Watson is accused of breaking the victim’s car window during the dispute, he was arraigned in the town of Guilford Court where he was remanded to the Chenango County Jail with no bail pending court action on September 11th, and an order of protection was also issued to the victim.

State Senator Jim Seward announced a $1 million state grant to help fund major renovations and improvements at historic Damaschke Field in Oneonta. The $1 million capital grant secured through the State and Municipal Facilities Program will be used to demolish the park’s grandstand and rehabilitate the space to provide a family-friendly recreational area.

3 people were arrested in connection with a series of area burglaries.  State Police arrested 27 year old Steven Barrows of Sidney and 27 year old Zackery England of Sidney for Burglary and Conspiracy and 30 year old Nicole Bell of Oneonta for False Personation, Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon and Unlawfully Possessing a Noxious Material & as a fugitive from justice from the state of Georgia. An investigation revealed that Barrows and England allegedly attempted to break into the property in Guilford, burglarized a seasonal home in Oxford and a seasonal garage in Guilford. Bell originally provided a false name during the arrest of all 3, she was found to be in possession of 2 bb guns, methamphetamine, heroin and brass knuckles. Barrows and England were arraigned in the town of Oxford Court where Barrows was remanded with no bail to the Chenango County Jail and England was remanded on $15,000 cash bail or $30,000 property bond. Bell was arraigned in the town of Unadilla Court and was remanded to the Otsego County Jail on no bail.  Additional charges are also expected.

State Police arrested 26 year old Zachary Thomas of Deposit for Grand Larceny and Criminal Possession of Stolen Property. A trooper was contacted by the administrator of an estate of a man who recently passed away. The administrator told the trooper a $5,000 tractor was stolen from the property, Thomas allegedly took the tractor and hid it behind a barn in Bainbridge. Thomas was arrested and arraigned in the town of Coventry Court where he was released on his own recognizance. His next appearance in court is September 26th.

Broome County District Attorney Steve Cornwell announced that 31 year old Brett Poyer of Port Crane pleaded guilty today to all charges, Poyer was due to stand trial in Broome County Court today. Delaware County Sheriff’s Deputies arrested 25 year old Deontre Samuels of Lebanon, Illinois, Thursday for Criminal Mischief and Harassment, following the report of a Domestic incident at the Delaware County Fairgrounds. It is alleged that Samuels engaged his female partner in a physical domestic dispute and also caused damage to the property of the victim. Samuels was arraigned at the Village of Walton Court, he was remanded to the Delaware County Jail on $2000 cash or $4000 bond, pending Action in Village of Walton Court at a later date.

The City of Oneonta has been awarded a New York State Agriculture and Markets Community Growers Grant in the amount of $25,000 to make improvements to the Community Garden located at the Swart-Wilcox Park on Wilcox Avenue. Work at the garden will include installing a new accessible area with 4 raised table top beds, a new accessible path from the street and sidewalk to the garden, reinforced fencing to keep animals out, extending the water system through the length of the garden, a new shed and Communal gardening equipment, and new picnic tables and benches.

New York State’s private sector job count rose by 7,900, or 0.1%, to 8,192,300, a new, all-time employment high, according to preliminary figures released today by the State Department of Labor. The statewide unemployment rate decreased from 4.5% to 4.3% in July, the lowest level since March 2007.

Delaware County was included in the Governor’s State of Emergency declaration earlier this week, following severe flash flooding throughout the Southern Tier. Governor Cuomo directed agencies specializing in disaster recovery and clean-up to the Finger Lakes and Southern Tier To assist counties after heavy rains and flash flooding that caused damage to roads, bridges, homes and other critical infrastructure. The National Guard has deployed 50 personnel and is staging an additional 150 personnel for deployment to assist local governments with debris removal and cleanup. Damage assessment teams specializing in engineering and structural assessments from the Department of Transportation will be operating in the Southern Tier and Finger Lakes to evaluate roads, bridges and other infrastructure for damage and safety concerns.

Property tax levy growth for local governments will be capped at 2% for the 2019 fiscal year, according to State Comptroller Tom DiNapoli. This figure affects the tax cap calculations for all counties, towns, fire districts, 44 cities and 10 villages. The State Department of Health today announced the filing of emergency regulations adding any condition for which an opioid could be prescribed as a qualifying condition for medical marijuana. Effective immediately, registered practitioners may certify patients to use medical marijuana as a replacement for opioids, provided that the precise underlying condition for which an opioid would otherwise be prescribed is stated on the patient’s certification. Delaware County Sheriff’s Deputies arrested 28 year old Samantha Rogers of Hancock on a Bench Warrant issued by the Binghamton City Court due for failure to appear in court to answer charges of Criminal Possession of a Controlled Substance, Aggravated Unlicensed Operation & Unlicensed operation of a motor vehicle. Rogers was later turned over to Broome County Sheriff’s Deputies for arraignment in City of Binghamton Court.

