta & 31 year old Jamie Osborne of Oneonta, for Criminal possession of a controlled substance, Canales was also charged with 2nd menacing. The Oneonta Police uncovered crack cocaine, prescription narcotics & 2 replica firearms. The Otsego County Sheriff’s Department assisted Oneonta Police with the investigation.

State Police arrested 26 year old Christopher Kuiper of Susquehanna, Pennsylvania for operating a motor vehicle while impaired by drugs, criminal possession of a controlled substance, unlawfully fleeing police in a vehicle, reckless driving and several other charges, after a trooper observed a Nissan making an illegal U-turn on I-81 in the Town of Dickinson. Kuiper allegedly failed to stop for pursuing troopers, he is accused of driving at speeds up to 90 miles an hour through the Prospect mountain work zone to State Route 17, he braked hard and his vehicle was struck by state police vehicle. Kuiper exited the vehicle was arrested without incident. Kuiper was found to unlawfully possess Percocet and marihuana; he was arraigned & was remanded to the Broome County jail on $1,000 cash bail. Police stated that the pursuit lasted 4 minutes and covered 9 miles.

Governor Cuomo announced that over $32 million in federal highway safety grants have been awarded to 541 highway safety programs throughout New York State to improve overall highway safety and reduce the number of deaths and serious injuries due to crashes. Locally, funding will go to the Binghamton police department, Broome County Sheriffs department, Deposit Police, Sidney village police, Delaware county sheriffs department, Oneonta city police and the Otsego county sheriff’s department. The funding was awarded to New York State by the National Highway Traffic Safety Administration.

The Chenango Arts Council announced a 20% increase in funding from the New York State Council on the Arts for the 2016 Broome, Chenango & Otsego Decentralization Grant Program. $129,280 is available to non-profit organizations and artists who partner with an eligible non-profit for cultural initiatives in 2016. The State Police was advised that 18-month-old Henry Kellam was with his father, Henry W. Kellam, and was endangered, as the father had all visitations with his child suspended by a court order. Kellan was also wanted on a warrant by the City of Binghamton Police Department for Criminal Mischief. Police reported that Kellam was involved in a domestic dispute with his son’s mother, in the Village of Oxford; he forced her from his vehicle and fled with their son. Kellam was located and arrested in Madison County with help from the Madison County Sheriff’s Office. The child was located in good health and was returned to his mother.

Governor Cuomo directed Inspector General Catherine Leahy Scott to conduct a thorough investigation to determine all factors potentially involved in the escape of inmates Richard Matt and David Sweat from Clinton Correctional Facility. The Inspector General shall obtain the services of a respected outside expert in corrections and law enforcement on issues such as prison design, operations and security with a view toward identifying how these inmates were able to escape, and recommend any potential reforms and best practices to prevent future incidents. The Inspector General will then confer with law enforcement agencies & also refer any criminal conduct that may be uncovered to prosecutors.

The Chenango County Sheriff’s Office arrested a Village of Sherburne man for Criminal Possession of a Controlled Substance. 27-year-old Donald McLain of Sherburne initially failed to comply with the stop and was later taken into custody, He was found to be in possession of heroin and a hypodermic needle. McLain was charged with Failure to Comply, Criminal Possession of a Controlled Substance, & additional traffic tickets. He was arraigned in the Town of North Norwich Court and remanded to the Chenango County Correctional Facility on $2,000 cash bail; he is due back in Sherburne Court at a later date.

The Walton Central School Board of Education is putting the recently failed budget back out to voters on Tuesday. The Walton board of education opted to not go to a contingency budget, and voters will decide on a new plan Tuesday. The board opted to remove propositions that failed to get voter approval last time, the new budget plan will now lower taxes, by 5%, The budget vote is Tomorrow from 12:00 noon until 9:00 PM at the school bus garage.

Governor Cuomo unveiled the Upstate Distressed Schools Fund to provide additional state support to New York’s neediest school districts, particularly those in Upstate with a high concentration of schools designated as “failing” by the State Education Department. The Fund complements the $75 million included in the 2015-16 State Budget to help turn around the state’s worst 27 failing schools. The Upstate Distressed School Fund will provide grants for capital and operating expenses that will enable districts to dedicate more resources to improve students’ test scores and graduation rates.

State Police at Binghamton arrested 21 year old Zachary Boman of Susquehanna, Pennsylvania for Driving While Ability Impaired by Drugs-Commercial Vehicle 1st and Criminal Possession of Controlled Substance 7th. This arrest occurred after Troopers received a Broome County 911 report of a Kenworth dump truck being driven erratically on Interstate 81 northbound in the Town of Kirkwood. An investigation determined that he was driving a commercial vehicle while impaired by drugs. Boman consented to a test of his urine for drugs and the lab results are pending. He was also found to unlawfully possess a small quantity of opiates and a syringe. Boman was arraigned in the Town of Kirkwood Court and remanded to the Broome County Jail in lieu of $1,500 cash bail or $3,000.00 property bond.

