7 People were arrested on a variety of drug charges, following a raid by State Police & the Broome County CNET team at 122 Pierce Avenue in Endwell. Police accuse the 7 of participating in a drug ring from that location; police seized over 2700 bags of heroin, all 7 were arraigned in Johnson City Court this afternoon & were sent to the Broome County jail pending future court action.

Governor Cuomo today announced that the New York State Board for Historic Preservation has recommended the addition of 27 properties, resources and districts to the State and National Registers of Historic Places. The nominations reflect the remarkable breadth of New York’s history, ranging from the nationally significant home of the 1904 Democratic candidate for president to the birthplace of the first African American collegiate fraternity, and the summer cottage of the businessman who brought Jell-O to the market. In Delaware County, The Second Walton Armory, Home of the 33rd Separate Company of the 17th Battalion of Walton has been included, the armory was constructed between 1895 and 1897 in a fortress-like style intended to inspire pride and patriotism amongst law-abiding citizens and fear and awe amongst the so-called “dangerous lower classes.”

State Police arrested 37-year-old Jeremy Lester of Endicott for operating a motor vehicle while impaired by drugs, aggravated unlicensed operation of a motor vehicle, operating a motor vehicle without an interlock device plus several other traffic tickets. The arrest occurred after the suspect was observed moving from his lane unsafely while driving on State route 7 in the Town of Unadilla & without a court-ordered interlock device from a prior conviction. Lester refused to be tested for drugs, he was arraigned in the Town of Unadilla court and was remanded to the Otsego County jail on $2,500 cash bail or $5,000 property bond pending court action on August 12th.

The Chenango County Sheriff’s Office arrested 58 year old Mark Babcock of Otselic for 2 counts of Criminal Sale of a Controlled Substance, following a sealed indictment by a Chenango County Grand Jury last week, following an investigation for the sale of a narcotics from Babcock’s residence, on County Road 16 in the Town of Otselic. Babcock is currently in custody and awaiting arraignment in the Chenango County Court.

Delaware County Sheriff’s Deputies responded to a report of two sheep tied to trees, without water, in the Town of Hamden. Deputies identified their owner as 37 year old Lee McDonald of Walton, who was charged with 2 counts of Failure to Provide Proper Sustenance to animals under the New York State Agriculture and Market. McDonald was issued an appearance ticket to appear in the Town of Hamden Court on August 15th. McDonald was also arrested on 2 outstanding Bench Warrants issued by the City of Oneonta Court for Failure to pay a fine. He was turned over to Oneonta Police to be arraigned on those warrants.

Governor Cuomo’s office announced that the Wade Shows Midway at the 2016 Great New York State Fair will be the largest in Fair history as a result of the $50 million project to revitalize the Fairgrounds. The improved 15 acre Midway will offer at least 70 rides, many of them new to the Fair, and will feature wider and safer aisles as well as more covered seating areas. The Midway is a major contributor to the Great New York State Fair’s operating budget, last year the Midway generated a record $1,544,506 in revenues for the Fair. Officials expect a larger Midway with more rides to generate increased income.

The Oneonta Common Council has been called for a special meeting this afternoon. A Town of Greene resident was arrested by the Chenango County Sheriff’s Office. Deputies arrested 60-year-old Gerald Mangan for Criminal Sexual Act, Criminal Contempt, Unlawful Imprisonment, Criminal Obstruction of Breathing & Menacing following an investigation of a recent domestic dispute. He was arraigned in the Town of Greene Court and was remanded to the Chenango County Correctional Facility.

A man injured in the July 13th house explosion & fire in Masonville, has died from the injuries sustained in that explosion. 31 year old Shayne Charles died Saturday at Upstate medical center’s burn unit, calling hours will be held at C.H. Landers funeral home in Sidney Thursday from from 2-4 and 6-8 PM. Funeral Services will be held Friday at 11:00 AM at C.H. Landers Funeral Chapel.

