The US Department of Veteran’s Affairs announced that all Veterans who were exposed to toxins and other hazards while serving in the military are eligible to enroll directly in VA health care through the recently signed PACT Act. Peter Potter of the VA in Albany told WCDO News that veterans can come to the Albany VA clinic where they are staffed to help eligible vets:

The State Department of Labor today released preliminary local area unemployment rates for January. The State’s seasonally adjusted unemployment rate decreased from 4.6% in December 2023 to 4.5% in January 2024. Locally, Chenango County had 4.5% unemployment in January, Delaware County had 5.2% & Otsego County had 5.3%.

The Food & Drug Administration announced that some types of ground cinnamon products sold at discount stores are being recalled because of elevated levels of lead. The Cinnamon in questions locally was available at stores like Dollar Tree and Family Dollar, under the Supreme Tradition name, sold by Greenbriar International, of Chesapeake, Virginia, the cinnamon can be returned to the stores for a refund, or should be disposed of, the cinnamon with lead has been pulled from the shelves at the stores in question.

Village of Sidney Police Department announced that the owner of the deceased Dog found near Fox Street last Thursday, has been identified and the investigation suggests that the dog had succumbed to a terminal illness. Norwich Police Department concluded an investigation into the Criminal Sale of a Controlled Substance in the City of Norwich, they arrested 29 year old Austin Hutchins of Norwich for Criminal Possession of a Narcotic with Intent to Sell & Criminal Possession of a Controlled Substance. On February 9th, Norwich Police Officers and Detectives took Hutchins into custody for an active Bench Warrant out of Oneida County, during this arrest, Norwich Officers located 7 bricks of heroin mixed with fentanyl, quantities of methamphetamine and cocaine, over one thousand dollars in cash, and drug paraphernalia. Hutchins was released on an Appearance ticket to appear at Norwich Court at a later date, and was turned back over to the Oneida County Sheriff’s Office on his warrant.

Broome County Sheriff’s Office arrested 39 year old Margaret Will of Windsor on an outstanding warrant and charged with Bail Jumping after failing to appear in court multiple times to answer for separate petty larceny charges in the Town of Windsor, she faces court action shortly.

Delaware County Sheriff’s Deputies arrested 73-year-old Dennis Slater of Roxbury, after deputies responded to a Landlord/Tenant Complaint. Slater was charged with 2 counts of Criminal Trespass, & 1 count of Harassment of a Regulated Tenant, he is accused of intentionally entering his tenant’s residence on multiple occasions without proper notice, Slater was processed and was held at the Delaware County Correctional Facility for Arraignment.

Otsego County Sheriff’s Office arrested 26 year old Joshua Hunt of Unadilla for failing to abide by the State Sex Offender Registry. Hunt was charged with Failure to Notify a Change of Address & Failure to Update Registry Photograph, as required by sex offenders. Hunt relocated from his residence in the Town of Unadilla and did not notify authorities or give an updated photo within the required time frame. An arrest warrant was issued & Hunt was located by State Police and turned over to the Otsego County Sheriff’s Office, he was arraigned and was released on his own recognizance.

Broome County Sheriff’s deputies responded Sunday to a report of a fight between two males with weapons at a Starbucks in the Town of Dickinson. Upon arrival, responding deputies found that the two men had been separated, 59 year old Daniel Ackley of Johnson City had been following a truck that he suspected was tailgating his wife earlier, as the other driver was placing an order at the drive-thru, Ackley pulled up beside and began yelling at the driver and threatened him with a hatchet, threatening decapitation, the other driver pulled to the front parking lot and exited his vehicle holding a hammer, Ackley struck the victim in the leg with his vehicle. The victim was then able to retreat inside while Ackley remained in the parking lot. Ackley was arrested without incident and charged with Menacing & Reckless Endangerment, he was processed and released on an appearance ticket to answer for his charges at the Town of Dickinson Court at a later date.

