36 year old Richard Hayes of Oneonta appeared in Delaware County Court & was arraigned on a sealed indictment for Aggravated Sexual Abuse, Failure to Register or Verify as a Sex Offender, for inappropriately touching a female child less than 11 years old, causing physical injury to the child, Hayes is also accused failing to register with the Delaware County Sheriff’s Office as he was required by law. After being arraigned, Hayes pleaded not guilty to the indictment, he was remanded to the Delaware County Correctional Facility on $50,000 cash bail pending future court action.

28 year old Scott Googins of Delhi was indicted by the Delaware County Grand Jury on a 3-count indictment. Googins was charged with 2nd degree strangulation, 3rd degree Assault, & criminal mischief, he is accused of choking a female victim until she lost consciousness, intentionally causing physical injury to the same victim & preventing the victim from calling 911 during the domestic assault. Googins was released from custody after posting $3,000 cash bail, if convicted, he up to 7 years in state prison.

State Comptroller Tom DiNapoli reported that New York State received $1.06 for Every Tax Dollar Sent to Washington D.C. in Federal Fiscal Year 2022, it was the 3rd Consecutive Year of Positive Balance. The money mostly came from the federal pandemic relief funds, previously, New York was sent way more to the federal Government than they received back. In Federal Fiscal Year 2022, New York state generated $361.8 billion in federal taxes and benefited from $383 billion in federal spending.

Broome County Sheriff’s Deputies responded Tuesday night to a report of a robbery in progress at the Sunoco Gas Station / Empire Food Store in Harpursville. Brody Kenyon of the Town of Colesville had entered the store and demanded a lighter and lighter fluid, he allegedly doused the employee with it and attempted to set him on fire, the attempt was unsuccessful, the spilled lighter fluid ignited and burned an ATM before extinguishing. Kenyon then stole several items & fled on foot. Patrols located Kenyon, he was charged with Arson, Assault with Intent to Cause Serious Injury with a Weapon, Robbery, Reckless Endangerment, he was arraigned and remains in custody at the Broome County Correctional Facility. Kenyon was also charged with attempted Burglary & criminal mischief for attempting to break into the Harpursville Fire Station and damaging property, prior to the gas station incident.

State Police arrested 30 year old Damion Horne of Oxford for Possession of a Sexual Performance by a Child. State Police received a cybertip of child sexual abuse material that was uploaded to an online file manager, an investigation determined that Horne viewed child sexual abuse material through a mobile device. Horne was arrested and issued an appearance ticket returnable to the Town of Oxford Court on May 8th.

The Broome County Sheriff’s Office announced that 40 year old Rasheed Crawford of Binghamton was arrested following a robbery in Endicott. On Wednesday night, Crawford allegedly pulled a handgun to rob an Endicott gas station, he left the scene in a cab. Broome County Sheriff’s Office patrol in the Town of Union spotted the cab, conducted a traffic stop & Crawford was successfully taken into custody and turned over to the Endicott Police Department. Crawford was also wanted by the Binghamton Police Department regarding two robberies that occurred in the City of Binghamton on April 9, 2024.

State Police were called yesterday afternoon to Old Barton Road in the town of Barton for a report of a motor vehicle accident involving a pedestrian. A preliminary investigation determined that 77 year old Gloria Phillips of Barton was driving when 4 year old Joanna VanOstrand rode a tricycle into the roadway, it was determined that Phillips was unable to avoid VanOstrand and struck her. VanOstrand died at the scene. The investigation is ongoing.

41 year old Patrick Ladd of Walton, was convicted in Delaware County Court for Attempted Criminal Possession of a Controlled Substance, with intent to sell, Ladd appeared Monday for a conference on his pending indictment, he then pleaded guilty to the charge, he admitted that he possessed 2 grams of methamphetamine and 13 bags of heroin in Walton on December 17, 2023, he also admitted that he planned to sell those drugs. Judge Hubbard ordered Ladd to serve 4 years in state prison and 2 years of post-release supervision. The defendant was remanded to the Delaware County Correctional Facility to begin serving his sentence.

