The State Department of Labor announced the adoption of the final farm labor overtime regulations, the phased-in, gradual reduction in the overtime pay threshold will begin on January 1, 2024, with the threshold set at 56 hours. The process will continue with the overtime threshold limit reducing by 4 hours every other year until reaching 40 hours in 2032. The Delaware County Board of Supervisors announced that a joint mission of the U.S. military and the County of Delaware with an Innovative Readiness Training mission, which will be bringing medical professionals to Walton July 11th through the 19th, providing several free medical, dental & Veterinary services. Governor Kathy Hochul appeared in Johnson City this morning, she outlined some of the executive Budget Proposal Items that are aimed at helping the Southern Tier:

The New York State Department of Health today issued the results of its latest annual chronic disease public opinion survey. According to the survey, 88% think heroin use is a serious public health problem, 90% site the use or misuse of prescription opioids, 92% said childhood obesity, 85% think tobacco use continues to be a major problem, 80% reported issues with health care access, 77% said alcohol consumption & 46% think marijuana are other serious health problems.

Cuomo said that the Number of those entering Hospitals & ICU beds is about 1/3 of the peak number from 10 days to 2 weeks ago; the number of recoveries continues to steadily increase.

Governor Cuomo today said that New Yorkers, who are unemployed because of the Coronavirus situation, will be receiving a $600 benefit, and their weekly benefits will be extended an additional 13 weeks to 39 weeks.

 Chenango County Health officials announced Wednesday that they are now up to 53 confirmed Coronavirus cases.  7 people are hospitalized, 7 have recovered, 67 are in precautionary Quarantine, and 327 are in Mandatory quarantine.

State Senator Jim Seward’s office announced today that he was moved out of intensive care Unit at Albany Medical Tuesday night, where he is being treated for the Coronavirus, he is expected to begin to convalesce at home as soon as it is deemed appropriate.

The New York State Fair will be five days longer this year, if the fair isn’t canceled due to the coronavirus pandemic.  The state budget includes a total of $5 million to extend the fair and continue repair and rehabilitation of the fair’s facilities to allow for year-round operation of the fairgrounds.  The five-day extension will push the first day of the fair up to Friday, August 21.

The Delaware County Board of Supervisors passed their 103 million dollar budget at their meeting Wednesday in Delhi. The tax levy increase was held to about 1.4%, the board also approved of forming the substance Abuse Prevention Task Force which will include members of several County Agencies to try to combat the ongoing Heroin & Opioid problem.

The Autopsy performed on 50 year old Wade Bostwick of Milford showed that he died of carbon monoxide poisoning. Bostwick was found dead in his home after firefighters responded to a fire at his Center Street Milford Address last Saturday afternoon.

Delaware County Sheriff’s Deputies arrested 39 year old Michael Allen of Delhi with disseminating indecent material to minors and endangering the welfare of a child. Allen is accused of electronically sending pornographic material to a minor. Allen was arraigned at the Town of Delhi Court, where he was later remanded to the Delaware County Correctional Faculty in lieu of $5,000 cash bail. Allen is set to appear in the Town of Delhi Court at a later date for further court proceedings.

New York State’s unemployment rate fell to 4.0% in October 2018, matching its lowest level on record, according to preliminary figures released by the State Department of Labor. The number of unemployed New Yorkers fell in October, from 397,600 to 387,700, its lowest level since April 2001. There was also a 26,600 person increase in the state’s civilian labor force, the largest monthly gain recorded since March 2004. Current labor force data extend back to 1976.

Convicted murderer David Dart of Portlandville had his application for parole release rejected for the 2nd time. Dart has served more than 24½ years in prison for the September 1989 murder of 18 year old Gillian Gibbons, who was found fatally stabbed by her sister, in her car parked ion the lower level of the Oneonta Municipal Parking Garage.  A campaign to keep Dart from being released was launched on Facebook by Gibbon’s relatives.

The Delaware County Board of Supervisors approved establishing a 2% occupancy tax at their recent meeting in Delhi.  58 of the 62 counties in the state have a similar tax.  The tax is expected to bring in an additional $197,000 in revenue. The plan now goes to Albany for approval by the state Legislature. The board also authorized the purchase of a 12-passenger van for the Veterans Service

State senators are pushing considering a new bicycle safety bill, which would add a bicycle and pedestrian safety component to the required driver’s education manual and exam. The new material will cover safely passing a cyclist on the road, special considerations while driving in urban areas, the definition and designation of bike lanes and navigating an intersection with pedestrians and bicycle riders.  The surge in cycling popularity has resulted in more than 200,000 riders sharing state roadways.