Delaware County Sheriff’s Office arrested 43 year old Jennifer Williams for Criminal Possession of a Controlled Substance, following a disabled vehicle investigation. On February 20th, 2023, Deputies observed a vehicle with its hazards flashing On State Highway 17 in the Town of Hancock. During the course of investigation drugs and drug paraphernalia were recovered. On August 10th, 2023, a Sealed Indictment Warrant was issued for Williams arrest for Criminal Possession of a Controlled Substance with Intent to Sell, last week Fallsburg Police Department located Williams and took her into custody, she was returned to Delaware County where she was held in the Delaware County Correctional Facility without bail.

State Police announced today that they are embarking on a new recruitment campaign. Applications for the State Trooper Entrance Exam will open on October 23rd through March 4th of next year. The last day to take the Trooper Entrance Examination is March 17, 2024. During its most recent recruitment campaign which ended on October 1st, 12,691 individuals applied to take the exam, with a significant increase in applications within the 29 to 34-year-old age range, after Governor Hochul approved a request from the State Police to raise the maximum age to apply to 34, more information is available at joinstatepolice.ny.gov.

The State Department of Labor announced that the number of private sector jobs in New York State increased over the month by 7,500 to 8,261,800 in September. The State’s seasonally adjusted unemployment rate increased from 3.9% in August to 4.0% in September, the statewide labor force participation rate increased slightly to 61.6% in September 2023, matching its highest level in a decade.

The Office announced Wednesday that there was an outstanding warrant for Fox’s arrest for a Violation of Probation for Aggravated Unlicensed Operation of a motor vehicle. State Police Bureau of Criminal Investigation arrested 44 year old Erin Walker of Union, for 3rd degree Grand Larceny and Falsifying Business Records. An investigation revealed that Walker embezzled approximately $12,000 from American Window Cleaning Company in the town of Fenton from 2016 to 2022. Walker was arrested and brought to the Broome County Correctional Facility for Central Arraignment.

State Comptroller’s office conducted an audit of the South Kortright School District, the audit found that District officials generally ensured claims were adequately supported and properly audited prior to payment, certain purchases lacked necessary supporting documentation. Local government sales tax collections in New York state totaled $5.5 billion in the first quarter of 2023, an increase of 7.1%, compared to the same period last year, according to a report released today by State Comptroller Tom DiNapoli. DiNapoli’s report found that sales tax collections increased by 9.2% in January and 14.1% in February, but the growth slowed to 0.3% in March. Collections for the counties and cities outside New York City grew by 3.3%, in the first quarter, with 50 out of 57 counties experienced sales tax increases during the quarter.

The Broome County District Attorney’s Office announced that 48 year old Howard Knapp of Endicott will spend 50 years in prison after he was found guilty in January. Knapp was sentenced to 2 consecutive 25 to life sentences on 2 counts of Predatory Sexual Assault Against a Child, the victims were under the age of 13 at the time the incidents occurred, in 2014 and 2015.

Otsego County Sheriff’s Office arrested 26 year old Tyler Rose of Exeter for 1st, 2nd & 3rd degree Assault, Unlawful Imprisonment, Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance, Aggravated Harassment among other charges, Deputies were dispatched to the West Exeter Fire Department after fire personnel located an adult victim with serious physical injuries, who was transported to Bassett Hospital with multiple fractures, lacerations and contusions. The investigation revealed that the victim was imprisoned at Rose’s residence for days while subjected to continued assaults with a variety of tools and implements.

Governor Kathy Hochul joined Acting Superintendent Steven Nigrelli in honoring 218 new New York State Troopers as they graduated today from the 211th session of the Basic School of the New York State Police Academy. The ceremony was held at the Empire State Plaza Convention Center in Albany. Today’s graduation increases the State Police ranks to 4,742 sworn members. 29 of the new Troopers will report to Troop C in Sidney.

