Chenango County Sheriff’s Office arrested 34 year old Aaron Talbot of Norwich for Failure to Notify Law Enforcement of an Address Change, which is a violation as Talbot is a level 3 convicted sex offender in New York. Talbot is accused of failing to register his new address within 10 days of his move, he was held at the Chenango County Correctional Facility on a parole warrant and is to appear in the Town of Norwich Court at a later date.

Otsego County Sheriff’s Office arrested 41 year old Justin Ingalls of Milford following a welfare check in the Town of Milford. Ingalls was charged with Driving while intoxicated, Driving while ability impaired by drugs, Criminal possession of a controlled substance as well as Miscellaneous Traffic Violations, after an investigation revealed that Ingalls had been operating a motor vehicle while his ability was impaired by drugs, he was released on appearance tickets for Town of Milford court at a later date.

Broome County Sheriff’s Office patrols responded to reports of suspicious activity in and around an apartment building in the Town of Union Friday. The investigation revealed that 31 year old Miguel Martinez had broken into a second-floor apartment through a bedroom window. The noises alerted a downstairs neighbor, who called 911. Broome County Sheriff’s Office patrols & State Police located Martinez nearby and placed him in custody without incident, he was charged with 2nd degree Burglary & was arraigned and remains in custody at the Broome County Correctional Facility, United States Immigration and Customs Enforcement were informed of the arrest of the undocumented Martinez and will coordinate a transfer of custody at a later date.

The Norwich City Police Department has concluded the investigation into the armed robbery on May 23, 2023, at Holt’s Hemp Emporium. Varun Maharajh of Trinidad, also known as Kelvin Sihgh, is in Federal Custody in Florida, he was taken into custody on separate federal charges in November by the Indian River Sheriff’s Office, after a high-speed chase, he was charged with 7 counts in a federal indictment that alleges he knowingly attempted to export firearms and ammunition to the United Kingdom, as well as illegally and unlawfully possessing numerous firearms and ammunition. The Norwich Police Department is working with the Chenango County District Attorney’s and criminal charges are expected to be filed against Maharajh in the near future.

The State Department of Health announced the 3rd case of measles in 2024, The case was identified in a patient who resides in Nassau County and was confirmed at the Department’s Wadsworth Lab in Albany. The State Health Department is closely monitoring this case, along with Nassau County health officials, and have alerted the Centers for Disease Control and Prevention. The first 2 cases were reported in New York City.

The Vestal Police Department arrested 43 year old Lori Littler of Vestal on a variety of drug charges. Members of the police department executed a search warrant at Littler’s residence, they seized methamphetamine, fentanyl, cocaine, suboxone, plus Packaging materials & Scales, Littler was remanded to the Broome County Jail to await arraignment.

Otsego County Sheriff’s Office arrested 23 year old Lucian Decker of Pittsfield, for 2nd degree Assault with a weapon, Endangering the Welfare of a Child, plus he was wanted on 2 warrants. Decker was arrested following an investigation into an assault in the Town of Morris on April 7 2022, where he allegedly struck the victim in the head with a lead pipe after an argument, Decker fled the scene & left the state, earlier this month, deputies learned that Decker was back in the area, and was involved in another incident that is still under investigation. Decker was located in the Town of Pittsfield and was taken into custody without incident, he was arraigned & was remanded to the Otsego County Jail on $3,000 cash bail/$30,000 secured bond.

The Broome County Sheriff’s Office is currently investigating a one-person motorcycle accident with injuries on Interstate Route 81 South between Exits 1 and 2 in the Town of Kirkwood Tuesday. The initial investigation revealed that the motorcyclist was the only individual involved and speed was a factor in the crash. The motorcyclist was transported to Wilson Hospital with serious injuries.

Governor Hochul announced that $20 million in state funding has been awarded to 7 counties and New York City to improve public safety and emergency communications. The funding can be used to install new equipment, enhance public safety radio systems, Locally, Chenango County will get $3 million in funding for a 25 digital radio system to bring multiple agencies into a single radio system.

The Broome County Sheriff’s Office and SUNY Broome have partnered on a program to begin introducing community college “life skills” curriculum to incarcerated men and women at the Broome County Correctional Facility. The pilot program consists of five, 1-hour weekly classes taking place over five weeks, offered in both a male and a female housing pod. Undersheriff Sam Davis is the instructor for each class, he previously served as the Director of Training for the Broome County Sheriff’s Office and taught several criminal justice courses at SUNY Broome over the past 8 years.

Early Saturday at 2:04 AM the City of Norwich Fire Department was dispatched for the report of a structure fire involving a “carport” at 19 Miller Street in the City, firefighters found a working house fire, a single occupant was located at a 2nd floor window, jumped from the window & was taken to Chenango Memorial Hospital & was transported to University Hospital in Syracuse, listed in critical condition. Norwich Fire Department was assisted by the North Norwich & Oxford Fire Departments, Norwich Fire Chief Jan Papelino said that several tenants did escape, but 2 adult individuals were deceased. The investigation into the incident is still on going, with the City of Norwich Police Department, and the Chenango County Office Emergency Services Fire Investigation Unit.

Oneonta Police responded last Tuesday to the area of 30 Center Street to the report of a male that had suffered a gunshot wound. A 36-year-old male was located and was taken to an area hospital, an assailant fled the scene prior. Oneonta Police were assisted by State Police, State University Police at Oneonta and the Otsego County Sheriff’s Office in the search for a suspect & collecting of evidence. Oneonta Police were able to identify the suspect as Miguel Alcaraz, who was taken into custody & was charged with 2nd degree Burglary last Wednesday. The investigation is ongoing and anyone with information is asked to call the Oneonta Police Department at (607) 432-1111.

