The State Legislature may consider a new law next year, to require sex abuse background checks for people looking to become mall Santa’s.   Currently there is no requirement for backgrounds checks for anyone serving as a Santa, Easter Bunny, or any other popular children’s character. The bill is proposed by State Senator James Skoufis of Orange County.

Governor Cuomo proposes that New York State crack down on retailers who illegally sell out-of-state, untaxed cigarettes.   Cuomo said that New York currently has the 2nd highest tax rate on cigarettes in the nation; the law would also allow state regulators to shut down retailers who sell tobacco products to underage New Yorkers.

The Centers for Disease Control and Prevention announced Thursday it has confirmed 138 cases of E. coli in 25 states.  Consumers should continue to avoid romaine lettuce from Salinas, California, where investigations have found a common grower.  If the location of the romaine lettuce isn’t listed, the CDC still warns consumers to avoid it.  Of the 138 total cases, 72 have resulted in hospitalizations, with 13 people developing kidney failure, so far, No deaths have been reported.

State Police will be out in full force over the Christmas & New Year’s holidays this year.  Police will be on the lookout for speeding, distracted drivers, intoxicated or impaired drivers, road rage and they will be making sure that motorists are buckled up; they will also pay special attention to violators of the state’s “Move Over” law

Governor Cuomo announced that more than $761 million in economic and community development funding has been awarded through Round 9 of the Regional Economic Development Council initiative.   Locally, The Southern Tier will receive $88.9 million supporting 109 projects, Central New York will get $86.2 million supporting 93 projects & the Mohawk Valley receives $82.7 million supporting 81 projects

State Police and the American Red Cross are Co-hosting the 5th annual State Trooper Christopher Skinner Memorial Blood Drive in Kirkwood today. Trooper Skinner was intentionally run down by Almond Upton while he was conducting a traffic stop on I-81 in 2014, a blood drive has been held in Skinner’s memory every year since his death. The blood drive today runs from 12:00 Noon until 6:00 PM at the 5 Mile Point Fire Company at 16 Crescent Drive in Kirkwood. The Delaware County Chamber of Commerce will hold their next Friday Breakfast event in Walton on January 11th. Former Broome County Family Court Judge Rick Miller has had a lawsuit filed against him by 2 former employees in his office of sexual harassment. The lawsuit claims that Miller subjected the employees to harassing and abusive behavior at least 50 times between 2015 and June of 2017. Miller was removed from the bench in 2016.

Chenango County has 3 solid waste and recycling facilities operated by the Department of Public Works, the Pharsalia Landfill, plus 2 Transfer Stations, 1 in the Town of North Norwich and the other near Brisben.

4 Deposit men have been arrested in connection with a stabbing at the McDonald’s on Main Street in Johnson City on December 20th. 2 men were taken to Wilson Hospital with stab wounds, Arrested for 2 counts each of gang assault were 22 year old Dane Edwards, 33 year old Jay Moore, 24 year old Travis Dise & 31 year old Christopher Nugent of Deposit, they were taken into custody without incident and will appear in court at a later date; additional arrests are expected.

Illegally manufactured fentanyl was the driving force behind a 45.2% increase in deaths involving synthetic opioids from 2016 to 2017, according to a new report by the US Centers for Disease Control and Prevention. In all, there were 70,237 drug overdose deaths in 2017. Opioids were involved in 67.8%, or 47,600 of those deaths. Of those opioid-involved overdose deaths, 59.8% of them, or 28,466, were due to synthetic opioids. A separate report from the CDC’s National Center for Health Statistics released earlier this month found that in 2016 fentanyl surpassed heroin as the most commonly used drug in overdose deaths in the US.

