Jury selection for the Almond Upton Trial began today In Broome County Court. Upton is accused of purposely running down Trooper Christopher Skinner on I-81 in the town of Chenango, while the Trooper was conducting an unrelated traffic stop. The trial is expected to take about 4 weeks. Upton is being tried for 1st degree Murder for the May 29th, 2014 incident.

Governor Cuomo’s “Get Screened, No Excuses” motorcycle ride went across the State this weekend, with hundreds of participants, in support of recent legislation to help combat breast cancer in New York. The new legislation requires Hospitals and Clinics to stay open an additional 4 hours a week after 5:00 PM. Governor Cuomo’s Girlfriend Sandra Lee accompanied the Governor on the ride this weekend to promote breast cancer awareness and the need for screenings; she is a recent breast cancer survivor.

On Sunday, Delaware County Sheriff’s Deputies arrested 25-year-old David Reed of Hamden on 1 count of 2nd degree Rape. Reed is accused of engaging in sexual contact with a child less than 15 years old. Reed was arraigned in Delhi Town Court and was remanded to the Delaware County Jail on $1000 bail; A Felony hearing is scheduled for Delhi Town Court at a later date.

Congressman Chris Gibson was named by Speaker Paul Ryan to the House-Senate conference committee that will produce the final 2017 Defense Policy Bill, which authorizes funding for military programs. In addition to a 2.1% pay raise for our troops, the House version of the bill includes the POSTURE Act, legislation authored by Congressman Gibson to stop the Administration’s planned draw down of U.S. Land Forces in order to reestablish peace through strength. Speaker Ryan sited Congressman Gibson’s work on the Armed Services Committee, & his military background as reasons for the appointment.

State Police announced a “Missing Vulnerable Adult Alert” in the Southern Tier, for 78-year-old William Caloroso of Nichols, who is missing since Sunday. Caloroso is described as a white Male, 5’10″, about 160 pounds with Brown Hair & eyes, he suffers from Alzheimer’s disease and may be in need of medical attention. He was last seen on River Road in Nichols, at 8:30 PM last night, driving a 2010 dark blue Chevrolet Impala with New York license plate GDY-8262. He was wearing a flannel shirt, blue pants, and may be wearing a baseball hat that says Sidney on top. Anyone with information is asked to call State police at 561-7400 or at 911.

Hancock Fire and EMS responded to a report of flash flooding in the area of 5256 County Highway 28 Town of Hancock Saturday Night. A wedding with 130 people was in danger and subjects were advised to seek higher ground. The road covered in 1 to 1 ½ feet of rapidly moving water and impassible, swift water rescue resources by the Delaware County Emergency Services and the Deposit, Walton, and Sidney Swift Water Rescue Teams and boats, State Police responded. The water started to drop allowing responding personnel to gain access to the area of the wedding party. All 130 plus individuals were accounted for and safe on higher ground, they were assisted onto awaiting coach buses that had been provided for the wedding and driven to a safe location. Delaware County DPW cleared and reopened County Highway 28 shortly after. The bridge and lower part of Shea Road however were determined to be unsafe with extensive washouts noted. This area was closed off to travel.

Broome County Sheriff’s Deputies responded to a vacant property on Williams Road in the Town of Windsor for a report of suspicious vehicles and people on the property. Upon arrival, a deputy observed several vehicles attempting to leave, While attempting to approach a vehicle to identify and speak with it’s occupants, a 2nd vehicle driven by 17 year old Levi Wormuth of Hancock attempted to drive around the deputy, his flashlight and hand got caught in an open side window of the vehicle and he was dragged a short distance before freeing himself. Wormuth continued to drive away from the scene even after being ordered to stop; another Deputy stopped him. Wormuth was charged with Obstructing Governmental Administration, Reckless Endangerment, Operating in violation of restrictions of a junior license, he was issued an appearance ticket for Windsor court at a later date.

Delaware County Sheriff Deputies arrested 58-year-old Louis Brigandi Jr of Walton Wednesday, on charges of criminal possession of a weapon, criminal possession of a controlled substance, and unlawful possession of marijuana following a report of a suspicious fire on Wilderness Mountain Drive in the Town of Hamden. Deputies say Brigandi knowingly possessed a number of prescription pills without a prescription, possessed a quantity of marijuana, and possessed two firearms while having a status as a convicted felon. Brigandi was arraigned in Hamden Town Court and was remanded to the Delaware County Jail in lieu of $1,500 bail.

Binghamton Police arrested 34-year-old Nelson Romero of Binghamton for 2nd degree murder in connection with the death of 44 year Walter Slater of Binghamton. Slater’s body was found in the backyard at 2014 Oak Street in Binghamton last Thursday morning, several blocks from his home. Romero was arraigned & was remanded to the Broome County Jail.

