The Broome County Sheriff’s Office arrested 26 year old Patrick Proefriedt of Nineveh following a domestic dispute at 2208 State Route 41, where he shot his wife Eleanor Carey & their 3 week old baby daughter with a crossbow, killing the infant. Proefreidt left the scene put was apprehended about an hour later, Broome County Sheriff Fred Akshar commented at a press conference this afternoon.

Sheriff Akshar said that there was a history of domestic violence with Proefriedt & his wife, and there was an active Stay Away Order of Protection in place. he was scheduled to be arraigned tonight at 8:00 PM.

Governor Hochul, & State Leaders today announced New York State’s “ConnectALL” Office has been allocated more than $664 million in funding from the federal Broadband Equity Access and Deployment Program. The allocation will be used primarily for providing fiber optic infrastructure to locations in New York that currently have no broadband service.

Oneonta Officials announced that a possible delay for opening the pool later this week. The pool was expected to be opened Wednesday, but equipment issues could delay that, more information is available by calling the Recreation Office at 607-432-0680.

About 2 dozen people have been stricken statewide with a food parasite illness recently, according to the Centers for Disease Control. The outbreak is from a parasite called Cyclospora that has recently sickened people across 22 states, with 30 hospitalized. Cyclospora usually spreads through Produce that has been contaminated with feces, symptoms include diarrhea, stomach cramps, bloating, nausea and fatigue. The CDC traced an outbreak in Georgia and Alabama to a tainted batch of broccoli, but the latest cases could be from different sources in the other states reporting cases of the sickness.

The Town of Sidney Highway Department announced that Back River Road will be closed from Rte 357 to Exit 10 today through Wednesday, it will also be closed July 5th and July 6th for paving, area motorists are advised to use other local roads during the work periods.

State Police today announced that Troopers issued 20,952 total traffic tickets during the special “Speed Week” traffic enforcement campaign, from Monday, June 12 to Sunday, June 18 Troopers issued 10,478 tickets for speeding, Statewide, 172 people were arrested for DWI, State Police also responded to 175 personal injury crashes, including two fatal crashes. At Troop C, officers issued 1567 tickets, with 927 for speeding.

The State Comptroller’s Office audited the Afton Central School District, , they found that the Afton Board and District officials did not effectively manage the District’s fund balance, so they levied more taxes than needed to fund operations and were not transparent with taxpayers. The Board annually overestimated appropriations by an average of $1.1 million or 7%. The District incurred $63,561 in unnecessary interest and other associated costs for the issuance of bonds to purchase school buses. The Comptrollers office recommended adopting realistic budgets, Reduce surplus fund balance to comply with the statutory limit to benefit taxpayers. District officials agreed with our recommendations and indicated they will take corrective action, the full report can be found at osc.state.ny.us.

State Police arrested 35 year old Heather Wrench of Coventry, for Criminal Possession of a Weapon, Grand Larceny & Petit Larceny, after a trooper and a Chenango County Deputy were dispatched to a report of a trespass on State Highway 206 in the town of Coventry. Wrench allegedly entered a vehicle and removed items, including a pistol, from a vehicle, she is also accused of trespassing several other area properties. Wrench was arrested and was remanded to the Chenango County Jail without bail.

Delaware County Sheriff’s Office announced that a Bench Warrant issued by the Village of Sidney Court has resulted in the arrest of 55 year old Tina Kerschner of the town of Colchester. Last Saturday Night, Deputies & Town of Colchester Police located Kerschner at her residence, she was ordered to leave the premises at first she failed to comply, she was additionally charged with Obstructing Governmental Administration in addition to the bench warrant, she was remanded to the Delaware County Correctional Facility & is due to appear in the Town of Colchester Court on a later date.

The Broome County District Attorney’s office announced that 42 year old Johnny Cobbins of Binghamton was sentenced to 5 years in prison after pleading guilty to felony Assault. Cobbins admitted to slashing a family member with a knife on May 16th, during a domestic argument inside a Lisle Avenue apartment. The victim suffered non-life-threatening injuries and was treated at a local hospital where they were later released.

The State Department of Labor released preliminary local unemployment rates for May. The State’s unemployment rate dropped .1% to 3.9% in May, Locally, Chenango County’s rate was 2.7%, Delaware County was at 3.1% and Otsego County 2.9% in May.