Delaware County Deputies were dispatched On April 29th to a report of a burglary at Herman’s Trailer Sales in the Town of Walton, followed by additional reports of larceny and burglary from the same location, The Investigation revealed that rare antiques and jewelry stolen from the Herman’s property were sold for cash at a pawn Shop in Utica. Items were recovered from Utica, Sidney Walton, Unadilla & South New Berlin, Deputies arrested 39-year old Francis Lupo of Walton & 44-year-old Luke Lupo, of South New Berlin Petty Larceny, criminal mischief & Burglary Charges, and 33-year-old Mistyblue Decker of Hancock for criminal mischief and petty larceny. Delaware County Sheriff’s office arrested 23 year old Anna Genao of Franklin for Aggravated Unlicensed Operator charges as well as other violations following an investigation of a motor vehicle accident involving property damage and personal injury in Davenport on October 13th. State Attorney General Letitia James released a report on the role of online platforms like 4chan & Twitch in the Buffalo mass shooting at a Tops grocery store where 10 Black individuals were killed and 3 others were injured. James’ Office reviewed thousands of pages of documents and social media content to examine how the alleged shooter Payton Gendron of Conklin used online platforms to plan, prepare, and publicize his attack. The report also said that the platforms lacked of oversight, transparency, and accountability in allowing hateful and extremist views to proliferate, leading to radicalization and violence. Gendron faces numerous state & federal charges in connection with the shooting, and could face the death penalty if convicted on the federal charges.

32 year old Anthony Schorer of Burlington was sentenced to 10 years probation in Otsego County Court. Schorer pleaded guilty to a 2nd degree criminal sexual act against a child, State Police originally arrested Schorer on January 4th and his brother, 33 year old Timothy Schorer of Hartwick on January 11th, he is due in court on June 24th. The alleged crimes happened between 2003 and 2010, the victim was between the ages of 5 and 11 years old.

18-year-old Payton Gendron of Conklin was charged Wednesday by an Erie County Grand Jury with domestic terrorism motivated by hate and 10 counts of 1st-degree murder. Gendron has been in custody since the May 14th shooting at a Buffalo TOPS Supermarket, the 25-count indictment also contains charges of murder and attempted murder as a hate crime and weapons possession.

State Police responded to a report of a head-on collision involving an SUV and a Trailways bus on State Highway 23 in the town of Davenport. The only occupant of the SUV, a 65-year-old woman of Stamford, was pronounced deceased on scene. Her name is being withheld pending notifications to family. 5 people were on the bus, the driver is a 44-year-old woman of Astoria, and passenger who is a 59-year-old female of Hartwick were transported to Bassett Medical Center with non-life-threatening injuries. 3 other passengers were not injured, The investigation is on-going.

A law introduced after the murder of Utica teen Bianca Devins has passed in the State Senate and Assembly. Bianca’s Law would create criminal and civil penalties for disseminating personal images of crime victims. In 2019, Bianca Devins was murdered by Brandon Clark in Utica, he posted photos of her body on social media, which were spread on various platforms and sent directly to members of her family. The State Assembly released their report regarding their impeachment investigation into former Governor Andrew Cuomo. The legislative investigation found overwhelming evidence that Cuomo engaged in sexual harassment many times and ordered state workers to help produce his book on the COVID-19 pandemic during their normal work hours. The former governor was guaranteed at least $5.2 million in personal profit for the book, the investigation into whether the Governor will have to return that money is ongoing.

Broome County DA Michael Korchak announced that a jury in Broome County Court found Scott Mawhiney guilty Friday for the attempted murder of New York State Trooper Ryan Thorp in Deposit. Mawhiney was also found guilty of and aggravated assault of a police officer, criminal possession of a weapon, and 2nd-degree harassment. Trooper Thorp was shot by Mawhiney, when he was responding June 23rd to a domestic dispute in Deposit, Mawhiney faces sentencing at a later date.

Delaware County Public Health reported 2 more COVID 19 deaths in their report covering Thursday & Friday; they are now up to 71 deaths since the pandemic began. Delaware County reported 59 new cases, 219 active cases and 386 quarantined, 10 are hospitalized, their positivity rate was 10.4%, and only 53% are fully vaccinated.

