43 year old Ray Hyer of Unadilla was arrested in Ohio after he failed to appear in n Otsego County court earlier this year for sentencing on a criminal sexual act charge. Hyer was located in Sandusky, Ohio on October 21st, he was arrested and was extradited back to the Otsego County Jail, he faces additional charges on top of the original criminal sexual act conviction.

Broome County officials are investigating the death of an inmate in the Broome County Jail on Friday. 30 year-old Mitchell Lindow of Binghamton was being held on a murder charge when he was found deceased by Corrections officers conducting a head count, an autopsy was conducted Friday, no cause of death was determined.

the Internal Revenue Service reports that some New Yorkers may be getting a 2nd stimulus check from the IRS. The Trial for Ernest Franklin of Guilford has been delayed again, until early next year. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

Governor Cuomo today announced the state is dedicating $3 million for state-of-the-art studies to reduce flooding and ice jams and improve ecology on 48 priority flood-prone streams throughout New York State. The DEC and Office of General Services will implement the studies as part of the Resilient NY program, which will consist of flood studies to identify the causes of flooding within each watershed and develop, evaluate, and recommend effective and ecologically sustainable flood and ice-jam hazard mitigation projects.

State Police arrested 32 year old Jessica Klinegardner of Tompkins for Unlawful Possession of Personal Identification Information, after a complaint by the victim that she noticed suspicious charges on her deceased mother’s credit card. An investigation revealed that Klinegardner was working as a home health aide for the deceased victim; she was issued an appearance ticket to appear in the town of Tompkins Court on December 6th.

The Chenango County Sheriff’s Office arrested 31 year old Kyle Angle of Sherburne Following an investigation of a Domestic Dispute. Angle was charged with for Criminal Obstruction of Breathing and Blood Circulation, Three counts of Endangering the Welfare of a Child and Criminal Possession of a weapon. Angle was found to be choking a female victim while three young children were nearby. Angle was also found to be in Possession of a hand gun without holding a pistol permit. Angle was arraigned in Town of Sherburne Court and will re-appear at later court date.

Oneonta police arrested 23 year old Gable Bugel of Oneonta on a charge of third-degree arson. Bugel is accused of setting fire to a car that was parked in a lot off Roundhouse Road on May 13. The vehicle was destroyed. Last year, Bugel was charged with attempted arson in connection with an incident behind Community Bank on Main Street. In a separate case, 28 year old Therese Sandborn of Oneonta was charged with second-degree attempted arson for allegedly attempting to set her apartment on Luther Street on fire. Sandborn was arraigned in city court and set to Otsego County jail.

State and local government pension rates will drop slightly beginning in April, according to state Comptroller Tom DiNapoli. Public employers at the state and local level will pay an average of 20.1 percent of their payroll into the pension fund during the 2014-15 fiscal year, a drop of 0.8 points from the current year. The drop in rates came as a surprise, as local governments had been bracing for another increase as contribution rates continued to recover from the economic recession. But DiNapoli’s office is changing the way it separates and values its equities and non-equities based on a recommendation from an actuary, allowing for the slight decrease.

Congressman Richard Hanna announced that Tri-Cities Airport in Binghamton was selected to receive $137,000 in grant funding through the U.S. Department of Transportation to make upgrades. The grant will refurbish the runway to maintain structural integrity of the pavement and to minimize foreign object debris. This grant will provide funding for the design phase of the project. Hanna is a member of the House Transportation & Infrastructure Committee.

Thirty schools will be eligible for up to $500,000 in state grants through a new community-schools program launched by Gov. Cuomo. The governor outlined the plan in his State of the State address in January as a way to help struggling communities with additional services. Schools have until Sept. 18 to apply for the money. A total of 11,121 housing sales closed in New York in July, a 16.4 percent jump from the same month the previous year. From January through July, 56,522 sales have been reported across the state, a 9.2 percent increase from the same period in 2012, according t the New York State Association of Realtors. The report noted the highest number of July closed sales since 2007 and the highest number of July pending sales since 2005.

A repaving project on State Highway 12 from Oxford to Norwich will begin tomorrow. Contractors will pave nine miles of State Highway 12 from Millbrook Road (south of Oxford) to Norwich. The work will be done from 6 am to 6 pm through September 13th. There will be alternating lane closures so expect delays. Travelers are encouraged to use County Road 32 as an alternate route.

State Comptroller Tom DiNapoli is urging Gov. Cuomo to sign legislation to provide more oversight of the state’s private special-education providers. In June, the state Legislature passed a bill to authorize the state comptroller to audit special education programs for preschoolers with disabilities every five years. DiNapoli’s office has conducted 15 audits since 2007 of preschool special-education providers, finding cases of fraud and misuse of public money. Eight of the providers have been referred to prosecutors for potential criminal charges. The state Education Department said it didn’t have a team of auditors to check how the public money is being spent on the programs.

