31 year old Derek Wignall of Hancock was sentenced to a 5 year period of probation supervision for the crime of Criminal Contempt in the First Degree. On May 31st, Wignall violated an Order of Protection by contacting the protected party while incarcerated on an unrelated matter, Wignall was placed back into custody following the violation of the Order of Protection. Wignall pleaded guilty to the charge he was sentenced to a five-year period of probation supervision and 180 days of Electronic Monitoring both to be supervised by the Delaware County Probation Department.

Norwich City School District Superintendent Scott Ryan announced that This morning at 10:13 am, the lock-down system was activated the Middle School and High School campus. This activation was not planned. Our safety team followed all of the procedures and protocols. Each building on the MS/HS campus has been declared safe and free of threat by the Norwich Police Department and our safety team. At 11:30 a.m. the campus was restored to full activity.

Many homes have been demolished in the River Street area in the village of Sidney in recent months, many irreparably damaged by the major flooding of 2006 & 2011. The Otsego County Health Department announced that a bat has tested positive for rabies in Burlington Flats today. There was 1 human exposure, that person is undergoing post exposure vaccinations. 31 year old Thomas Harris of Unadilla was sentenced to a 5-year term of probation supervision for 4th degree Arson in Delaware County Court. On June 4th, 2022, State Police responded to reports of a structure fire in the Town of Sidney, Troopers discovered beer bottles, some with gasoline, the victim told Troopers that Harris threw the bottles, starting the fire. Investigators obtained DNA Swabs from Harris, Harris’s DNA was on the bottles, he was arrested & Harris pled guilty to Arson. Harris was directed to immediately report to the Delaware County Department of Probation.

The State Department of Labor today released preliminary local unemployment rates for August, New York State’s seasonally adjusted unemployment rate held constant at 3.9% in August 2023. Locally Chenango County had 3.2% unemployment, Delaware County 3.8% and Otsego County 3.6% in August.

The Spiedie Fest has made some changes to their schedule due to the weather forecast. Spiedie Fest had decided to move the meet and greet with WWE Hall of Famer Kurt Angle and concert featuring John Waite and Tommy DeCarlo to the Visions Veterans Memorial Arena. The remainder of Friday’s festival and activities will go on as planned at Otsiningo Park. The events will still take place at their scheduled times. The meet and greet with Kurt Angle will be from 3 to 6 p.m. John Waite will perform at 6 p.m., followed by Tommy DeCarlo at 7:30 p.m.

State Police reported that 2 pedestrians that were struck by a vehicle in the town of Middletown Wednesday. State Police stated that 68 year old John Guidice & 67 year old Joyce Guidice, both of Middletown, were struck by a vehicle while on the shoulder of New Kingston Road, the vehicle did not stop, Numerous lifesaving measures were performed & Joyce was pronounced dead at the scene, John was taken to Margaretville Hospital with non-life threatening injuries. A vehicle with front end damage was located & a 70 year old man from Staten Island was being interviewed by Investigators. The investigation is on-going. More will be released once it is available.

Attorney General Letitia James and DEC Commissioner Basil Seggos today announced a settlement with FrieslandCampina Ingredients North America, Inc. in Delhi over numerous violations of state and federal environmental laws. The Delhi manufacturing facility was emitting dangerous air and water pollution into the surrounding community, putting public health at risk. The agreement with Federal & State Agencies requires Friesland to come into full compliance with environmental protection laws and pay a penalty of $2.88 million. New York will receive $1.44 million to fund projects that benefit public health and the environment in the Delhi area.

4 people have been arrested after the discovery of multiple illegal items in Binghamton. The Broome County Special Investigations Unit Task Force, along with the Binghamton Police Department Community Response Team and Patrol Division executed a search warrant Tuesday at 35 Baxter Street, Officers seized weapons, $3,540 in suspected drug proceeds, Oxycontin and items used for packaging and weighing narcotics. Arrested were 47 year old Jaime Marte-Viera, 27 year old Juan Genao, 20 year old Sincere Pryor and 32 year old Tyron Howell on a variety of Drug & Weapons Charges, all face court action shortly.