The virus has landed a significant number of children at health centers and hospitals across the country. Enterovirus results in difficulties breathing and severe respiratory issues. There is no vaccine to prevent the infection and there is no anti-viral medication to treat the infection. Prevention methods include washing hands, avoid touching eyes, nose and mouth and disinfecting frequently touched surfaces.

State Troopers arrested 52-year-old Robert Slack of Susquehanna, Pennsylvania for Driving While Intoxicated, following a motor vehicle accident on State Route 205 in Oneonta. Slack refused to submit to a blood test. He was issued a ticket returnable to the Town of Oneonta Court on October 7th.

Delaware County Sheriff’s Deputies seized a quantity of drugs and arrested 35-year-old Francis Smith of Kingston today, after investigating illegally parked vehicles in Arkville. Smith was charged with Criminal Possession of a Weapon, which violated the terms of his probation in Ulster County. Smith is accused of possessing a switchblade knife, & he may also face drug possession charges upon completion of a laboratory analysis of the seized drugs. Smith was arraigned in the Town of Middletown Court and remanded to the Delaware County Jail on $1000 cash bail.

Assemblyman Bill Magee nearly doubled his campaign coffers in the final days of his successful fight to hang onto his seat, according to the state Board of Elections. Magee raised $54,305 between August 25th and September 15th in his effort to defeat Sherrill City Commissioner Mike Hennessy in the democratic primary. Magee beat Hennessy 2,082 to 1,431; he will face Republican John Salka of Brookfield in the November election.

Home sales in New York fell 9.5% in August compared to the same period in 2013. Median sale prices stayed flat, while some areas of the state, including the Southern Tier, had an increase in homes on the market and fewer sales. Nearly 11,000 homes were sold in New York in August, the year-to-date sales total of 66,635 was a 4.4% drop compared to the same period in 2013. The median sale price so far this year was $225,000, unchanged from a year ago. Pending sales fell 1.5%.

Attorney General Eric Schneiderman and state Education Department Commissioner John King said a survey would be sent to each school district, seeking information on actions they have taken, to implement provisions of the Dignity for all Students Act. The Act is state’s 1st anti-bullying legislation, the results of the survey will be used to identify steps that schools have taken, and model policies and practices now being implemented by districts, to help ensure students are provided safe school environments.

The New York National Guard and the State Department of Homeland Security and Emergency Services are giving a free two-hour training session At 11 AM Saturday on the SUNY Broome campus. Those who register will receive a backpack filled with supplies that can assist in the event of an emergency. Registration for the event is free but space is limited. NEWS FRIDAY 3-7-14 http://www.wcdoonline.com/localnews/p-m-news-friday-3-7-14/ Fri, 07 Mar 2014 17:24:37 +0000 http://www.wcdoonline.com/localnews/?p=2479 Continue reading ]]> Governor Cuomo is maintaining a strong lead over potential challengers despite a sharp drop in his job approval rating among voters according to a new poll released Thursday.  The NBC/Wall Street Journal/Marist Poll has Cuomo leading just-announced Republican candidate Rob Astorino by a 65% to 25% margin.  The poll shows a 10 point drop in the percentage of voters who believe Cuomo is doing a good or excellent job, dropping to 42%, the decline attributed to minority voters & upstate voters.   The poll surveyed 658 registered voters and has a margin of error of plus or minus 3.8 percentage points.

The state Assembly passed a bill this week that would delay portions of the Common Core education standards.  The bill would prevent schools from using Common Core-based test scores on staff evaluations for 2 years and prevents schools from using scores to decide whether a student will advance to the next grade.  The bill was sent to the state Senate where there is no sponsor on a companion bill.

Congressman Chris Gibson announced that the House of Representatives passed the Homeowner Flood Insurance Affordability Act.  Congressman Gibson stated that the bill permanently removes the home sale/new policy rate increase trigger for primary residences, Reinstates grandfathered rates by decoupling rate increases from FEMA remapping & Ensures greater solvency of the program by authorizing a $25 annual fee on residential policies and $250 on business/ non-primary residence policies, with the revenue placed in a reserve fund.

Firefighters from New York & Pennsylvania battled a blaze at 247 Grange Hall Road in the Town of Windsor early this morning.  Fire fighters from Windsor, Kirkwood, as well as Hallstead and Susquehanna Pennsylvania battled the blaze, the cabin was a total loss and the cause of the fire in under investigation by Broome County fire investigators, no injuries were reported.

The state Senate approved legislation to hold criminals responsible for the environmental damage occurring during their crimes. Sponsors said current criminal mischief statutes don’t address environmental devastation, so the bill would make crimes that result in large-scale environmental damage, a class C felony. The bill follows an incident in western New York in which criminals, who broke into an electrical transformer to steal copper, caused an oil spill that resulted in $1 million worth of environmental damage. The bill was sent to the Assembly.

The state Assembly passed a package of bills to increase access to childcare and establish paid family  leave. The measures include increased funding for childcare by nearly $400 million over the next four years and a one-time investment of $11 million for childcare subsidies. Another bill would require employers to provide a paid family leave insurance policy for employees, which would be partially funded through an initial weekly employee contribution of up to 45 cents.  The bill moves to the senate for consideration.
