Delaware County Sheriff Craig DuMond announced the arrest of 7 people on a variety of drug charges Thursday afternoon after the execution of a search warrant at 37 Union Street in Sidney.  Deputies & Investigators dismantled a large scale Methamphetamine trafficking operation, they arrested William McLean, Nikita Kingsbury, Trevor Light and an unidentified 17 year male from Sidney, plus Jeffrey Robinson of Norwich, and Kevin Mosher & Gina Overbey, who had no known address.  Sheriff Dumond comments:

Sheriff Dumond said that the arrests followed a month long investigation; all were charged with 2nd degree Criminal Possession of a Controlled Substance they were arraigned in Delhi Court & were remanded to the Delaware County Jail without bail pending future court action, additional charges are anticipated & the investigation is ongoing.  Sidney Village Police assisted at the scene.

State Police are investigating a crash in the town of Franklin that left 2 teenagers in serious condition.  Troopers were dispatched Thursday afternoon at about 4:30 PM to Walley Road in the town of Franklin; they located a Chevy pick-up truck with a 17-year-old male driver and 14-year-old male passenger crashed into a tree.  The investigation revealed that speed was a contributing factor when the unidentified 17-year-old lost control of the vehicle around a curve on Wally Road, spun off the roadway and into a tree.  Both occupants were transported by LifeNet to Albany Medical Center.   The accident remains under investigation.

State police are investigating a sewage spill that Thursday afternoon at about 2:30 PM on County Route 10 near Elk Creek Road in the town of Meredith.  The unidentified Driver of the septic tanker was taken to Fox Hospital for evaluation, the driver rolled the septic tanker, which spilled about 2,000 gallons of sewage, & struck a utility Pole, temporarily knocking out phone & electric service in the east Meredith area.  The septic tanker belonged to JB’s Line Cleaning and Plumbing Service, the cause of the accident is under investigation.

State Police responded to an early morning crash at approximately 4:40 AM today on State Highway 12 near Phetteplace Road in the town of Norwich.  The investigation revealed that a 42-year-old male from Chittenango operating a delivery truck crossed over the yellow lines & struck a tractor trailer head-on, the tractor trailer burst into flames on contact.  The driver of the tractor trailer was a 45-year-old male from Lisle.  Troopers reported that the delivery van driver was transported to Wilson Memorial and later moved to Upstate Medical in Syracuse, sustaining non-life threatening injuries. The driver of the tractor trailer was not injured.   State route 12 was closed for about 7 hours for the investigation & clean up; the roadway was re-opened shortly before noon.  More information will be released as it is made available. The accident remains under investigation.

The Sidney Central School District announced a change in how school tax bills are collected. Governor Cuomo today announced that the New York State Board for Historic Preservation has recommended adding 14 properties to the State and National Registers of Historic Places. In the Southern Tier, the First Presbyterian Church of Deposit, Built in 1880, has been recommended by the Governor.

Chenango County Officials announced that State Route 12 between Halfway House Road in the town of Norwich & State Route 220 is closed, due to a 2 vehicle head on crash between a Van & A Tractor Trailer.   The road will be closed for several hours for the cleanup & investigation; motorists are advised to use Chenango County Route 32 as a detour.

Preferred Mutual Insurance Company has committed a $250,000 for a new emergency room and walk-in center at UHS Chenango Memorial Hospital in Norwich.  Officials from Preferred Mutual Insurance Company announced the pledge on Tuesday; it will be paid over the next 5 years, & is the largest corporate commitment to be announced since the Norwich hospital kicked off a capital campaign started last month.

US Senators Chuck Schumer and Kirsten Gillibrand reported that they were told by the Defense Department that $160 million in funding allocated for an engineering center and supporting structures at West Point would be repurposed for the Border Wall between Texas & Mexico.   Gillibrand stated aid that Trump is taking money from West Point and 126 other military installation projects across the country in order to work around Congress and build the southern border wall.