Chenango County Sheriff’s Office arrested 42 year old Lori Devine & 45 year old Aaron Morgan of Sherburne for multiple counts of Criminal Possession of a Controlled Substance and Criminal Use of Drug Paraphernalia, after an investigation into drug activity. Detectives accuse Devine and Morgan of selling Methamphetamine from their apartment in the Village of Sherburne. A search warrant was obtained & Methamphetamine, digital scales, packaging material, US currency, and other items were located & seized, Devine and Morgan were processed and were released on appearance tickets, they are due to appear in the Village of Sherburne Court at a later date.

Delaware County Sheriffs Deputies responded in December to an address in the Town of Franklin to assist the Delaware County Probation Office with a search of a residence. Deputies secured a quantity of drugs & paraphernalia from 43 year old Ryan Vandeusen of Franklin. Vandeusen was on Probation at the time of the possession, Vandeusen was charged with 2 counts of criminal possession of a controlled substance and criminally using drug paraphernalia, he was released on an appearance ticket returnable to Franklin Town Court at a later date.

Scammers impersonating local banks and other financial institutions are contacting Broome County residents in an effort to obtain account numbers, PIN numbers and other personal information. The Broome County Sheriff’s Office has received several new reports from residents who received phone calls, where the victims are asked to verify their account numbers and PIN, then the scammers transfer funds out of the victim’s account. Residents are reminded to never give out personal financial information over the phone, those who receive scam calls are urged to contact the Broome County Sheriff’s Office at 607-778-1911.

On Sunday night, Delaware County Sheriff’s Deputies responded to a one car motor vehicle accident with entrapment on State Highway 357, in the town of Sidney. Deputies arrived on scene and observed that the vehicle left the roadway, struck an embankment, causing the vehicle to rollover, then coming to rest off of the roadway. Deputies made contact with the driver, 65-year-old Lawrence Peloso of Mount Upton. Deputies charged Peloso with DWI, driving with a BAC greater than 0.08%, Moving from lane unsafely, and Speed not Reasonable and Prudent, Peloso was released on tickets returnable to the Town of Sidney Court at a later date.

Otsego County Sheriff’s Office arrested 48 year old Aaron Vandusen of Unadilla for Criminal Use of a Firearm, Criminal Possession of a Weapon, & Criminal Contempt. On November 29th, Otsego County 911 received a call regarding a male subject who had suffered a gunshot wound in a vehicle, it was determined that Vandusen had fashioned a homemade pistol even though he was prohibited from possessing firearms due to a previous felony conviction, he was attempting to enter a vehicle and dropped the homemade firearm which discharged in to his abdomen & groin area. He was taken to Wilson Hospital in Johnson City. State Police and Otsego County Sheriff’s Deputies were dispatched Vandusen’s residence Thursday for an unrelated complaint, he was arraigned in Otsego County Centralized Arraignment and released on his own recognizance pending future court action.

Senator Gillibrand fought for this reform for nearly a decade until it’s passing recently in Congress, This move will remove judicial functions and prosecutorial decisions about the most serious crimes from the chain of command and put them in the hands of independent, trained professionals in the courts.

Delaware County Sheriff’s Deputies responded to a call, where it was alleged that a fully disabled and incompetent individual had been left on a bus after it was parked for the evening, & after noticing that the victim had not returned home, a residential facility aid had discovered the victim’s location and brought her to a hospital. Deputies charged the bus driver, 74 year-old Lyndon Doig and the aid, 63 year-old Norma Castro, both of Walton, with endangering the welfare of an incompetent or physically disabled person, they are scheduled to appear in front of the Walton Town Court at a later date.

State Police responded Wednesday night to a 1-vehicle crash on County Road 39 in the town of Bainbridge. 39 year old Naqwain Johnson of Schenectady drove his vehicle off the roadway and struck a tree, Sidney EMS responded however, Johnson did not survive, the passenger, 38 year old Shelly Courcelle of Schenectady, was transported to an area Hospital, The investigation is on-going.

28 year old Devon Ireland of Unadilla appeared in Delaware County Court today and was arraigned on a sealed indictment. Ireland was charged with Attempting to endanger the welfare of a child, plus 1st & 2nd degree Attempted Disseminating Indecent Material to Minors & Ireland is a registered sex offender, he was accused of engaging in a sexually explicit online conversation with a person that he believed to be a 14-year-old child, with the intent to engage in sexual activity with the child, he attempted to meet the 14 year old in Masonville, and discovered that the child was actually an adult male using a “decoy” account. Ireland was remanded to the Delaware County Correctional Facility on $10,000.00 cash bail. The case is scheduled for a conference on October 23, 2023, at 1:00 P.M.

