33-year-old Heather Franklin of Guilford has posted bail & has been released from the custody of the Chenango County Correctional facility. Franklin was released on Saturday, her husband Ernest remains in the County jail, both are accused of murder, arson and tampering with physical evidence, following a fire at their town of Guilford residence, where their adopted son Jeffrey was allegedly murdered & a fire was set to cover up the murder on March 1st.

The Broome County Sheriff’s arrested 2 people wanted on warrant by the town of Afton, while investigating a suspicious vehicle parked in a parking lot in Chenango Bridge Friday. 32-year-old Zachariah Burns is accused of possessing cocaine, and giving officers the name and date of birth of another person. Burns’ was charged with Criminal Possession of a Controlled Substance, Criminal Impersonation, he was also wanted on a Bench Warrant for Failure to Appear in Town of Afton Court. Another passenger was 19-year-old Salena Palmatier also is also accused of giving officers the wrong identity, she was charged with Criminal Impersonation, & was also wanted on a Bench Warrant for Failure to Appear in Town of Afton Court.

New York State of Health, is offering a series of enrollment and informational events at approximately 40 campuses across the State this week. Certified enrollment assistors will speak with students and soon-to-be graduates about how to get health insurance coverage and enroll in a health plan through the Marketplace. Former Broome County Executive Debbie Preston appeared in Binghamton City Court this morning, she pleaded guilty to 1 count of Official Misconduct, she was originally charged with 3 counts. Preston will pay a $1,000 fine. Preston was charged for using a Town of Conklin Credit card for her own purposes when she was a town supervisor between 2005 & 2012.

State lawmakers head back to Albany today after a 2-week vacation; they have 7 more weeks for the current 2017 session. Issues to be dealt with in that time include ethics reforms, reforming elections laws, & a proposal to raise the age of marriage from 14 to 17, with judicial & parental consent.

The State Tax Department has launched Quick Pay, which is a free service that provides individuals a new way to pay a tax bill or debt owed from an audit or collection case. Taxpayers made nearly 2,620 payments worth $2.5 million in the first 4 weeks after Quick Pay was launched on March 24th. The Quick Pay app provides individuals the option to pay directly from their bank account, which can be followed by an emailed confirmation of payment. Taxpayers can access the new app anytime at theTax Department’s webpage.

Now that the Governor has signed the Opioid bill last week, the crush is one to get people the help they need during this crisis. Governor Cuomo gave some sobering statistics about the Heroin & Opioid Epidemic.

Delaware County Sheriff’s Investigators arrested 30-year-old Scott Hanrahan of Deposit On Thursday on a Sealed Indictment Arrest Warrant after a Delaware County Grand Jury handed down an Indictment for 3 counts Criminal Sale of a Controlled Substance. Hanrahan is accused of selling heroin from his Hale Eddy residence, Investigators obtained and executed a search warrant on February 10th and seized approximately 8 grams of bulk heroin, scales, packaging materials, a shotgun, prescription narcotics, marihuana, a kung-fu throwing star and several hundred dollars in cash. Hanrahan was arraigned and was ordered held without bail on the new charges pending further court action.

State Police are investigating a Fatal Motor vehicle Collision on I-88 in the Town of Maryland, early Saturday morning. A vehicle exited the roadway, entered the center median, rolled over several times, ejecting 19 year old Douglas Alvarez of Mamaroneck, and coming to rest in the westbound lane of travel, it was then struck by another vehicle. Alvarez was transported to Albany Medical Center and later succumbed to his injures. 5 other occupants were transported to Bassett Hospital in Cooperstown with non-life threatening injuries. All 6 occupants are SUNY Cobleskill College students. The operator of the second, uninvolved vehicle was not injured. Alcohol was not a contributing factor to the accident. The investigation is ongoing.

State Police responded to a report of a two-car accident on State Route 20, in the Town of Richfield Monday. 47-year-old Jeanette Gilbeau of Pennsylvania drifted into the opposing lane and struck an SUV driven by 37 year old John Temlin of Roseboom. The Otsego County Coroner pronounced Gilbeau dead at the scene. Temlin was transported to Bassett Medical Center where he was being treated for non-life threatening injuries. The investigation is continuing.

Oneonta Police responded Saturday to 12 Hazel Street to the report of a disturbance, Responding officers observed a man standing in the street above an older male on the ground, using his hands to defend himself. Officers said that the victim found the suspect in his home, he was chased outside, and the suspect hit him to the ground. Police charged 22-year-old Diego Bravo of Staten Island, for 2nd degree Burglary, menacing, & Harassment. Bravo was arraigned & was remanded to the custody of the Otsego County Sheriff on $25,000 cash bail/$50,000 bond, pending arraignment Wednesday

State Police arrested 26-year-old Roger Hall of Port Crane, for 2nd degree Assault, after a fight at the Beer Thirty bar in Kirkwood. Hall allegedly struck another man in the face with a pint glass, causing several lacerations to the victim’s face. Hall was arraigned at the Town of Kirkwood Court and was remanded to the Broome County Jail with no bail set at this time. His next court date is pending.