The State Department of Health today announced new findings of its ongoing investigation into the vaping-associated lung illnesses that have been reported across the state, including an updated case count and information regarding the testing being conducted at the Department’s Wadsworth Center Laboratory.  the Department has received 34 reports from physicians of severe pulmonary illness among patients ranging from 15 to 46 years of age who were using at least 1 cannabis-containing vape product before they became ill, Laboratory test results showed very high levels of vitamin E acetate in nearly all cannabis-containing samples analyzed by the Wadsworth Center as part of this investigation. At least one vitamin E acetate containing vape product has been linked to each patient. The Wadsworth Center is testing both cannabis and nicotine-containing vape products as part of this investigation.

Governor Cuomo today signed legislation to prohibit companies from charging early termination fees on motor vehicle lease contracts if a customer has passed away before the end of the contract. Similar laws are in place prohibiting phone, television, internet, energy and water service providers from charging early termination fees if a contract is broken due to the death of the customer.

A.O. Fox Hospital has been awarded $10,000 by the MultiPlan Rural Health Grant Program to help launch a food “farmacy” based at its Tri-Town Campus in Sidney.  The prescription food location will open in January 2020, & will provide emergency food, education, and navigation services to patients and their families in need. A.O. Fox Hospital will partner with local businesses & it will operate on an outpatient basis; visitors will receive vouchers for food prescribed by their primary care providers.  In Delaware County, it is estimated that more than 8,400 people suffer from hunger; more than 1,800 of those struggling are children. In children, hunger can lead to growth impairment, poor academic performance, behavioral issues, sickness, social disorders, and more.

Delaware County Sheriff’s Deputies arrested 19 year old Brianna Reynolds of Auburn for Aggravated Unlicensed Operation of a Motor Vehicle, Unlicensed operator and Speeding at 85 miles per hour in a 55 mph zone.  Reynolds was stopped by deputies on State Highway 17 in the Town of Hancock; she will appear in Town of Hancock Court at a later date.

Delaware County Sheriff’s Deputies arrested 28-Year-Old Robert Davis of Pennsylvania for Driving While Intoxicated, Refusal to Take Breath Test & Parking on a Public Highway.   Davis was located on State Highway 206 in the Town of Masonville; he was arraigned & was remanded to the Delaware County Correctional Facility on $2,500 Cash Bail, or $5,000 in secure bonds.  Davis is scheduled to appear in the Masonville Town Court at a later time.

Oneonta Police arrested 29 year old Kyle Ives of Oneonta for 2nd degree burglary & 4th degree Grand Larceny, in connection with burglaries in downtown Oneonta.  Ives was being held for arraignment, the investigation is ongoing & more charges may be forthcoming.

523 SFCU Members were affected at 2 ATM’s with skimming devices, and the steps are continuing to correct the issue, according to SFCU Vice President of Marketing Keith May:

May said the amount of money allowed to be withdrawn daily will be lowered for a short period of time; Law Enforcement is continuing their investigation into who placed the Skimming devices at the SFCU Branches in Walton and Oneida Street in Oneonta.

State Police responded to a 2 vehicle crash at County Routes 36 and 37 in Guilford today. a 52-year-old male of Bainbridge was operating a Honda, he made a U-turn directly in the path of a Pick-up truck pulling a loaded cattle trailer with 12 cows, driven by a 68-year old unidentified female from McDonough. The vehicles collided & exited the roadway. The Honda driver was transported by helicopter to Wilson Memorial Hospital where he died of his injuries. The 71 year old unidentified female passenger of the Honda was taken to Wilson Memorial Hospital in Johnson City. The pick-up driver declined medical treatment, 1 of the cows was killed during the crash. The investigation is continuing.

The Oneonta Police Department is alerting residents of a scam.   A City resident received mail with a Portugal, Spain postmark, that claims that the recipient won a large sum of money in a lottery, and personal banking information was needed to pay out the winnings.  Police said that the documentation appeared legitimate, however they warn residents to never send any personal or banking information in cases like this.  Anyone with information on a scam can contact the State Attorney General’s office and use their online complaint form located online at ag.ny.gov/complaint-forms.

