The Act also amends the definition of “political communication” to include paid Internet and digital advertisements, it ensures foreign entities cannot form an independent expenditure committee and purchasing political ads to influence elections; Requires all digital ad buyers to register as an independent expenditure committee, Requires paid independent political online ads to clearly display that the ad was not authorized by any candidate; and Directs the State Board of Elections to create an online archive of all political communications in order to make them transparent and accessible to the press, fact-checkers, political opponents and the public.

A Chenango County jury found Jeremy Coates of Norwich guilty of the murder of David Green in Oxford in 2016. Coates and his girlfriend Melissa Crispell robbed Green, Coates beating him 20 times with various weapons, Crispell pleaded guilty to robbery last May, in a plea deal in exchange for her testimony against Coates, Sentencing for Coates is scheduled for June 1st.

The victim was identified as 58-year-old David Green, who resided at that address   The autopsy on Green determined that the cause of death was a homicide, he apparently was murdered at the Oxford location between Friday September 23rd in the evening and Saturday September 24th. Investigators are currently following numerous leads but are asking anyone with any information to contact them at 334-2000, option 1 or 607 337 1935.   The investigation is continuing.

State Police arrested 56-year-old Blair Williams of Toronto, Ontario Canada for forcible touching and unlawfully dealing with a child, in the village of Hancock. Williams is accused of forcibly touching a child less than 17 years old and also for giving the child alcoholic beverages.   Williams was arraigned in the Village of Hancock court and was remanded to the Broome County jail in lieu of $1,500 cash bail or $3,000 property bond, pending court action at a later date.

A Time Warner Cable/ Siena College poll released Tuesday shows Republican John Faso holding a 1% lead over Democrat Zephyr Teachout in the race for the 19th Congressional District. Faso had 43% and Teachout was at 42% for the congressional seat currently held by Republican Chris Gibson, who declined to seek re-election for another 2-year term.   The poll surveyed 678 likely voters; it has a margin of error of 3.8%.

Governor Cuomo today announced that the Department of Financial Services has proposed a regulation that mandates banks and mortgage services report vacant and abandoned properties in accordance with the new law. The proposal comes on the heels of a law signed by the Governor in June that curbs the threat posed to communities by “zombie properties” by expediting foreclosure proceedings, improving the efficiency and integrity of the mandatory settlement conferences, and obligating banks and mortgage servicers to secure, protect and maintain vacant and abandoned properties before and during foreclosure proceedings. The new law goes into effect on December 20, 2016.

Both series are three sessions in length and will be held at CADE’s office at 5 Elm Street in Oneonta. Governor Cuomo today announced that the New York State Board for Historic Preservation has recommended the addition of 22 properties, to the State and National Registers of Historic Places. Locally, the Common School 32 in Trout Creek, built between 1860 and 1880, & the Jewell Family Homestead, Guilford Built IN 1824 were recommended.

State Senator Jim Seward will be in Oneonta today for the Otsego County Treatment Court. Senator Seward is a member of the New York State Senate Joint Task Force on Heroin and Opioid Addiction, he will address treatment court participants and family members. Otsego County Judge Brian Burns presides over the program which assists alcohol and drug addicted defendants in breaking the cycle of addiction and criminal activity. Renert was captured Monday evening by police in Richmond, Virginia, while waiting to board a Greyhound bus.  The black sedan he used to flee upstate New York after the incident was found nearby. Renert faces charges of menacing and 2nd degree burglary and is awaiting extradition back to Otsego County.

A recent report from the Delaware county sheriff’s department showed a large increase in drug related arrests, on top of the nationwide trend of violence in schools.  The sheriff’s department is in the process of implementing a program where deputies have substations in school buildings, Undersheriff Craig Dumond explains:

The program will provide an increased law enforcement presence in the Delaware county schools & may also cut down on travel time for deputies.  2 districts have already signed up for the program; others are planning to implement the program in 2014.

Governor Cuomo announced Empire State Development has approved more than $14.5 million in New York State Broadband Grants to support 9 projects to expand access to broadband services for nearly 30,000 residents and more than 2,000 businesses across Upstate New York.    The 9 projects will deliver broadband services to 29,117 households, 2,052 businesses, and 236 community anchor institutions, and will provide 614 miles of new fiber.  More information is available at esd.ny.gov.

New York’s population will soon fall behind Florida into 4th place according the US Census. When the Census Bureau releases its population estimates on Monday, demographers expect Florida and New York will be narrowly separated, perhaps by as little as a few thousand people. The figures underscore immigration trends, as foreign-born migrants continue to move to warm-weather states such as California, Texas and Florida. The newcomers also include New Yorkers who move or retire to Florida at a rate of over 50,000 a year.

Tax receipts for the first 8 months of the fiscal year were $40.3 million below the latest Executive’s Financial Plan projections, according to the November cash report by State Comptroller Tom DiNapoli.  DiNapoli said the shortfall is due to personal income and business taxes falling short of expectations in November.

New York’s minimum wage will increase to $8 an hour at the end of this year. It’s the first of three incremental raises approved by the Legislature and Gov. Cuomo when they approved the state budget last March. The minimum for most workers will rise to $8.75 an hour a year later and to $9 an hour a year after that.
