Oneonta Police arrested 22-year-old Raul Diaz & 25-year-old Ricky Morban, both of New York City for Criminal possession of a controlled substance. Oneonta Police observed a vehicle matching the description of a vehicle reported by State Police, as almost striking a Highway Department worker in another jurisdiction. Oneonta police stopped the vehicle and discovered 37 bags of heroin, Xanax & $2370. Diaz & Morban were being held in the City of Oneonta Police Department until arraignment in the City of Oneonta Court.

Retiring congressman Richard Hanna of the 22nd district has not announced his endorsement to replace him in congress, but he did tell reporters that he would not endorse his fellow Republican Claudia Tenney. Hanna & Tenney had a contentious race for the Republican nomination prior to the 2014 re-election of Hanna; Tenney is campaigning for the congressional seat against Democrat Kim Myers and independent candidate Martin Babinec.

State police announced that a man who passed a stopped Chenango Forks School bus, has turned him self in Late Thursday night. 15-year-old Alex Menard was exiting the bus at about 6:30 last night, when she was almost struck by a black SUV driving on the shoulder of State route 369. The case has been turned over to the Broome County District attorney’s office, the name of the driver & the charges he faces have not yet been announced.

Oneonta City residents are being urged to boil their water to a rolling boil for about 1 minute before using. City officials reported that at 10:45 this morning, as water main broke near Crestmont Terrace, which leads to decreased water pressure, which also leads to water not being treated against harmful microbes. The boil water order is in effect for at least 48 hours for Oneonta Water users.

New York State of Health announced that some insurers will be offering health and dental plans to individuals and small business owners in 2017. Open enrollment for New Yorkers looking for health coverage through Qualified Health Plans begins on November 1st and runs through January 31st, 2017. The number of uninsured New Yorkers has declined by nearly 850,000. The rate of uninsured declined from 10 percent to 5 percent between 2013 and September 2015.

The Board of Directors of the State Environmental Facilities Corporation has approved $497.5 million in grants and interest-free and low-cost loans to support wastewater and drinking water infrastructure projects. Locally, The Town of Oneonta will receive $5.1 million to finance the creation of the Town of Oneonta Southside Water District Number 5, to serve residences currently on private wells and consolidate several existing small, privately owned water systems. The Town of Oneonta will also get a $2.8 million interest-free loan to finance the costs associated with the creation the Town of Oneonta Southside Water District Number6, to consolidate and serve several small, privately-owned public water systems, 23 that are currently on insufficient private wells.

State Police have arrested 2 additional men in regards to the shooting incident on September 24th in the Town of Union. 42 year old John Frey of Binghamton was charged with Attempted Assault and 59 year old Peter Gumaer of Harpursville for Criminal Mischief. Frey was arraigned in the Town of Union court and was remanded to the Broome County jail in lieu of $2,000 cash bail or $4,000 property bond. Gumaer was issued a ticket returnable to the Town of Maine court at a later date and released. The investigation is ongoing.

Deputies seized 8 ounces of marijuana, packaging envelopes & scales used to weigh and package the marijuana. Ortiz was arraigned and was remanded to the Delaware County Jail on $50,000 bail or $100,000 bond.

Oneonta Police Department arrested 26 Year old Nicholas McDonald of Oneonta on multiple counts of 2nd degree Burglary, 3rd & 4th degree Grand Larceny, Petty larceny, & Criminal mischief. The arrest followed the investigation into a rash of burglaries and larcenies in the center city area of Oneonta over the past several weeks. This investigation is still open and ongoing.

State Police arrested 33-year-old Donald Rowe of Port Crane for 3rd degree assault, criminal mischief and unlawful possession of marijuana. Troopers were advised of a dispute in a moving car on Hancock Road in the Town of Colesville, Rowe is accused of punching a female passenger while driving, causing an injury & for allegedly taking her cell phone, & forcing her to leave the vehicle, he then drove away. Rowe was located in the Town of Fenton; he was arraigned in Town of Sanford court where an order of protection was placed against him. He was released without bail required and his next court date in the Town of Colesville today.

At the request of Governor Cuomo, the New York State Department of Public Service today announced that it is investigating the disruption to landline and wireless phone service in Central New York Monday Afternoon into this morning. Landline and wireless service is affected in Madison, Chenango, Cortland and Otsego Counties, impacting more than 1,500 customers of several telecommunication companies, including Verizon, Frontier Communications and Windstream Communications. The outage was caused by damage to an underground Verizon-owned fiber cable in the Town of Stockbridge, Madison County. Repair and service restoration is taking additional time due to the location of the fiber optic cable along the roadway. There are no reported impacts to the County Emergency Communications Centers and no requests for assistance.

