Ramsaran was sentenced to 25 years to life in prison after being convicted in Chenango County Court in 2014 of killing his wife, Jennifer. The state Appellate Division Third Department granted Ramsaran a new trial in 2016, The State Court of Appeals reversed that decision earlier this year, the case was returned to the appellate court, they affirmed the Court of Appeals ruling today.

Governor Cuomo today reminded New York State residents that this Friday, October 13, is the last day to register to be eligible to vote in next month’s general election. Applications must be postmarked no later than October 13 and received by the New York State Board of Elections no later than October 18. New Yorkers can easily apply to register to vote, or change their enrollment information, by using the state’s online voter registration application service on the New York State Department of Motor Vehicles’ website.

Governor Cuomo is considering calling the legislature back to Albany for a special session, in order to appropriate funds for the communities that experienced flooding damage from Lake Ontario earlier this year. About 45 million dollars was already earmarked for those efforts, but new damage estimates suggest that more than 80 million dollars may be needed.

Broome Sheriff’s deputies arrested 27-year-old Tajharay Pugh of Binghamton following a chase from Binghamton into the Town of Fenton. Pugh was charged with Unlawfully fleeing a police officer in a motor vehicle, Unlawful possession of marijuana, Resisting arrest, Reckless driving and multiple traffic violations. Deputies reported that Pugh wouldn’t pull over when deputies tried to stop his vehicle on Henry Street in Binghamton Saturday night, he was chased into the town of Fenton where he exited the vehicle and attempted to flea on foot & was tased. Pugh faces court action shortly.

Delaware County Sheriff’s Deputies arrested 31-year-old Danielle Lister of Walton, for 1st degree Identity Theft, 3rd degree Grand Larceny, & Unlawful Possession of Personal Identification. Lister is accused of fraudulently presenting herself as another person, fraudulently opening financial accounts using the victim’s personal identification information and using the victim’s existing financial accounts to obtain goods and services totaling more than $3,000. Lister was arraigned & was remanded to the Delaware County Jail on $1,000 cash bail pending further court proceedings.

The City of Oneonta today announced a revised Brush & Yard Waste collection schedule. The Department of Public Service will conduct curbside residential brush pickup in Wards 1-4 the week of October 16th and Wards 5-8, the week of October 23rd alternating each week through November. Officials ask city residents to place brush and yard waste at the curb by 7:00am on Monday of your scheduled week.


On Friday, Delaware County Sheriff’s Investigators assisted State Parole Officers and Delaware County Probation Officers with the search of a residence in the Village of Delhi. Officers found 24 year old Harry Ramirez of Delhi, in possession of a quantity of cocaine and narcotics packaging material, as well as $3250 in cash he was taken into custody by Parole Officers and remanded to the Delaware County Jail as a Parole Violator. On Tuesday, Sheriff’s Investigators arrested Ramirez at the Jail and charged him with Criminal Possession of a Controlled Substance. Ramirez was arraigned in the Town of Delhi Court and remanded to the Delaware County Jail with no bail. Additional charges are expected at a later time, pending laboratory analysis of the substances seized.

Arrested were 30-year-old Jason Harageones of Unadilla for Criminal Contempt, Criminal Possession of a controlled substance & Criminal possession of marijuana. Hargeones is also accused of causing damage to a surveillance camera, which led to an additional Criminal Mischief charge. Police also arrested 28-year-old Danielle Stoesser of Oneonta for Criminal Possession of a controlled substance & Criminal Possession of marihuana; she is also accused of engaging in a physical confrontation with the officers processing her arrest and was charged with Obstruction of Governmental Administration. Harageones was arraigned & remanded to the Otsego County jail without bail; Stoesser was issued an appearance ticket and released to appear at a later date.

State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System has designated 27 municipalities across the state as fiscally stressed. The list, which includes 8 counties, 8 cities and 11 towns, which is the fewest number of municipalities listed in stress since DiNapoli implemented his system in 2013. Based on their 2016 financial reports, the counties of Broome and Monroe, and the cities of Albany and Watervliet have received the highest designation of “significant fiscal stress.” 13 communities have been listed in the second-highest category of “moderate fiscal stress.” Locally, it includes the town of Cherry Valley. An additional 10 municipalities have been listed as “susceptible to fiscal stress.” Locally this includes the town of Oxford.

Governor Cuomo announced that the state would make $2.2 million available to local governments for public charging stations for electric vehicles. Cities and towns will have to apply for the funding, which will be given out in the form of a rebate, Local governments can also use the money to purchase or lease electric or hydrogen vehicles for their municipal fleet.

The Delaware County Board of Elections released a statement today, regarding the proposition for a Constitutional Convention on the November Ballot. False information has gone viral over social media, with the implication that if you do not vote on the proposition it will be counted as a yes, which is not true. Officials with the Board of Elections stated that failing to vote on this measure does not default to a vote in favor of holding a Constitutional Convention, according to state election law 9–112. Propositions will be on the back of the ballot again this year, & there will be signs posted at polling sites and inspectors are obliged to tell the voter to turn the ballot over.

Governor Cuomo signed a bill that cracks down on unauthorized invasion of privacy by using video surveillance in a neighbor’s backyard. The bill will give New Yorkers a legal recourse to sue a neighbor who records activities in their backyard with the intent to harass, threaten or annoy them. Unlawful surveillance laws were adopted in New York in 2003, but privacy only applied to bathrooms & dressing rooms.

Otsego County Sheriff’s deputies arrested 21-year-old Tristen Caballer of Worcester on a warrant after a motor vehicle pursuit in East Worcester. Caballer was charged with endangering the welfare of a child, disorderly conduct, possession of marijuana, aggravated harassment, and multiple vehicle and traffic violations, he was located by a deputy in East Worcester, a pursuit followed to a trailer park in Worcester, where Caballer abandoned his vehicle, fled on foot & was tracked by Police Dogs to a nearby residence, he faces court action shortly.

Colorscape Chenango Arts Festival will be accepting submissions for its Annual Student Art Exhibit through 6:30 tomorrow evening at the Artists’ Palette at 17-19 South Broad Street in Norwich. 25-year-old Timothy Button of Oneonta was charged with 3 counts of 2nd-degree burglary, 2 counts of petty larceny, 5th degree criminal possession of stolen property, 4th degree criminal mischief, in connection with 4 Oneonta area burglaries.  Button was sent to Otsego county jail on $15,000 bail to appear at a later day.
