State Police & local law enforcement agencies will participate in a special Thanksgiving holiday traffic enforcement initiative to keep the public safe during the Thanksgiving holiday. State Police will have sobriety checkpoints, an underage drinker enforcement and the “Operation Hang Up” initiative, which targets distracted drivers. Police will also be making sure that drivers “Move Over” for emergency vehicles responding to emergency situations as part of the enforcement effort through Sunday night.

Governor Cuomo today announced a statewide holiday drive to benefit families in need across New York. Donations of new unwrapped toys, coats and school supplies are being collected to assist community-based organizations during the holiday giving season. The Office of General Services has set up drop-off locations that will be collecting donations from Monday, November 27 through Friday, December 15. Local Drop-off locations are the Binghamton State Office Building, at 44 Hawley Street, The Homer Folks Facility, 28 Hill Street in Oneonta

The New York State Department of Health is reminding all New Yorkers that beginning today the use of electronic cigarettes is banned indoors everywhere that smoking tobacco products are prohibited in New York. This new law will reduce exposure to the potentially dangerous chemicals for e-cigarette users and those around them. This ban builds upon legislation signed in July by Governor Cuomo that immediately banned the use of e-cigarettes on all public and private school grounds in New York State.

The Thanksgiving Day Turkey Trot for Hospice will be held in Oneonta tomorrow. The race is a fundraiser for Catskill area Hospice, the 5K run or 2.5K walk will begin at the Oneonta Boys & Girls club on River street starting at 9:00 AM, registrations will begin at 7:30 AM.

A Thanksgiving dinner will be held Thursday in Sidney at the American Legion at 22 Union Street. The dinner will be served from 12:00 to 4:00 PM, donations will be accepted.


Governor Cuomo today announced that temporary lane closures associated with road and bridge construction projects on State highways will not be permitted today through 6:00 AM on Monday, in order to accommodate motorists during the busy Thanksgiving holiday travel week. Some work may continue behind permanent concrete barriers or for emergency repairs. The AAA predicts that nearly 51 million people nationwide will travel more than 50 miles from home through Sunday, and more than 89% of those will be driving.

The Delaware County Sheriff’s Office arrested Anthony Masi of Sidney, for Criminal Mischief, Masi is accused of breaking his cell door window while incarcerated in the Delaware County Correctional Facility. Anthony Masi was arraigned and was remanded back to the Delaware County Jail on $5,000 cash bail or 10,000 bond.

The State Police CNET Team, State troopers, Chenango County Sheriff’s Office and State DEC executed a search warrant at 163 Sherman Hill Rd in the Town of Afton, following an investigation into the sale of methamphetamine. 36-year-old Matthew Mazepa, & 21-year-old Taylor Quackenbush of Afton were arrested for criminal possession of a controlled substance. Officers seized crystal methamphetamine, marihuana, Digital scales, drug packaging material cash & cell phones. Mazepa was arraigned in Afton Town Court and remanded to the Chenango County Jail without bail. Quackenbush was issued Appearance Tickets for Afton Town Court and released.

The New York State Department of Labor today released preliminary local area unemployment rates for October 2017. Locally, Chenango County’s rate was at 4.7%, Delaware County at 4.8% & Otsego County at 4.3%. The State’s seasonally adjusted unemployment rate decreased from 4.9% to 4.8% in October 2017.

Governor Cuomo announced the completion of a $1.7 million project to replace the State Route 28 bridge over State Route 7 and the Norfolk Southern Railroad in the town of Milford. The bridge opened to traffic today, just in time for the Thanksgiving holiday. The new bridge is a two-span structure supported by steel and concrete beams. It has 12-foot travel lanes and eight-foot shoulders in each direction. Approximately 5,200 vehicles use the Route 28 bridge each day.

Delaware County Sheriff’s Deputies were dispatched to a one-car roll over with property damage on Case Hill Road in Treadwell on November 6th. Deputies determined that William Rathbun’s vehicle left the roadway, entered into a ditch & rolled over and stuck a utility pole, which caused a minor power outage. Rathbun was ticketed for failure to keep right, speed unreasonable and prudent, & possession of a loaded firearm in a motor vehicle. Rathbun will appear in the Town of Franklin Court at a later date.

