Sidney Police Department received report of an armed robbery Friday Afternoon at about 1:35 PM at Smiley’s at 17 West Main Street. The suspect displayed a Handgun, demanded cash, he was wearing a black and purple wig, blue Oneonta YellowJackets hooded sweatshirt and pink slippers. The suspect left went hrough yards, left behind the disguises and left in a Silver Subaru parked on Adams Street, & left the village. The suspect is a bald or balding, heavy set white male over 6 feet tall. State Police in Oneonta is attempting to identify an individual that was captured on a surveillance camera at the GameStop store located on State Route 23 in the town of Oneonta in regard to a larceny investigation. The Susquehanna Society for the Prevention of Cruelty to Animals has received a $5,000 grant investment from national nonprofit Petco Love in support of its lifesaving work on behalf of animals in Otsego County through clinics aimed at expanding access for animals who need care. The Petco Love program helps find homes for pets in partnership with more than 4,000 organizations, like the Susquehanna SPCA, in order to get pets the care they need & adopted into homes, and make sure that pets are not unnecessarily euthanized. 36 year old Richard Hayes of Oneonta appeared in Delaware County Court & was arraigned on a sealed indictment for Aggravated Sexual Abuse, Failure to Register or Verify as a Sex Offender, for inappropriately touching a female child less than 11 years old, causing physical injury to the child, Hayes is also accused failing to register with the Delaware County Sheriff’s Office as he was required by law. After being arraigned, Hayes pleaded not guilty to the indictment, he was remanded to the Delaware County Correctional Facility on $50,000 cash bail pending future court action.

28 year old Scott Googins of Delhi was indicted by the Delaware County Grand Jury on a 3-count indictment. Googins was charged with 2nd degree strangulation, 3rd degree Assault, & criminal mischief, he is accused of choking a female victim until she lost consciousness, intentionally causing physical injury to the same victim & preventing the victim from calling 911 during the domestic assault. Googins was released from custody after posting $3,000 cash bail, if convicted, he up to 7 years in state prison.

State Comptroller Tom DiNapoli reported that New York State received $1.06 for Every Tax Dollar Sent to Washington D.C. in Federal Fiscal Year 2022, it was the 3rd Consecutive Year of Positive Balance. The money mostly came from the federal pandemic relief funds, previously, New York was sent way more to the federal Government than they received back. In Federal Fiscal Year 2022, New York state generated $361.8 billion in federal taxes and benefited from $383 billion in federal spending.

Broome County Sheriff’s Deputies responded Tuesday night to a report of a robbery in progress at the Sunoco Gas Station / Empire Food Store in Harpursville. Brody Kenyon of the Town of Colesville had entered the store and demanded a lighter and lighter fluid, he allegedly doused the employee with it and attempted to set him on fire, the attempt was unsuccessful, the spilled lighter fluid ignited and burned an ATM before extinguishing. Kenyon then stole several items & fled on foot. Patrols located Kenyon, he was charged with Arson, Assault with Intent to Cause Serious Injury with a Weapon, Robbery, Reckless Endangerment, he was arraigned and remains in custody at the Broome County Correctional Facility. Kenyon was also charged with attempted Burglary & criminal mischief for attempting to break into the Harpursville Fire Station and damaging property, prior to the gas station incident.

State Police arrested 30 year old Damion Horne of Oxford for Possession of a Sexual Performance by a Child. State Police received a cybertip of child sexual abuse material that was uploaded to an online file manager, an investigation determined that Horne viewed child sexual abuse material through a mobile device. Horne was arrested and issued an appearance ticket returnable to the Town of Oxford Court on May 8th.

The Broome County Sheriff’s Office announced that 40 year old Rasheed Crawford of Binghamton was arrested following a robbery in Endicott. On Wednesday night, Crawford allegedly pulled a handgun to rob an Endicott gas station, he left the scene in a cab. Broome County Sheriff’s Office patrol in the Town of Union spotted the cab, conducted a traffic stop & Crawford was successfully taken into custody and turned over to the Endicott Police Department. Crawford was also wanted by the Binghamton Police Department regarding two robberies that occurred in the City of Binghamton on April 9, 2024.

Governor Hochul announced a four-year project to revamp the technology at the State Department of Motor Vehicles. The state is contracting a with a new software company to upgrade the agency’s aging technology systems, which was found to be lacking as they re-opened following the COVID 19 pandemic. Fast Enterprises will be tasked with upgrading the DMV systems in 2 phases over the next 4 years, Fast Enterprises software is being used in 15 other states.