Empire State Development Corporation could not verify that many of the companies participating in the Excelsior Jobs Program met their obligations or even justify giving the businesses tax breaks in the first place, according to an audit by State Comptroller Tom DiNapoli. Auditors found a range of problems from lowering job creation goals after companies did not meet expectations to not verifying if jobs were full-time or part-time. ESD also could not produce evidence that several companies actually created jobs and did not simply shift jobs. ESD officials disagreed with the audit’s findings. Their full response is contained in the audit.

21-year-old Pate Balde of the Bronx was arrested in the Town of Davenport Tuesday morning and charged with possessing narcotic drugs with intent to sell following a collaborative investigation by the Delaware County Sheriff’s Office, Oneonta City Police Department and State Police. Balde was arrested at the Rock Inn Motel on State Highway 23, Oneonta, and charged with 2 counts of Criminal Possession of a Controlled Substance & Unlawful Possession a Marihuana. A search of the motel room, led to the seizure of 65 bags of heroin, 17 individual “wraps” of crack cocaine, powder cocaine, a small quantity of marihuana and more than $1000 cash. Balde was arraigned & he was remanded to the Delaware County Correctional Facility in lieu of $150,000 cash bail pending further court proceedings.

Oneonta Fire Department responded to a fire on Monday at 130 Chestnut Street shortly after 2:00 AM. The fire displaced 4 people, all escaped the blaze, but 2 occupants suffered smoke inhalation. The investigation into the cause of the fire is continuing.

State Police arrested 41-year-old Gary Crosby of Chenango Forks, for 1 count 1st degree Assault, for allegedly stabbing of a 15-year-old male early Tuesday morning in the town of Union. Crosby was arraigned and was remanded to the Broome County Jail without bail.

The Chenango County Sheriff’s Office investigated a single motorcycle fatal motor vehicle crash that occurred Sunday afternoon on County Road 10A, in the Town of Preston. 38-year-old Steven Carpenter of Guilford, lost control and slid into a guide rail. The passenger on the motorcycle was 30-year-old Katelynn Coville of Guilford, Both died at the scene. The Cause of the crash is still under investigation.

The Delaware County DPW will be closing County Route 4 in the Town of Sidney to through traffic today, starting at 7:00 AM, for the replacement of a culvert. Governor Cuomo announced the availability of $200 million in enhanced assistance for local governments over the next two years to rehabilitate and replace bridges and culverts statewide. This funding, provided through the Governor’s BRIDGE NY initiative, is being administered by the New York State Department of Transportation as part of its $21.1 billion five-year Capital Plan. Applications for BRIDGE NY funding will be accepted through September 9th at dot.ny.gov/bridgeny.

Governor Cuomo’s START-UP New York program is under fire, following the release of a report that claims that New York State has spent over 50 million dollars to advertise the program, that has only created 408 new jobs in the past two years. The program calls for incentives such as a ten-year tax-free location to the state by existing or new businesses, the program started slowly in its first year, last year is created 334 jobs. Empire State Development officials released a report Friday, they expect the program to create more than 4,100 new jobs by the end of 2020.

Oneonta Police announced that a threat of terrorist activities in Oneonta by ISIS, from a man in Georgia, was not credible. Police said that that state & federal law enforcement investigators contacted Matthias Czako of Cumming Georgia, who claimed on various social media, that Isis was attack Oneonta during the July 4th Fireworks display following a baseball Game with the Oneonta Outlaws. Oneonta Police reported no issues at the July 4th Celebration; Czako retracted his announcement based on cracking various biblical codes, following the FBI investigation.

The Chenango County Sheriff’s Office investigated a 2 car fatal motor vehicle crash on County Road 29 in the Town of New Berlin. Vehicle 1 was operated by 19-year-old Matthew Collins of Plymouth, when it crossed the center line into the path of vehicle 2 being operated by 65 year old John Mckernan of New Berlin, who was pronounced dead at the scene. Collins was not injured; he was charged with Failure to Keep Right and will appear in court at a later date.

The State DOT announced that construction work for the Prospect Mountain construction project would require lane closures in the City of Binghamton. Today Front Street southbound will be reduced to 1 lane for the construction of new bridge piers adjacent to Front Street, also State Route 17 will be reduced to 1 lane between Exits 72 & 71 for overhead sign work & the installment of pavement markings associated with a new, temporary traffic pattern change, which is needed to enable the replacement of the Route 17 West Bridge over Glenwood Road.

46-year-old Cindy Fortner pleaded guilty to 2 counts of 4th degree conspiracy, in connection to the kidnapping of her teen daughters. Shaeleen and Kylea Fortner were abducted in April 2015 while they were living with foster parents, they were found at the home of Amanda Hellman of Vestal, who has already pleaded guilty to kidnapping charges. Cindy Fortner will be sentenced on September 20th.