Governor Cuomo signed a bill into law Tuesday that lets police agencies obtain more information on a Firearm License Application.  The legislation closes a loophole and will give law enforcement access to out-of-state records.  Previously, New Yorkers could buy guns outside of the county that they live in and stores would not be able to see out-of-state gun applications or background checks.

The Delaware County Board of Supervisors acted on a measure last week regarding the Muddy River Brewing Company in the town of Sidney.  Sidney Town Supervisor Gene Pigford said that the town zoning also has to change in order for Muddy River to continue:

Pigford said that a Final Text Revision will lead to a roundtable discussion by the Sidney Town Planning Board & the Zoning Board of Appeals, then the measure goes back to the County Board, a public hearing will be necessary, then a final vote, Pigford said that he hopes to have all that concluded by the end of this year.

A woman reported missing from Smyrna, has been located in Iowa.  Amber Garrison told Police that she was kidnapped at a truck stop in Pennsylvania in July, and was taken through several states.  James Smith of Mexico New York has been charged with kidnapping, assault & obstruction of emergency communication, Garrison was treated for injuries at an Iowa hospital, the investigation is continuing.

Tioga County Sheriff’s Department responded Friday at about 12:15 PM, to a report of an armed robbery at Community Bank in Nichols. A male subject entered the Bank and displayed a pistol while demanding money, the Sheriff’s Office has arrested 31 year old Adam Robinson of Nichols, for 1st degree Robbery, Criminal use of a firearm and 4th degree Grand Larceny.  Robinson was arraigned and was remanded to the Tioga County Jail on $100,000 cash bail or $200,000 bond pending court action Wednesday.  The investigation is ongoing.

Governor Cuomo announced that the Great New York State Fair has broken the total attendance record for the 4th year in a row while setting several single-day attendance records during its 13-day run. Last year’s record-breaking attendance of 1,279,010 was broken Monday at 11:30 a.m. The Governor also announced the 2018 New York State tourism figures established new records for total number of visitors, economic impact and direct spending.

Chenango County Sheriff’s Deputies arrested 50 year old Joseph Ali of Burlington Flats for DWI, after an investigation into a check the welfare complaint was received in the Town of Norwich.   Ali was arraigned in Norwich Town Court and is to reappear on September 19, 2019 at 2:00pm.

A Town of New Berlin resident was arrested by the Chenango County Sheriff’s Office for 3 counts of Endangering the Welfare of a Child and Harassment.  Deputies arrested 35 year old Renee Zbdydniewski of New Berlin resident after a Domestic Dispute in the Town of Guilford.  She is accused of assaulting a Juvenile while her 2 children were present, she was arraigned in the Town of Oxford court and released on her own recognize & will appear in Town of Guilford court on a later date.

The Federal Energy Regulatory Commission has found that New York waived its water quality authority for Williams’ Constitution Pipeline, giving new life to a natural gas project stalled since April 2016 when the state DEC denied a permit.   Federal regulators have cleared the way for the Constitution pipeline project to move forward, if the company still plans to do so.  The original plans called for the pipeline to run from Pennsylvania through the Susquehanna River Valley to the Capital Region, Williams Partners appealed to federal courts after New York rejected a water quality permit over concerns for 250 streams. The project still needs a permit from the U.S. Army Corps of Engineers.

Governor Cuomo today signed legislation closing the legal loophole that allows creditors to use New York courts to secure confessions of judgment and seize the assets of borrowers for cases where the borrower has no connection to New York. Prior to this new law, creditors were able to exploit New York laws to freeze and seize a borrower’s assets by obtaining a judgment entered in a court far from where the contested agreement was executed, making it difficult for a borrower to legally contest the unfair penalty.