The state Department of Health announced Thursday that the flu virus is prevalent in New York state. Health care workers, who are not vaccinated, are now required to wear a surgical procedure mask around patients. The department has also launched a flu tracker that allows people to stay up-to-date about flu rates in their county. Department reps say there have been over 3,000 flu cases in the state so far this season

The City of Oneonta Department of Public Service will be replacing a water main valve located on West Ann Street today. Work is to take place starting at 8am with water outages to begin at 9am. Residents on West Ann, Baker, London, Wilcox, and River Street (between Ann and Wilcox) will be without water for the duration of the project. The Center for Disease Control has released a report that states that over the last 13 years the number of illnesses has tripled from mosquito, tick, and flea bites. As the summer inches closer & the insect population becomes more prevalent, the CDC recommends using repellent with 20% or more DEET, or applying permethrin on your clothing. They also suggest washing all clothes on in hot water and dry them on a hot setting to kill off any remaining ticks.

The Guataleman man at the center of a recent controversy in Oneida County between ICE agent & Governor Cuomo, was indicted Wednesday on a charge of Illegal re-entry into the United States. Marcial DeLeon-Aguilar was detained on April 18th by when U.S. Immigration and Customs Enforcement agents raided the Collins family farm in Rome, where he had been working and living with his pregnant wife and 4 children. DeLeon-Aguilar has been deported 3 times since 1997: 1 time after an aggravated assault conviction, and 2 times after his illegal re-entry into the U.S.

Today is National Farmers Day & the State Tax Department and the State Department of Agriculture and Markets remind farmers of tax credits available to them, to reinvest in their businesses. Beginning next year, farm employers will benefit from the newly introduced Farm Workforce Retention Credit, which is equal to a fixed-dollar amount for each eligible farm employee, the credit will be phased in through 2021. Historic barns that are reconstructed or rehabilitated and meet certain other requirements may qualify for a property tax exemption. Farmers are eligible for a sales tax break when they purchase items such as machinery, equipment, and supplies used predominantly in farm production. The State Office for the Aging reminds older New Yorkers about the importance of getting their flu vaccination as soon as possible. “Flu season” in the United States can begin as early as October and last as late as May. The Centers for Disease Control and Prevention recommends that everyone 6 months of age and older get their annual flu vaccine by the end of October. The CDC also reports that a study conducted in 2016 showed that those people 50 years and older who got a flu vaccine reduced their risk of getting hospitalized from flu by 57%. Governor Cuomo today directed the State Department of Health to expand free Zika virus testing to all pregnant women who, during their pregnancy, had unprotected sex with a partner who traveled to an area with ongoing Zika virus transmission. This expansion comes as the Department is investigating 1 case of possible sexual transmission of the Zika virus, and the federal Centers for Disease Control and Prevention (CDC) has published reports of increasing numbers of confirmed and probable sexual transmission of Zika virus, including several involving pregnant women. To date The State Lab at the Wadsworth Center in Albany has conducted tests on samples from more than 1,400 patients and 40 have been found to be positive, those infected patients have been returning travelers from countries where Zika virus is ongoing.

Attorney General Eric Schneiderman issued a consumer alert today for National Consumer Protection Week, reminding New Yorkers to protect themselves against recurring government “imposter” phone scams. These scams often target seniors, students, and first-generation Americans. The New York State Senate today passed a resolution honoring Mike Piazza for his impending induction into the National Baseball Hall of fame this summer. Piazza will be inducted with a New York Mets cap on his plaque, for his 7 1/2 years as a member of the team, which won the National League championship in 2000. State Department of Taxation and Finance today announced the arrest of 2 tax preparers and 9 other individuals on charges that they filed false tax returns and claimed exaggerated refunds. The two preparers are 35 year old Heather Sweet of Johnson City, and 56 year old Rebecca Tyner of Binghamton. Sweet was charged with 8 felony counts of offering a false instrument for filing and 1 count of grand larceny. Tyner was charged with 5 felony counts of offering a false instrument for filing and 1 count of grand larceny. Both defendants were arraigned in the Binghamton City Court; the pair allegedly participated in a scheme to defraud New York State by preparing fraudulent NYS income tax returns for friends and relatives for the tax years 2008 through 2011.