The State Comptroller’s Office reported that local government sales tax collections in New York state totaled $5.7 billion in the 2nd quarter of 2023, an increase of 3%, compared to the same period last year. 2nd quarter growth was lower that the 1st quarter, due to a steep drop in gas prices, sales tax collections on motor fuels decreasing by -19% year over year.

The State Health Department and the Governor’s office reminds New Yorkers to get their annual flu vaccine as flu season is widespread across New York State. The flu virus and the COVID virus are both circulating, with the COVID 19 positivity rate still at 6.7% with another 3700 cases documented on Tuesday. Patient Hospitalizations from COVID were at 2,882, and over 620 from the 3 strains of the flu, The state Health department reported that there were 281 ICU COVID patients with 96 on Ventilators & there 31 deaths attributed to COVID on Tuesday. Otsego County Sheriff’s Office arrested 48 year old Billie Vonkrusze of Utica for criminal possession of a controlled substance and promoting prison contraband, while being booked into the Jail on separate charges. Vonkrusze was returned to the Otsego County Correctional Facility to await Centralized Arraignment.

The Chenango County Sheriff’s office arrested 24 year old Samantha Clipston of South Otselic for Tampering with Physical Evidence and on an Arrest Warrant, following a vehicle pursuit that began in the Town of Norwich. Clipston was wanted on an active Arrest Warrant and while deputies attempted to take the operator of the vehicle she was riding into custody, the operator began to flee, Clipston threw parts of a rifle out of the window, which were later recovered. Clipston was taken into custody once the vehicle she was riding in became inoperable, she was arraigned and was remanded to the Chenango County Correctional Facility on cash bail & will reappear in the Town of Oxford Court at a later date.

State Police investigated a tractor trailer rollover accident early Tuesday morning, that spilled medical supplies on State Route 17 between Hancock & Deposit. Clean up took about 2 hours, no injuries were reported, so far the driver has not been ticketed, the investigation is ongoing.

The Delaware County Board of Supervisors unanimously passed the 2023 county budget Tuesday. The budget totals $110 million, a $4 million decrease from the previous budget, The tax increase will be less than 1%.

New Yorkers who are currently enrolled in SNAP will receive additional assistance in the month of November. Officials stated that even if a household is already receiving the maximum allowable benefits, they will receive a supplemental emergency assistance payment of at least $95.00.

Former Governor Andrew Cuomo won a lawsuit Tuesday in which he challenged New York’s defunct JCOPE agency’s attempt to seize his profits from a $5.1 million book deal his handling of the COVID-19 pandemic. JCOPE determined that Cuomo improperly used state staff and resources while writing his 2020 memoir, “American Crisis.” they ordered him to surrender his compensation to the state. Albany County Supreme Court Justice Denise Hartman ruled in Favor of Cuomo Tuesday, JCOPE no longer exists & current Governor Kathy Hochul is looking to establish a new ethics commission.

Governor Kathy Hochul announced $23 million in grants to help improve water quality across New York State while mitigating the effects of climate change. Locally, the Village of Sidney will receive $480,000 to install water meters equipped with advanced meter reading technology, the Village of Walton will get $30,000 to identify sources of inflow and infiltration, evaluate alternatives, and recommend improvements to the wastewater collection system.

Delaware County Department of Emergency Services has received a shipment of disposable masks from the State and starting today, they are being distributed to a variety of locations in the County. The masks can be found in Delhi at the Price Chopper & County Office Buildings, in Walton at the Big M & Delaware County Mental Health Facility, in Deposit at the Big M & DMV office & in Sidney at the Price Chopper, Great American and DMV. New York’s ban on single-use Styrofoam food and beverage containers, as well as ‘packing peanuts,’ takes effect Saturday. The new law allows a civil penalty of up to $250 for the first offense, $500 for the second in the same calendar year, and $1000 for the third and subsequent violations in the same calendar year.

