A Chenango County Grand Jury indicted Richard Clemons on multiple charges for alleged sex crimes involving a young child. The indictment charges Clemons with 2 counts of 2nd-degree rape, multiple counts of promoting a sexual performance by a child, possessing a sexual performance by a child, tampering with physical evidence, forcible touching and sexual abuse. The crimes were reported in the City of Norwich in mid-to-late October.

Starting January 1, New York State’s Foam Ban will be expanded to include polystyrene foam coolers and other containers designed to be used for cold storage. The new law encourages New Yorkers to use sustainable container and packaging options, no covered food service provider, manufacturer or store will be allowed to sell, offer for sale, or distribute expanded polystyrene containers.

The Arc Otsego has been awarded a $10,000 grant from the Community Foundation of Otsego County to establish its Essential Needs Fund. The grant will allow The Arc Otsego to distribute direct financial support for urgent housing-related expenses, including rent and utility bills. Assistance will be provided on a case-by-case basis following a short application process, ensuring support is fair, timely, and tailored to each individual’s situation.

Governor Kathy Hochul signed legislation that enhanced real property tax exemptions for Seniors. The law allows localities to provide a property tax exemption for senior citizens who meet the income eligibility limits, up to 65% of the assessed valuation of their properties, the maximum percentage of exemption local governments have been able to offer senior citizens was set at 50% and has not been raised in decades, which could translate into savings of up to $300 annually for the average senior.

State Police arrested 29 year old Dylan Whitman of Oxford following an accident early Saturday on North Road in Oxford. Whitman was charged with Aggravated Unlicensed Operation of a Motor Vehicle, DWI, & Operating a Vehicle with a BAC of .08 or higher. Whitman was also wanted on a criminal Warrant from Oneonta, and he faces court action shortly.

SUNY Delhi is receiving a $32 million investment from Empire State Development, and the SUNY Construction Fund to build a new mechatronics facility. SUNY Chancellor John King announced that many mechatronics students at Delhi can secure jobs at major local companies like Chobani and IBM. SUNY Delhi’s North Hall will be the site of the program, which will prepare students for careers in advanced manufacturing. The 15,000 square-foot facility is expected to open in 2030.

Governor Hochul signed legislation Thursday that will require health insurance providers to offer lung cancer screenings to patients at no cost. The legislation would also require providers to offer follow-up screenings or other diagnostic services. Almost 14,000 New Yorkers are diagnosed with lung cancer and about 7,400 die from this disease each year.
