State Police arrested 35-year-old James Smith of Norwich for criminal sexual act & endangering the welfare of a child. The arrest occurred after troopers were advised of an incident that happened in the Town of Norwich, Smith is accused of having sexual contact by forcible compulsion, he was arraigned in the Town of Oxford court and was remanded to the Chenango County jail on $25,000 cash bail or $50,000 property bond, pending court action at a later date in the Town of Norwich court.

Governor Cuomo announced the proposal of new regulations that would require the State Board of Parole commissioners to consider both an inmate’s current risk to public safety and that individual’s own needs, as well as offer explanations of those findings, before making any release decision. The proposed regulations would require the Board’s release determination to incorporate an inmate’s current score on a risk and needs assessment, Additionally, the regulations would direct the Board to consider the diminished culpability due to age at the time of the crime and to weigh any demonstrated growth and maturity since the time of the offense.

An investigation is underway into the death of an inmate at the Broome county Jail. 34-year-old Kevin Carroll was taken to Wilson Hospital in Johnson City on September 27th, he died 3 days later. The state commission of Corrections is conducting the investigation, Carroll was being held in connection with a shooting in Binghamton in October 2014.

The 2016 New York State Tourism and Craft Beverage Summit will bring hundreds of industry experts together on Tuesday, October 18 to discuss new strategies to strengthen the economy and create jobs in New York. The Summit will begin at 10 a.m. in the Hart Lounge at The Egg on the Empire State Plaza. The morning session will consist of presentations and discussions by State officials and industry experts on the impact of both industries across New York State.

Governor Cuomo announced that from October 1 to October 14, the Department of Motor Vehicles automated online system processed 214,356 online voter registration applications, including 122,147 from first-time voters, shattering the previous one month set in the entire month of September. Since the state launched the online application system in 2012, the DMV website has processed 822,014 online voter registration applications, including 383,118 from first time voters.
