The Chenango County Sheriff’s Office announced that on Sunday, a reported missing person, 38 year old Nicholas Andrews of Preston was found deceased from injuries related to an ATV accident, in the Town of Preston area. Andrews was reported missing on March 14, after he had left his residence at approximately 6 PM on a white Polaris 4 wheeler. The Chenango County Sheriff’s Office was assisted by the Forest Rangers, State Search and Rescue Federation, and the Oxford Fire Department.

State Police were dispatched early Saturday morning to 162 Tim Hill Road in Marathon, Upon arrival, the Troopers determined that the 54-year-old male was suffering a mental health crisis and was in possession of a gun, while the Troopers were making contact with the man, he pointed the gun toward the Troopers. The man was shot by a Trooper and was immediately rendered medical care. No one else was injured. The male was transported by ambulance to Wilson Hospital where he remains in critical but stable condition. This is an on-going investigation, No names or other details have been released.

Otsego County Sheriff’s Office arrested 31 year old Carmine Yonnone of Delhi Friday following a traffic stop in the Town of Oneonta. Yonnone was charged with Aggravated Unlicensed Operation, Consumption of Alcohol in a motor vehicle, among other charges, he was also found to have a Suspended Driver’s License, was was issued appearance tickets for a court appearance at a later date.

Deas was charged with Aggravated Unlicensed Operation, speeding and operating an uninspected vehicle, he was issued uniform traffic tickets and is set to appear in court at a later date.

Delaware County Sheriff’s Office announced an arrest of a Walton residence on an Indictment Warrant issued by the Ontario County Superior Court. Deputies located 40-year-old Geoffrey Gould at his residence, he was arrested on the Indictment Warrant which was issued for 1 Count of Possessing Sexual Performance by a child less than 16 years of age. Deputies had transported Gould to Broome County where he was later turned over to members of the Canandaigua Police Department.

16 school districts were designated in some level of fiscal stress under State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System for the school year, up from 14 districts in fiscal stress the prior year, but still well below the 33 designated in stress in 2019. Increased temporary federal aid and growth in state aid have contributed to the declining number of school districts designated in fiscal stress. None of the School Districts in the WCDO listening area made the list this year.

Otsego County Sheriff’s Office arrested 47 year old Lewis Bassett of Oneonta on an arrest warrant issued by the Town of Hartwick Court for Reckless Endangerment. Bassett was being held at the Otsego County Correctional facility pending arraignment.

The Broome County Special Investigations Unit Task Force executed a search warrant at 1 Wakeman Road in the Town of Vestal Wednesday, The target of the search warrant was 34 year old Daontay Stephenson, also present was 56 year old Willie Mims of Vestal. Officers seized Fentanyl Pills, Cocaine, Crack Cocaine, Oxycodone, Scales and packaging used to distribute narcotics, A 12-gauge shotgun, A loaded high-capacity magazine, Assorted ammunition and over $1,000 in cash. Stephenson and Mims were transported to the Broome County Sheriff’s Office, where Stephenson tampered with evidence. Stephenson and Mims were charged on multiple weapons & drug charges, they were transported to the Broome County Correctional Facility for processing and arraignment.

Delaware County Sheriff’s Office arrested 49 year old Anthony Orregio of Huguenot for Driving while ability impaired by the use of drugs, endangering the welfare of a child and violations of the vehicle and traffic law. Deputies observed a vehicle driving erratically while in the Village of Walton, Deputies arrested Oreggio, he was subsequently released on appearance tickets and directed to appear at the Village of Walton Court at a later date to answer the charges.

Chenango County Sheriff’s Deputies arrested 24 year old Nathaniel Rowe of Coventry for 4 counts of Criminal Possession of a Weapon, 3rd degree Burglary, Grand Larceny & Petty Larceny. Rowe is accused of illegally entering a garage & stealing a vehicle & Several Firearms. Deputies located the stolen vehicle at a residence, just a few miles away from crime scene, Rowe was inside the residence with the stolen firearms. Rowe was on parole at the time of his arrest, he was processed and was held at the Chenango County Correctional Facility on his Warrant, he was ordered to appear in Town of Smithville court at a later date.