2005 Sidney Graduate Darren McElligott won a New York State Boxing Golden Gloves Championship last weekend at a tournament in Buffalo. McElligott is the 1st Champion to come from Sidney in over 40 years; previous local champions won regional championships, but not the State one. McElligott competed in the Light Heavyweight division at 178 pounds.

State Police responded to a fatal motor vehicle accident Sunday on State Route 23, in the Town of Roxbury. 53-year-old Yamir Betancourt of Oneonta was operating a motorcycle with his wife, 50-year-old Elizabeth Betancourt riding as a passenger. Betancourt drifted over the center yellow line, overcorrected and lost control of the motorcycle. Elizabeth Betancourt was ejected and fell into the path of a westbound 1995 Honda Pilot driven by 38 year old Isaac Abramchayev of Fresh Meadow. Mrs. Betancourt was declared dead at the scene, Mr. Betancourt was treated at the scene for abrasions, Abramchayev was not injured.

Former Broome County Executive Debbie Preston was arrested Monday by State Police on 3 counts of official misconduct. Preston is accused of unlawfully using a Town of Conklin credit card, for her own use while serving as supervisor; Preston is scheduled to be arraigned April 25th in Conklin.

Delaware County Sheriff’s Deputies arrested 2 New York City men on felony marihuana possession charges following a traffic stop on State Highway 17 in the Town of Hancock. Deputies stopped a speeding vehicle operated by 20-year-old Messiah Ortiz of New York City, a search of the vehicle and its occupants led to the seizure of 1 pound of marihuana and over $2500 cash. Deputies charged Ortiz and 26-year-old Michael Lewis of New York City, with Criminal Possession of Marihuana, they were arraigned in the Town of Delhi Court where they were remanded to the Delaware County Correctional Facility on $15,000 cash bail or $30,000 secured bond pending future court action.

State Police arrested 30-year-old Maxx Waters of Afton for 3rd degree Assault & harassment. Troopers responded to a dispute at a home on Hilltop Drive in the Town of Afton, where Waters allegedly engaged in a physical dispute with 2 other victims, with one of the victims receiving a laceration to the head. Waters was arraigned in the Town of Afton Court where he was remanded to the Chenango County Court on $1,500 cash bail or $3,000 property bond. His next court date is on December 8, 2016.

State Police arrested 32-year-old Amber Joy of Morris for 4th grand larceny; Joy is accused of stealing religious items from the Holy Cross Roman Catholic Church, on Main Street in the Village of Morris, valued at $240. Joy was arraigned in the Town of Morris Court where she was remanded to the Otsego County Jail in lieu of $5,000 cash bail or $10,000 property bond. Her next court date is pending.

A City of Norwich resident was arrested by the Chenango County Sheriff’s Office on a Fugitive of Justice complaint from New Jersey. 30-year-old Scott Russell was taken into custody and was brought to the Town of Norwich Court. Russell was remanded to the Chenango County Correctional Facility with no bail. He is to reappear in the Chenango County Court at a later date.

Chenango county sheriffs deputies arrested 56-year-old Peter Constantinou of New Berlin for 3rd degree Assault & Endangering the Welfare of a Child, following an investigation by Chenango County Child Protective Services and the Chenango County Sheriff’s Office. Constantinou faces action in the Town of New Berlin Court at a later date.

A rally in support of the Sioux at Standing Rock of North Dakota will be held in the Muller plaza in Oneonta tomorrow from 5:30 to 8:00 PM. Vestal Police responded to a fatal accident on State Route 17 eastbound between exits 66 & 67 at about 4:00 AM this morning, involving a Tractor-trailer truck. Traffic was detoured to Route 434 or route 17C eastbound, as the highway was closed for clean up & accident reconstruction. More details are expected to be released shortly.

The Broome County Sheriff’s Department reported that 42 year old Scott Gross of Windsor was killed when a tractor trailer hit his disabled Jeep on Route 17 in Windsor, early Thursday morning. Gross suffered traumatic injuries and died at the scene, after his vehicle was hit from behind by a tractor trailer driven by 42 year old Anthony Baker of Solvay, at about 1:30 AM Thursday, both vehicles went over an embankment. Baker was taken to Wilson Hospital for head injuries, he was released, and no tickets were issued.

State Police and local law enforcement statewide will be increasing patrols to combat drunk and impaired driving this Memorial Day weekend. Memorial Day is one of the busiest travel holidays of the year and police will be out in force to remove impaired and reckless drivers from our highways. Firefighters from Masonville, Sidney, Walton, Trout Creek, Sidney Center, Bainbridge, Deposit & Mount Upton fire companies responded to a fire at the Briggs residence on state route 8 between Sidney & Masonville. The fire was reported at about 8:30 Thursday morning, officials said that the house suffered fire, smoke & water damage, no one was home when the fire broke out, no injuries among firefighters were reported. The cause of the blaze is under investigation.

The state Senate passed legislation to make all honorably discharged military veterans eligible for a high school degree. “Operation Recognition,” already allows veterans of World War II, Korea and the Vietnam wars to get diplomas, the legislation would expand eligibility to other veterans who didn’t complete their formal education. The bill was sent to the Assembly.