Delaware County Sheriff’s Office arrested a current Delaware County Inmate. Last Friday, Investigators of the Delaware County Sheriff’s Office received information that 48-year-old Deanna Besser of Brooklyn was a fugitive from the State of Pennsylvania, with outstanding warrants for failure to appear on a total of 16 separate charges not related to the Delaware County charges. At the conclusion of their investigation, Sheriff’s Investigators arrested Besser on a Fugitive from Justice complaint. Besser was later arraigned at the Delaware County CAP court and was remanded back to the Delaware County Correctional Facility pending extradition back to the State of Pennsylvania.

Governor Kathy Hochul today announced recommendations by the State Board for Historic Preservation to add 15 properties to the State and National Registers of Historic Places. Locally the house at 120 Balcom Road, in Mount Vision built in 1810 was nominated, along with The Methodist Episcopal Church and the Free Church were both built in 1857 directly across the road from each other in North Harpersfield.

Delaware County District Attorney’s office announced that 45 year old Timothy Bennett of Walton, pleaded guilty to Aggravated Driving While Intoxicated by alcohol and Aggravated Unlicensed Operation of a Vehicle, Wednesday. Bennet crashed his car in January on State Highway 10, in the Town of Walton. The investigation revealed that the Bennet was intoxicated by alcohol and had a BAC of .18 & had a suspended driver’s license, he was sentenced to a 3-year term of probation supervision, he must complete the impaired driver program and a victim impact panel, undergo a drug and alcohol evaluation, & he must install an ignition interlock device in any vehicle he owns, his license was revoked for a minimum of 1 year, and he was ordered to pay over $1600 in fines and surcharges.

State Police And the Division of Criminal Justice Services released a Missing Vulnerable Adult Alert today. 34 year old Tatiana David from Ithaca was last seen this morning at about 7:20 AM and may have been abducted. David is described as a black woman about 5’9″ tall and about 180 pounds, with black hair & brown eyes, she was last seen with 35 year old Michael David, who was driving a white Jeep Cherokee, they may be headed through this area heading for New York City. The State Comptroller’s Office audited the state Department of Health, reporting that they need to make sure that they get the drug rebates that it is entitled to under federal regulations. State Comptroller Tom DiNapoli said that the largest portion of money left on the table was $109.4 million in rebates, following an error on 490,875 claims that incorrectly showed that no Medicaid payment had been made, making them ineligible for rebates, another mistake with Magellan resulted in missing out on $9.6 million in rebates.

Delaware County District Attorney Office announced that 46-year-old Justin Valk of Davenport, was indicted by a Delaware County Grand Jury for allegedly murdering his wife Stephanie Valk on or about July 29- August 1, 2022, in the Town of Davenport. In addition to the 2 Murder counts, Valk was charged with Reckless Endangerment & Assault. Valk will be arraigned on the Grand Jury Charges in Delaware County Court on April 10, he is being held at the Delaware County Correctional Facility.

40 year old Derek Wignall of Hancock appeared in Delaware County Court Monday and pleaded guilty to Criminal Contempt, for allegedly violating an order of protection. After arraignment, Wignall pleaded guilty to the charge, he admitted that he disobeyed the order of protection by threatening violence against the protected party, he will be sentenced to serve 6 months in the Delaware County Correctional Facility, and then 5 years of felony probation supervision. Wignall was committed to the custody of the Delaware County Sheriff’s Department following his guilty plea, Sentencing is scheduled for May 15th.

State Police responded Friday to State Route 17 west to a crash involving several vehicles. In the 1st crash, vehicles were stopped on State Route 17 due to a construction barrel in the road, a vehicle was unable to stop and struck the rear of a vehicle, causing 2 vehicles to spin, 1 of them hit the guide rail, the other vehicle, struck a different vehicle and pushed it into 1 of the original vehicles. 2 drivers were taken to Wilson Hospital with non-life-threatening injuries, 2 other drivers were injured, & were treated at the scene.

