Local government sales tax collections totaled $5.6 billion in the January to March Quarter, an increase of 1.6%, compared to the same quarter last year. State Comptroller Tom DiNapoli said that this was the lowest rate of growth since the first quarter in 2021, with several upstate regions experiencing a year-over-year decline. Locally, Delaware County had 1 of the steepest declines at -6.4%.

Broome County Sheriff’s Office arrested 41 year old Masai Andrews of Endicott Saturday for Obstructing Governmental Administration following the “Smoke Weed Outside the Binghamton Police Station” event after intentionally interfering with deputies attempting to take an individual into custody. While in custody at the Broome County Sheriff’s Office, Andrews was placed in an interview room and where he broke a chair while trying to pry off his handcuffs, & he broke the interior handle of the interview room door, he was additionally charged with Criminal Mischief & remains in custody at the Correctional Facility pending court action.

Delaware County Sheriff’s Office announced an arrest of a Walton residence on an Indictment Warrant issued by the Ontario County Superior Court. Deputies located 40-year-old Geoffrey Gould at his residence, he was arrested on the Indictment Warrant which was issued for 1 Count of Possessing Sexual Performance by a child less than 16 years of age. Deputies had transported Gould to Broome County where he was later turned over to members of the Canandaigua Police Department.

16 school districts were designated in some level of fiscal stress under State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System for the school year, up from 14 districts in fiscal stress the prior year, but still well below the 33 designated in stress in 2019. Increased temporary federal aid and growth in state aid have contributed to the declining number of school districts designated in fiscal stress. None of the School Districts in the WCDO listening area made the list this year.

The Broome County Special Investigations Unit Task Force executed a search warrant at 1 Wakeman Road in the Town of Vestal Wednesday, The target of the search warrant was 34 year old Daontay Stephenson, also present was 56 year old Willie Mims of Vestal. Officers seized Fentanyl Pills, Cocaine, Crack Cocaine, Oxycodone, Scales and packaging used to distribute narcotics, A 12-gauge shotgun, A loaded high-capacity magazine, Assorted ammunition and over $1,000 in cash. Stephenson and Mims were transported to the Broome County Sheriff’s Office, where Stephenson tampered with evidence. Stephenson and Mims were charged on multiple weapons & drug charges, they were transported to the Broome County Correctional Facility for processing and arraignment.

Delaware County Sheriff’s Office arrested 49 year old Anthony Orregio of Huguenot for Driving while ability impaired by the use of drugs, endangering the welfare of a child and violations of the vehicle and traffic law. Deputies observed a vehicle driving erratically while in the Village of Walton, Deputies arrested Oreggio, he was subsequently released on appearance tickets and directed to appear at the Village of Walton Court at a later date to answer the charges.

State Attorney General Letitia James led a multi state coalition of 23 attorneys general urging the U.S. Supreme Court to uphold the government’s ability to work and communicate with social media companies to address the spread of dangerous content on their platforms. The coalition filed an amicus brief, urging the Supreme Court to reverse a recent decision of the U.S. Court of Appeals that prevents the important exchange of information between the federal government and social media companies about harmful content on their platforms. Other states participating include California, Connecticut, Delaware, Maine, Massachusetts, Michigan, New Jersey, Pennsylvania, Rhode Island, & Vermont.

Delaware County Sheriff’s Deputies responded to motor vehicle complaint in the Town of Davenport November 26th, Deputies learned that a vehicle had been stolen, damaged and return to the owner’s residence. Later that day Sheriff’s Deputies located where the vehicle had been involved in a property damage accident. Deputies determined that owner 23-year-old Hector Padilla of Davenport had made a false report and was the operator of the vehicle when it was involved in the accident. Deputies charged Padilla with 2 counts of Criminal Mischief, 1 count of Obstructing Governmental Administration & 1 count of Falsely Reporting an Incident, he was issued appearance tickets for Town of Davenport Court at a later date.

On Saturday at approximately 5:30 pm; The Otsego County 911 Center received multiple 911 calls reporting an explosion and residential structure fire on Richards Avenue in the Town of Oneonta. The Oneonta Fire Department and multiple mutual aid departments responded. Upon arrival, they found multiple structures with severe damage and an active structure fire. Deputies and members of various fire departments assisted residents in the immediate area with a precautionary evacuation. Once the fire was extinguished, 60 year old Desmond Moan was found deceased. A neighboring resident received medical attention for minor injuries sustained during the explosion, the initial investigation determined the cause of the fire at 18 Richards Avenue was a result of human error.

1 person has died as a result of a house fire Friday night at 72 Colfax Avenue in Binghamton, 2 dogs were also killed by the flames. Binghamton Fire fighters arrived at the scene, they found heavy flames coming from 72 Colfax spreading to 74 Colfax Ave. Firefighters removed 1 person from the house, who was transported to a nearby hospital and was pronounced dead. The cause of the fire is still under investigation.