The Afton Central School District Board of Education has invited 2 candidates to interview for the Superintendent position. A forum for each candidate will be held next week, with the forum with Daniel Erickson; who is the middle school principal in Johnson City, will be November 28th, from 5:30 to 6:30 PM in the Afton Central School auditorium. Timothy McNamara is the principal in the Downsville Central School District; his public forum will be on November 30th from 5:30 to 6:30 PM in the Afton Central School auditorium.

The State DMV, the DEC and the State Office of Parks, Recreation & Historic Preservation are reminding New Yorkers to register their snowmobiles. Snowmobile registrations must be renewed annually, it can be performed online on the DMV website, by mail or in person at a DMV office. Last year, 106,867 snowmobiles were registered in New York.

State Comptroller Tom DiNapoli is urging New Yorkers to read the fine print on gift cards this holiday season for details about fees and expiration dates. DiNapoli said New Yorkers should use their gift cards within a year of purchase to avoid inactivity fees and register cards with the retailers that offer it so the owner can be identified. Money from unused gift cards issued by New York businesses is turned over to the State Comptroller’s office as abandoned property after five years of dormancy.

A Delaware County Grand Jury handed down Sealed Indictments last Thursday relating to 4 separate narcotics trafficking investigations conducted by members of the Delaware County Sheriff’s Office Criminal Investigation Unit. Sheriff’s Office Investigators and Deputies arrested 30-year-old Gregory Shamus of Delhi, 28-year-old Cody Warner of Trout Creek, 31-year-old Patrick Ford of Delancey, & 38-year-old Jennifer Fogliano of Masonville on Sealed Indictment Arrest Warrants on a variety drug charges. All of the defendants were arraigned today in Delaware County Court and were remanded to the Delaware County Jail without bail pending further court action.

Governor Cuomo Announced a multi-agency enforcement initiative to target potentially illegal interstate charter and tour bus companies operating in the State to remove unsafe vehicles and drivers from the roads during the holiday season. The State DOT, DMV & State Police will increase the frequency of random roadside inspections of interstate charter and tour buses, their efforts have already resulted in 112 unsafe buses and 96 unqualified drivers being taken off the road after 1,115 roadside bus inspections performed since mid-September.

State Police arrested 46-year-old Richard Talada of Oneonta for the felony DWI, Aggravated Unlicensed Operation, Operating a Motor Vehicle without Interlock Device, and several other traffic violations. The arrest occurred after a traffic stop for a motorist failing to keep right on Ceperly Avenue in Oneonta. Talada refused to submit to a breath test to determine his blood alcohol content, he was arraigned in the town of Oneonta Court and was remanded to the Otsego County Jail with bail set at $1,500 cash bail or $3,000 property bond. His next court date in the town of Oneonta is on December 21, 2017.

Firefighters from several area Departments responded to a fully involved Structure Fire on county road 21 in the town of Franklin Saturday morning. Fire departments from Franklin, Walton, and Treadwell & Sidney responded, the structure was heavily damaged & the investigation by State Police is continuing.

The 2 missing babies from Cattaraugus County were found safe and 3 people were in custody Saturday. Suffolk County police say the 2 children, their mothers and another person were stopped by authorities on the Long Island Expressway, no charges will be filed for the 3 taken into custody. The Missing Child Alert went out around 9:30 a.m. Saturday when Salamanca police were notified that 3-month-old Malani Ventura and 29-day-old Londyn Richardson were missing. They were last seen with their mother’s 16-year-old Selena Ventura and 18-year-old Keshuana Boggs Saturday morning they had been living at the Zafron Home for Pregnant and Parenting Teens. The alert was canceled just before 1:00 PM Saturday.

State Police arrested 22-year-old Nathan McDonald of Sidney for DWI, & Unlawful Possession of Marihuana, after a traffic stop on State Route 7, in the town of Unadilla. An investigation determined that McDonald was driving while intoxicated, & an inventory of his vehicle found that he unlawfully possessed a small amount of marihuana. McDonald was issued tickets returnable to the town of Unadilla Court on November 27th.