Justice Robert Putorti of the Village of Whitehall Court faces action in the state Court of Appeals, after he allegedly pulled a gun on a defendant in his court room. Putorti has been the Whitehall judge since 2014, he claimed that he acted in Self defense when defendant Brandon Wood appeared to rush the judge”s stand in 2015. The state Commission on Judicial Conduct became aware of the incident & conducted an investigation, it recommended Putorti’s removal from judicial office, Putorti challenged the recommendation before the Court of Appeals, he has been suspended from duty with pay while waiting for his day in court. Wood claimed that he was chained to a bench in a hallway & could not rush the judge, he also claimed that Putorti flashed a gun under his robe.

Acting New York State Police Superintendent Steven Nigrelli has announced he’s stepping down from office. Nigrelli was no longer under consideration for the permanent role, he plans to retire effective October 6th. A report from the Albany Times Union stated that Nigrelli was investigated for alleged harassment and discrimination complaints, he has served in law enforcement for 32 years.

22 year old Jacoyia Byrne of New York, was sentenced to a 3 year term of probation supervision for the crime of Criminal Possession of a Controlled Substance. . Byrne was arrested May 5th for selling amphetamine to undercover officers with the Delhi Police Department. The Department of Probation recommended Byrne receive a period of probation supervision as punishment, Judge Burkert accepted the plea agreement and sentenced Byrne.

Terry DeCutler of Sidney & Nicholas DeCutler of Unadilla were sentenced in Otsego County Court, to 20 years to life in prison, for the murder of Kaleb O’Neill in Oneonta on Memorial Day last year. The DeCutler brothers both pleaded guilty to 2nd degree Murder, for the fatal stabbing of O’Neill in an alley near Dietz Street in downtown Oneonta.

In the new State Budget Plan, there is an Increase in the State excise tax on cigarettes and little cigars. Effective September 1st, the State excise tax on cigarettes will increase by $1.00 per pack of 20 cigarettes. Governor Kathy Hochul today announced more than $7 million for 15 providers across New York State to support medication for addiction treatment. Opening statements began in Schoharie County Court Monday, in the trial of Nauman Hussain. Hussain is the owner of Prestige Limousine, he is charged with criminally negligent homicide and second-degree manslaughter in connection with the 2018 crash in Schoharie that killed 17 passengers, the driver and 2 people in a gas staion in Schoharie, where the vehicle’s safety is in question.

Broome County Sheriff’s Deputies responded to reports of a vehicle in the Chenango River Friday off of I-88 near Exit 3. The updated report stated that 21 year old Colby Degnan went off the highway into the Chenango River, he & passenger Colleen Bobola escaped the vehicle as it started floating down the river & was sinking, Bobola was able to make it to shore, the currents swept Degnan further down the Chenango River. Deputy Mark Hamilton tied a rescue line around his waist before jumping into the river, Hamilton brought Degnan back to shore, but he was unresponsive, CPR was performed, Degnan was transported to Wilson Hospital where he remains in critical condition, Bobola was taken to Wilson Hospital for minor injuries and released. The Broome County Sheriff’s Accident Reconstruction Unit is currently investigating the accident.

U.S. Senate Majority Leader Chuck Schumer announced that a proposed change to Medicare wage payments, could bring about $43 million for UHS hospitals locally. Schumer said that almost $4 million alone could go to UHS Chenango Memorial Hospital in Norwich.

All levels of the City of Oneonta municipal parking garage will be closed until further notice. Routine visual inspection has revealed some additional structural deterioration. City officials are taking precautionary measures until the entire garage can be reevaluated by the City’s structural engineering consultant. The Trailways bus terminal may remain open with no impact to regular operations. Parking restrictions will be lifted in the City’s Dietz Street Lot. There is additional public parking available in the Damaschke Field and Neahwa Park Large Pavilion parking lots & The City is working to establish a downtown shuttle bus to downtown.

Norwich Police arrested 36 year old Thomas Wright for criminal contempt, resisting arrest, tampering with physical evidence, criminal possession of a controlled substance, burglary and grand larceny charges. Police received information Thursday that Wright was hiding in an apartment at 46 Henry Street, he was eventually taken into custody. Wright was turned over to the State Police.

Delaware County District Attorney’s office announced that 45 year old Timothy Bennett of Walton, pleaded guilty to Aggravated Driving While Intoxicated by alcohol and Aggravated Unlicensed Operation of a Vehicle, Wednesday. Bennet crashed his car in January on State Highway 10, in the Town of Walton. The investigation revealed that the Bennet was intoxicated by alcohol and had a BAC of .18 & had a suspended driver’s license, he was sentenced to a 3-year term of probation supervision, he must complete the impaired driver program and a victim impact panel, undergo a drug and alcohol evaluation, & he must install an ignition interlock device in any vehicle he owns, his license was revoked for a minimum of 1 year, and he was ordered to pay over $1600 in fines and surcharges.