Chenango County Sheriff’s Deputies arrested a Syracuse man on an active Bench Warrant issued the Chenango County Court. Deputies with the assistance of State Police arrested Thomas Mulverhill on a bench warrant issued by Chenango County Court for failure to comply with conditions of release on prior Burglary and grand larceny charges. Mulverhill was arrested without incident and to be held at the Chenango County Correctional Facility until a later court date.

A Steuben County resident was arrested for criminal possession of a controlled substance by Chenango County Sheriff’s department. 24 year old Dominick Lepera was charged following a complaint the County Corrections department when Lepera was found with an unknown substance while being booked into the correctional facility. The substance was identified as Methamphetamines, Lepera was processed and issued an appearance ticket to appear in the Town of Norwich Court at a later date.


Several area companies responded to a fully involved garage fire at 129 King Road, in the town of Greene last night. Firefighters from Brisben, with Mutual Aid from Greene, Oxford, & Smithville. Governor Cuomo announced the designation of 12 new Brownfield Opportunity Areas in communities across the state, to help participants develop strategies to revitalize neighborhoods affected by dormant and blighted properties. Governor Cuomo signed legislation that will make it easier for families of homicide victims to get help from New York State to bury their loved ones. Under current law, only an individual who paid or incurred the burial expenses can be eligible for reimbursement from the State Office of Victim Services. The new bill allows funeral home businesses to pay for burial costs on behalf of a family and then recover those expenses from the Office of Victim Services. The OVS can provide up to $6,000 for burial expenses.

State Police at Sidney arrested 22-year-old Christopher Brissette of Unadilla for felony of criminal possession of stolen property. The arrest occurred after a report of the theft of power tools in July from a residential garage in the Town of Unadilla. Brissette is accused of possessing a wood splitter valued at about $2,000 in the Town of Columbus. He was issued a ticket returnable to the Town of Columbus court on August 16th.

Governor Cuomo has signed legislation designed to help incapacitated people at the end of their lives. “Peter Falk’s Law,” requires all people entitled to notice of a person’s death, funeral and burial arrangements to be identified in court orders appointing a guardian to oversee the person’s care. In some circumstances under the current law, legally-appointed guardians have failed to notify family members or close friends of the person when they become sick, are admitted to the hospital, or pass away, the new law will help ensure legal guardians will no longer be able to improperly isolate an incapacitated person at the end of their lives. The famous actor’s daughter had alleged the actor’s second wife obtained conservatorship of him and blocked all contact with other family members at the end of his life.

20-year-old Kobe Hanns of Conklin was sentenced to eight months in jail in Broome County Court Wednesday. State police say Hanns fatally shot & killed his sister’s dog for urinating inside the family house. Hanns was found guilty of aggravated cruelty to animals and criminal mischief after a trial in June.

State Police at Oneonta arrested 21-year-old Akil Wright of Laurens for the felony criminal mischief and 21-year-old Shaquilla Parker of Laurens for menacing, after troopers responded to a dispute at an apartment on Main Street in Laurens. An investigation determined that after a physical dispute with her boyfriend Parker threatened him with a knife. Also, he damaged over $250 of their property. Wright and Parker were arraigned at the Town of Laurens court and were release without bail required. Their next court dates are pending.

A fundraiser will be held this Sunday in Sidney for the family of 31-year-old Shayne Charles, who was fatally injured in an explosion & house fire in Masonville July 13th. The fundraiser will be at the Moose Lodge in Sidney from 11:00 AM to 6:00 PM to help pay for medical and funeral expenses and establish a trust fund for Charles daughter. Charles was severely burned when he tried to ignite a propane hot water heater at his mother’s house on State route 206, he was transported to the burn unit at Upstate Medical University Hospital in Syracuse, he died there 10 days later. . Delaware County Sheriff’s Deputies responded to the report of a domestic dispute in Andes Monday. 21 year old Joel Maldonado of Lydenhurst, New Jersey & 21 year old Preston Reed of Andes fell through a plate glass window during the altercation, Maldonado sustained a head laceration, he was taken to O’Connor Hospital in Delhi, where he was treated and released. Deputies determined that 2 small children were in close proximity to the altercation, Maldonado was charged with 2 counts of Endangering the Welfare of a Child and Criminal Mischief, he was arraigned & was remanded to the Delaware County Correctional Facility on $1,000 dollars cash bail, Reed was charged with 2 counts of Endangering the Welfare of a Child.

On Monday, July 25, 2016 Delaware County Sheriff’s Deputies arrested 28-year-old John Mahler on a Parole Warrant issued by the State Division of Parole. Mahler was convicted in 2013 of committing burglaries in the Village of Walton; he was paroled in March, & was subject to Post Release Supervision until March 2019. Mahler is being held in the Delaware County Correctional Facility pending further action by the Division of Parole.

The State Labor Department released the unemployment rates for southern tier area counties today. Chenango county registered 4.5% unemployment, Delaware County had an even 5%, Otsego county registered a 4.3 % for teh Month of June. The state wide unemployment rate for June was at 4.7% for the 2nd straight month.