The Appellate Division of the State Supreme Court has ordered a New Trial of Scott Mawhiney of Deposit, who was previously convicted for shooting State Trooper Ryan Thorpe in 2021. Mawhiney’s attorney argued that excluding a Psychiatrist testimony in the case regarding Mawhiney’s anti-anxiety prescription led to an unjust conviction, a new trial date has not yet been announced.

The Occupational Safety and Health Administration may fine the Chicago Construction Company of Endicott about $4700 dollars in penalties after Keith Totten of Port Crane was critically injured when he was run over by a bulldozer at a job site in Binghamton. The First Judicial Department Appellate Division of the New York State Supreme Court has denied Donald Trump’s motion to delay his fraud trial, meaning that the New York attorney general Letitia James $250 million civil trial against Trump will proceed on Monday. The State Department of Health released a report regarding tobacco related cancers from 2016 – 2020. Approximately 46,000 cases of tobacco-related cancers are diagnosed in New York State each year. Among the four cancers most closely related to tobacco, rates of esophagus, larynx and lung cancer have steeply declined, but oral cancer increased by 1.3%. Tobacco-related cancers make up 40% of all State cancer cases diagnosed annually. Also 22.5% of high school students reported use of e-cigarettes in the past 30 days; 6.8% of middle school students reported the same. 73 year old Danton Schriber of Walton appeared in Walton Town Court today and entered a guilty plea to Driving While Intoxicated. On May 12th, State Police pulled Schriber over after several traffic violations were observed, he failed the sobriety test and a chemical analysis of his blood revealed a blood alcohol content of .15%. Schriber’s license was revoked for 6 months, he was assessed a fine and surcharge, and ordered the installation of an Ignition Interlock Device, he will also be required to enroll in the Impaired Driving Program and the Victim Impact Panel.

Delaware County Sheriff Deputies announced the arrest of 37-year-old Nicole Olvera of Delhi, following a motor vehicle accident investigation. On August 11th, Deputies responded to an accident on State Highway 28, in the Town of Delhi. Olvera was charged with DWI and driving while having a blood alcohol content of 0.08% or higher, plus moving from lane unsafely, Olvera was released on appearance tickets returnable to the Town of Delhi Court at a later date.

Delaware County Sheriff’s Office arrested 40 year old Katie Mills of Wellsville. On July 29th, Deputies received a call regarding an abandoned vehicle parked in a driveway located on State Highway 28 in the Town of Delhi. Deputies made contact with Mills, they discovered that she was operating a motor vehicle while her driving privileges had been suspended, having 4 active suspensions. Mills was charged with Aggravated Unlicensed Operation, Uninspected Motor Vehicle, Operating a Motor Vehicle without Insurance, and other related charges, she was released with an appearance ticket where she will appear in the Town of Delhi Court at a later date.

42 year old Vincent Rispoli of Delhi was sentenced in Delaware County Court after refusing to participate in the Delaware County Adult Treatment Court Program. Rispoli had previously pled guilty on May 8th, to DWI, he was arrested by Delhi Police on November 21, 2021, Rispoli had a BAC of .18 percent. Judge Rosa sentenced Rispoli to a 1-year conditional discharge, a fine and surcharge, Victim Impact Panel, the Impaired Driving Program, and a six-month driver’s license revocation. Prior to sentencing, Rispoli had been given the opportunity to participate in the Delaware County Adult Treatment Court Program, but refused stating that he did not believe he had a substance abuse problem.

