Delaware County Sheriff’s Deputies arrested 41-year-old Robert Smith of Walton and charged him with one count each of Criminal Mischief and Petit Larceny. Smith is accused of unlawfully removing the catalytic converter from a vehicle without owner’s consent which resulted in damage to the vehicle. Smith was released on an appearance tickets returnable to the Town of Walton Court at a later date.

The State Senate passed a package of bills to have tougher penalties for drug dealers selling heroin, as well as for fraudulent medication prescriptions that fuel opioid addictions; measures to protect dealers from preying on children; and legislation that expands the types of dangerous controlled substances regulated by the state. State Senator Jim Seward announced senate introduction of legislation he co-sponsors which would eliminate the use of high-stake standardized tests to evaluate teachers and principals. The bill would eliminate the tests entirely and require the State Education Department to establish an alternative teacher assessment system. State Police arrested 22-year-old Asif Khan from Triangle, Virginia for Unlawful Possession of Marihuana & Speeding, & 25-year-old Quais Sidiqi of Dumfries, Virginia for Criminal Possession of a Weapon. The arrests followed a traffic stop where Khan was observed speeding at 93 miles per hour on I-81, in Broome County, Troopers detected marijuana odors from inside the vehicle, a subsequent search also found that Sidiqi unlawfully possessed a handgun, that was unloaded. Khan was issued tickets for town of Barker Court on February 27th; Sidiqi was arraigned at the Broome County Central Processing and was remanded to the Broome County Jail with no bail set, pending court action on February 27th.

NY State of Health today announced that more than 4.3 million New Yorkers have enrolled in health coverage. The 2018 Open Enrollment Period finished with nearly 1 million people combined enrolled in a Qualified Health Plan and the Essential Plan, an increase of 84,000 since the end of open enrollment in 2017. More than 1.36 million people enrolled in a non-Medicaid program through the Marketplace and, 2,965,863 people enrolled in Medicaid through the Marketplace.

An open 911 call Thursday morning led to the arrest of a 22 year old James Garcia of Monroe, for felony Unlawful Imprisonment charge. Monroe is accused of being in a violent domestic incident with a passenger in his vehicle on State Highway 28 in the Towns of Delhi and Bovina, whee he allegedly was involved in 2 separate motor vehicle accidents, 1 of which led to the passenger sustaining injuries. Garcia is accused of threatening the victim with a weapon and restricting the victim’s movements and escape, then seizing and disposing of the victim’s cell phone. Garcia was charged with Unlawful Imprisonment, Menacing, Criminal Mischief & Leaving the Scene of a Personal Injury Accident. He was arraigned in the Town of Delhi Court and was remanded to the Delaware County Correctional Facility in lieu of $1000 cash bail pending a future court appearance and a Temporary Stay Away Order of Protection was issued.

A man accused of killing his neighbor in Johnson City more will go on trial. The trial for 43-year-old Christopher Davis will begin in Broome County Court Monday. He faces charges of 1st degree murder, 2 counts of 2nd degree murder and robbery. He’s accused of killing his neighbor, 50-year-old Patricia LaCaprara, during a robbery in July 2013, she was found dead in her home on Brown Street and as a result of traumatic head injuries.

Attorneys defending the poor across New York averaged 680 cases last year, nearly double the recommended limit, even though their ranks and funding rose from the year before. They were assigned 386,823 new cases last year in the 57 counties outside New York City. Those included 70,000 felonies, 90,000 family court cases and nearly 221,000 misdemeanors. Overall funding for legal services rose to $175 million last year, an increase of about $9 million.

A state Supreme Court judge rejected a teachers union’s attempt to invalidate New York’s property-tax cap, dismissing claims it doesn’t comply with the state and federal constitutions. Supreme Court Justice Patrick McGrath ruled the cap is constitutional, and in compliance with state law, allowing the cap to stand pending an expected appeal. The State United Teachers last year filed a lawsuit challenging the tax cap, which limits schools and local governments to annual property-tax increases of 2 percent or the rate of inflation. The union argued the cap unlawfully limits local control over education spending.
State Police arrested 18-year-old Eric Green in Albany; he was taken into custody without incident. Green was charged with 1st degree Aggravated assault on a police officer, and 1st degree Robbery he was arraigned this morning on the original charges, the investigation is continuing & more charges are anticipated. Green is accused of stabbing Trooper Rodney Smith in the neck at the Empire State Plaza Sunday, after asking for directions.

The Chenango county sheriffs department arrested 24-year-old Dale Thompson on an active Bench Warrant issued out of the Village of Sherburne Court for failure to pay fines. Thompson was previously charged for with criminal mischief, endangering the welfare of a child, and 2nd degree harassment, he was arraigned and was released on his own recognizance after paying his fines.

Oneonta police arrested 42-year-old Donald Lane of Schenevus Sunday, of charges of torturing or inuring an animal, resisting arrest, open container and littering for tossing the can. Lane is accused of riding a horse into Oneonta, late Sunday night in an intoxicated manner, and striking the animal with a stick repeatedly. The horse was turned over to an area veterinarian for leg & feet injuries, Lane was in the Oneonta city jail Sunday night and was released Monday, he will appear in city court to answer to the charges at a later date.