State Police have identified the Trooper who fired his issued firearm Last Wednesday in Unadilla as Trooper Justin Miller, who has been a trooper since 2016. Trooper Miller responded on December 22 to a domestic dispute in Unadilla, he was confronted by Mark Beilby who was armed with a knife inside the home. Beilby did not comply with Trooper Miller’s repeated commands to drop the knife and advanced at the trooper, Trooper Miller discharged his firearm, striking Beilby, and then administered first aid, Beilby was first takn to AO Fox Hospital’s Tri-Town Campus in Sidney & then to Wilson Hospital in Johnson City, where he was pronounced deceased. The State Attorney General’s Office is investigating the incident.

The State Health Department tested over 650,000 people Friday & Saturday combined, with about 85,000 new positives, for a positivity rate of 14.1%. Patients Hospitalizations were close to 4900, patients in an ICU dropped slightly to 880, the number on ventilators went up by 6 to 501. The State Department of Health announced new guidance allowing healthcare workers and other essential workers who test positive for COVID-19 and are fully vaccinated to return to work sooner than previously allowed, in order to provide healthcare and other essential services. This decision follows new guidance from the CDC, after a surge of the Omicron variant. Workers can return if they have not had a fever for at least 72 hours without fever-reducing medication, have a resolution of symptoms & testing is not required.

Otsego County Sheriff’s Office arrested 41 year old Brian Boore of Worcester following a traffic stop in the Town of Worcester. Boore was charged with Criminal Possession of a Controlled Substance following a traffic stop on Main Street Worcester, Boore was a passenger in the vehicle and was found to be in possession of a small quantity of heroin and methamphetamine, he was an appearance ticket returnable to the Worcester Town Court at a later date.

The Village of Oxford has received $50,000 for tree planting from the DEC, the Village Tree Board will coordinate the planting of 175 street and park trees during the spring and fall of 2022 with guidance from the NYS DEC and a local certified tree expert. The grant was awarded in celebration of Arbor Day as part of a $1.18 million award to communities across the state to inventory, plant, and maintain public trees.

To ensure that calls to 988 reach the National Suicide Prevention Lifeline, area codes with a “988” Exchange, will need to transition to 10-digit dialing. Beginning October 24, in the 607 area, callers must dial 10-digits, the area code + telephone number, for all local calls, those who only dial the 7 digit phone number will not have their call completed, and a recording will remind the caller to hang up and dial again using the area code and the 7-digit number.

State Police are investigating the intentional burning of a pride flag outside of a home in Gilbertsville.   The flag was hanging on the front porch of the home on Spring Street when it was set on fire sometime between September 9 and September 12.  The fire also caused minor damage to the paint on the front porch.  The homeowner also reported that another pride flag and a “Keep it Kind” lawn sign were stolen from the same property several weeks ago.  It is unknown at this time if the incidents are related.  Anyone with information is asked to New York State Police at (607) 561-7400.

Governor Kathy Hochul announced that $200 Million dollars in additional food assistance through the SNAP program will be available through the end of September.  All SNAP Recipients Will Receive Maximum Food Benefits for the Month, Governor Hochul also directed the state Office of Temporary and Disability Assistance to continue working with the federal government to ensure these supplemental benefits will reach households in need throughout the fall.

Governor Cuomo today announced that patient-facing healthcare workers at state-run hospitals will be required to get vaccinated for COVID-19 by Labor Day. The Governor also announced that all New York State employees; about 130,000 people, will be required to get vaccinated for COVID-19 by Labor Day. State employees who do not get vaccinated will be required to be tested for COVID-19 on a weekly basis. The measure are being implemented as vaccination rates are increasing slowly, but COVID 19 positivity rates are over 2.5% again after decreasing to about .35% only a few weeks ago.

Broome County Health Department announced another death from COVID 19, giving them a total of 112 since March. They report 4279 total cases, 3724 recoveries & they are still monitoring over 4200 people. The Health Department has learned of a person who was on a Greyhound bus traveling from Port Authority, in New York to Binghamton on November 7th between 10:00 AM & 2:00 PM, has tested positive for COVID-19, anyone who was on that bus should self-quarantine until November 22nd & they should contact a healthcare provider if COVID symptoms develop.