Governor Cuomo announced the arrests of 5 people for illegally selling synthetic marijuana at stores in Syracuse and Binghamton. State Police seized more than 100 packets of suspected synthetic marijuana, the State Health Commissioner is issuing orders to immediately close the establishments found to be selling these illegal substances. In Binghamton Troopers arrested 62-year old Vijaykumar Hathi and 64-year old Deepa Hathi, owners of Friend’s Grocery at 46 Court Street in Binghamton. Both were charged with sale of synthetic drugs, & possessing of synthetic Marijuana.

Oneonta Police responded to a 3-car accident Monday morning on I-88 at about 8:30 AM. Police reported that 43 year old Jason Gillis of Brunswick Hills Ohio was distracted by the GPS App on his cell phone, and ran into the back of the car being driven by 22 year old Erin Yelich of Oneonta, which forced her car to spin and hit the guard rail. Yelich was taken to Fox Hospital with minor injuries. A 3rd vehicle was being operated by 47 year old Joseph Dent of Oneonta, who was driving behind Yelich’s car and tried unsuccessfully to maneuver around it., causing Dent’s vehicle to flip onto the driver’s side. Gillis was ticketed for use of an electronic device and following too closely. Dent was also ticketed for following too closely.

Testimony began today in Broome County Court in the murder trial of Andre Lee of Binghamton. Lee was arrested for 2nd-degree murder for the shooting death of 19-year-old Scott Wright following a fight at a party at Town & Country Apartments on July 4th 2014, Wright died 3 days later.

Sidney Village police arrested 36-year-old Sidney man for assault, harassment, & endangering welfare the child. Eddie Ocasio is accused of assaulting a Sidney resident after accusing the resident’s wife of stealing his marijuana. The State Department of Labor released the preliminary local area unemployment report for the month of May, the State’s seasonally adjusted unemployment rate decreased over the month, from 4.9% to 4.7% in May, Locally, Chenango county’s rate was at 4.5%, Delaware County at 4.9% and Otsego county’s rate was 4%.

Governor Cuomo announced that 22 upstate counties and 3 municipalities are receiving $30.2 million in license fees paid by newly licensed destination resort casinos. The county payouts are one portion of the $151 million in commercial casino license fees that are being distributed using the same formula for casino gaming revenue laid out in the Upstate New York Gaming and Economic Development Act of 2013. Local counties receiving money will be Delaware County, with $241,536 and Broome County $2,360,583. The remaining $40 million is being distributed to public schools statewide as part of the state’s education formula.


The State Department of Health announced a public meeting on the issuance of New York City’s Filtration Avoidance determination. Locally a meeting will be held this evening at the Senator Charles Cook County Office Building in Delhi from 6:00 to 8:00 PM.

State Police arrested 30-year-old Kurtis Breed of Oneonta, for 2nd degree Reckless Endangerment, following the report of an incident in the parking lot of the Price Chopper on State Route 7 in the Town of Oneonta on June 5th. Breed allegedly drove his vehicle recklessly at another motorist and veered at the last second and then drove away, he was arraigned in the Town of Oneonta court and was released without bail required. An order of protection was issued, pending future court action.

State Police arrested 48-year-old Chauncey Couse of Davenport for criminal possession of a controlled substance, criminal possession of a weapon 4th degree and other traffic violations. The arrest occurred after a traffic stop for Couse talking on his cell phone while driving on Main Street in the Town of Oneonta, police accused Couse of possessing 12 grams of heroin and a Billy club in his vehicle, he faces court action returnable to the town of Oneonta on June 29th.

The Chenango County Sheriff’s Department arrested a City of Norwich resident on an active arrest warrant for Criminal Mischief. 50-year-old Brian Doeberl was charged following an investigation into allegations that he intentionally damaged county property while being incarcerated in the Chenango County Correctional Facility. Doeberl was arraigned in the Town of Norwich court and released on his own recognizance; he will reappear in the Town of Norwich Court at a later date.

Governor Cuomo today announced that the New York State Department of Motor Vehicles website has won the 2015 Pinnacle Award from the National Association of Government Web Professionals. The DMV won in the state and non-governmental organization category, and also picked up a Members’ Choice distinction. Available services include ordering replacement driver licenses, renewing registrations on mobile devices, signing up to receive license and registration renewal reminders via email and text, and carrying out more than 35 other transactions. The Chenango County Sheriff’s Office arrested 30 year old Kendra McLain of Sherburne Thursday for burglary, grand larceny and forgery. McLain was arrested for unlawfully entering a residence and stealing property from within, for allegedly forging personal checks and receiving money from the vicitm’s bank account. McLain was arraigned in the Town of Sherburne Court and remanded to the Chenango County Jail on $10,000 cash bail.