Delaware County Sheriff’s Deputies responded to the report of a domestic dispute in Andes Monday. 21 year old Joel Maldonado of Lydenhurst, New Jersey & 21 year old Preston Reed of Andes fell through a plate glass window during the altercation, Maldonado sustained a head laceration, he was taken to O’Connor Hospital in Delhi, where he was treated and released. Deputies determined that 2 small children were in close proximity to the altercation, Maldonado was charged with 2 counts of Endangering the Welfare of a Child and Criminal Mischief, he was arraigned & was remanded to the Delaware County Correctional Facility on $1,000 dollars cash bail, Reed was charged with 2 counts of Endangering the Welfare of a Child.

On Monday, July 25, 2016 Delaware County Sheriff’s Deputies arrested 28-year-old John Mahler on a Parole Warrant issued by the State Division of Parole. Mahler was convicted in 2013 of committing burglaries in the Village of Walton; he was paroled in March, & was subject to Post Release Supervision until March 2019. Mahler is being held in the Delaware County Correctional Facility pending further action by the Division of Parole.

A 2nd Sidney Rotary Club Grant has been awarded for local efforts in combating the Heroin crisis locally. The Recovery Coach Training Grant will allow for up to 25 people to be trained to assist those recovering from addiction, according to spokesperson Lorraine Keckeisen:

The State Labor Department released the unemployment rates for southern tier area counties today. Chenango county registered 4.5% unemployment, Delaware County had an even 5%, Otsego county registered a 4.3 % for teh Month of June. The state wide unemployment rate for June was at 4.7% for the 2nd straight month.

Governor Cuomo announced the arrests of 5 people for illegally selling synthetic marijuana at stores in Syracuse and Binghamton. State Police seized more than 100 packets of suspected synthetic marijuana, the State Health Commissioner is issuing orders to immediately close the establishments found to be selling these illegal substances. In Binghamton Troopers arrested 62-year old Vijaykumar Hathi and 64-year old Deepa Hathi, owners of Friend’s Grocery at 46 Court Street in Binghamton. Both were charged with sale of synthetic drugs, & possessing of synthetic Marijuana.

FEMA released updated Flood Insurance Rate Maps for Otsego County for public comment. Last Monday , a Town of North Norwich resident was arrested for Driving While Ability Impaired by Drugs and Driving Across Hazard Markings following a Motor Vehicle Accident in the Town of Norwich. Deputies arrested 30 year old Robert Youngblood following a one car motor vehicle collision on State Highway 12 in the Town of Norwich, he was found to be operating a motor vehicle while being in an impaired state due to drugs. Youngblood was issued tickets to appear in the Town of Norwich Court at a later date. The collision caused a utility pole to be severed, State Highway 12 had to be closed for 8 ½ hours while NYSEG worked on the lines.

Governor Cuomo today announced that $3 million is available from the Environmental Protection Fund in grants to assist municipalities in New York State with recent, unexpected costs of collection and recycling of eligible electronic wastes. New York State consumers are required to recycle electronic waste, such as computers, keyboards, televisions, and small electronic equipment, in an environmentally responsible manner. These grants, part of the FY2017 State Budget’s record $300 million investment in the Environmental Protection Fund, will mitigate the growing unexpected financial costs so that municipalities can recycle electronic waste efficiently and sustainably.

Governor Cuomo today signed legislation that eliminates sales tax on feminine hygiene products. The bill exempts these products from all local and State sales tax, Feminine hygiene products have been taxable since the state sales tax was first instituted in 1965, even as a wide variety of other goods, such as dietary and family planning products, have been exempt. The new exemption is expected to save women purchasing tampons, and other similar products, an estimated $10 million a year.

Governor Cuomo today signed legislation expanding New York State’s “Move-Over” Law to volunteer firefighters and ambulance workers. The measure requires drivers to slow down and move over a lane when approaching a vehicle with flashing blue or green lights that are operated by volunteer firefighters or ambulance workers involved in a roadside emergency. Previously, the “Move-Over” law only applied to drivers approaching stopped police, emergency or hazard vehicles with flashing red and white or amber lights.