Broome County Sheriff’s Deputy responded to a 2-car accident on I-86 in the Town of Windsor. During the investigation, 39 year old Michael Morgan of Queens, failed a field sobriety test & was charged with operating a motor vehicle while impaired by drugs. Firefighters from Bainbridge, Guilford, Mount Upton, Masonville, Coventry, Franklin, Trout Creek, Afton and Sidney all responded to a structure fire at the Auto Plus Store at 4 Front Street Monday Night at about 9:00 PM. Investigators are trying to determine how the fire started, the store was closed when the fire broke out, no injuries among fire fighters were reported.

The fire at the Minnewaska State Park Preserve was contained on Sunday, according to the Governor’s office. The State DEC Forest Rangers are leading the incident response in cooperation with the Office of Parks, Recreation and Historic Preservation, Division of Homeland Security and Emergency Services, State Police and many other State and local partners. Response actions in the area will continue in the coming days with a smaller force of state and local experts as fire control efforts advance. Sidney Police Department arrested 29 year old Edward Petti of Oneonta on a bench warrant issued by the Village of Sidney Court, for failing to appear in court. A panel of appellate judges ruled that state Democrats engaged in gerrymandering when drawing new congressional district boundaries for the next decade. In a 3-2 ruling, the majority found the congressional map was unconstitutional. If upheld, the ruling would block the use of those district lines for the upcoming midterm elections in November. Delaware County Sheriff’s Deputies arrested 29 year old Nicole Robinson of Davenport, on an Arrest Warrant issued by the Town of Jefferson Court for Aggravated Harassment and Menacing. State Police learned Saturday that Robinson was staying in a residence in the Town of Davenport, Deputies located and arrested Robinson, she was turned over to State Police, to be arraigned on the arrest warrant, as well as additional charges resulting from the investigation.

Otsego County Sheriff’s Office arrested 66 year old Clayton Monroe of Hartwick for multiple burglaries in Otsego County. Monroe was charged with 2 counts of Burglary, plus Grand Larceny, Criminal Mischief, 2nd & 3rd degree Assault, Possession of Burglar Tools, after Deputies were dispatched to a burglar alarm activation Sunday, they observed Monroe leaving in a vehicle at a nearby parking lot without lights on, a traffic stop was conducted, and Monroe was arrested. Monroe failed to comply with booking procedures and a corrections officer sustained an injury that required medical attention. Monroe was remanded to the Otsego County Jail, the investigation is on-going and additional charges are expected.

Broome County District Attorney Mike Korchak announced that 40 year old James Williams of Port Dickinson was sentenced to 5 years in jail for a guilty plea of Attempted Criminal Possession of a Weapon. Williams was arrested in 2019 after Johnson City Police executed a search warrant where Williams was found to be illegally in possession of a sawed-off shotgun.

Lieutenant Governor Brian Benjamin submitted his resignation to Governor Kathy Hochul yesterday, after he was arrested following a Federal Investigation. The U.S. Attorney’s office said Benjamin was charged with bribery, honest services wire fraud and falsification of records. Benjamin was accused in an indictment of participating in a scheme to obtain campaign contributions from a real estate developer in exchange for Benjamin’s agreement to use his influence as a state senator to get a $50,000 grant of state funds for a nonprofit organization the developer controlled. State Troopers responded Sunday to a domestic incident that involved an attempted break-in at a residence on County Highway 54 in the town of Springfield. 37 year old Kenneth Carson of Springfield attempted to enter the home of a known acquaintance and discharged a firearm while outside, he is also accused of having illegal Ghost Guns. Carson was charged with Attempted Burglary, Criminal Use of a Firearm, Criminal Possession of a Weapon, Manufacture of a Machine Gun, Reckless Endangerment & Criminal Mischief. Binghamton Police & First Responders rescued a woman who jumped into the Susquehanna River shortly after 12:00 Noon Tuesday. The Otsego County Sheriff’s Office stated that they were notified this morning by a local school district regarding the social media threat to unnamed schools, regarding possible gun violence at 12:15, but no specific date or school was named. The threat has been received by students at various schools in the area and statewide, the threat appears to be false. State Police have charged 3 men with Grand Larceny as a hate crime following an incident that occurred in Delaware County. On Saturday Morning, a Jewish man was walking along Main Street in Fleischmanns when a man got out of a pickup truck and stole his fur hat. 56 year old Renee Kunkle was sentenced to 5 years probation today in Broome County Court, in connection with the death of her 23 year old Autistic Daughter Kayla Kunkle in filthy conditions in the town of Chenango family Home in 2019. Renee Kunkle had pleaded guilty to criminally negligent homicide.

