State Police Child Abuse Unit arrested 59 year old John Olson of Warwick for allegedly sexually abusing multiple juvenile victims, at a daycare/foster care home in the town of Warwick in Orange County and town of Andes in Delaware County. On May 21st, OLSON was arrested in the town of Andes, he was indicted by a Grand Jury in Delaware County for 1st & 2nd degree Rape, Criminal Sexual Act, Course of Sexual Conduct Against a Child, Criminal Sexual Act & Endangering the Welfare of a Child, he was also indicted by a Grand Jury in Orange County on similar charges and was remanded to the Delaware County Jail. Police also arrested 80 year old Joan Parks for Failure to Report Child Abuse, Endangering the Welfare of a Child, & she was issued an appearance ticket to the Town of Warwick Court. The State Legislature passed 2 bills this year to ease aggressive medical debt collection practices. The first bill bans medical liens and wage garnishment; the second regulates the billing of so-called “facility fees,” and requires that patients be informed about those fees up front. 112 nonprofit hospitals sued more than 53-thousand patients across the state between 2015 and 2020, some provision will still exist to allow hospitals to sue patients in certain circumstances. 13 other states already have these laws in place.

Broome County District Attorney’s Office announced that 20-year-old Carson Vanco of Endicott pleaded guilty to 1st degree attempted assault in court Friday. On July 26th, Vanco shot a man in the chest with a bow & arrow, he will be sentenced to 8 years in prison and 5 years post-release supervision when he is sentenced on November 29th.

Broome County Sheriff’s Office responded on August 21st after an Officer observed a stolen vehicle from Syracuse, traveling on Upper Front Street in the Town of Dickinson, the vehicle fled following an attempted traffic stop. A pursuit ended when the stolen vehicle hit another motorists in Binghamton. 26 year old Morgan Schoonmaker was a passenger in the vehicle and was taken into custody as she fled, 31 year old Corey Murry of Syracuse was taken into custody a short time later, both possessed heroin, cocaine, and oxycodone and will face numerous charges when processed

Legislation co-sponsored by Assemblywoman Donna Lupardo of Endwell, is elevating care standards at animal shelters and animal rescue organizations in New York State. The new legislation will require shelters to pass state inspections, to be administered under the division of Agriculture and Markets. Violations could result in denial, revocation, suspension or refusal of license renewal as well as possible fines of between $100 and $1,000 per violation. The new standards take effect in 2025.

Governor Cuomo signed legislation to ensure absentee ballots match ballots used to vote on Election Day, and that the new simplified absentee ballot applications created in 2010 are used in school district elections. The New Bill follows earlier legislation expediting party enrollment changes to make it easier for voters to participate in primary elections; it removed the October 11th deadline and gives voters until February 14th to make changes to party enrollment and still vote in the April presidential and June congressional and state primaries.

Residents in the towns of Sanford & Windsor are banding together to try to stop Calpine from placing 25 wind turbines in their towns. The town of Sanford board has passed new restrictions to limit the distance turbines can be placed from personal property, and for the noise frequencies that they may produce. ]]>Delaware County Emergency Services Department announced that the early Friday morning structure fire at 478 Dehning Road in the Town of Davenport involved the death of 2 small children. Officials said that the apartment building was fully involved, a 1-year-old male and a 3-year-old female died, an adult male was transported with burns to Upstate Medical Center Burn Unit in Syracuse. The names of the victims are being withheld at this time. State Police arrested 27-year-old Chase Degraw from Deposit for Menacing, after troopers responded to a dispute in Deposit. Degraw allegedly displayed a handgun at the female victim, he was arraigned, posted bail, & was released on his own recognizance with an order of protection was issued. Later that day Degraw was arrested again, for Criminal Contempt, to the same home and violated the order of protection by attempting to communicate with the victim inside. DeGraw was arraigned and was remanded to the Broome County Jail on $5,000 cash bail or $10,000 bond.

State Comptroller Tom DiNapoli issued an audit that Reveals Issues Behind Broome County’s Fiscal Stress. As a response to the federal tax bill limiting the deduction for state and local taxes, Governor Cuomo signed an executive order allowing New Yorkers to pay their 2018 property taxes in 2017. Delaware County Sheriff’s Deputies arrested 34 year old Russell Mills of Delancey for Criminal Mischief. Mills is accused of intentionally preventing another person from placing a 911 phone call to law enforcement during a domestic dispute. The Broome County Legislature approved the proposal to accept $3 million dollars in state money to help turn the former Broome Developmental Center into an Opioid Crisis center operated by a Syracuse Healthcare group. State Police arrested 34 year old Michael Graziano of Oneonta, for Grand Larceny and Falsifying Business Records, after troopers were advised of a theft by an employee that had occurred at Springbrook in the Town of Milford. Graziano allegedly falsified business records to steal over $7,000 in pay; he was arraigned in the Town of Milford Court and was release on his own recognizance. His next court date is on December 12th.

Governor Cuomo announced $7.5 million to construct, rehabilitate and improve the homes of 367 income-eligible families across New York. The funds are awarded through New York State Homes and Community Renewal’s Affordable Home Ownership Development Program, administered by the Affordable Housing Corporation. In the Southern Tier, a $600,000 grant will go to Delaware Opportunities for the acquisition and rehabilitation of approximately 15 homes located on scattered sites in Delaware County. $290,000 grant to M-ARK Project, for the acquisition and rehabilitation of approximately 10 homes located in Delaware County.

Governor Cuomo has signed legislation to remove barriers for businesses in New York seeking brand label registration for alcoholic beverages. Currently, the law requires brand label registrations to be filed by certified mail, registered mail or overnight mail. Under the bill the Alcoholic Beverage Control Law will permit brand label registration applications to be submitted electronically and filed every three years, rather than every year. The bill also permits the Authority, or third party, to charge a processing fee for electronic submissions.

A Wall Street Journal-NBC-Marist poll found that Cuomo leads Westchester County Executive Rob Astorino 65 to 23%, with similar leads against Assemblyman Steve McLaughlin and former Republican gubernatorial nominee Carl Paladino. U.S. Senator Charles Schumer announced a new bill that would regulate the buying and selling of metal. Copper thefts continue to increase, he said his bill would deter potential thieves by requiring documentation on where the metal came from, which would then make it a federal crime to steal metal, the bill would also cap the amount a recycler can pay cash for metal at $100, over that would require payment by check.

State health officials report that New York’s health exchange website has performed well, in contrast to the federal Affordable Care Website. More than 76,000 people have signed up in New York so far, and the state is on track for its goal of signing up 1.1 million people by 2016.

Governor Cuomo predicted the state will have a surplus next fiscal year, and he vowed to use the money for property-tax relief. State budget figures this month estimated a $1.7 billion deficit for the fiscal year that starts April 1, but Cuomo said there will be a surplus for next year if the line is held on spending. The governor will release his 2014-15 budget proposal in January; the Legislature has until March 31st to approve it.

State Police in Deposit and the Hancock Police Department responded to 479 County Route 28 in Fish’s Eddy for the report of an assault. Police located a 52-year-old female subject who had been in a verbal and physical altercation with 52-year-old Ronald Milke Jr; she suffered various facial injuries before she was able to exit the residence. State Police entered the residence and located Milke deceased from an apparent self-inflicted gunshot wound. The female subject was transported to Wilson Hospital. The Investigation is continuing.