Better communication and transparency are among the fixes New York state has demanded from its utilities in response to recent severe storms. Gov Cuomo detailed recent actions by the state Public Service Commission, directing utilities to have better emergency plans in place, communicate more effectively with customers and work better with each other. The actions stem from recommendations made by the Moreland Commission to investigate the electric utilities’ management, preparation and response to Superstorm Sandy, Hurricane Irene and Tropical Storm Lee. The PSC requiring NYSEG and five other companies to address these issues in revised emergency response plans by Dec. 15.

Governor Cumo signed a bill that allows the state to suspend people’s drivers license if they owe $10,000 or more in state income taxes. New Yorkers who are unable to pay their back taxes in full can make a payment arrangement with the state. Drivers can apply for a restricted license if they need one to get to work. Jacobs, a lawyer with Jacobs and Jacobs in Walton, had started his third term in March. He died of a heart attack at Delaware Valley Hospital in Walton. Village Trustrees are meeting this afternoon in Stamford to appoint and acting mayor.

The Chenango County Sheriff’s Office arrested a wanted man along with a Town of Coventry man for weapons, drugs, and burglary charges. 29 year old Eric Nelson of Afton and 29 year old Rory Tanner from Coventry allegedly stole an AR 15 rifle along with a 12 gauge semi-automatic shotgun from a residence on Tracy Rd in the Town of Bainbridge. The two then sold the AR 15 which was later recovered by police. Nelson then sold the 12 gauge shotgun to an undercover police officer in the Town of Coventry. At the scene officers located hypodermic needles and heroin residue. Nelson was also arrested on an arrest warrant for two counts of Criminal Possession of a Weapon. Nelson was arraigned in Town of Bainbridge Court and sent to the Chenango County Jail on $3,000 bail. Tanner was arraigned in Town of Coventry Court and sent to the Chenango County jail on $5,000 bail.

A small earthquake has shaken homes in the Adirondacks region near Lake George. US Geological Survey monitors say the magnitude 2.7 quake happened near the Warren County town of Warrensburg at about 9:30 a.m. yesterday. Local emergency centers got calls reporting shaking and a rumbling sound, but no damage.

Governor Cuomo’s three straight on-time budgets, which cut more than $13 billion in deficits, raised New York’s credit outlook to positive at Moody’s Investors Service. Moody’s Aa2 rating may rise if the legislature can keep passing balanced budgets on time. In March, lawmakers approved a third consecutive spending plan before the April 1 deadline for the first time since 1984.

This year’s freshman class at the State University at Oneonta arrived this past weekend. The class will have about 1,100 students out of an applicant pool of over 12,000. The high school average for an average student from this class is over 91%. The average combined SAT score is over 1130. This year’s freshman class includes 28 students from Otsego County, 10 from Chenango County and 8 from Delaware County. The freshman class at Hartwick College in Oneonta will arrive August 29th.

New York has made gains in job growth since the recession in 2009, but the pace is still behind the national average. State comptroller Tom DiNapoli said for the first time in six years, national job growth rates have exceeded those in New York. New York added 110,000 jobs between June 2012 and June 2013, but the national job growth rates exceeded New York’s in nearly every major employment sector. The pension fund for New York state and local government workers has slipped to $158.7 billion after its most recent quarter. The Common Retirement Fund is reporting a 0.29 percent return on investment for the period ending June 30. It paid out $2.3 billion. Otsego and Chenango counties will receive a total of more than $55,000 in state aid to repair damage caused by Hurricane Irene and Tropical Storm Lee. Gov. Cuomo announced the $1.7 million state funding package on Friday for 13 New York counties, cities and towns to help repair local roads and bridges damaged by the 2011 storms. The additional funding means communities will only be responsible for paying five percent of overall costs to rebuild critical transportation infrastructure. Schumer says a bill pending in New York would certify participating pharmacies and community groups to take back prescription medication. But before it can become reality, the DEA will need to amend regulations under the 2010 Secure and Responsible Drug Disposal Act.

A new law went into effect to require more vehicles move over when they approach an emergency situation on roadways. The measure requires drivers to exercise caution by moving over to the adjacent lane, or slowing down, when approaching or passing any emergency vehicle on all state roadways

New York state recovered $46 million in overpayments to nursing homes after an audit by State Comptroller Tom DiNapoli. Governor Cuomo announced more than $1.7 million in State funding for emergency relief is now available for 13 New York counties, cities and towns to help repair local roads and bridges damaged during Hurricane Irene and Tropical Storm Lee. The additional funding means communities will only be responsible for paying five percent of overall costs to rebuild transportation infrastructure. Locally, Chenango County will receive just over $20,000, Broome County $146,00 and Tioga County 53,000 in assistance.

New York State’s unemployment rate was unchanged at 7.5% in July, remaining at its lowest level since February 2009, according to the State Labor Department. Locally, Chenago County’s unemployment rate is 6.9%, Delaware County 7.9%, Otsego County 6.6% and Broome County 7.8%. New York State’s private sector job count dipped over the month – by 9,200 or 0.1%.