The Unadilla Fire was dispatched to a possible structure fire in the town of Unadilla on Kilkenny Road, at about 4:15 Saturday afternoon. Additional personnel were called in from Franklin, Wells Bridge, and Sidney Fire departments, it took approximately 25 minutes to get the fire knocked down.

The Tioga County District Attorney’s Office announced that 32 year old Boyd Fenton of Athens, Pennsylvania was arraigned on a 105-count indictment for setting a fire at Tioga Downs that killed 30 horses, destroyed the barn, injured a trainer, he was indicted for arson, assault, burglary, 38 counts of criminal mischief, 30 counts of interference with or injury to domestic animals; 31 counts of overdriving, torturing and injuring animals; aggravated cruelty to animals; bail for Fenton has been set at $25,000 cash, $50,000 property and $250,000 secured bond.

Delaware County Officials are aware of a complaint filed in the Northern District of New York by The Reporter. Officials can not make any comment at this time as the matter is in pending litigation, but officials deny all claims against the County as well as any individual named as a defendant in that matter, and will vigorously defend the action. The County was sued last week by the Reporter, as they claim that the action by the Board of Supervisors to remove The Reporter as the County’s official paper for the publishing of legal notices, was in retaliation for coverage of county affairs by the Reporter’s staff.

Delaware County District Attorney’s Office announced that 44 year old Laura Davis of Big Indian was indicted for Drugged Driving by the Delaware County Grand Jury on December 7th. The Indictment alleges that on March 3rd, Davis was driving in the Village of Walton while her ability to operate that motor vehicle was impaired by a stimulant, she was also charged with Criminal Possession of a Controlled Substance, and Possession of a Controlled Substance Outside of its Original Container.

The Survey Team at the National Weather Service in Binghamton confirmed that there was an EF2 tornado in Sullivan County Saturday evening, with estimated maximum wind speed of 115 mph, it had a path of nearly 10 miles and a maximum width of 300 yards. A tornado touched down north of Jeffersonville, along Callicoon Center Road, damaging trees, it moved north, where with damage to trees & structures, including a 180 foot truss tower that collapsed, The tornado continued north to the Roscoe area with uprooted trees, & some damage to structures along Dutch Hill Road, it lifted as it approached Rockland. Delaware County Sheriff’s office arrested 61 year old Fredrick Hallstead of McDonough for Criminal Mischief and Harassment. Delsa McEwan, the mother of Anielle “AK” McEwan Lomnicki, has filed a lawsuit In Delaware County Supreme Court, against a number of people in relation to the February 15th incident where the 14 year old was run down by a car allegedly driven by Courtni Baker in Sidney. The lawsuit is filed against Baker, Baker’s mother Theresa Baker who owned the vehicle, plus Ermeti’s Community Lounge, owner Joe Ermeti and bar manager Laura Huntley. The Lawsuit claims that Community Lounge Staff should have stopped serving Courtni Baker that day, That Theresa Baker should not have allowed her daughter to operate the car while intoxicated, and against Baker for driving the vehicle into the Sidney Teenager. The case was filed on April 18th.

Delaware County Sheriff’s office arrested 31 year old Kyle Oakley of South Kortright for Criminal Mischief & Burglary. Deputies were dispatched to a Burglary Report in the Town of Stamford, between the dates of February 23rd and March 8th, someone had forced entry into a residence and intentionally damaged property, Deputies recovered evidence which was sent to the State Police Crime Lab for analysis, Deputies later received a positive DNA match with Oakley, an arrest warrant was issued & Oakley was located & was taken into custody last week, Oakley was arraigned in the Town of Middletown Court where he was remanded to the Delaware County Jail in lieu of $5,000 cash or $10,000 in secured bond.

The Broome County Special Investigations Unit Task Force arrested 26 year old Taykwann Browne of Brooklyn on Wednesday, he was wanted by the New York City Police Department on a homicide charge. Officers spotted Brown operating a motor vehicle in Binghamton, he attempted to flee at a high rate of speed, he was involved in a motor vehicle accident a short time later. Brown fled the accident scene on foot & he was taken into custody a short time later. Police seized a loaded handgun, fentanyl, drug paraphernalia, Brown was charged with Attempted Assault, Reckless Endangerment, 2 counts of Criminal Possession of a Controlled Substance, 2 counts of Criminal Possession of a Weapon plus Obstruction of Governmental Administration, Resisting Arrest & Criminal Trespass.

The State Police BCI Unit seized methamphetamine, illegal firearms and weapons from a home in the town of Union earlier this week. On Sunday, Troopers were dispatched to an argument with “shots fired” on Spring Street. 20 year old Carson Vanco of Endicott, was in possession of an assault rifle, a disguised homemade gun, brass knuckles, plus methamphetamine and components to make methamphetamine. Vanco was charged with 4 counts of Criminal Possession of a Weapon, manufacturing Methamphetamine, Criminal Possession of a Firearm, Criminal Possession of Stolen Property, he was arraigned & was remanded to the Broome County Jail without bail.