A review of the Oneonta Police Department’s actions, following the recent death of a man in custody has been completed by the Oneonta Police Department & the Otsego County District attorney’s office. Oneonta Police had a search warrant for a city residence & to perform a strip search of 52-year-old Kenneth Faulkner of New Rochelle, following a lengthy drug investigation. Faulkner resisted the efforts of 4 officers; he swallowed a packet of cocaine, which led to his death several hours after the struggle on November 2nd. The results of the department’s report have been submitted to state officials.

State Senator Fred Akshar and Assembly Members Donna Lupardo and Cliff Crouch have released answers to the many questions posed by the community regarding the planned repurposing of the former Broome Developmental Center to bring new Addiction Treatment Services to the community. State Police CNET & Binghamton Police executed a federal arrest warrant on Troy Clark of Whitney Point, as part of a federal indictment charging Clark with manufacturing Methamphetamines. Police discovered a meth lab with 30 “one pot” vessels, various methamphetamine laboratory components, a loaded 12 gauge shotgun & a Small amount of marihuana. Police arrested Orion Tanzini of Kirkwood, Brittany Clark of Whitney Point, Jamie Wilson of Whitney Point, Brian Mirra of Chenango Forks, along with Clark. A search warrant was also executed for Charles McNeilly, of Whitney Point, where police again seized meth making materials & arrested Thomas Cole of Whitney Point, Ashley VanOstrand of Whitney Point, along with McNeilly. All face court action shortly, the investigations are continuing and additional charges are pending.

New York’s statewide unemployment rate decreased from 4.9% to 4.8% in October, according to preliminary figures released today by the New York State Department of Labor. Private educational and health services added the most jobs (+51,900) of any major industry sector over the past year. Manufacturing lost the most jobs (-17,100) of any major industry sector in New York State, other losses were concentrated in durable goods (-12,800), especially fabricated metal products (-3,200).

An unidentified 16 year old has been arrested for the alleged sexual abuse of a 9 year old. The teen was arrested and arraigned in the Town of Laurens Court, he was released to an adult & an order of protection was issued for the victim, the teen faces action today in Town of Laurens Court & Otsego County courts.

The City of Oneonta Engineering Department is asking local residents that it is against the law to dump leaves, snow and debris into in any of the City’s waterways or into the Susquehanna River. Piles of debris and snow could cause blockages in the waterways, which could lead to localized flooding. The department said that area residents should also keep an eye on local catch basins to keep leaves & debris from blocking them.

Attorney General Eric Schneiderman announced today the sentencing in Broome County Court of Kenneth Cohn, Sharon Cohn, the owners of Yellow Medi-Van and Taxi, Inc., for stealing hundreds of thousands of dollars in Medicaid funds and knowingly operating transportation services without Worker’s Compensation insurance. The Cohns forfeited and released $455,604 currently being withheld by the State Department of Health, to the Attorney General’s Medicaid Fraud Control Unit. The Cohns also agreed to pay $50,000 each in restitution, Kenneth Cohn was sentenced to 5 years’ probation, and Sharon Cohn was sentenced to 1-year conditional discharge.

Joshua Underwood pleaded guilty to 1st degree manslaughter for the death of Mark Morrison on January 1st in Oneonta. Morrison died from blunt force trauma, Underwood then tried to cover up the crime by unsuccessfully setting fire to Morrison’s apartment doorway. Underwood faces Sentencing on December 15th.

State Police arrested 24-year-old William Deluca of Afton for Criminal Possession of a Controlled Substance and other traffic violations. Deluca was pulled over by a State Trooper form driving without a front license plate on East Main Street in Afton, the trooper detected Marijuana odors from the vehicle & a subsequent search turned up methamphetamine powder. Deluca was issued tickets for town of Afton Court on December 4th.

The State DEC is reminding hunters who take a deer, bear, or turkey to report their game harvest this hunting season. Hunters who fail to report their harvest can be subject to fines of up to $250. The start of the 2017-18 skiing and snowboarding season is this Saturday, with both Whiteface Mountain and Gore Mountain opening their season. Belleayre Ski Resort is scheduled to open Friday, November 24th. The investigation is continuing as to how 2 abandoned rail cars broke free & rolled along dead tracks before derailing at State Route 7 in Colliersville Saturday. The trains cars derailed when they reached route 7, as the tracks had been paved over, there were no injuries.