Binghamton University celebrated the completion of a project that’s been 10 years in the making. The East Campus Housing Project is complete and just in time for students to move in. The project adds 3,000 new beds to campus. The expanison was part of the NYSUNY 2020 plan to increase enrollment and growth on campus.

State Police at Oneonta arrested 29 year old Shannon Remillard and 23 year old Cassandra Remillard of Oneonta for 4th degree Grand Larceny following an ongoing State Police investigation. Each was give an appearance ticket for town of Oneonta Court August 22nd.

Sidney village police arrested 48 year old Veronica Crandall of Bainbridge for 5th degree criminal possession of a controlled substance, first degree coercion and for making a false written statement. Crandall is accused of possessing 75 hydrocodone tablets she received as payment to prevent her from filing false charges. Crandall was arrainged in Sidney Village court and sent to the Delaware County Jail on $10,000 bail and will re-appear in court August 20th.

In the coming weeks, homeowners will receive a letter instructing them to reapply for the STAR program online or by phone by December 31. People will need to verify their salaries, Social Security numbers, and primary residence. The initiative, approved as part of the state budget last March, will seek to stop some property owners from claiming the tax breaks on multiple homes. An audit in March found widespread abuse of the STAR program, and the state is holping to save at least 1 million dollars a year with the new system.

State Comptroller Tom DiNapoli announced charges against 48 year old Joe Junkovic of the Bronx for allegedly engaging in a scheme to defraude the state department of health out of more than $700,000 dedicated to providing cancer screening services to low income New Yorkers. Junkovic allegedly used a non profit corporation that he controlled, Cancer Service Network, to obtain more than $25 million in federal and state funding to administer cancer screening services, and then billed the state health department for thousands of hours that he did not work. Junkovic is charged with one count of mail fraud and one count of theft of US government property.

Gov. Cuomo warned parents and young people about an increase in child-identity theft. He said child victims may not know their identities had been stolen until they get older and start applying for loans or need a credit report. The problem is that a thief can use a minor’s personal information and Social Security number to open a credit-card account or take out a loan. The state Division of Consumer Protection said be aware of any suspicious mail addressed to your child. If any credit-card offers or debt collection materials contain your child’s name, contact the credit agencies. The state website on identity theft is dos.ny.gov

State Attorney General Eric Schneiderman announced the indictment of John Hall, a former Engineer-in-Charge for the New York State Office of General Services who oversaw emergency service projects, for defrauding the State of more than $50,000. As alleged in the indictment, Hall approved fraudulent expense reports submitted to OGS by a contractor, in exchange for expensive construction equipment and home improvement materials for personal use. Hall is charged with sixteen felonies and was arraigned in Seneca County Court.

New York State’s Medicaid program overpaid providers 11.4 million dollars according to state Comptroller Thomas Dinapoli. Dinapoli said it is largely due to overstated amounts by providers and incorrect rate changes. Dinapoli blames weak controls and poor supervision of the program. Only 3.8 million of medicaid overpayments have been recovered.

An Oneonta man, wanted on a parole violation, was arrested on felony burglary and other charges. The burglary report came from a Spruce Street resident and police are investigating recent burglary attempts on Elm Street to see if the incidents are connected. 26 year old Tim Button was arrested Sunday. Button was charged with second-degree burglary. Button also was charged with fifth-degree criminal possession of stolen property and pety larceny, and was sent to Otsego County jail on $10,000 bail.

State Troopers arrested 19 year old Mike Foley of Port Crane, for Unlawful Possession of Marihuana and Unlawful Possession of Alcohol by a person under the age of 21, following a traffic stop on State Route 7 in the Town of Colesville. Foley was issued an appearance ticket for town of Colesville court at a later date.

State police arrested 75 year old Peter Pizzillo of Margaretville for 3rd degree assault following a complaint in the village of Margaretville. Pizzillo was arraigned in town of Roxbury court and sent to the Delaware County Jail on $250.00 bail.

Hartwick College in Oneonta is featured in the 2014 edition of The Fiske Guide to Colleges as one of the country’s best and most interesting colleges. The guide includes about 300 colleges and universities from among more than 7,000 higher education institutions across the country. The schools were chosen based on areas such as academics, social life, financial aid, campus setting and extracurricular activities.

An underage drinker initiative detail from the State Police checked retail convenient stores in Otsego County in Worcester, Milford, Hartwick, Cooperstown and Richfield Springs. Arrests were made at the Pit Stop in the town of Hartwick and at Stewart’s Shop in Richfield Springs. Police charged 31 year old Ajay Ghiaar of Cooperstown and 21 year old Victoria Oldick of Fort Plain for unlawfully selling alcohol to a person under the age of 21.

The Delaware County Office for the Aging has announced that Farmers Market coupons for senior citizens 60 years and older are now available. Eligible Delaware County seniors can receive twenty dollars worth of free New York State grown produce.