The state DEC announced that the statewide Pilot Pharmaceutical Take-Back Program is available for participation by PHARMACIES, HOSPITALS AND LONG-TERM CARE FACILITIES. The PROGRAM is funded through the Environmental Protection Fund, with resources from the fund used to cover the full cost of purchasing U.S. Drug Enforcement Administration-compliant medication drop boxes, as well as the cost of pick up, transport, and destruction of collected waste pharmaceuticals for a two-year period. State DOT officials announced the completion of a $3.9 million replacement of the State Route 7 Bridge over the Norfolk Southern Railroad in the Town of Worcester. State Police arrested 28 year old Jonathan Holt of Brooksville, Maine for Criminal Possession of Marihuana and Criminal Possession of a Controlled Substance. Troopers conducted a traffic stop of a 2005 Honda CRV, which was observed speeding on I-88 in the Town of Milford. The vehicle was searched after troopers detected the odor of Marijuana, with a passenger, Holt allegedly possessing over one pound of marihuana, plus hashish and hallucinogenic mushrooms. Holt was arraigned in the Town of Milford Court and was remanded to the Otsego County Jail on $2,000 cash bail or $4,000 property bond.

33-Year-Old Tory Brown of Columbus was arrested by Chenango County sheriff’s Deputies for unlawful possession of marihuana, criminal possession of a weapon and aggravated unlicensed operation. Brown was charged following a traffic stop in the Village of New Berlin for operating a motor vehicle while having his driving privileges suspended, marijuana and a weapon were located in the vehicle. Brown was arraigned in the Town of New Berlin Court and was remanded to Chenango County Jail on cash bail pending future court action.

The State Education Department should improve its process to investigate serious complaints against nurses and more actively monitor professional misconduct, according to an audit released today by State Comptroller Tom DiNapoli. The investigations of “priority 1” complaints against nurses, which includes offenses such as sexual misconduct, practicing under the influence of alcohol or physical abuse, are supposed to be completed within 42 days. Auditors found that on average it took 228 days to complete such investigations, SED officials acknowledged the risks noted by DiNapoli’s auditors and cited steps to address them. Chenango County Sheriff’s Office arrested 46-year-old Kristin Slater of Sherburne for aggravated driving while intoxicated, following an accident in a parking lot of a local business in the Village of Sherburne. Slater is accused of striking 2-parked cars in the parking lot; her BAC was more than three times the legal limit. Slater was arrested and processed without indent and later released on tickets for a return date in the Village of Sherburne Court in October.

The Delaware County Board of Elections announced that Friday October 13th, is the last day to postmark a registration form to vote in the November 7th General Election. Also, October 13th is the last day for the Board of Elections to receive an enrollment change to be effective for 2018. In Delaware County this year, Offices up for Election include Supreme Court Justice, County Sheriff, County Clerk, County Treasurer and many town offices. Officials also stated that the Sidney Center poll site change: Districts 1 & 3 voters will vote at the New Sidney Center Fire Department Building. Chenango County Sheriff’s Office arrested 20-year-old Stephen Duvall for criminal possession of stolen property, following the report of a stolen golf cart was being operated in the Village of New Berlin. When Deputies responded a local resident had stopped Duvall & the golf cart by blocking him in with his personal vehicle, the cart had been reported stolen in Otsego County. Duvall was arrested and was turned over to the Otsego County Sheriff’s Office for further investigation; he faces court action in New Berlin Court on October 16th.

On Saturday October 14th Delaware County Public Health and the Village of Sidney Police will be holding a free Car Seat Safety Event at McDonalds in Sidney, from 9AM-12PM. The free event will educate parents and caregivers on proper car seat installation and use. The Otsego County Chamber of Commerce will host the “Opioid Crisis Enters the Workplace” presentation today in Oneonta. The U.S. Environmental Protection Agency announced the appointment of Pete Lopez to become Regional Administrator for Region 2. Lopez will oversee environmental protection efforts in New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands. Lopez has served as a member of the New York State Assembly since 2007.

This Sunday will be the 24th Annual Pit Run in Neawah Park in Oneonta. The race is held each year in memory of State Police Investigator Ricky Parisian, who was killed in the Line of Duty attempting to stop an armed Robbery in Oneonta. The Pit Run begins on the Main Street Bridge between Market and River Streets, passes through the SUNY Oneonta campus and ends at Neahwa Park. Lagano was arrested at the Susquehanna County Jail in Montrose, Pennsylvania, where he has been held as a Fugitive from Justice. Lagano is accused of Criminal Sale of a Controlled Substance, for allegedly selling methamphetamine in the Town of Deposit earlier this year Lagano was transported back to Delaware County Tuesday, he was arraigned in Delaware County Court and was remanded to the Delaware County Correctional Facility on $15,000 cash bail pending further court action.

