The cause of death for Arvidson was a gunshot wound to the head, and the manner of death has been ruled a homicide. The cause of death for Dustin McMahon was a gunshot wound to the head, and the manner of death has been ruled suicide. The autopsy results are consistent with the evidence located at the scene. State Police are continuing with the investigation into the circumstances that led to the murder-suicide.

Over 800 Otsego County residents were without power earlier this morning. About 550 were without power around Cooperstown and the rest were in the Unadilla area. NYSEG reported that all power was restored by the late morning.

65 year old Daniel Drew of Buffalo has been identified as the pilot of the fatal plane crash near Chase Brook Road in the town of Tompkins Friday afternoon. Drew was the only person on the 6 passenger Cessna; he was heading for New Jersey after taking off from Niagara Falls. The cause of the crash is under investigation.

Delaware County Sheriff’s Deputies arrested 44 year old Patricia McNeilly of Franklin for Aggravated Unlicensed Operation of a Motor Vehicle in the 3rd Degree, and Operating a Motor Vehicle with a Suspended Registration, and insufficient head lamps. McNeilly was issued appearance tickets for Town of Delhi Court at a later date.

Delaware County Sheriff’s Deputies arrested 36 year old Dara Matthews of Meredith for DWI, Aggravated DWI, & having blood alcohol content greater that 0.18%, & criminal mischief, following an investigation of a domestic incident in the Town of Davenport. Matthews was arraigned at the Town of Davenport Court and was released upon her own recognizance.

Governor Cuomo announced that more than $372 million in assistance is available to help older adults and low- and middle-income New Yorkers heat their homes this winter. Applications for the Home Energy Assistance Program will be accepted by local departments of social services starting tomorrow. Eligibility is based on income, household size and how the home is heated. Applications are available at myBenefits.ny.gov.

The review found that, many institutions have not taken the necessary steps to achieve full compliance, & they will be required to submit an action plan to achieve full compliance within 30 days. So far, 38.9% were compliant 11.9% were not-compliant & 49.2% were significantly compliant, but presented concerns that must be addressed to achieve compliance.

Oneonta Police Department reported that they have received complaints from a number of citizens indicating that they have received scam phone calls from an unknown person claiming to be a representative of a police department in Florida. The scammer claims that they are performing a donation drive and asks for money. Oneonta Police reminds area residents to contact & donate to reputable charities that are well known to conduct releif efforts for those affected by natural disasters.

The new 838 area code is taking effect for new phone service in eastern New York. The state Public Service Commission says as of Tuesday, customers seeking new service or an additional line in the 518 region may be assigned the new 838 area code. The 518 region spans 17 counties from the Catskills to Canada and from the eastern Mohawk Valley to the Vermont border. The new 838 area code was overlaid in the area to meet demand for new telephone numbers. The overlay requires all consumers to dial 10 digits, even within their own area code. It’s the second new area code overlay to take effect this year in New York. In the 315 area of central New York, a 680 overlay took effect in March.

Binghamton City Police announced that they made the biggest marijuana arrest in 8 years Tuesday, following a traffic stop of 30-year-old Benjamin Key, of Berkshire, for two traffic violations. A search of the vehicle found 7.8 pounds of marijuana in several vacuum sealed bags which has a street value of $32,000, plus $2500 Cash. Key was charged with criminal possession of marijuana and was released on bail; he faces court action at a later date.

New York State Senator Jim Seward has joined the Hartwick College faculty as an adjunct professor of political science for the fall 2017 semester. Seward is a class of ‘73 Hartwick College Graduate, he will teach “New York State Politics and Policy” for 20 students, Seward will draw on his decades-long experience in the State Senate. Senator Seward is serving his 16th term as a state senator.

Norwich police and Chenango county Sheriff’s deputies arrested 33-year-old Travis Rifanburg of Norwich and 30 year old Kajuan Bunn of Brooklyn, following an investigation into heroin trafficking in Norwich.  Police officer & sheriff’s deputies executed a search warrant at 21 Plymouth Street in Norwich, Packaged heroin was seized during the search, Rifanburg was charged with criminal nuisance, criminal possession of a controlled substance, criminally using drug paraphernalia and unlawful possession of marijuana.  Bunn was charged with criminal possession of a controlled substance, criminally using drug paraphernalia, criminal possession of a hypodermic instrument and unlawful possession of marijuana.

The Broome County Sheriff’s Office Detective Division has arrested 21-year-old Eric Sturdevant of Port Crane for 2nd degree Burglary.  Sturdevant is accused of burglarizing a home in the Town of Colesville on October 12th he was arraigned in the Town of Colesville Court and remanded to the Broome County Jail without bail pending future court action.

Chenango County Sheriff’s department arrested a Town of Colesville resident and a Town of Afton Resident on charges of 3rd degree Burglary 3rd, Conspiracy and Criminal Sale of Marihuana.  The arrests followed a complaint from a civilian at Davy Field in the Village of Afton, who found 2 people inside a concession stand building; She was able to stop one of the subjects and contacted Sheriff Cutting, who responded to the location and took the 14-year-old male into custody. He was able to locate the second individual a short distance away and took the second 14-year-old male into custody as well.  Both defendants were released on juvenile appearance tickets and released to the custody of their parents.

State Troopers arrested 18 year old Italyia Circelli of Arverne for Criminal Possession of Stolen Property and Unlicensed Operation of a Motor Vehicle & 20 year old Sydnee Girard of Freeport for Unlawful Possession of Marihuana. The arrests were the result of a traffic stop on State Highway 17, in Hancock; Circelli was remanded to the Delaware County Jail on  $1,000 cash bail or $2,000 property bond.  GIRARD was issued an Appearance Ticket returnable to the Town of Hancock Court on October 21st.

New York state spending dropped for the 2nd  year in a row, but its debt hit a record $63.5 billion in the last fiscal year. The annual Financial Condition report from state Comptroller Tom DiNapoli’s report found state spending fell 0.3% in the 2012-13 fiscal year from the prior year. But since 2009, state spending outpaced inflation, growing a total of 9.5%. New York is the second most indebted state in the country.
