Binghamton City Police are investigating the fatal shooting of a 12 year old Aliza Spencer Thursday Night. The shooting happened on Bigelow Street just south of East Frederick Street around 10 pm. Thursday night. Anyone with information regarding the shooting is asked to call the Binghamton Police Department at 772-7080.

State Comptroller Tom DiNapoli announced the results of school district audits. Locally, the DCMO BOCES audit showed that officials did not properly monitor and account for fixed assets. 32 of the assets valued at $64,300 were not properly accounted for, and others worth $47,500 did not have required asset tags, were not on the inventory lists and/or had incorrect or no location noted on the inventory list.

NYSEG reported that over 8800 customers were still without power this morning in the Tr-County Region, crews continue to work to restore the power as soon as possible.

2 people were injured & 3 dogs died in a house fire last night on Earls Road in Hartwick. The fire before 6:00 PM, 3 people lived in the home, 2 were sent to Bassett Hospital with smoke inhalation and 1 had minor burns. Firefighters from Hartwick, Fly Creek, Milford, Mt. Vision and Cooperstown responded, the cause is under investigation.

The American Red Cross is experiencing a blood shortage due to the cancellation of blood drives and has issued an emergency request for all blood types. A Blood Drive is scheduled today at the A.O. Sidney Police Department arrested 29 year old Edward Petti of Oneonta on a bench warrant issued by the Village of Sidney Court, for failing to appear in court. When officers attempted to make contact with Petti, he fled on a bicycle, leading officers on a pursuit. Petti was charged on the Bench warrant plus Obstruction of governmental administration & Resisting arrest, he was arraigned in Village of Sidney Court where he was released on his own recognizance to appear back in court at a later date.

A panel of appellate judges ruled that state Democrats engaged in gerrymandering when drawing new congressional district boundaries for the next decade. In a 3-2 ruling, the majority found the congressional map was unconstitutional. If upheld, the ruling would block the use of those district lines for the upcoming midterm elections in November. The court found Democratic lawmakers acted within their power to approve the maps, after a bipartisan redistricting commission failed to do so earlier this year.

Delaware County Sheriff’s Deputies & the State Division of Parole located and arrested 33 year old John Barnett of Margaretville & charged him with being a Fugitive from Justice. Barnett was wanted from the Prince Edward County, Virginia Sheriff’s Office on 5 counts of Violation of Probation for failure to pay restitution following burglary and larceny convictions. Barnett was arraigned and was remanded to the Delaware County Jail without bail pending extradition to the State of Virginia.

Governor Cuomo today announced grant awards totaling $2.3 million for urban forestry projects in communities across New York. The grants are funded through the state Environmental Protection Fund and are part of New York’s ongoing initiatives to address invasive species, climate change and environmental justice. Locally, in Otsego County, the City of Oneonta will recieve $50,000 for their Emerald Ash Borer Preventive Maintenance Program, $42,240 for their Planting of Street Trees as part of the Market Street Project & another $50,000 for their General Tree Maintenance Program

Delaware County Sheriff’s Office and K-9 Ozzie assisted the Delaware County Corrections Officers with a routine Jail Search, which revealed that William Effner was in possession of a powdery substance believed a crushed prescription medication, that he may have acquired from another inmate. Investigators arrested Effner for Promoting Prison Contraband; he will be arraigned on the charges in the Village of Delhi Court Tuesday.

The Chenango County IDA announced significant progress in its Rail Revitalization project, which aims to restore service to the 45 ½ miles of the Utica Mainline track between the Madison and Broome County lines. Frontier Railroad Services of New Stanton, PA is nearing completion of the construction phase of the project, which repaired numerous washouts caused by floods in 2006 and 2011. From September 2015 to September 2016, New York State’s private sector job count climbed by 115,100, or 1.5 percent, according to preliminary figures released today by the New York State Department of Labor. In September 2016, the state’s private sector job count fell by 4,400. Since the beginning of Governor Andrew M. Cuomo’s administration, New York State’s economy has added 839,500 private sector jobs and experienced employment growth in 58 of the past 69 months. In September 2016, the statewide unemployment rate increased from 4.8% to 5.0%, which was equal to the comparable U.S. unemployment rate of 5.0%.

Governor Cuomo announced $1 million in funding is available to assist new and early-stage farmers through the State New Farmers Grant Fund. The Fund will provide grants of up to $50,000 to assist with up to 50% of eligible project costs, with the remaining 50% matched by the recipient. This year, the program has eliminated the 150 acres or fewer requirements and is now accepting farm applicants of all sizes. The application and guidelines are available online at http://esd.ny.gov. The deadline for submission is January 27th.

Governor Cuomo announced that the Department of Financial Services has issued guidance to health insurers outlining new insurance coverage requirements for substance abuse treatment. Under the new law, health insurers will be required to cover medication, including naloxone, for detoxification or maintenance treatment of substance use disorders under large group policies. Health insurers will also be required to provide coverage without preauthorization for inpatient substance abuse treatment in facilities that participate in their networks and are certified by the State Office of Alcoholism and Substance Abuse Services.