A recent audit of the Village of Bainbridge found only 1 issue to be cleared up, after the village had spent over $4,000 at Barnard’s Hometown Hardware, while owner Erik Barnard was serving as a Village Trustee.  Bainbridge Mayor Phil Wade comments:

The State Division of Budget announced today that they are approving the State Board of Elections’ plan to distribute $10 million to county governments to support early voting implementation.  The State Budget allocated $24.7 million for assistance with implementing a series of election law reforms, including early voting. The State Board of Election’s Aid to Localities Plan can be viewed at nysac.org.

Governor Cuomo announced that temporary lane closures for road and bridge construction projects on New York State highways will be suspended now until Tuesday, at 6:00 AM, to accommodate travelers during the busy Labor Day weekend.  Governor Cuomo is urging motorists to follow the state’s Move Over Law & that state and local law enforcement will be participating in the statewide “Drive Sober or Get Pulled Over” enforcement through Monday.

Delaware County Sheriff’s department announced that a 51-year-old Town of Sidney man reported missing on June 27th was located deceased on Wednesday afternoon.  Human remains were discovered by utility line employees working in a wooded area near the intersection of Lawton Hill Road and Franklin Depot Road in the Town of Sidney.   Deputies and Investigators identified the remains as those of Byron Furman who had been reported missing from his Lawton Hill Road residence.  Delaware County Medical Examiner Dr. Richard Ucci determined that Furman died of natural causes.

State Police and the DOT are continuing “Operation Hardhat,” as they try to crack down on work zone violations and promote safe driving through active work zones on state highways.  State Trooper are patrolling active work zones on I-81 in Broome and Route 17 in Tioga County; on Wednesday troopers issued 21 tickets in the I-81 work zone on Interstate 81 in Broome County, 16 were cell phone tickets, 2 for the Move Over Law, 2 for Moving From a Lane Unsafely & 1 for a seat belt violation.

Governor Cuomo today signed Erin’s Law on to New York’s books today.  The law requires public schools to teach age appropriate child sexual abuse and exploitation prevention classes to students in kindergarten through eighth grade. Erin’s Law is named for Erin Merryn, who is an abuse survivor and activist against child sexual abuse, the law will take effect on July 1, 2020.

Governor Cuomo signed a new law designed to spare victims of domestic violence some penalties on some of their utility bills.  The law allows people fleeing their batterers to terminate multi-year telephone or cable contracts at the home they’re leaving without paying a penalty; it covers victims who have received an order of protection.  The law takes effect immediately.

The Broome County Sherriff’s Office is warning people about a new phone scam where people posing as law enforcement.  Victims are receiving calls from a caller claiming to be a deputy & that the victim missed a jury duty assignment and needs to complete paperwork and pay a fine to avoid being arrested.  The caller requests the victim to meet in the parking lot of the Sherriff’s office and wait there to pay the fine.  The Sherriff’s department does not collect fines and official transactions are processed inside their office.  Anyone who has received this call should report it to 778-1191, extension 1.

U.S. Senator Kirsten Gillibrand is dropping out of the presidential race, after she failed to make the cut for the next Democratic candidate’s debate next month in Houston. Gillibrand announced her decision on Twitter also after low poll numbers and difficulty in raising funds.  Gillibrand was appointed to the Senate in 2009 to fill the seat vacated by Hillary Clinton, after she had served this region in the U.S House of Representatives.

Norwich City Police have charged a 3rd person in connection with the beating on Lackawanna Avenue recently that left the victim with a skull fracture & blind in 1 eye.  30 year old Tyrone Lester Jr., of Norwich was charged with 1st-degree assault, he is accused of participating in the assault along with Jonathan Booker and Hannah Bard, all 3 face additional court action.

New York State’s Marijuana Decriminalization Law went into effect today.  The law was signed by Governor Andrew Cuomo last month and reduces penalties for possession of small amounts of marijuana and allows for records to be expunged for people with certain marijuana convictions. The legislation does not legalize recreational marijuana,

President Trump has signed the Family Farmer Relief Act, which eases the process of reorganizing debt for farmers through Chapter 12 bankruptcy rules. 19th District Congressman Antonio Delgado introduced the legislation in April with bipartisan support.  The legislation passed the House on July 26, the Senate on August 2nd.