Delaware County Sheriff’s Deputies received a complaint of a red motorcycle on State Highway 28, in the village of Delhi, traveling at a high rate of speed. A responding Deputy was unable to safely pursue the motorcycle due to its speed. Deputies located and identified the operator of the motorcycle as 29 year old Kyle Vandewerker of Oneonta, who was clocked at 109 miles per hour. Vandewerker was issued Traffic Tickets for reckless driving, speeding, and speed not reasonable and prudent and was released to appear in the Town of Delhi Court to answer the charges on a later date.

Troopers responded to the Mirabito on Main Street in Afton, Shew is accused of throwing items inside the store, kicking the glass door and throwing items outside. The state Department of Health paid $1.28 billion in unnecessary Medicaid managed care premiums over a nearly six-year period for enrollees who already had private insurance, according to an audit by State Comptroller Tom DiNapoli. About $70.6 million of the premiums were paid to MCOs that were related through some form of ownership to the 3rd-party insurer. DiNapoli recommended DOH: Improve monitoring efforts to prevent and recover the premiums; Implement controls to remove those recipients with 3rd-party health insurance; & Review the managed care premiums, and recover unnecessary payments. State Police arrested 29 year old Jack Gomez from The Bronx for speeding on State Route 17. Troopers pulled over Gomez, troopers detected marijuana, and they conducted a search & seized 800 milligrams of a hallucinogen & 15.5 grams of marijuana among other items. Gomez was charged with criminal possession of a controlled substance he was arraigned in the Village of Hancock Court and remanded to the Delaware County Jail on $5,000 cash bail or $10,000 bond. He is scheduled to reappear on June 16.

The report details the problems with combined sewer overflows, which commingle the water from rain and snow melt with the wastewater in combined sewer systems. There are 46 communities in New York responsible for 807 outfalls where excess untreated or partially treated wastewater is discharged from pipes directly to rivers, streams, estuaries and coastal waters when their systems are overwhelmed. Delaware County Sheriff’s Deputies responded to State route 10 near Beers Brook Road in the Town of Walton to assist the Walton Fire Department following a grass fire. The Investigation determined that the fire was caused by a projectile firework; Deputies arrested 26 year old Brett McLaughlin of Hancock, with Unlawfully Dealing with Fireworks, and for violating the State’s Burn Ban. DEC Law prohibits open burning between March 16th to May 14th. McLaughlin was issued an appearance ticket for Town of Walton Court at a later date.

Delaware County Sheriff’s Deputies responded to a reported theft of a road sign in the Town of Delhi that led to the recovery of numerous highway signs & Coldwell Banker/Timberland Properties real estate signs. Deputies reported that they recovered more than 30 signs and charged 18 year old Russell Storey of Andes, 18 year old Dylan Reed of Margaretville, NY, and an unidentified 17 year old Roxbury male with Grand Larceny & Criminal Mischief & they also charged 20 year old Darian Scudder of Halcottsville with Criminal Possession of Stolen Property. All 4 suspects were issued appearance tickets for Town of Middletown Court at a later date.

Delaware County Public Health will be presenting Lori Benson Adams of Breakthrough Learning Solutions; she will discuss Executive Functioning Skills in Children. The conference will be held at SUNY Delhi on May 22nd from 9:00 am until 3:00pm. The Rome New York Police Department is seeking the public’s help in locating a missing woman who was traveling to the area from New York City & has not returned home. Hildegarde “Grace” Seabron was last seen at Port Authority in Manhattan at 8:30 AM Monday, she is described as white, 5 feet 4 inches tall, weighing 140 pounds, with short blonde hair and glasses, she suffers from bipolar disorder, Seabron was last seen wearing a black coat, black jeans, a cream colored scarf and brown boots, and police say she will be in need of medication. Anyone with information regarding Seabron’s whereabouts can call 732-421-6339 or contact local law enforcement.

The New York State Fair is offering Lifetime Passes, starting next week. Fair officials announced that on Monday at 6:00 AM, 200 Lifetime Passes will be made available on the fair’s online store, at nysfair.ny.gov for $200 each. The passes are metal medallions and allow free admission to the owner for any day of the fair. The owner’s name will be engraved on the back of the medallion. Along with the medallion, the owner must show valid photo identification to get free admission to the fair. The medallion can be picked up at the fair’s administration building starting on August 1. The 2018 New York State Fair runs from August 22 to September 3.

Governor Cuomo has named Nassau County District Attorney Madeline Singas as the special prosecutor to investigate allegations that former Attorney General Eric Schneiderman physically abused 4 women. Schneiderman resigned on Monday following the publishing of an article in “The New Yorker” where the women accused Schneiderman of striking them.