Delhi Telephone, or DTC, announced that they will be holding a Meet & Greet with Walton residents on Saturday July 15th at the Walton Fire Department from 11:00 AM to 2:00 PM. Former Governor Andrew Cuomo won a lawsuit Tuesday in which he challenged New York’s defunct JCOPE agency’s attempt to seize his profits from a $5.1 million book deal his handling of the COVID-19 pandemic. JCOPE determined that Cuomo improperly used state staff and resources while writing his 2020 memoir, “American Crisis.” they ordered him to surrender his compensation to the state. Albany County Supreme Court Justice Denise Hartman ruled in Favor of Cuomo Tuesday, JCOPE no longer exists & current Governor Kathy Hochul is looking to establish a new ethics commission.

State Police are investigating a fatal hit and run crash that killed 37 year old Michael Vargas of Laurens, Friday Night to State Route 205, for a crash involving a vehicle and bicyclist, the vehicle left the scene, & Vargas was pronounced dead at the scene.   State Police arrested 22 year old Michael Goodspeed of Mount Vision, for Vehicular Manslaughter & Leaving the Scene of a Fatal Motor Collision.   Goodspeed was transported to Otsego County Central Arraignment and Processing.

Delhi Fire fighters responded to a fire in the early Morning hours Friday on Elk Creek Road, the homeowners Michael & Lisa Buel were able to safely evacuate with their dog; however 5 of the family’s cats died in the fire. The Buels were taken to O’Connor Hospital for smoke inhalation; Michael Buel was transferred to Upstate Medical Center in Syracuse for further treatment.  Bloomville, Bovina, East Meredith, Meridale and Walton Fire Departments responded with several others on standby.   The fire was under control in about 3 hours, the home was a total loss, and no injuries were reported among firefighters.

A New Jersey fugitive was arrested June 19th by Delaware County Sheriff’s Deputies following an incident in the Town of Colchester.  Deputies responded to a report of a vehicle in the East Branch Delaware River near the Corbett bridge, the Investigation revealed that a New Jersey couple were attempting to drive their pickup across the river when it became partially submerged and disabled in deep water, also a passenger, 30 year-old Brian Olin, of New Jersey was wanted by authorities in Hunterdon County, New Jersey, on an outstanding warrant for failure to appear in court on a felony drug charge in September, 2019.  Olin was charged with being a fugitive from justice and was later arraigned and remanded to the Delaware County Correctional Facility without bail pending his extradition by New Jersey.

Attorney General Letitia James announced an agreement with Johnson & Johnson that will deliver up to $230 million to New York state, it resolves claims made by James for the company’s role in helping to fuel the opioid epidemic and would allocate payments over 9 years, it also requires J&J to pay $30 million more in payments in the first year if the Governor signs into law new legislation that creates an opioid settlement fund, and other criteria are met.

Otsego County Sheriff’s deputies arrested 36 year old Thomas Palmatier of South New Berlin, for Fleeing an Officer in Motor Vehicle, Aggravated Unlicensed Operation, Unregistered Vehicle & several other similar charges, following a recent traffic stop in the Town of Pittsfield.   Palmatier allegedly drove off from the traffic stop while emergency lights were activated; he was issued appearance ticket returnable to the Town of Pittsfield Court at a later date.

Otsego County Sheriff Deputies arrested 48 year old Brett Brooks of New Berlin after providing Deputy’s with false information of his identity in the Town of Pittsfield on June 13th.  Brooks was a passenger in a vehicle that had been stopped; he had an active bench warrant issued out of Chenango County & gave a false name to law enforcement. Brooks was issued an appearance ticket returnable to the Town of Pittsfield Court & was turned over to the custody of Chenango County Sheriff Office for the warrant.

State Police arrested 44 year old Scott Mawhiney of Deposit for 1st degree attempted murder, following the shooting of Trooper Ryan Thorpe last night in Deposit. NYSEG announced that their crews have successfully restore power to over 9000 Delaware County Customers who lost power this morning.   About 1/3rd of Delaware County customers were without power in the middle & eastern townships, several school districts had to delay scheduled activities this morning due to the outage.  NYSEG Officials told WCDO News that the issue was a failed insulator at the Delhi Substation, power was out from about 5:30 this morning until about 12:00 Noon.

Otsego County Sheriff’s Deputies arrested 26 year old David Johnson of Norwich following the investigation of a motor vehicle accident in the Town of Pittsfield on June 16TH.  Johnson was charged with Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon, DWI, Driving while Ability Impaired by Drugs & Aggravated Unlicensed Operation of a motor vehicle, among several other charges, Johnson is accused of operating a motor vehicle while under the influence of methamphetamine, he was taken to Bassett Medical Center for injuries sustained during the accident, he was processed & issued an appearance ticket for Pittsfield Court at a later date.