Chenango County Sheriffs Deputies arrested 24-year-old Cassandra LaTour and 41-year-old Brett Brooks following an investigation into a reported larceny at a Norwich business. Both were charged with Conspiracy and Petty Larceny for allegedly entering a business with the intent of stealing property. LaTour was also charged with 3rd degree Burglary, Brooks was issued an appearance ticket to appear in the Town of Norwich Court at a later date, LaTour was arraigned in the Town of Norwich Court and will reappear at a later date.

Broome County Executive Debbie Preston will undergo surgery next week at Memorial Sloan Kettering Cancer Center in New York City. Preston announced her diagnosis of lung cancer 2 weeks ago, she will go to Sloan Kettering on Sunday and will have the upper left lobe of her lung removed the Monday. She plans on spending much of next week at Sloan Kettering before heading home to recover.

State Troopers will be conducting a child car seat safety check detail tomorrow from 10:00am till 2:00pm, outside the Oakdale Mall in Johnson City, Troopers will be stationed in the parking lot near Ruby Tuesday’s, they will inspect your current child car seat and making sure that it is properly installed. Ganesh Ramsaran appeared in Chenango County Court yesterday, seeking to change his attorneys. Ramsaran claimed that one of his 2 attorneys has been chronically ill, and the other attorney is not diligent, the attorneys claim that Ramsaran has not paid over $70,000 in legal fees. Ramsaran faces a 2nd Degree murder charge in connection with the death of his wife Jennifer in December 2012. Her body was identified last February in a wooded area in the Town of Pharsalia.

Governor Cuomo announced the formation of the Strategic Interagency Task Force on Lessening Obstacles to Agriculture to address barriers to the growth of New York’s agricultural economy. Task force members are from State government & agriculture, they will work to ensure that State agencies that deal with farmers are communicating regularly, efficiently, and lessening regulations. New York is 1^st in yogurt production, 3^rd in milk production, 2^nd for apple production, 1^st for cabbage production, 2^nd in maple production, and 3^rd in wine and grape juice production.

Delaware County District Attorney’s Investigators arrested Jesse Wilson and Samone VanBuren, both of Davenport for one count each of Endangering the Welfare of a Child and Criminally Possessing a Hypodermic Instrument. Wilson & VanBuren were issued appearance tickets returnable to the Davenport Town Court at a later date.

President Obama’s visit to Binghamton University this Friday has been limited to a very small audience. Tickets will be distributed Wednesday at noon via an online lottery pool. There will only be one entry permitted per person, and only one ticket will be awarded per entry selected. Participation is limited to students, faculty and staff at B.U., along with a few select local dignitaries including Broome County Executive Debbie Preston, Binghamton Mayor Matt Ryan and Vestal Supervisor John Schaffer. The President will lay out a plan to make college more affordable, tackle rising costs, and improve value for students and their families. The town hall event will take place inside the Old University Union at 12:45 on Friday, although attendees will need to be in place much earlier. Traffic will be disrupted on campus for much of the day with the main entrance and campus loop closed from 10:00 am until 3:00 pm. The university is still working on determining designated areas for anti-fracking or gun rights protestors.

A two-car crash in Otsego County has left one man dead and sent two others to a hospital. At around 10:50 on Monday night, crews responded to the scene on County Route 22. State Police said George Dahrough, 52, was traveling westbound when his 1994 Ford crossed into the eastbound lane. He struck a 1990 Toyota driven by Jesse Snyder, 62, of Richfield Springs. Crews declared passenger Cole Snyder, 36, dead at the scene. Paramedics took Jesse Snyder to a nearby hospital in an ambulance and listed him in critical condition. They also took Dahrough to a hospital to be treated for minor injuries. Police said the crash remains under investigation.

A car drove into the M&T Bank on Upper Front Street Binghamton at around 11:10 a.m. Tuesday. New York State Police and the Chenango Fire Department responded to the scene. Paula Hamilton, 90, of Harpursville, hit the accelerator when she meant to hit the brake. Her silver Honda drove through a handicapped space in the front of the building, knocked over a sign and drove through the front window. Hamilton was taken to Lourdes hospital for precautionary measures. No one else was injured.

A Johnson City man has been indicted in connection with the murder of his neighbor in Broome County Court. Christopher T. Davis, 43, faces charges of murder in the first degree, two counts of murder in the second degree and robbery in the first degree. Police responded to a 911 call for 36 Brown St. in Johnson City July 8th. There, they found 50-year-old Patricia LaCaprara dead in her home as a result of traumatic head injuries.

Elaine Sortino, a 1971 graduate of SUNY Oneonta and a member of the college’s athletics Hall of Fame, succumbed to a lengthy battle with cancer Sunday. Sortino, who was entering her 35th season as the head softball coach at the University of Massachusetts, was 64 years old.

The City of Norwich will be closing some streets for paving over the next few days. Today, Rexford St. will be closed from the railroad tracks to Silver St. and Pleasant St. will be closed from North Broad to King Street. On Thursday Cole Drive will be closed. No traffic will be permitted on any of the closed streets for the better part of the day.