State Police responded to a report of a vehicle into a pond in the town of Laurens. An investigation revealed that a 56-year-old male of Hopewell Junction, NY swerved in an attempt to avoid a deer. He went off the roadway and into a pond. The man was not injured. The New York State Police Underwater Recovery Team responded to assist in removing the Dodge Challenger out of the pond. State Police remind motorists that if a deer enters the roadway brake firmly and calmly and stay in your lane. Swerving can cause you to lose control of the vehicle. Delaware County Sheriff’s Deputies were dispatched to the Town of Walton October 29th, on a report of a domestic dispute, where it was alleged that 39 year old Martin Planty had stolen another person’s vehicle & threatened to cause another person bodily harm. Planty left the scene and an arrest warrant was issued by the Town of Walton Court. On November 16th, Deputies conducted a traffic stop on a vehicle operated by Planty in the Town of Davenport, Panty’s driving privileges were suspended due a failure to answer a summons, and he was arrested for Unauthorized Use of a Motor Vehicle, Aggravated Harassment, Aggravated Unlicensed Operation of a Motor Vehicle and Speeding. Planty was arraigned & was released on his own recognizance; he is scheduled to appear at Walton & Davenport Courts at later dates.

The Broome County Health Department announced that they have reached 400 deaths from COVID-19 since March 2020. The department reported that the peak month was January of 2021 when 86 people died from the virus. Delaware County District Attorney John Hubbard has announced the start of his campaign for Delaware County Judge in the 2022 election. The Cannabis Control Board today advanced regulations for public comment that will allow for the home cultivation of medical cannabis. The regulations follow the requirements of Marijuana Regulation and Taxation Act, allowing for up to three mature plants and three immature plants per person and a cap of six mature and six immature plants within any private residence. The US Attorney’s office announced that 35 year old Matthew Bormann of Sherburne pleaded guilty to possession of child pornography, in federal court this week. Bormann admitted that on March 12th, during a visit at his home from his United States Probation Officer, he possessed at least 3500 images and video files of child pornography on a cellular telephone he was prohibited from possessing under the conditions of his supervised release, following a 2014 federal conviction for possession of child pornography. Bormann will be sentenced for this 2nd conviction & for violating the terms of his probation on March 2nd 2022.

Governor Kathy Hochul today signed several pieces of legislation aimed toward reducing drug-related overdose deaths across New York State and encouraging those suffering from addiction to seek help in their recovery. Governor Hochul said that 1 bill will decriminalize possession of opioid antagonists, which are drugs that block opioids by attaching to opioid receptors without activating them, another bill establishes a program for the use of medication assisted substance use disorder treatment for incarcerated individuals, another decriminalizes the possession and sale of hypodermic needles and syringes & another bill establishes an online directory for distributors of opioid antagonists, to be maintained by the Office of Addiction Services and Supports.

Governor Kathy Hochul announced that $125 million in state funding is now available to help landlords that couldn’t participate in the New York State Emergency Rental Assistance Program due to a federal requirement for tenants to participate in the application process. Delaware County Public Health reported 38 more cases of COVID 19 on Tuesday & Wednesday, they have 161 active cases, 8 hospitalized and they are back up to 299 quarantined. Delaware County still reports a 6.3% positivity rate, well above the state average. Only 50.9% of the County population are vaccinated, 63% of the positive cases are unvaccinated, 16% of the positive cases are Pre-K-12th students or school district employees.

A Chenango County man was arraigned in federal court Tuesday, 42 year old Brian Whipple of New Berlin was indicted for receipt and possession of child pornography, from 2009 to 2020, and allegedly possessed the images on multiple devices. Whipple faces a minimum of five years and a maximum of 20 years in prison if convicted. He would also have to register as a sex offender and could be fined up to $250,000.

Chenango County Public Health has witnessed an increase in COVID 19 cases lately, like its surrounding Counties have, Public Health Spokesman Isaiah Sutton commented:

Sutton said that they reported 140 active cases today, which includes 51 vaccinated cases, they are up to 344 people quarantined & 3 hospitalized, 2 of those are vaccinated.

Delaware County Sheriff’s Office announced that a violation of post release conditions imposed by the Village of Walton Court has resulted in the arrest of a Sidney man.  Deputies & Sidney Police officers arrested 42-year-old Dana-John Britton of Sidney on the warrant for the parole violation after his release from the Delaware County Correctional Facility.  Britton was arraigned in the Village of Walton Court and was remanded to the Delaware County Correctional Facility on $10,000 cash bail or $20,000 bond.