Chenango County Public Health reported 14 active COVID 19 cases, with 27 Quarantines, both numbers are about double the numbers reported 4 weeks ago, but there are no hospitalizations currently & no additional deaths have been reported since the end of June. Chenango County has had 3531 total cases with 3346 recoveries & 77 deaths.

Bainbridge Fire Department & State Police responded to the report of a plane crash in Bainbridge Sunday night. First Responders found the plane upside down tangled up in utility lines on State Route 7. The preliminary investigation revealed that the ultra-light plane had unspecified mechanical issues; the 71 year old unidentified pilot got out of the plane himself & was taken to A.O. Fox Hospital’s Tri Town Campus in Sidney & was treated & released.

Governor Cuomo announced Monday the state is distributing $15 million to community organizations with high positivity and low vaccination rates. Cuomo said the funds will be used to strengthen communication, expand public education, and enhance ongoing outreach efforts. Chenango County is expected to be one of the locations receiving funds to combat lower vaccination rates.

The Chenango County Sheriff’s Office arrested 39 year old Wayne Eldred of Smithville for criminal mischief, following a complaint for a domestic disturbance on State Highway 41 in the Town of Smithville. Eldred is accused of causing damage to a vehicle; Eldred was processed and released on an appearance ticket. He is to appear in the Town of Smithville Court on a later date.

The Delaware County Sheriff’s Office was recently notified by a resident of the receipt of a scam fundraising call, allegedly from the National Fireman’s Association, where the caller aggressively attempted to get the resident’s personal identifying information as well as a monetary donation. The Broome County Special Investigations Unit Task Force executed a search warrant Friday in Windsor, officer seized Methamphetamines, Fentanyl, weapons & drug paraphernalia.  Police arrested Shawn McCabe of Windsor on a variety of Weapons & Drug Charges, he was being held at the Broome County Sheriff’s Correctional Facility pending arraignment.

Norwich city police are looking for a suspect in a stabbing in downtown Norwich Sunday evening.  Norwich Police said that a pedestrian was walking near American Avenue in downtown Norwich at about 5:25 PM, & was stabbed several times in the neck & chest during the robbery near American Avenue.  The victim was taken to Wilson Memorial Hospital in Johnson City; Norwich Police officers are asking anyone with information about the attack to call them at 336-8477.  The Suspect is described as a White Male with a red backpack, wearing a Baseball cap, line at 607-336-8477.

Governor Cuomo today announced a new streamlined application process for the rent relief program to help eliminate potential barriers to funding. The new process relaxes documentation standards for both tenants and landlords and implements a streamlined process for submission of arrears documentation for multi-tenant landlords effective Tuesday.   The State Office of Temporary and Disability Assistance will administer the program.

Bainbridge Fire Fighters responded to a car fire at the Mirabito’s Saturday afternoon.  Firefighters found a Kia from North Carolina fully involved, the occupants were out of the vehicle & no injuries were reported.

A.M. NEWS Monday 7-26-21

State Police arrested 29 year old Anthony Masi of Sidney for Criminal Possession of Stolen Property.  Masi was the driver of a motorcycle that crashed into an SUV near the intersection of State Highway 28 and the Lettis Highway on July 4th in Oneonta,  Masi was taken to Albany Medical Center, the other driver was not injured.  An investigation determined that the motorcycle was stolen.  Masi was charged by the Village of Sidney Police on July 19, he was turned over to the State Police. Masi was transported to Otsego County Central Arraignment and Processing.  He was remanded to the Otsego County Jail on $10,000 cash or $20,000 property bond.

Otsego County Sheriff’s Office responded to a commercial bus fire earlierSaturday on State Route 28 in the Town of Otsego.  The bus passengers were heading to a wedding when the fire broke out.  No injuries are reported, the bus suffered substantial damage and was towed from the scene.  The Cooperstown and Hartwick Seminary Fire Departments responded, with Assistance by the Cooperstown Police Department and the State Police.

State Police responded to a report of a fatal skydiving incident in the area of County Highway 34 in the town of Westford.   A preliminary investigation revealed that 59 year old Karen Bernard of Wildwood, Florida jumped out of a plane to skydive when it appears she had a malfunction with her parachute,  the investigation continues.