The National Center for Arts Research at Southern Methodist University in Dallas released their 5th annual Arts Vibrancy Index Report, which ranks more than 900 communities across the nation, examining the level of supply, demand, and government support for the arts.  Oneonta ranked 8th, Jackson, Wyoming ranked 1st, & Hudson New York ranked 5th, as the only other New York community in the survey’s Top 10. more information is available at oneonta.ny.us.

Sidney Village Police & State Police are conducting a joint investigation into the death of a 2 month old infant at Circle Drive Apartments Monday Morning.  State Police told WCDO News that foul play is not suspected at this time & the investigation is ongoing.

Commerce Chenango will hold their Annual Soiree Awards Banquet today from 5:00 to 7:00pm at NBT Bank, 52 South Broad Street in Norwich.  Awards will be presented for Entrepreneurs’ of the Year to Dan and Michael O’Reilly, Principle Design Engineering; Employer of the Year: Blue Ox Energy and Neighborhood Markets and Commitment to the Community to The Oliver Family.

Area Police are investigating a burglary with vandalism at the Super Heroes in Ripped Jeans Thrift Shop in Oneonta over the weekend.  The store serves as a fundraising mechanism for the organization that has adoptable animals; the store is located at 4 South Main Street in Downtown Oneonta.

Governor Cuomo today signed legislation requiring industrial development agencies to live stream in real-time and post video recordings of all open meetings and public hearings. The video recordings must be posted online within five business days of the meeting or hearing and remain available for at least five years.

This year is the 130th anniversary of the State University in Oneonta; they will observe that milestone during their Founders Day Picnic on September 4th.  Participants are asked to bring a non-perishable food item for local food pantries and the food pantry in Hunt Union.  The Picnic runs from 11:30 AM to 1:00 PM at the Academic quad.

State Senator Fred Akshar released his Community Voice Survey on the State DMV’s new license plate replacement program requiring drivers to pay $25 for new license plates and an additional $20 to keep their current plate number.   % designs were unveiled by Governor Cuomo last week,   Akshar’s survey can be found at Akshar.NYSenate.Gov.

Binghamton Police are asking the public for assistance in trying to locate 73-year-old James Andrews, was last seen outside at home at 19 Gregory Lane earlier this month.  Andrews suffers from undisclosed health issues, he is described as 5’ 8″, 155 pounds, with blue eyes and grey hair, anyone with information should contact the Binghamton Police Detectives division at 772-7080 or the Binghamton Police Desk at 772-7076.

The Chenango Arts Council Announced a series of workshops for September.  Beginning September 14th, through October 19, a Photography workshop will be held from 12:00 Noon to 2:30pm on Saturdays, Advanced Drawing will be offered every Monday from September 23rd to October 14th, from 6:00 to 8:00 PM; those interested can register by calling 336-ARTS or go to chenangoarts.org.

UHS Chenango Memorial Hospital’s capital campaign received a commitment from Blueox Corporation, in the amount of $50,000.   The capital campaign will support construction of a new Emergency Room and Walk-In Center, as well as strategic investments in Diagnostic Imaging and infrastructure to support the growth of future services. The work is part of the first phase of the hospital’s Chenango Medical Neighborhood Plan, which will transform the delivery of care at UHS Chenango Memorial.

A vigil for SUNY Oneonta student Nicholas Stagnitta of Patchogue Long Island will be held tonight at 7:00 PM, in the President’s Garden on the SUNY campus.  Stagnitta was found dead in his apartment on Chestnut Street of an apparent suicide on Saturday, the vigil is open to the public.

A State Supreme Court Judge upheld a New York state law repealing religious exemptions for vaccines required for children in schools or day care programs.  The state Legislature repealed the religious exemption in June after nation’s worst measles outbreak in decades started in Rockland County.  Religious groups sued the state but the law was upheld by Friday’s decision.  New York allows exemption from vaccines for medical reasons such as a weakened immune system.