The Otsego County Sheriff’s Department arrested 2 County residents on Drug charges. Deputies arrested Chauncey Couse of Oneonta and Nichole Conklin of Laurens, for 2 counts each of Criminal Sale of a Controlled Substance, for allegedly selling heroin in the City of Oneonta. Couse was already being held in the Otsego County jail on a previously charge, with Couse’s bail set at $25,000 cash or $50,000 bond, Conklin was jailed on $10,000 cash bail or $20,000 bond, pending future court action.

The application for the Excelsior Scholarship opened on Wednesday, where SUNY students whose families make up to $125,000, can apply for tuition-free college. Students must be New York State residents, plan to attend a SUNY or CUNY 2 or 4-year college, take 30 credits per year, and graduate on time with an Associate’s Degree in 2 years or a Bachelor’s Degree in 4 years. Recipients must also plan to live in New York State equal to the length of time they received the award. Applications are available at hesc.ny.gov/excelsior; they will be accepted through Friday, July 21st. Over 3,300 students applied on the 1st day Wednesday.

Governor Cuomo today commended the State Senate & Assembly for passing the bill calling for the minimum age of marriage to be raised from 14 to 17. Previously, a child could get married at 14 in the state if approved by the parents & a judge, that has now been raised to 17. Governor Cuomo will sign the bill as soon as it reaches his desk.

New York lawmakers held a hearing Wednesday on the effectiveness of state services for victims of human trafficking. Government officials and representatives of advocacy groups and community service providers testified Wednesday, earlier this year the Assembly passed a package of bills addressing human trafficking, those bills have not yet been addressed by the full Senate.

State Police were alerted to an alleged threat on Facebook that 2 students at Harpursville High School were going to “shoot up the school”. The alleged perpetrators were 2 subjects that came into the State Police barracks in Kirkwood to report what was posted. State Police and Harpursville School District administrators determined that there was no credible threat and that the posting was done by a third party. State Police arrested a 15-year-old student and they were charged with making a terroristic threat. The student was released to the custody of their parent and will appear in Family Court at a later date.

The State Department of Taxation and Finance, along with the Department of State’s Division of Consumer Protection, renewed its warning for all New York tax prepares and human resources professionals of evolving scams aimed at stealing confidential client and employee information after identifying at least 65 companies in New York City, the Capital Region, Central New York, and Western New York that have now been impacted, affecting 7,100 taxpayers. Cyber criminals posing as company executives send emails to payroll and HR professionals requesting lists of employees and their personal information. This year, the scammers are expanding their reach. The Tax Department has identified multiple industries being affected, from health care and legal services to product manufacturing. The Tax Department is in contact with the affected businesses and is working with them to protect their employees.

The 7th Annual Delhi St. Patrick’s Day Parade will kick off at 12:00 pm on Saturday. Lineup begins at 11 a.m. at SUNY Delhi for most participants and at the Delhi Town Hall for pipe bands and antique vehicles. New York State, like many others, is funding it hard to sell closed down prison sites. A recent study showed that 94 prisons have been closed nationwide since 2011, but only a few have been sold. Developers reported that cell blocks and dormitories tens to be too expensive to tear down & too restrictive to repurpose. An Adirondack prison overlooking the Saratoga Springs area has been on the market for the 2nd time in 2 years, in spite of its proximity to a major tourist destination.

Governor Cuomo announced the State Police, State Liquor Authority, State DMV and local law enforcement launched an enforcement campaign to crack down on impaired drivers during the week of St. Patrick’s Day. The campaign includes a number of sobriety checkpoints, additional DWI patrols, and a detail to crackdown on underage drinking and sales to minors. State Police will also be ticketing distracted drivers using handheld electronic devices. During the 2016 St. Patrick’s Day weekend enforcement effort, Troopers made 257 arrests for DWI and issued more than 17,000 tickets.

79-year-old Dick Patel of Vestal was identified as the person who was killed in the Skylark Motel Fire Tuesday. Patel & his wife lived at the Motel, his wife & 7 other people escaped the blaze, the Motel is a total loss, No injuries among firefighters were reported.