State Police arrested 21 year old Noah Bascom of Hamilton for 3rd degree Assault and Overdriving, Torturing and injuring an Animal.  Bascom allegedly repeatedly struck a small dog with a wooden dowel.  He was also accused of striking a person in the face, causing injury.  The victim was taken to Community Hospital by a third party and received treatment.   Bascom was located at his residence in Hamilton and arrested.  He was released on an appearance ticket to the Earlville Village Court on August 11th.

New York State is moving on to the next phase of people for vaccinations against the COVID virus. All of those eligible in Phase 1A have not been completed due to he slow rollout of vaccines, New York is already starting to vaccinate those in Phase 1B this week, using the State Fairgrounds, doctors’ offices, county health departments and about 1,200 pharmacies to get doses to those in Phase 1B. Sidney Village Department of Public Works announced this afternoon that there is a water leak near the intersection of Circle Drive & Manatee. Water will be shut off to all of the area apartments complexes on Circle Drive, repairs are expected to be completed by 6:00 PM.

Governor Cuomo updated New Yorkers on the state’s COVID-19 pandemic numbers. On Saturday, over 246,000 New Yorkers were tested for the virus, with 15,355 testing positive, that was 6.22% of all tested. Hospitalizations went down slightly to 8,484, the number in ICU beds was 1436, with 892 on Ventilators, and there were 151 deaths Saturday from the virus.

Cornwell state that Trooper Conklin responded to the report of a stolen Nissan that Philhower took from his mother without permission, and she reported the car stolen.   Philhower was pronounced dead at the scene, Trooper Conklin was treated for an arm wound, he will return to duty this week, and Trooper Conklin’s actions have been ruled as justified.

State Comptroller Tom DiNapoli’s office conducted an audit of the Bainbridge Fire Department.  The audit stated that the board established adequate controls to help safeguard assets, and the legally required procurement policy, investment policy and code of ethics were in place. The treasurer’s financial records and reports accurately and properly accounted for all financial activities. Although the board did not perform a formal annual audit of the treasurer’s records, it reviewed reports each month and performed a thorough audit of claims before they were paid to ensure they were supported and funds were used for legitimate expenditures.

Governor Cuomo announced plans to close up to 3 correctional facilities following record reductions in the State’s incarcerated population and reported crime.  The Department of Corrections and Community Supervision will select the prisons, transition staff and incarcerated individuals, and cease facility operations by no later than September 1st.   Since 2011, the prison population has declined by nearly 10,000 or 16.7% from 56,419 to 46,973 people, currently.

The Delaware River Basin Restoration Program received $6 million in funding in the new federal budget bill.  The funding level for the program was increased by $1 million from last year’s appropriation.  The Program provides grants throughout the Delaware River basin, where communities are working on flood prevention, aquatic habitat protection, and building river based recreational economies.  More Information is available at delriverwatershed.org

Governor Cuomo announced that all Supplemental Nutrition Assistance Program recipients will receive next month’s benefits no later than March 7 – approximately one week earlier than scheduled. The early release is intended to ease the burden on recipients that have been forced to stretch February’s benefits for more than six weeks because of the recent unprecedented shutdown of the federal government.  Nearly 20,000 New Yorkers were furloughed during the federal shutdown and many more were working without pay for 35 days, leaving countless New Yorkers with no choice but to seek emergency food assistance for the first time.

State Police responded Friday night to a pedestrian that was struck by a vehicle on State Route 23 near the entrance to Wal-Mart in the town of Oneonta.   The pedestrian disregarded the crosswalk sign and crossed in front of the vehicle’s path on State Route 23, the pedestrian has been identified as 62-year-old Steven Grant of Oneonta, and He was airlifted by Life Net to Wilson Memorial Hospital with serious injuries.  The driver of the vehicle, a 31-year-old male has been cooperative with troopers.  At this time, no tickets have been issued.  The investigation is continuing.

On January 20th troopers were dispatched to a possible overdose in a vehicle parked in Dollar General on North Road in the town of Windsor.  Troopers observed both occupants passed out, they were assessed by paramedics & were charged with a variety of drug & other charges.  Arrested were 24 year old Caitlynn Rhodes of Colesville, & 24 year old Tieler Kennerup of Windsor, they were arraigned at Broome County Central Arraignment and Processing.  Kennerup was released on his own recognizance and Rhodes was remanded to the Broome County Jail without bail.