State police issued 748 tickets to drivers in Otsego & Delaware counties for using their cell phones or other electronic devices while driving this year.  The statistic was released following  ”Operation Hang Up.”, the 1st national distracted driving high-visibility enforcement crackdown, which was coupled with advertising and media outreach about the law, and the potential fatal consequences of texting and driving.

State Troopers arrested 49-year-old Patrick Keigel of New Lisbon for Unlawful Imprisonment, Menacing and 3rd degree Assault.  The arrest followed a dispute in New Lisbon, where Kiegel allegedly pulled a victims hair out, threatened to strike the victim with a hammer & held the victim against their will.  Kiegel was arraigned in the Town of New Lisbon Court and was remanded to the Otsego County Jail on $1,000 cash bail.  An  order of protection was issued against Kiegel for the victim.

The Chenango County Sheriff’s Office arrested 65-year-old Carolyn Steifel of Oxford Saturday, on charges of Felony Burglary and Petty Larceny.  Stiefel was charged following an investigation into a reported larceny at a Norwich business, where she had been ordered to never return, due to previous larceny issues.  Stiefel was arraigned in the Town of Norwich Court and remanded to the custody of The Chenango County Sheriff’s pending court action.

The former State Senate Majority Leader Joe Bruno will go on trial again next month, he is accused of 2 charges under a revised fraud case alleging the he took bribes or kickbacks.  Bruno is accused of accepting more than $400,000 from a businessman for helping with state grants. Bruno led the Senate’s majority for 14 years before stepping down in 2008.  Bruno was acquitted in 2009 of 5 fraud counts and convicted of 2 others. The convictions were overturned on appeal.  The trial is scheduled for May 5th

A new poll from the Siena Research Institute shows that Governor Cuomo’s approval ratings are down to their lowest levels, 44% said that he was doing an excellent or good job, while 56% said that his work to be fair or poor.  Despite the low ratings, Cuomo was more popular that the 3 Republicans most often named as potential candidates in the next gubernatorial election, those 3 are Westchester County Executive Rob Astorino, state GOP Chairman Ed Cox and former candidate Carl Paladino.

State Troopers arrested 23-year-old Katrina Ellis-Seymoure of Walton for driving while impaired by drugs & driving while intoxicated with a child less than 16 years of age in the vehicle.  State police investigated following the report of an erratic driver, they stopped Ellis-Seymoure on County Route 21 in Franklin. Ellis Seymoure is accused of driving while impaired by prescription medication, with her 4-year-old child in the vehicle; she faces court action on December 12th in Franklin town court.

The Chenango county sheriff’s office reports that Stolen items have been recovered following a recent investigation.  The larcenies occurred from vehicles between the evening of November 5th and November 6th in the area of State Highway 41, Collyer Road & Cummings Road in the Town of Smithville. A delay in development of a new federal flood insurance program, to insure premiums are affordable, has prompted a group of federal lawmakers to introduce legislation to freeze any potential rate hikes.  Without a delay, flood insurance premiums could rise by as much as 20% per year. State police at  Norwich arrested 42 year old Patrick Seeley of Norwich  for criminal obstruction of breathing and 2nd degree harassment.  The arrest resulted following a dispute on Dan Main Hill Road in Norwich,  Seeley was arraigned in the Norwich town court and released on his own recognizance to reappear on November 21st.  The judge issued an order of protection for the victim.

The United Way of Delaware/Otsego Counties will be distributing the final donations made to the Hurricane Irene/Tropical Storm Lee fund at the Delaware County Board of Supervisors meeting at 1:00 pm today, at the Charles Cook County office building in Delhi.  Organizations that will be receiving funding are Watershed Agriculture Council, Sidney Center Fire Dept, Trout Creek Fire Dept, Masonville Fire Dept, Franklin Fire Dept, and Delaware County Department of Social Services.

The State DOT announced that crews would be performing bridgework on Interstate 81 southbound over the Chenango River, between exits 5 and 4 in the City of Binghamton, beginning at 9:00 this morning.  Traffic will be reduced to a single travel lane; the work is anticipated to be completed by 3:00 PM.  Also crews will be removing concrete barrier on State Route 17 westbound between exits 72 and 71 in the City of Binghamton, starting at 9:00 AM until 3:00 PM.

The Sidney Central School District will be holding an Odyssey of the Mind meeting at 7:00 pm tonight in the High School Cafeteria. Anybody interested in being on a team or being a coach, should attend this meeting.