Chenango County Public Health reported that they now have no hospitalizations from the COVID 19 virus.  They are down to 10 active cases, 28 Quarantines, with 3325 recoveries, 3507 total cases & 77 deaths since the pandemic begin last year.

Governor Cuomo announced that New York will end the state disaster emergency declared on March 7, 2020 to fight COVID-19 today. Federal CDC guidance will remain in effect, which includes masks for unvaccinated individuals, as well as all riders on public transit and in certain settings, such as health care, nursing homes, correctional facilities, and homeless shelters. State and local government health departments will still be able to ensure mask rules and other health precautions are adhered to in those settings.

Chenango County Public Health announced that they have 44 Active Cases of COVID 19 currently, with 231 Active Quarantines & 3 hospitalizations.  Chenango County has had 337 Total Confirmed Cases, there have been 7 deaths, 251 recoveries and 34,250 tests have been performed.

An Oxford Academy Middle School student tested positive for COVID-19 earlier this week.  Oxford officials said that based on the hybrid schedule, the student was only in school on October 13, 2020 for part of the school day.  The district has coordinated with the Chenango County Public Health to identify through contact tracing protocols any student or staff member who may be at high risk of exposure.  The Chenango County Public Health has been reaching out to those staff members and parents of students identified to inform them if they need to be placed under mandatory quarantine for precautionary purposes. Due to privacy requirements, The Oxford District cannot give specific information about any individual who has a confirmed or suspected case of COVID-19.

In Spite of the economic turmoil by the COVID-19 pandemic, the securities industry saw its pretax profits reach $27.6 billion in the first six months of 2020, an 82% increase over the same period last year, according to State Comptroller Tom DiNapoli.  1st half profits in 2020 were nearly equal to the entirety of 2019’s profits of $28.1 billion. The jump was propelled by $2.4 trillion in federal stimulus funds and the lowering of interest rates to near zero,  DiNapoli said that Wall Street’s share of state economic activity was 5.9% in 2019, the peak was in 2006 of 8.2%, and Wall Street provides 18% of state tax collections.

Officials gathered in New Berlin to break ground at the site of the new fire house and Chobani Community Center, located on South Main Street in the village.  The fire station will have 6 garage bays, offices and rooms for training and storage and a space for community meetings.  The village received a $150,000 grant from the state, plus donations from Chobani for $650,000 & Preferred Mutual Insurance for $150,000.

The State DOT is advising motorists of daily, alternating multi-lane closures on State Route 17 between Exit 71 and I-81 Exit 4 in Binghamton through Friday, October 31st.  Work will require closing up to two of three travel lanes in alternating directions, at no time will both directions experience lane closures simultaneously. Delaware County Sheriff’s Deputies arrested 38 year old Dennis Lafferty of Unadilla for violating an order of protection earlier this month.  Deputies received a complaint from an Otsego County domestic violence victim earlier this month, reporting receiving a phone call from the Delaware County Correctional Facility where the victim’s alleged abuser was being housed for the Otsego County Sheriff’s Office, Lafferty allegedly violated the terms of an order of protection issued by the Hartwick Town Court last November, by making calls to the protected party following his incarceration on April 13th.  Lafferty was charged with 4 counts of criminal contempt & he remains incarcerated in the Delaware County Correctional Facility, pending a court appearance in the Town of Delhi Court on a later date.

Binghamton Police Department responded to 84 Pine Street Friday morning, where they found 51-year-old Lazar Jones deceased on the front porch, Jones was transported to the hospital where he was pronounced dead. 41 year old Miguel Manchion and 21 year old Courtney Baldwin were both charged with 2nd degree murder The investigation is ongoing. Jennifer Grenchus of Vestal was sentenced Friday in Broome County Court to 5 years of probation, following her serving 11 months in jail, for striking 47 year old Ronald Richardson of Binghamton with her vehicle, Richardson was found pinned underneath. Grenchus’ vehicle struck Richardson along Main Street and dragged his body underneath for several yards, before she turned into a parking lot. Richardson died at the scene, Grenchus was impaired by drugs at the time, she pleaded guilty to criminally negligent homicide in November.

The U.S. Court of Appeals for the 2nd Circuit upheld New York State’s denial of a water quality certification for the proposed Constitution Pipeline. The Pipeline would include construction of 100 miles of new natural gas pipeline across Central New York, crossing more than 250 streams and more than 80 acres of wetlands. In 2014, the Federal Energy Regulatory Commission approved the pipeline but conditioned that approval on certification from New York State, the State DEC denied the certification on the grounds that they failed to provide sufficient information that the project would meet the state’s standards.

