State Troopers responded to tractor trailer incident that caused a large amount of damage in the town of Chenango Monday Night. Troopers responded to Trafford Road for a report of property damage involving a tractor trailer, the vehicle turned north off of Trafford Road onto Councilman Road because of road construction on Upper Front Street, the tractor trailer struck and uprooted a large tree, which became lodged in between the tractor and trailer. The driver continued on Councilman Road and turned onto Savitch Road, striking numerous power lines and damaging several power hookups to homes in the neighborhood. No injuries were reported.

Governor Cuomo signed legislation designating a bridge on State Highway 206 in Downsville as the “Colchester Veterans Memorial Bridge.” The legislation was requested by the Town of Colchester to recognize fallen veterans, The Governor signed the legislation on Veterans Day, the designation becomes effective immediately.

Chenango County Public Health continues to have COVID 19 positive tests. Today they reported 36 Active Cases, 4 hospitalizations, 241 Active Quarantines. They have had a total of 477 Confirmed Cases since March with 9 deaths, 415 recoveries and they have conducted over 40,000 tests

Otsego County Department of Health & Applebee’s is reporting a potential exposure at the Southside Mall Oneonta location. A team member who last worked on Monday, tested positive for COVID-19 and is isolating at home. The restaurant closed for deep cleaning on Tuesday, a professional sanitation service disinfected. They re-opened Wednesday, they have safety protocols in place. The Otsego County Department of Health is asking any guests who dined at Applebee’s in Oneonta on November 5th from 11:00 to 4:00, November 6th from 4: to 11:00, November 7th from 11:00 to 4:00, November 8th from 4:00 to 10:00 & November 9th from 4:30 to 11:00 PM to monitor for symptoms through Monday, November 23rd if symptoms occur, contact your medical provider.

State Police are searching for 17-year-old Brooke Irish of Auburn, who was last seen on November 8th in the town of Chenango. Irish is described as a white female, 5 foot 1 inch tall, weighing 120 pounds, with brown eyes and black shoulder length hair. She was last seen wearing a black tank top, cropped leggings with a design that has plaid and cherries on them, anyone with information should contact State Police at 775-1241.

Governor Cuomo announced that Effective Friday, bars, restaurants and gyms or fitness centers, as well as any State Liquor Authority-licensed establishment, will be required to close from 10:00 PM to 5:00 AM daily. Restaurants will still be allowed to provide curbside, food-only pick-up or delivery after 10 pm., they can not serve alcohol to go. Indoor and outdoor gatherings at private residences will be limited to no more than 10 people, following the recent prevalence of COVID spread from recent Halloween parties.

State Police arrested 33 year old Frank Bowles of Oneonta for Criminal Mischief and Unlawful Possession of Marihuana. This arrest occurred after troopers responded to a fight in progress at the Lantern Hill Trailer Park, on State Route 23, in the town of Oneonta. Bowles is accused of smashing a window of a trailer when he was denied entry; Troopers located him walking in the park with lacerations to his hand. Bowles had his injuries treated at the scene by EMS, & while being arrested for damaging the window, Bowles was found to unlawfully possess about 15 grams of marijuana on his person. Bowles was arraigned before the Oneonta Town Court and subsequently remanded to the Otsego County Jail in lieu of $250.00 bail.

Delaware County Sheriff’s Deputies arrested 56 year old Dennis Hulse of Auburn, on charges of unlawful possession of marijuana, criminal possession of a controlled substance and driving while ability impaired by drugs following a traffic stop on State Highway 17 in the Town of Colchester. Hulse was also charged with driving 80 miles per hour in 55 miles per hour zone. He was later released on traffic tickets returnable to Colchester Town Court at a later date.

Delaware County Sheriff’s Deputies arrested 28 year old Meghan Armstrong of Walton, for Driving While Ability Impaired by Drugs and Unlawful Possession of Marihuana. Armstrong was also cited for no plate lamp as well as not wearing a seatbelt while operating a motor vehicle. This arrest stemmed from a traffic stop on Chambers Hollow Road in the Town of Hamden. Armstrong is scheduled to appear in the Town of Hamden Court at a later date to answer the charges.

Assemblywoman Donna Lupardo and State Senator Fred Akshar joined local law enforcement officials Friday to discuss cracking down on impaired driving across the State. Last year, the 2 legislators were successful in securing $1.6 million in state funding for STOP-DWI programs that became available for use to local programs at the beginning of 2018. Additionally, Lupardo and Akshar are also working on legislation that would allow for fines from impaired driving offenses to be collected ahead of other fees and surcharges collected by the state.

After a bounce in January, Governor Andrew Cuomo’s favorability & job performance ratings all fell by double digits this month, according to a new Siena College poll of New York State registered voters. Cuomo’s favorability rating is 53%, down from 62% last month, and his job performance rating went down to 45% from 50% in January.

Delaware County Emergency Services Department announced that the early Friday morning structure fire at 478 Dehning Road in the Town of Davenport involved the death of 2 small children. Officials said that the apartment building was fully involved, a 1-year-old male and a 3-year-old female died, an adult male was transported with burns to Upstate Medical Center Burn Unit in Syracuse. The names of the victims are being withheld at this time. The investigation is currently ongoing by State Police, plus the Delaware County Sheriff’s Office, Department of Emergency Services, Fire Investigation Team and the State Office of Fire Prevention and Control.