Magic City Music Hall in Binghamton was advised Thursday evening that a member of Quiet Riot, who were scheduled to appear Saturday night, was hospitalized yesterday afternoon, necessitating cancellation of the band’s upcoming show. Magic City Officials are working with management to reschedule the show, in the meantime; Quiet Riot Tickets may be redeemed for a credit towards any other announced concert at Magic City, including Ace Frehley on Saturday September 24th or for a refund. The New York State Office of Alcoholism and Substance Abuse Services awarded $1 million in funding to support 25 new treatment beds to provide care for New Yorkers with substance use disorders. The funding was awarded to Tompkins County addiction treatment services provider Cayuga Addiction Recovery Services for the creation of a new 25-bed adult residential treatment facility. The residential treatment facility in Trumansburg will offer a full spectrum of addiction treatment services to residents including counseling, life-skills training and after-discharge support.

Governor Cuomo signed legislation that requires guidelines for end of life notices and visitation rights regarding incapacitated individuals subject of legal guardianship proceedings. The bill requires the court order appointing a guardian to oversee the care of an incapacitated person to identify all individuals who are entitled to notice of a person’s death, funeral and burial arrangements.

State Police arrested 43-year-old Laurie Smith of Johnson City, for operating a motor vehicle while impaired by drugs and other traffic violations, following a property damage crash on South Main Street in the Village of Sherburne. Smith was allegedly driving while impaired by drugs when she failed to keep right and struck another vehicle causing damage. She had her blood tested, at Chenango Memorial Hospital, lab results are pending. Smith was issued tickets returnable to the Village of Sherburne Court on August 15th.

Tax collections totaling $19.8 billion fell short of projections for New York state in the first quarter of the state’s fiscal year, a decline of $797.6 million, or 3.9 percent, from the same period last year and $454.1 million below projections, according to the June state cash report issued today by State Comptroller Tom DiNapoli. The General Fund ended June with a balance of $7.2 billion, which was $975.8 million lower than the latest projection and $3.9 billion lower than a year earlier. Attorney General Eric T. Schneiderman announced a new grant initiative to address the growing statewide problem of so-called “zombie homes” – vacant and abandoned homes that are not maintained during a prolonged foreclosure proceeding. The Zombie Remediation and Prevention Initiative will provide $13 million in grants to local governments throughout the state through a competitive application process. The 100 communities with the greatest problem of zombies and vacancy have been invited to apply for the funds. The money will address housing vacancy and blight by bolstering municipalities’ capacity for housing code enforcement, for tracking and monitoring vacant properties, and for legal enforcement capacity to ensure banks and mortgage companies comply with local and state law.

In June, New York State’s private sector job count increased by 23,900, or 0.3%, to over 7.9 million, according to preliminary figures released today by the State Department of Labor. Since the beginning of Governor Andrew M. Cuomo’s administration, New York State’s economy has added 824,100 private sector jobs and experienced employment growth in 57 of the past 66 months. The statewide unemployment rate was unchanged from May, the U.S. rate was 4.9% in June. New York’s statewide unemployment rate continues at its lowest level since August 2007.

State Police arrested 32-year-old Timothy Reid of Binghamton for allegedly speeding on State Route 12 in the Town of Oxford. Reid is also accused of driving with an open alcohol container, in possession of a loaded handgun, methamphetamine, ecstasy, cocaine, LSD, oxycodone, marihuana, drug paraphernalia and fireworks. Reid was charged with criminal possession of a weapon, he was arraigned in the Town of Guilford court and remanded to the Chenango County jail on $15,000 cash bail or $30,000 property bond, Additional charges are pending.

4 people were arrested Tuesday by the Delaware County Sheriff’s Office Criminal Investigation Division in relation to narcotics sales that led to the execution of search warrants and drug possession arrests made by Deputies earlier this year. Arrested were 27-year-old Antonio Felice of Walton, he is accused of selling heroin bundles and cocaine in the Village of Walton. Also arrested were 25-year-old Lucas Labumbard & 20 year old Anna Bubko of Margaretville, for allegedly selling Hydrocodone near the Margaretville Central School. 46-year-old John Coe of Deposit was charged for allegedly selling bundles of heroin in the Village of Deposit. State Police arrested 52-year-old William Daniels of Tampa, Florida for DWI, and several other traffic violations, after troopers responded to a report of a car leaving the scene of a crash on Leland Hill Road in the Town of Franklin. Daniels is accused of driving while intoxicated when he crashed into mailboxes and then left the scene, he also refused to submit to a breath test to determine his blood alcohol content. Daniels was arraigned in the Town of Oneonta court and was remanded to the Otsego County jail in lieu of $1,250 cash bail or $2,500 property bond, pending court action Thursday in the Town of Oneonta court.