State Police arrested 56-year-old Karolyn White of Norwich, for Felony Aggravated DWI, with a BAC result of .24%, 3 times the legal limit. White was arrested following the report of a vehicle driving erratically in the Town of Oneonta. White was arraigned and remanded to the Otsego County Jail in lieu of bail.

Binghamton Police are investigating a possible homicide, after the body of a man was found outside of 204 Oak Street Thursday morning. A ‘suspicious death’ in the city of Binghamton is now being investigated as a homicide. Today, Binghamton Police identified the victim as 44-year-old Walter Slater of Binghamton, anyone with information is asked to contact Binghamton Police detectives at 722-7080. Sidney Village Officials & architects held a forum & open house for the community at the SIdney Library last night, to get input on preliminary plans to turn Main Street into a “Green Street” with an underground reservoir, new sidewalks, trees and increased lighting. Mayor Andy Matviak said that this project goes forward first, because the funding is available first:

State Police responded to a report of a physical domestic dispute at 318 Stein Road in Greene, 44-year-old Anthony A. Bowman of Cortland, was involved in an argument with his son, 20-year-old Anthony L. Bowman of Greene. The argument evolved into a physical dispute with the younger Bowman stabbing his father multiple times in the torso. Anthony A. Bowman was transported to Wilson Memorial Hospital for the treatment of non-life threatening wounds. Anthony L. Bowman was charged with 1st degree assault, he was arraigned in the Town of Oxford Court and remanded to the Chenango County Jail in lieu of $25,000 cash bail.

The Broome County Sheriff’s Office responded to Route 81 southbound, exit 3 in the Town of Kirkwood for a head-on motor vehicle collision with injuries. The initial investigation revealed the deceased vehicle operator was traveling north in the southbound lane when she collided with an SUV traveling south. 5 SUV occupants suffered minor injuries and were all transported to Wilson Hospital. The deceased vehicle operators name has not yet been released pending family notification, Route 81 was closed at exit 3 south-bound off ramp for about 4 hours until 7:40 this morning.

Governor Cuomo hosted the first-ever Catskill Summer Challenge highlighting the attractions and activities in the Catskills with the goal of driving tourism and boosting the region’s economy. The State Department of Health announced that it has begun issuing the results of seasonal mosquito surveillance and testing statewide, and added Zika to its list of mosquito-borne viruses under surveillance. The Department conducts surveillance for mosquito-borne viruses including West Nile virus, Eastern Equine Encephalitis virus and Zika virus. Zika virus is spread primarily through the bite of an infected mosquito. Mosquitos become infected when they feed on a person already infected with the virus and can then spread the virus to other people through bites.

A new Sienna College poll released today showed that New York Voters were not as likely to vote to re-elect their State Senator and Assembly member this year. 48% of the 803 registered voters polled said they would vote to re-elect their senator. 37% said they’d prefer someone else and 14% were undecided. Voters said they are prepared to re-elect Assembly members by a 42 to 38% margin with 20% undecided. All 63 State Senators and 150 Assembly members are up for election November 8th.

Governor Cuomo announced $1.3 million in funding for 17 projects to improve and expand State Park hiking trails and outdoor recreational access projects across New York. The trails projects are part of the Governor’s commitment to improving parks through the NY Parks 2020 Plan. In The Southern Tier; Chenango Valley State Park will $75,000 to resurface five miles of existing Lily Lake and Chenango Lake perimeter pedestrian trails as well as improve surfacing and drainage and update directional and interpretive signage on 13 miles of upland bicycle/pedestrian trails.

Governor Cuomo today announced that lane closures for road and bridge construction projects on New York State highways will be suspended from 6 a.m. on Friday, July 1, to 6 a.m. on Tuesday, July 5, in order to accommodate travelers during the busy Independence Day holiday weekend. 23 Year old Andre Lee of Binghamton was convicted Tuesday afternoon of 2nd-degree murder, assault & criminal possession of a weapon, in the death of 19 year old Scott Wright on July 4, 2014. Wright died 3 days later; Sentencing for Lee is scheduled for September 21st.

Last year, Governor Cuomo announced the launch of the first annual Catskill Challenge to promote tourism in the region during the Ride the Catskills motorcycle ride. With the Catskill Challenge set to take place Thursday, cabinet officials will hop on their motorcycles and kick-off the festivities a day early with the second Ride the Catskills Today. State fair officials announced that the Rock band “Daughtry” fronted by singer Chris Daughtry provides the final 8:00 PM show of the 2016 Chevy Court concert season, on Sunday, September 4th. This year, the Chevy Court will have 23 free shows as part of the Fair’s lineup of entertainment & activities. The state fair runs from August 25th to September 5th this year.