NYSEG will be raising electric & natural gas rates starting this Sunday, after a rate increase request was approved by the Public Service Commission, who authorized the 3-year rate hike plan in November 2020. NYSEG’s customers will pay more than $43 annually in higher electricity bills, their gas customers will pay about $14.40 more per year.

State Police responded to a Mercy Flight Helicopter crash in the town of Elba in Genesee County Tuesday afternoon at around 1:00 PM. Mercy Flight Bell 429 helicopter was on a training mission during the time of the collision. Mercy Flight pilot, 60 year old James Sauer of Churchville 60 year old Stewart Dietrick of Prosper, Texas were pronounced deceased at the scene. The FAA and the National Transportation Safety Board will be assisting in this investigation. The investigation is continuing into the cause of the accident.

Otsego Express announced that, with help from Otsego County, public transit will be free for 6 months, starting May 1st. All passengers can board Otsego Express buses without paying a fare, as an alternative to rising gas prices. Otsego County is funding this program with Coronavirus Aid, Relief, and Economic Security Act.

State Police released more details regarding a 2 vehicle crash in Conklin last Friday Morning. Police stated that 4-year-old Kaylynn Mendez has passed away from injuries sustained, while a passenger in a Dodge driven by 36 year old Michael McDonald of Conklin. McDonald, Mendez & 1 other passenger were taken to Wilson Hospital, 2 others were airlifted to Upstate Medical in Syracuse. The Driver of the 2nd vehicle, 53 year old Christopher Davidson of Owego was evaluated at the the scene & was released, The investigation into the crash is on-going.

Broome County Sheriff’s officials are looking for Casey Lyons from the Town of Union, who is wanted for violation terms of probation for Endangering the Welfare of a Child and his Sex Offender Registration terms. Lyons is a white male with short-cropped brown hair, hazel eyes and a mustache and goatee, he stands six-feet, one-inch tall and weighs 170 pounds. The Broome County Sheriff’s Office is investigating an accident Tuesday, where 43 year old David Koshinski of Johnson City crashed his pickup truck, which overturned, on Route 12 in the town of Chenango. Koshinski is accused of attempting to drive the vehicle away from the crash scene, he was charged with driving while intoxicated, moving from lane unsafely & operating a vehicle with no windshield and operating a vehicle with no left-side mirror.

State Comptroller Tom DiNapoli released his annual report of schools in fiscal stress or susceptible to fiscal stress. East Ramapo in Rockland County & Newfield in Tioga County were the only 2 districts with significant stress, 21 school district were listed as susceptible to fiscal stress, none of the Districts in the Tri-county area made the list.

The Broome County District Attorney’s Office announced 24-year-old Elijah Burnside was sentenced to 3 to 9 in years in prison, for a 2019 crash that killed 70-year-old Ronald Phetphongsy in Binghamton. Burnside struck Phetphongsy’s vehicle when he drove through a stop sign at the intersection of Chapin and Leroy Street. Phetphongsy was taken to the hospital where he was pronounced dead.

Delaware County Sheriff’s deputies arrested 34 year old Taylor Lovette of Amherst for driving with a suspended license. Deputies stopped a vehicle on State Highway 10 in the Town of Delhi on January 16th, operated by Lovette for driving with a headlight out. Lovette’s Driver’s license was suspended due to lack of insurance, he was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Unlicensed Operator, and Operating with Inadequate Headlamps, he was released on tickets for Town of Delhi Court at a later date.

The State Health Department & The Governor’s Office reported that over 229,000 people were tested for COVID 19 Tuesday, with 16,519 positives, for a Positivity rate of 7.18%. Patient Hospitalization declined by 519 to 9,335, the number of Patients in an ICU dropped by 78 to 1355 and the number on ventilators dropped to just under 800. New deaths reported by healthcare facilities was 158.

The Sidney Central School Observatory will be open tonight, from 8:30-9:30PM. The featured attractions will be the waxing gibbous Moon, and rising Jupiter in the eastern sky. State Comptroller Tom DiNapoli released the results of several audits today, including an audit of the Village of Milford. Key Findings were: Duties performed by the Clerk-Treasurer are not segregated, and the Board does not provide adequate oversight & The Board did not ensure that the required annual audit of the Clerk-Treasurer’s records was performed. DiNapoli’s auditors recommended that the Board should periodically review bank statements, canceled check images, bank reconciliations and monthly reports & they should perform the required annual audit of the Clerk-Treasurer’s records.

Community Foundation for South Central New York announced that they have awarded $5,000 to Organizations in Walton, from the Paul G. and Miriam B. Mattern Fund. The State Board of Elections announced that all precincts have reported in the 102nd State Assembly race, they have declared Republican Christopher Tague as the winner, with 45.8% of the vote, over Democrat Aidan O’Connor with 44.3%, and Independent candidate Wesley Laraway with 9.7%. Tague replaces Pete Lopez, who left the seat last year following an appointment to the EPA.