State Police arrested 27-year-old Chase Degraw from Deposit for Menacing, after troopers responded to a dispute in Deposit. Degraw allegedly displayed a handgun at the female victim, he was arraigned, posted bail, & was released on his own recognizance with an order of protection was issued. Later that day Degraw was arrested again, for Criminal Contempt, to the same home and violated the order of protection by attempting to communicate with the victim inside. DeGraw was arraigned and was remanded to the Broome County Jail on $5,000 cash bail or $10,000 bond.

State Comptroller Tom DiNapoli issued an audit that Reveals Issues Behind Broome County’s Fiscal Stress. From 2014 through 2016, Broome County depleted its fund balance to dangerously low levels jeopardizing public services and long-term infrastructure investments, DiNapoli recommended that the county stop using the fund balance to finance recurring expenditures; Develop a fund balance policy that establishes a reasonable amount of fund balance, reduce or eliminate reliance on short-term borrowing; & Adopt balanced budgets. Former Endicott firefighter Jason Stokes was Acquitted in Broome County court, after being accused of burning his own home in August 2016 with his wife and children inside. A jury handed down the verdict of “not guilty” on today. The fire was ruled as arson but the jury did not find there was enough evidence to convict Stokes of setting fire to his own home.

City officials say that residents who use city water may experience intermittent low pressure and/or changes in water color as distribution tank maintenance is being performed this week. State Police arrested 49-year-old Dana Gatling of Suitland, Maryland for Driving While Ability Impaired by Drugs and other traffic violations, after troopers responded to an Otsego County 911 report of an erratic driver on Interstate 88 in the Town of Oneonta. Gatling consented to a test for drugs, the lab results are pending. Gatling was arraigned in the Town of Oneonta Court and was remanded to the Otsego County Jail in lieu of $1,500 cash bail or $7,500 property bond. Her next court date is on June 8th.

The Federal Reserve Bank of New York reported that New York State manufacturing index fell last month. U.S. factories, including those in New York, have been expanding since the fall, after an 18-month slump caused by low oil prices.

The New York Compensation Insurance Rating Board has submitted an overall workers’ compensation rate decrease of approximately 4.5%, which will save New York employers about $400 million this year in workers’ compensation premiums. The Board attributed the reduction in premium rates to cost savings measures passed as part of the 2017-2018 State budget and general system savings by the State Workers’ Compensation Board. The rate submission must still be reviewed and approved by the Department of Financial Services and, if approved, would become effective October 1, 2017.

Human remains found on Tuesday in Susquehanna County have been positively identified as 37 year old Jamie Nieves of Binghamton. Nieves was reported missing to State Police on December 3. The cause of death has not been determined, & the investigation is ongoing.

BC Transit will be providing shuttles from Nathaniel Cole Park to Animal Adventure Park for their first week of the season. The main parking lot at Animal Adventure Park will still be used. The shuttle service will be utilized when the main lot is full in order to accommodate the large crowds expected. Today is opening day at the park, shuttles will run regularly starting at 10:30 A.M. and running until 5:00 P.M. 37-year-old Dushon Goldwire of Binghamton has been indicted on a charge of attempted murder, in connection with a July 30th shooting in Binghamton. Goldwire is accused of attempting to shoot 26-year-old Michael Perez following a confrontation, Perez was not injured. Goldwire faces court action in Broome County Court shortly.

The sentencing of former State Senator Tom Libous has been postponed until after Libous completes another round of Chemo Therapy. U.S. District Judge Vincent Briccetti today scheduled Libous’s sentencing back to November 24th, from October 30th, Libous was found guilty of lying to the FBI regarding using his political influence to get his son Matthew into a politically connected White Plains Law Firm, he faces up to 5 years in prison. Matthew Libous is serving a 6-month sentence for tax fraud.

The Legislature passed 658 bills from January through June, Cuomo has signed 400 of them into law and vetoed none.

The FBI has ranked the cities of new York state, in regards to their crime rates, amount of law enforcement, paroled Sex Offenders and other factors, to determine the most dangerous cities to live in. Niagara Falls was named the most dangerous City in New York, followed by Schenectady, Newburgh, Rochester, Gloversville, Buffalo, Jamestown, Albany, then and Binghamton & Auburn.

The fire at 7 Cherry Street in Oneonta Monday Morning left 2 Oneonta firefighters with minor injuries. One firefighter was taken to Fox Hospital to receive stitches after his leg was cut with broken glass. He was treated and released. A second firefighter was treated at the scene after a piece of ceiling material came down on his head. The fire broke out in the attic of the uninhabited house at around 6:30 AM, damaging the attic and 2nd floor, it was extinguished by 8:00 AM, the West Oneonta, Franklin, Worcester, Sidney and Otego fire departments assisted Oneonta firefighters.

State Troopers from Deposit arrested 26-year-old Naylisha Harrell of Binghamton for False Personation. Harrell is accused of driving at about 92 miles an hour in a 65 miles an hour zone on State Route 17 in the town of Sanford & allegedly identified herself by a false name to keep the Trooper from finding out about her suspended license. Harrell was issued tickets to the Town of Sanford Court on November 24th.

Governor Cuomo announced members of a Task Force that will work to implement the plan to end the AIDS epidemic in New York. The Task Force will be supplemented by two advisory groups, & will work to try to reduce the number of new HIV infections to 750 per year by 2020.   The task force will meet 5 times beginning with the 1st meeting underway this afternoon until 5:00 this afternoon, All meetings will be made public and viewable via webcast on the governor’s website at governor.ny.gov.