Attorney General Eric Schneiderman announced that New York has agreed in principle to join a state-federal $465 million settlement with Mylan Inc. New York led a coalition of states in the investigation that resolved allegations that Mylan knowingly underpaid rebates owed to Medicaid for the drugs EpiPen® and EpiPen Jr.® that were dispensed to Medicaid beneficiaries. Under the settlement, New York will receive $38.5 million.

State Police arrested 60-year-old Lawrence Jaeger of Edmeston for felony Grand Larceny, after troopers were advised of a theft of funds from the Burlington Flats Fish and Game Club, in the town of Hartwick. An investigation determined that, while acting as the club treasurer, Jaeger had stolen just over $50,000 from the club funds, from June 2010 up until May 2017. The State Police issued 21,148 tickets during this year’s “Speed Week” campaign, which was conducted from Wednesday, August 2nd through Tuesday, August 8th. The Dick’s Sporting Goods Open gets underway today at the En-Joie Golf Course in Endicott, through this Sunday. Pro Golfers from all over the world will participate, and Bon Jovi will perform at the Annual Dick’s Sporting Goods Concert Friday Night.

The Sidney Village Zoning Board will be holding a meeting tonight, regarding the plot of land near the Lutheran Church on West Main Street, for a variety of Housing, to replace those that are lost or will be lost in the River Street Area following the floods of 2006 & 2011. Tonight’s meeting will be held at the Sidney Civic Center at 7:00 PM & is open to the public.

New York State Police will have 15 new canine teams on patrols shortly. The Troopers & their canine partners graduated from a special program at the State Police Academy on Friday, 7 of the new teams will be assigned to New York City, the rest to Long Island & the upstate Troops.

Governor Cuomo announced that the state’s new $7.6 million Community Restoration Fund has purchased the mortgages for 398 homes in an effort to bring owners in targeted communities out of foreclosure and keep the homes from becoming “Zombie Properties”. The 398 homes in the program are in 33 of the State’s 62 counties, 7 of the homes are in the Southern Tier.

The Sidney American Legion will be hosting a fundraiser Saturday from 1:00 to 3:00 PM, to assist the Sidney Historical Association, as they are looking for a permanent building or space for their museum. Schoharie County Judge George Bartlett is expected to rule on he mistrial request this afternoon. Harris has been convicted twice before for the murder of Michelle Harris, in Tioga County Court.

Lawmakers are expected to revamp the system that evaluates teacher performance this year, after last years formula showed that 98% were highly successful, yet only 35 to 40% of students were succeeding. State Senator John Bonacic comments:

Fire departments from Harpursville, Five Mile Point, West Colesville and Windsor responded to a fire at 927 Trim Street in Windsor at around 7:30 this morning.   Fire investigators believe that the fire started in the rear of the home & was possibly caused by a defective wood stove.   One occupant escaped without injury, no injuries among firefighters were reported.

Voters in the Gilbertsville-Mount Upton School District approved of 2 propositions Tuesday.   Voters approved the proposal to purchase buses by a 60-to-12 vote; they also approved a measure to establish a capital reserve fund for vehicle and equipment purchases 65-to-7.

State Comptroller Tom DiNapoli released a profile of the Empire State Development Corporation, that found there is minimal financial information for many of its 168 subsidiaries and limited public reporting on results of the economic development initiatives around the state. For fiscal year 2013, the ESDC reported that its programs helped create 2,424 jobs, or 1.8% of net private-sector job creation in the state that year, but the authority makes little public assessment of whether its programs work effectively together or create well-paying jobs. The report also stated that the ESDC outstanding debt totaled more than $10.7 billion for the fiscal year ending on March 31, 2014, an increase of 20% from the previous year.

Lady Antebellum will Headline this year’s concert at the Dick’s Sporting Goods Open this August at the En-Joie Golf Course, with Sam Hunt as the opening act. The Golf Tournament will run from August 24th through the 30th this year, the concert will be held on Friday, August 28th.   Tickets go on sale Friday February 13 at 9:00 AM, more information is available at the bands official website.

The Catskill Regional Teacher Center and the Oneonta Area for Public Education are hosting a legislative forum this afternoon at the Bugbee School auditorium on the SUNY Oneonta campus.   The annual event gives local educators a chance to express concerns to lawmakers regarding state & federal education policies.