The State DEC announced that the 2020-21 regular deer and bear hunting seasons in New York’s Southern Zone will begin at sunrise this Saturday, and continue through Sunday, December 13th. Following the regular deer and bear seasons in the Southern Zone, late bow-hunting, and muzzle-loading seasons will run from December 14th through the 22nd. On October 6th, the Sidney Police Department received a complaint of a stolen motor vehicle from the Village of Sidney. The investigation revealed that the owner of the alleged stolen vehicle had filed a false report, the vehicle had not been stolen, the complaint was made to avoid being caught trespassing on private property. The vehicle was found stuck near the Pine Hill state forest & 20 year old Austin Wright of Sidney was charged with False written statement & Falsely reporting an incident. Local government sales tax revenue declined by 5.2% in October compared to the same month last year, according to State Comptroller Tom DiNapoli. This drop was less severe than previous declines since the start of the COVID-19 pandemic, declines in local sales tax collections continue to mount, and overall local government collections in 2020 are down 10.4% compared to the same period in 2019.

Governor Cuomo reported that Clusters of COVID 19 cases increased several of the state’s numbers on Wednesday.  There were 1382 new cases diagnosed out of over 109,000 tests administered, which was a 1.27% positivity rate.  Patient Hospitalizations went up to 612, there were 141 Patients in ICU beds, 63 were on ventilators, and there were 11 deaths Wednesday, bringing the state death toll to 25,490.

The town of New Berlin will hold a public hearing at 5:45 p.m. on Tuesday, October 13th at the New Berlin Town Office at 30 North Main Street, to discuss possible cuts to the town budget, including saving about $180,000 dollars by eliminating their Town Police Department.  Municipalities around the state are waiting to see if New York State will receive any federal aid because of the COVID 19 pandemic, New York has lost about 20% of their revenue stream since March.

Village of Delhi Police Department arrested 32-year-old Sheila Thompson and 32-year-old Kyle Alverson of Delhi, each of them being charged with Unlawfully Growing Cannabis and 6 counts of Endangering the Welfare of a Child. Delaware County Sheriff’s Deputies  & Downsville Fire & EMS were dispatched to a roll-over accident on County Highway 7 in the Town of Colchester that was reported by “On-Star”.   19-year-old Parker Rosencranse of Roscoe lost control of his vehicle which ran off the roadway, into a ditch and overturned.  Rosencranse was arrested and charged with the DWI, failure to keep right, moving from lane unsafely, unauthorized sticker, among other charges, Rosencranse was released on traffic summonses directing him to appear in the Town of Colchester Court on a later date to answer the charges. Rosencranse & an unidentified passenger were not injured.

State Police arrested 47 year old Angel Andino of Oneonta for Aggravated Driving While Intoxicated, after Troopers observed Andino driving the wrong way on Chestnut Street extension and turn onto Main Street.  A traffic stop was initiated,  Andino failed field sobriety tests, with a B.A.C was .19%.  Andino was processed and released on appearance tickets to the city of Oneonta court on August 24th and turned over to the care of a sober third party.

The Otsego County Health Department announces  free testing for COVID 19 on Thursday August 6, from 9:00 AM to 12:00 Noon in the Town of Worcester Municipal Building at 19 Katie Lane.  This testing site for people who are not sick but want to be tested, by the nasal swab method.   This is a drive up testing site. State Police arrested 51 year old Deborah Caserta of Mount Vision for Driving While Ability Impaired by Drugs.  Troopers stopped Caserta on County Road 48 in the town of Oneonta after receiving numerous complaints in the area of an erratic driver.  Caserta was processed and issued appearance tickets to the town of Oneonta court on August 25, then released to a sober third party.

Broome County Health department announced that they have 93 confirmed cases of the Coronavirus.  Officials reported 6 deaths, 14 recoveries, 53 in Precautionary Quarantine, 194 in precautionary quarantine, they have conducted 700 tests.