Delaware County Sheriff’s Deputies arrested 54 year old Theodore Tiska of Masonville with 4 four counts of Criminal Contempt, for allegedly violating an Order of Protection issued by Town of Sidney Court earlier this year. Tiska is accused of calling the protected party while being incarcerated at the Delaware County Jail; Correctional Facility staff discovered the calls. Tiska is retired from the Delaware County Sheriff’s Office, he remains held on $75,000 cash bail on a charge of 2nd degree Attempted Murder, he will be arraigned on the new charges in the Town of Delhi Court at a later time.

The Delaware County Sheriffs department conducted an investigation into a physical altercation in the Town of Andes, Deputies arrested 34 year old Jennifer Myers & 39 year old Christopher Fairbairn of Arkville for strangulation and unlawful imprisonment. Both were arraigned in the Town of Andes Court & were remanded to the Delaware County Correctional Facility in lieu of $2500 bail.

Governor Cuomo encouraged New York’s county fairs to apply for a $5 million Agricultural Fairgrounds Infrastructure Improvement Program this fall. Funding for the program help offset the cost of improvement and renovation projects, including new construction, at eligible county fairs. The State Department of Agriculture and Markets will release detailed eligibility requirements and the application this fall, allowing the county fairs time to prepare project proposals that are shovel-ready and that could be implemented starting next year. Grant funding will not exceed $200,000 and will be awarded on a first-come basis.

State Police at Sidney are still investigating a burglary that was reported on the morning of June 5th at the Frog Pond Farms located on State Route 7, in the Town of Bainbridge. An investigation as determined that the burglary occurred in the evening hours and that an unknown amount of cash was taken. State Police at Troop C announced that they are seeking Daniel McElroy on charges of criminal possession of a controlled substance, & failing to show at court after he was arrested. On December 23, 2010, the Town of Chenango Court issued a bench warrant McElroy’s arrest, he has a large visible tattoo on the side of his neck, and anyone with information should contact the state police at 775-1241

The State DOT will hold an open house public meeting today at the village of Windsor Community House, at 107 Main Street, from 5:00 to 7:00 PM, to discuss a project to replace the decks on two local bridges over State Route 17. Each bridge will be closed for 6 weeks at a time, during the closure of East Boskett Road over Route 17, traffic will be detoured to Route 17 and County Road 28. During the closure of County Road 28 over Route 17, Route 17 between Exits 81 and 82 will serve as the detour route. Construction is expected to be performed during the 2017 season.

Delaware County Deputies arrested 69 year old Manuel Fernandez of Hamden for Criminal possession of a weapon, He was arraigned in the Town of Hamden Court and released on his own recognize. Fernandez allegedly possessed a loaded pistol in his residence when he has no pistol permit and also had a loaded rifle in his residence in Hamden, he is a convicted who can not legally possess weapons.

Governor Cuomo today announced DICK’S Sporting Goods will invest $100 million to build a regional distribution facility at the Broome County Corporate Park in the Town of Conklin. DICK’S investment is creating 466 full-time jobs over the next five years in the Southern Tier. Construction on the 650,000-square-foot facility will begin next month and is scheduled for completion in early 2018.

New York Attorney General Eric Schneiderman, along with the Massachusetts & Maryland Attorney General offices announced lawsuits today against Volkswagen and its affiliates for the automakers’ sale of diesel automobiles that were fitted with illegal “defeat devices” that concealed illegal amounts of harmful emissions and then allegedly attempting to cover-up their behavior. The defeat devices took the form of computer software designed to ensure that a vehicle’s emissions system performed properly only during emissions testing. On the road, the defeat device switched off or scaled back the vehicles’ emissions systems, the diesel vehicle emmitted harmful pollutants linked to numerous respiratory diseases up to 40 times those limits.