Governor Cuomo today announced that during the past year, 43 new farm breweries have opened their doors in New York State, bringing the state’s total number of operational farm breweries to 106. Additionally, the Governor’s Farm Brewery law, which created a new license for craft brewers that use New York grown ingredients and included an exemption on brand label registration fees for small brewers, has saved brewers nearly $1 million to date. Aside from the 106 farm breweries, New York is now home to 133 micro-breweries, up from just 40 in 2011, and 39 restaurant breweries, up from 10 in 2011. Governor Cuomo announced a 60% decrease in alcohol-related traffic fatalities since Governor Mario Cuomo raised New York State’s drinking age to 21 exactly 30 years ago. According to the federal Centers for Disease Control and Prevention, youth who drink alcohol are more likely to experience alcohol-related car crashes and other unintentional injuries; school, social, legal, and physical problems; abuse of other drugs; and death from alcohol poisoning.

The Trial of Former State Senate Majority leader Dean Skelos continues in a Manhattan Federal Courtroom. Skelos is accused of using his political influence to get his son Adam No-Show jobs with politically connected firms in exchange for political favors. Skelos’s trial follows the recent conviction of former deputy Majority leader Tom Libous of Binghamton and former Assembly Speaker Sheldon Silver on similar corruption charges.

Oneonta Police & State Police arrested 27-year-old Jason Cousins from Unadilla for Burglary, Attempted Robbery, Criminal Possession of a Weapon, Assault, Criminal Possession of Stolen Property & Menacing, following a home invasion in Oneonta. Cousins is accused of displaying a stolen handgun, taking property & striking & injuring 1 of the victims. Cousins fled the scene and was apprehended and taken into custody, the investigation is continuing.

The State Labor Department released local area unemployment rates for March.   The state’s seasonally adjusted unemployment rate was 6.9% in March, the number of private sector jobs in the state was 7,539,300, the highest ever for the month. Locally, the Binghamton & Southern Tier region had 7.6% unemployment, down 9/10th from March of last year.

State Police & the State Liquor Authority conducted an underage drinking initiative detail in Otsego & Delaware counties.   The detail used a group of 3 underage operatives who attempted to purchase alcoholic beverages from 4 convenient stores and 5 bars in Otsego & Delaware Counties. No arrests were made as all the establishments passed.   The establishments were located in Meridale, Delhi, Davenport, & Oneonta.

Local authorities are currently not required to be notified of hazardous materials being brought through an area on freight cars. US Senator Charles Schumer is calling for that policy to be changed, currently, the State Police in Albany are notified, but that does not help the local authorities and emergency responders in the event of a train derailment.

Delaware County Public Health is reminding area parents to keep to the recommended schedule for child vaccinations. The Centers for Disease control said that vaccinating children on time is the best way to protect them against 14 serious and potentially deadly diseases before their second birthday. Officials report that when parents choose not to vaccinate or they delay vaccinations, children are left unprotected against diseases that still exist such as measles and whooping cough. A new Siena Research Institute poll shows Governor Cuomo is leading Republican Gubernatorial candidate Rob Astorino in a head-to-head race. However, results from the poll suggest Cuomo’s lead would slip if a third party candidate, who voters view as more liberal or progressive than the governor, entered the race. In a one-on-one race with Astorino, Cuomo leads 58 percent to 28 percent. The poll shows his lead would drop 15 points if a Working Families Party candidate entered the race. Cuomo’s favorability fell slightly compared to last month. 57 percent have a favorable view of the governor, while 38 percent have an unfavorable view.

The Norwich Emergency Management Office, in collaboration with the National Weather Service in Binghamton, will offer a course in weather spotting. The free SKYWARN weather spotter’s course will be held from 6:30-8:30 p.m. on Tuesday, May 27, at the Norwich Fire Department. New York State ended the 2013-14 fiscal year with a budget surplus, and deposited $175 million in the Rainy Day Reserve Fund, according to a report by State Comptroller Tom DiNapoli. However, DiNapoli said the $143 billion budget continues to rely on temporary funding sources to attain balance. The General Fund’s year-end balance, of more than $2.2 billion, was $432 million more than the February Financial Plan projections.

The Otsego County Sheriff’s Office arrested Edgar Montes of the Bronx, for allegedly being the leader of a heroin drug trafficking ring.  Montes is charged with Operating as a major trafficker, Criminal sale of a controlled substance, Criminal possession of controlled substance, he was indicted on November 26th, and faces additional court action shortly.