Broome County Sheriff Fred Akshar announced this afternoon the arrests of 3 inmates for having contraband in their housing pods at the Broome County Sheriff’s Correctional Facility this week. Investigators recovered crack cocaine, synthetic cannabis, & suboxone strips, they arrested 36 year old Dreyshawn McDonald for Criminal Possession Controlled Substance & Promoting Prison Contraband, 41 year old Ryan Carney of Endicott for Promoting Prison Contraband & 35 year old Paul reed of Endicott for Promoting Prison Contraband. This sweep was the latest in a series of investigations into narcotics, drug and contraband smuggling at the Correctional Facility, which have led to 9 arrests and dozens of charges since the beginning of the year.

The Village of Sidney continues with their water system upgrade, with new water lines currently being constructed from a new water source, according to Sidney Mayor Andy Matviak:

The Broome County District Attorney’s Office announced that 37 year old Farrah Singleton of the Bronx, pleaded guilty in Broome County Court today to 3rd degree Burglary. Singleton admitted that he unlawfully a residence at 226 Court Street in Binghamton and stole property on September 1st 2021, he was arrested a week later by Binghamton Police, he will serve 2 1/2 to 5 years in prison when sentenced on May 4.

The Otsego County Sheriff’s Office arrested 34 year old Ashley Williams of Laurens on 2 counts of Torturing or Injuring Animals/Failure to Provide Sustenance. Williams was arrested following an investigation into a report of loose horses in the road in the Town of Laurens on December 11th of last year. During the course of the investigation, it was found that Williams did not provided proper care for her animals, Williams was issued an appearance ticket returnable to the Town of Laurens Court for a later date.

The Otsego County Sheriff’s Office arrested 20 year old Colin Leonard of Otego following an investigation of a personal injury motor vehicle accident in the Town of Oneonta. The U.S. Department of Agriculture is awarding more than $13 million in grants across rural New York state, Bassett Hospital will be receiving $229,071 in funding. Delaware County Sheriff’s Office arrested 59 year old David Spry of South Kortright for DWI & moving from a lane unsafely, after an investigation of a 1 car motor vehicle accident in the Town of Stamford October 1st. Deputies observed a vehicle that appeared to have gone off of the roadway and sustained damage, they made contact with Spry, who appeared to be under the influence of alcohol. Spry was transported to O’Connor Hospital for treatment of injuries sustained in the motor vehicle accident, he was released on appearance tickets and will appear at the Town of Stamford Court at a later date.

State Police responded Thursday Morning to a 2-vehicle-crash on State Route 23 in the town of Roxbury. One person was pronounced deceased at the scene. The investigation revealed that a 79-year-old woman was traveling east on State Route 23 when she crossed over the double yellow line into the opposite lane of traffic, she struck a Curtis Lumber flatbed truck, which unsuccessfully attempted to avoid the crash. The woman was pronounced deceased on scene, her name will be released following the notification of family, The driver of the flatbed was taken to Bassett Medical Center for non-life-threatening injuries. The investigation is ongoing.

Rochester police officer Anthony Mazurkiewicz was killed and Officer Sino Seng was injured in an ambush shooting Thursday night. Mazurkiewicz was a 29-year veteran of the Rochester Police Department, he was patrolling with Officer Seng when a male approached them and opened fire. Seng was shot in the lower body and is expected to survive, a woman who witnessed the attack was also shot and was injured with non-life-threatening injuries, the investigation is continuing.

Governor Kathy Hochul today announced $387 million is being delivered to 1,452 local governments across the New York State to help boost their pandemic response infrastructure. The announcement is part of the State’s ongoing preparation efforts to tackle any potential pandemic-related surges this fall and winter. This financial backing is made possible by the Coronavirus Local Fiscal Recovery Fund, part of the American Rescue Plan Act, which provides relief for smaller local governments who have shared in the public health response. Legislation co-sponsored by Assemblywoman Donna Lupardo of Endwell, is elevating care standards at animal shelters and animal rescue organizations in New York State. The new legislation will require shelters to pass state inspections, to be administered under the division of Agriculture and Markets. Violations could result in denial, revocation, suspension or refusal of license renewal as well as possible fines of between $100 and $1,000 per violation. The new standards take effect in 2025.