The Norwich police arrested 6 people following an investigation into animal cruelty and neglect at 60 Mitchell Street. Police charged 48 year old Barbara Herbert, 50 year old Norman Herbert, 20 year old Americus Herbert, 51 year old Stacy Cox, 22 year old Johnathan Fuller & 20 year old Kendra Cummings, all of Norwich, for a variety of charges including animal cruelty, endangering the welfare of a child Conspiracy & other charges, All were released and issued appearance tickets to appear at Norwich City Court at a later date.

Otsego County Sheriff’s Office & Cooperstown Police Department announced that a deceased male was found Friday morning in the Susquehanna River, the deceased was identified as Matthew Sisson of Otego, who was missing for 7 days. Sisson left Bassett Hospital Friday January 26th, where he had been transferred from Fox Hospital in Oneonta with Appendix issues.

30 year old Autumn Transue of Oneonta pleaded guilty in Delaware County Court to DWI, she had a prior Conviction in within 10 Years, making the charge a felony. On March 8, 2023, Colchester Police conducted a traffic stop for erratic driving, Transue had an out of state conviction for DWI in Nevada, her case was taken to a Delaware County Grand Jury, a 2 count indictment was returned, she pleaded guilty & was sentenced to 5 years of felony probation supervision and to the Adult Treatment Court program, her license was revoked for 1 year and she was ordered to install an Ignition Interlock Device, if she fails to complete the Adult Treatment Court program, she will be sentenced to 1 1/3 to 4 years in state prison.

Attorney General Letitia James announced a $150 million multi state settlement with opioid manufacturer Hikma Pharmaceuticals for its role in fueling the opioid crisis. Hikma produces a range of branded and generic opioid products, From 2006 to 2021, Hikma failed to monitor and report suspicious opioid orders from potentially illegal distributors, Hikma will pay $150 million to participating states and localities, encompassing $115 million in cash and $35 million worth of opioid addiction treatment medication.

Chenango County Sheriff’s Office arrested 32 year old Jentre Bergman of McGraw for Robbery. On September 23rd, Bergman allegedly went to a residence in the Town of German, where he forcefully stole a Harley-Davidson motorcycle by pointing a shotgun at the victim & fled the scene on the motorcycle. An arrest warrant was then issued for Bergman, who was arrested by the Cortland County Sheriff’s Office and held in their facility on un-related charges. Bergman was then transported to the Chenango County Sheriff’s Office where he was processed for charges of Robbery, Grand Larceny, and Menacing, he was arraigned in the Town of German Court where bail was set at $5,000. Bergman was then transported back to the Cortland County Correctional Facility where he is being held.

40 year old Cory Kujawski of Burlington Flats was indicted by an Otsego County Grand Jury. State Police arrested Kujawski, for 3 counts of Predatory Sexual Assault Against a Child, 2 counts of Course of Sexual Conduct Against a Child & 1 count of Criminal Sexual Act, he is accused of inappropriate sexual contact with a child under the age of 13 on several occasions, he was arraigned and released on his own recognizance & was referred to Otsego County probation.

State Police arrested 39 year old Antoine Laporte of Buffalo for Criminal Possession of a Weapon after a Trooper observed a vehicle traveling at an excessive speed, The Trooper attempted to catch up to the vehicle but lost sight of the car, the trooper ended up finding the vehicle rolled over at the bottom of the East Branch exit ramp. Laporte walking on Harvard Road, he fled but was eventually detained, Laporte had multiple warrants for Assault and Larceny in Erie County and in the state of New Jersey, troopers also located a weapon in the wrecked vehicle. Laporte was transported to Wilson Hospital for a medical evaluation, he was released & was turned over to the Delaware County Correctional Facility for arraignment.

The Broome County Sheriff’s Office announced that Scammers are impersonating Sheriff’s detectives and deputies in an effort to solicit money and gift cards from unsuspecting victims. Residents are reminded not to provide credit card or other payment information over the phone to anyone claiming to be law enforcement. The Broome County Sheriff’s Office has received several new reports from residents who received phone calls from individuals pretending to be detectives or deputies of the BCSO. where the scammers claim that the Residents missed their court appearances and were threatened with warrants for arrest or thousands of dollars in fines. Delaware County Sheriff’s Deputies arrested of 32 year old Darin Wignall of Binghamton, On the morning of June 29th, Deputies initiated a traffic stop on State Highway 17 in the Town of Hancock, Wignall was found to have been operating a motor vehicle on a public highway while his driver’s license had been suspended 14 times. Wignall was charged with Aggravated Unlicensed Operation of a motor vehicle & Uninspected Motor Vehicle, he was released with an appearance ticket for Town of Hancock Court at a later date.

The Department of State reminds businesses of a new law to protect consumers from potential Gift Card Scams. Effective June 20th, all businesses selling gift cards must display a notice at or near where any gift card or gift certificate is displayed or sold to caution consumers about gift card fraud. Requesting gift cards as payment has become increasingly popular with scammers as funds are nearly impossible to trace. According to the Federal Trade Commission in 2022, nearly 65,000 consumers filed a complaint related to gift card scams, equating to a total loss of $228.3 million.

Berkely was found to be operating a motor vehicle while intoxicated, she failed to comply with officers and physically resisted arrest, with 1 officer being injured who was later treated at the hospital and released. Berkeley was arraigned & was released on her own recognizance & will appear in Town of Burlington Court at a later date.