65 year old Ramadan Abdullah of Johnson City was found guilty this afternoon in Broome County Court, on a number of counts of criminal possession of a weapon. The man charged after a major weapons bust in Broome County in June has been found guilty of several counts of criminal possession of a weapon. The jury deliberated for about 8 hours starting yesterday through early this afternoon, Abdullah faces sentencing on December 19th, and he was transported back to the Broome County Jail.

Senator Fred Akshar announced the expansion of the “Ag in the Classroom” program from 5 to 10 schools across the 52nd Senate District. In January, Akshar announced a pilot program through 5school districts including Harpursville, & Windsor locally, this week, Akshar announced that Bainbridge-Guilford, Chenango Valley, Deposit, Greene also joined the program. The Ag in the Classroom classes and curriculum are administered by Cornell Cooperative Extension.

66-year-old Ronald Cook of Utica was scheduled to be arraigned back in Oneida County Court this afternoon. Cook was on the run from Law Enforcement from last Wednesday to Saturday, when he removed his GPS Ankle bracelet & failed to visit with his parole officer. Cook served jail time for the rape of a Binghamton woman in 1990, he was arrested at a Binghamton restaurant Saturday afternoon & was turned back over to Oneida county officials.

State police are investigating a 3 vehicle crash last night on I-88 near the Harpursville exit. Preliminary reports suggests that a tractor trailer crashed into 2 pick up trucks that were on the shoulder of the highway, where the owner of one pickup was assisting the other with a mechanical issue. The investigation is continuing.

Chenango County Sheriff’s department arrested 51-year-old Scott Fitch of Preston for 2 counts of Harassment. Fitch is accused of subjecting a victim to unwanted physical contact during the course of a domestic dispute, Fitch was arraigned in the Town of Oxford Court and was released on his own recognizance, he will appear in the Town of Preston Court at a later date.

An online petition has been gathering names to keep the name of the new Bridge over the Hudson River as the “Tappan Zee” Bridge. Earlier this year, proposals were made by Governor Cuomo’s political Allies to name the new bridge as the “Mario Cuomo” bridge after the former Governor, who of course was the current Governor’s father. The petition is located at change.org; it received 40,000 signatures in the first week.

Closing arguments ended this morning & the Jury received their orders this afternoon, as the trial of Ramadan Abdullah draws to a conclusion in Broome County Court. Abdullah was originally charged in June & was indicted on 15 counts of Criminal possession of a weapon among other charges, for having a stockpile of weapons stored in various locations around Broome County.

The State Office of Alcoholism and Substance Abuse Services announced the availability of funding to establish or expand services for youth and young adults in recovery from addiction. Up to 15 projects will be awarded up to $12,000 each. This funding is part of the $25.2 million federal State Targeted Response Grant that New York State received in early 2017. Several state lawmakers have written to Governor Cuomo and the state’s top corrections official to urge them to end solitary confinement of prisoners. More than 40 members of the Senate and Assembly claimed that the practice of isolating inmates for long periods of time amounts to torture, Cuomo’s administration insists it has taken significant steps to end traditional solitary confinement with new rules and standards for when a person may be placed in isolation.

The 2017 regular deer and bear hunting seasons in New York’s Southern Zone begin at sunrise this Saturday through Sunday, December 10th. The Southern Zone regular season is New York’s most popular hunting season; approximately 85 percent of New York’s 575,000 licensed hunters participate. in the Southern Zone, late bow hunting and muzzle loading seasons will run from December 11th through December 19th this year. Governor Cuomo signed 5 bills Saturday on Veteran’s day, to support the Veterans living in New York:

There are 770,000 veterans in New York State, 28 of the 29 states with medical marijuana programs will now allow patients with Post Traumatic Stress Disorder to qualify. Other bills signed Saturday include Providing combat veterans employed by the State with additional days of paid leave to obtain health services, counseling and access to other benefits & Waiving the civil service examination fee for veterans who were honorably discharged;

Binghamton Police arrested a 66-year-old Ronald Cook of Utica at the Little Venice Restaurant in Binghamton Saturday afternoon. Cook is a Level 3 sex offender who removed his GPS ankle bracelet and didn’t report to his parole officer Wednesday, sparking a state wide manhunt.  Cook was convicted of raping a 24-year-old woman in Binghamton in 1990; he was also convicted in 1988 of first-degree sexual abuse and impersonating a police officer.