The law will make it easier to sue over discriminatory voting policies and require areas with a history of civil right violations to get approval before changing election rules.

The Associated Press reported today that New York’s new law barring sales of bullet-resistant vests to most civilians doesn’t cover the type of armor worn by Payton Gendron of Conklin, when he killed 10 people at a Buffalo supermarket, May 14th. Gendron wore a steel-plated vest, which stopped a bullet fired at him by a security guard in the supermarket. New York’s law restricts sales of soft bullet-resistant vests to people who work in law enforcement and the military, plus people in certain other professions that require protective gear, that list has not been finalized.

Oneonta Police arrested 31-year-old Terry DeCutler of Sidney and 34-year-old Nicholas DeCutler of Unadilla,, for 2nd degree murder, for the May 30th murder of Kaleb O’Neill in the alley near 6 Dietz Street. They were arraigned in City of Oneonta Court and were remanded to the custody of the Otsego County Sheriff pending court action on Wednesday. State Troopers were dispatched Friday to a report of a drowning at Highland Park in the town of Union. When troopers arrived, a 12-year-old boy had already been pulled out of the pool by lifeguards and CPR was being performed. The 12-year-old was not breathing and had no pulse. Troopers, EMT & members if the Endwell Fire Department eventually had the 12-year-old breathing and did have a pulse when he was transported to Wilson Hospital, & he was later airlifted to Upstate University Hospital where he is still listed in critical condition.

Governor Hochul announced that $567 million is now available to help low-income electric and gas utility customers pay off past utility bills. This one-time, low-income utility bill credit will be applied to affected customers’ bills by the utilities, & requires no action by customers enrolled in the EAP program, The credit is expected to be applied to customers’ accounts by Aug. 1st. .

Deputies located Crandall in the Town of Sherburne and was in possession of methamphetamines. Crandall was issued an appearance ticket for Possession of a Controlled Substance and was later turned over to the Norwich City Police Department.

The Binghamton Rumble Ponies announced that today’s game against Richmond at Mirabito Stadium has been postponed in conjunction with Minor League Baseball due to Covid-19 health and safety protocols as well as inclement weather in the forecast. The New York State Department of Transportation is advising motorists that State Route 28 will be closed from Frank Slawson Road to Coe Hill Road in the Town of Meredith, tomorrow through Wednesday, September 22nd, for a culvert replacement. Governor Kathy Hochul today announced that $89 million in child care provider stabilization grant funds have been disbursed. More than 10,600 of New York State’s 18,000 eligible child care providers have applied for Child Care Stabilization Grant funding. To date, child care providers have requested $585 million of the available $1.1 billion in federal funding. The New York State Office of Children and Family Services is administering the funds.

Governor Kathy Hochul today announced new measures for mandatory weekly COVID-19 testing for unvaccinated public and charter school employees, and to establish a vaccination requirement for all staff at state-regulated facilities and congregate settings. The state Health department reported over 95,000 COVID tests were conducted on Monday, with a positivity rate of just under 4%, patient hospitalizations were up to 2234, the number of ICU patients went up to 484, & the number of ventilators increased to 247, 22 new COVID deaths were reported.

The Delaware County Landfill has been approved for a variance by the State DEC to expand & improve its viability for many decades; County Public works Commissioner Sue McIntyre told WCDO News how the plan will work:

McIntyre said that the plan was about 8 years in the making, makes sure that the landfill has the latest double lined protection to prevent environmental issues, and should add 40 to 60 years of life at the existing landfills Walton site

Chenango County Public Health reported their 82nd death from the COVID 19 virus.  Officials reported 92 active cases, 24 of those are vaccinated.  They have 189 active quarantines, 5 are hospitalized, and 3622 have recovered out of 3872 total cases since the beginning of the pandemic.

Delaware County Public Health announced that the State Health Department has authorized a 3rd COVID 19 Vaccine, but it will only be for people with specific issues, according to DCPH Spokesperson Heather Warner:

Warner said that the people with those issues should take the Moderna 3rd shot if they have had the 2 previous Moderna vaccines, or the 3rd Pfizer shot if they have had the first 2 Pfizer shots.

Counseling services have been set up at the Worcester Central School district, following the death of 7 year old Hunter Hornbeck Saturday.  Hornbeck was injured while riding an ATV Saturday in Decatur; he succumbed to his injuries after being airlifted to Albany Medical Center.