Delaware County is reporting no new cases of the Coronavirus.  There are 42 confirmed positive cases, with 36 people under mandatory quarantine and 2 people under precautionary quarantine. To date 289 people have been tested, 5 confirmed cases have been transferred out of the county to where the person actually resides. Of the 37 confirmed positive cases, 6 are isolated in a hospital, 23 are recovering at home, 1 person is deceased and 7 have fully recovered.

The State Board on Electric Generation Siting and the Environment will meet today at 10:30 AM to consider petitions for rehearing of the Siting Board’s December 2019 approval of Bluestone Wind, LLC’s application for Certificate of Environmental Compatibility and Public Need to build and operate a 124-megawatt wind facility in the Towns of Windsor and Sanford.   The parties seeking rehearing are Delaware-Otsego Audubon Society, Broome County Concerned Residents and a resident of the Village of Johnson City. WCDO NEWS THURSDAY 12-26-19 http://www.wcdoonline.com/localnews/wcdo-news-thursday-12-26-19/ Thu, 26 Dec 2019 19:32:00 +0000 http://www.wcdoonline.com/localnews/?p=7415 Continue reading ]]> State Police responded last night to a fatal crash involving a car and a tractor trailer on State Route 8 and County Road 35 in the town of Guilford.   The passenger of the vehicle, 73 year old William Brett of Kenoza Lake, was killed during the crash and the driver, 78 year old Patricia House of Kenoza Lake was transported by ambulance to Wilson Medical Center and is in serious condition.  The unidentified driver of the tractor trailer was not injured.  The investigation revealed that the tractor trailer was northbound on State Highway 8 when the House vehicle, traveling on Chenango County Route 35, went through the Stop Sign, through the intersection and wound up underneath the trailer portion of the tractor trailer.  The investigation is continuing.

Otsego County Sheriff’s Department arrested 33 year old Aaron Willey of Oneonta for 2 counts of Criminal Sale of a Controlled Substance. Wiley was arrested on December 23rd, after the issuance of a sealed indictment from Otsego County Court. Willey allegedly sold crack cocaine in Oneonta on 2 separate occasions; he was arraigned in the Otsego County Court and was released on his own recognizance.

The National Transportation and Safety Board made 4 safety recommendations as a result of the October 6th 2018 Schoharie Limousine crash that killed 20 people. Federal lawmakers took those recommendations and introduced a bipartisan bill aimed at closing the gaps in regulations on a federal level, State lawmakers failed to pass limousine safety measures, they may tackle it in the 2020 session.

Local Congressmen are split over the notion of pursuing impeachment proceedings against President Trump.  19th District Congressman Antonio Delgado released a statement over the weekend saying that it has become clear that the president has placed his personal interests above the national security of our nation by admitting to soliciting the Ukrainian president to investigate potential Democratic President Nominee & former Vice President Joe Biden, which Delgado said is an impeachable offense.  22nd District Congressman Anthony Brindisi stated that while the allegations against the President regarding the call to the President of Ukraine is troubling, he wants to first make sure that the impeachment is Constitutional.

Funeral arrangements for Brooke Ketchum of Unadilla are being handled by C.H. Landers Funeral Chapel at 21 Main Street in Sidney.   Ketchum died in an automobile accident in the town of Otego Friday, Calling hours will be on Wednesday, October 9 from 2:00 to 4:00 PM with the funeral immediately following at 4:00pm. The family invites those in attendance to the Sidney VFW for a reception following services; donations can be made to a memorial fund for her 2 daughters.

State officials and members of the Division of Homeland Security and Emergency Services’ Office of Fire Prevention and Control will preside over the 22nd Annual New York State Fallen Firefighters Memorial Ceremony.   The Ceremony will honor 23 fallen firefighters who gave their lives in the line of duty, at the Empire State Plaza Convention Center in Albany, tomorrow morning at 11:00 AM.

The 26th Annual Pit Run was Held in Oneonta Sunday.  The winner of the 10K race was Michael Hamilton of Oneonta, the winner of the 5K was Charles Hollister on Oneonta, Money raised benefits the Rick Parisian Memorial Scholarship fund, and Parisian was a state Police Investigator who tried to stop an armed Robbery in an Oneonta Grocery in 1994.