The Delaware County Board of Elections is reminding county potential voters that October 8th is the last day to register in person and to postmark a registration form for the November 2nd General Election.  On this year’s ballot is a Supreme Court Justice seat and many Town Offices, plus 5 State propositions and the Town of Colchester has one proposition on the Ballot. The Chenango County Sheriff’s Department announced that a Child Safety Car Seat Check Event will be held on Saturday, from 9:00 am to 12:00 pm, at the Visions Federal Credit Union on State Highway 12 in Norwich.  State Certified Child Safety Car Seat Technicians on hand to check for correct car seat installation, proper car seat fit for your child and the Chenango County Sheriff’s Office will be replacing any car seats, at no cost to the family, that are found to be expired or do not properly fit your child.  More information is available at 337-1874.

The State DEC announced that another State Free Fishing Day will be held Saturday, where anyone can fish in New York State and no fishing license is required. State Police responded to a crash between a motorcycle and vehicle on Conklin Road/ State Route 7 in the town of Conklin. The operator of the motorcycle was pronounced deceased on scene, he has been identified as 21 year old Tristan Thor of Vestal. The investigation indicates that 44 year old Seth Delvillano of Binghamton was traveling north on Conklin Road when he crossed over into the southbound lane and struck the motorcycle head-on, the investigation is on-going.

Otsego County Department of Health reported 33 new cases of COVID-19 on Thursday, the highest number of cases reported since March. There have been 2 deaths this week from COVID-19. The County reported 93 active cases, with 4 hospitalized, the Delta variant is suspected in more than 95% of the current cases. Otsego County remains at a HIGH level of community transmission, the CDC & Otsego County Department of Health recommend everyone wear a mask indoors in public. State ethics regulators have asked State Attorney General Letitia James to investigate who may have illegally leaked information about a closed-door vote to Governor Cuomo’s office in 2019. The Joint Commission on Public Ethics, or JCOPE, voted to refer the matter to Attorney General James for a criminal investigation, if she accepts the referral, they would attempt to figure out who provided Cuomo’s office with legally protected information from the ethics panel regarding a complaint against Cuomo’s former top aide, Joseph Percoco.

Chenango Arts Council is seeking memorabilia, yearbooks and other items from the years its 27 West Main Street location served as the Norwich City Middle and High Schools. Submitted items will be displayed in the gallery exhibit “Back to School”, and items will be returned once the show closes. Those interested in sharing their memorabilia will be please deliver it to the Council at 27 West Main Street, Norwich by September 10th, the exhibit will open with a public reception on Friday, September 17th at 5:30pm. Delaware County Public Health announced that they had 54 new cases of COVID 19 in the last week, with 65 active cases, 4 hospitalized, 117 quarantined, they have had 2679 positive cases with 52 deaths since the pandemic began.

The Board is planning to create more access with a new early voting site at an undetermined location & they are working on securing a Technology Innovation and Election Resource Grant to purchase an absentee ballot scanner and additional software.

State Senator Fred Akshar announced Today that he will run for Broome County Sheriff in 2022, seeking to replace David Harder, whom Akshar served with as Broome County Undersheriff. Akshar had worked in law enforcement for 15 years prior to running for & winning the State Senate Seat & began serving his 1st term in 2015. Akshar said that he will finish out his current Senate Term & run for the Sheriff’s Position next year.

The statewide single-day COVID-19 positivity rate dropped to 0.44% Wednesday, and the 7-day rolling average dropped to 0.60%, & hospitalizations from COVID statewide fell below 1,000 to 970 for the first time since October 21st of last year. There were 245 ICU patients with 143 on ventilators Wednesday, over 128,000 tests were administered with 565 positive tests, and there were 10 COVID attributed deaths. The State Health Department reported that 46.3% of New Yorkers have completed their full Vaccine series.

State Police responded Tuesday Night to the Perch Pond Cemetery on Nabinger Hill Road in Colesville for a report of a vehicle that struck a tree. 20 Year old Joshua Klee of Nineveh was the only occupant and was pronounced dead at the scene.