Governor Cuomo today signed legislation prohibiting the performance or supervision of a pelvic exam on an anesthetized or unconscious person without informed consent. The legislation also makes it professional misconduct to perform unauthorized pelvic exams. This legislation takes effect in 180 days.

State Police responded to a 2 vehicle crash at County Routes 36 and 37 in Guilford today. a 52-year-old male of Bainbridge was operating a Honda, he made a U-turn directly in the path of a Pick-up truck pulling a loaded cattle trailer with 12 cows, driven by a 68-year old unidentified female from McDonough. The vehicles collided & exited the roadway. The Honda driver was transported by helicopter to Wilson Memorial Hospital where he died of his injuries. The 71 year old unidentified female passenger of the Honda was taken to Wilson Memorial Hospital in Johnson City. The pick-up driver declined medical treatment, 1 of the cows was killed during the crash. The investigation is continuing.

The Oneonta Police Department is alerting residents of a scam.   A City resident received mail with a Portugal, Spain postmark, that claims that the recipient won a large sum of money in a lottery, and personal banking information was needed to pay out the winnings.  Police said that the documentation appeared legitimate, however they warn residents to never send any personal or banking information in cases like this.  Anyone with information on a scam can contact the State Attorney General’s office and use their online complaint form located online at ag.ny.gov/complaint-forms.

Governor Cuomo signed a bill into law Tuesday that lets police agencies obtain more information on a Firearm License Application.  The legislation closes a loophole and will give law enforcement access to out-of-state records.  Previously, New Yorkers could buy guns outside of the county that they live in and stores would not be able to see out-of-state gun applications or background checks.

Delaware County Sheriff’s Deputies arrested 27 year old Shane Tweedie of Hamden for Criminal Possession of a Weapon, Menacing, Reckless Endangerment & 2 counts of Harassment, following a report that Tweedie allegedly threatened to stab 2 people with a knife, leaving the scene & leading to a manhunt. Tweedie was arraigned at the Town of Delhi Court and was remanded to the Delaware County Jail on $5,000.00 cash bail.

State Police arrested 33 year old Tyson Robb of Delhi, for DWI, after Troopers spotted Robb in the pull off area on State Route 10 in Delhi and checked on his welfare. Troopers accuse Robb of being intoxicated, he was arrested and issued appearance tickets returnable to the town of Delhi Court on July 24th. State police arrested 30 year old Jennifer Hewitt of Delhi for DWI after she arrived at the State Police barracks to pick up Robb. She was issued an appearance ticket returnable to the town of Harpersfield Court on July 23rd. Both Robb and Hewitt were then turned over to a sober third party and released.

State Police arrested 21 year old Dana Scarinzi of Endicott for Aggravated Driving While Intoxicated, after Troopers were dispatched to a 2-car accident on State Route 79 in Colesville. Troopers determined that Scarinzi crossed over the center line and sideswiped a vehicle traveling in the opposite direction & they accuse Scarinzi of being intoxicated, with a reported B.A.C. of .21%. Scarinzi will appear in the town of Colesville Court on August 1st.

State Police arrested 34 year old Gabriel McKown of Guilford for 2nd degree Burglary. Troopers began an investigation after a complainant in Union reported that McKown had unlawfully entered their residence without permission on several occasions. McKown was arraigned in the town of Union Court. He was remanded to the Broome County Jail on $2,000 cash bail or $5,000 bond.

State Police at Deposit arrested 55 year old Thomas Leonard of Hancock for Criminal Possession of a Controlled Substance and Criminal Possession of a Forged Instrument. A trooper on patrol observed Leonard operating a vehicle with an expired registration and what appeared to be a photocopy of an inspection sticker. After a traffic stop was initiated, an investigation led to the trooper locating drugs in Leonard’s possession. He was subsequently arrested and arraigned in the village of Hancock Court. Leonard was remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bond.
