Delaware County District Attorney’s Office announced that 45 year old Luke Lupo of Walton appeared in Delaware County Court Monday and pleaded guilty to 3rd degree Burglary. Lupo admitted that in April of 2022, he entered a building owned by Herman’s Trailer Sales and Service in Walton, and stole property, he will be sentenced to 5 years of felony probation supervision and ordered to pay restitution to the victim. Sentencing was scheduled for January 16, 2024.

Governor Kathy Hochul today announced nearly $16 million is being awarded through Round 7 of the Climate Resilient Farming Grant Program to help 116 farms address the impacts of climate change. The selected projects will reduce greenhouse gases by an estimated 64,000 metric tons of carbon dioxide equivalent per year, the equivalent of eliminating over 14,000 cars from the road for 1 year, In the Southern Tier, $1.8 Million Dollars will be split up among 11 farms.

22 year old Dakota Mann of Walton pleaded guilty to Criminal Contempt in Delaware County Court Monday. Mann admitted that he was aware of an order of protection prohibiting him from having contact with the protected party, he had contact with the victim and “engaged in a domestic dispute.” he will be sentenced to 1 year in the Delaware County Correction Facility upon sentencing on November 27th.

Sportsfield Specialties will receive a $500,000 Grant & a $1.5 Million Excelsior Jobs Tax Credit, to expand its manufacturing operations in Delhi, by utilizing vacant property adjacent to its existing site. Delaware County Sheriff’s Office arrested 42 year old Jason Ransford of South Kortright for Criminal Mischief. Sheriff’s Deputies received a vandalism complaint on October 31st, Ransford is accused of recklessly operated an off-road forklift causing damage to the property of another. Ransford was released on an appearance ticket and directed to appear at the Town of Stamford court to answer the charge.

The Otsego County Solid Waste Department, Otsego County Conservation Association, and Casella announced that the Film Plastic Recycling Challenge is back, where area schools recycle plastic bags and other plastic film items which cannot be recycled through regular recycling programs. State Department of Labor announced that it is improving the process for Unemployment Insurance customers to get their 1099-G form this tax season. The Department will be automatically mailing the form to New Yorkers who claimed benefits in 2022 and have not opted to receive the form electronically. The 1099-G provides the total amount of money received in benefits, as well as any adjustments or tax withholding made to those benefits. In the past, customers would have to contact the Department by phone to receive the 1099-G by mail. Customers can expect the forms to arrive in mailboxes by the end of January 2023. Through drop-off locations set up by the Office of General Services, 1,435 donations were made, including 1,022 toys. The State Senate passed a bill this week to suspend the state Gas tax from May 1st to the end of the year. The State Assembly has not tackeled the bill yet, state Assembly Speaker Carl Heastie said that he supports the measure & Governor Kathy Hochul’s office said that she would sign the bill should it make it to her desk. New Yorkers pay 66.6 cents in taxes on a gallon of gas, State gas taxes are 48.2 cents a gallon.

Delaware County Sheriff’s Office announced the arrest of a 50-year-old Matthew May of Starlight, Pennsylvania from a Delaware County Family Court Warrant. On Friday March 11th, Broome County Sheriff’s Office arrested May, following a domestic dispute, they learned that May had an active Warrant for his arrest issued by the Delaware County Family Court for failure to pay child support. Delaware County Sheriff’s Deputies arrested 40-Year-Old Robert Decker of Sidney on an active Bench Warrant from Town of Sidney Court for failure to appear on previous charges of Menacing and Harassment. Decker was arraigned in the Town of Sidney Court, and he was remanded to the Delaware County Correctional Facility on $1,000 cash bail or $2,000 bond. Organizers of Woodstock 50 have submitted their 3rd application to have the event held at Vernon Downs in Oneida County. Previous applications were turned down due to the closeness in time of the scheduled event, and for the lack of planning for law enforcement & first responders to be on hand to sufficiently handle the demands of a large 3 day music festival. A previous attempt to hold the festival on the 50th anniversary of the original Woodstock festival at Watkins Glen international fell apart last month.
25 year old John Mehne of Florida pleaded not guilty Wednesday to a Broome County grand jury’s indictment. Mehne was arrested June 4 after he allegedly crashed a stolen car on I-81, tried to escape by jumping on 2 other vehicles, fled in to the woods, then Police agencies launched a manhunt. The grand jury indicted Mehne for Grand Larceny and Menacing; he was arraigned on the latest charges & was remanded back to the Broome County Jail. Another Grand Jury presentation is expected, as the Broome County District Attorney’s Office continues to work with State Police on additional charges relating to the series of incidents involving Mehne on June 4th.

State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

State Police arrested 56 year old Rhonda Koban of Norwich for felony Aggravated Driving While Intoxicated with a B.A.C. result of .19%, plus other traffic violations. State Police arrested 57 year old Rusty McConnell from Conklin, for Falsifying Business Records, and his girlfriend 41 year old April Westbrook from Conklin for Criminal Possession of Stolen Property. The arrests occurred after troopers were advised of a theft of 37 brake drums from the property of Sandbox Logistics of Kirkwood, their investigation determined that McConnell and Westbrook had dropped off the stolen brake drums as scrap metal for cash in the city of Binghamton, while at the recycling locations McConnell had signed several business records saying that the scrap brake drums were his. Both were issued tickets returnable to the city of Binghamton court on September 9th.

New York State Court of Appeals upheld a state law that allows for a permanent suspension of driver’s licenses for repeat drunk driving offenders. The 5 justices ruled unanimously in favor of maintaining the law, which allows for the DMV Commissioner to have the authority to refuse to re-license drivers who have lost their licenses to repeated drunk driving convictions.

State Police arrested 26 Year Old Kimberly Steeley of Worcester for Driving While Ability Impaired by Drugs and other traffic violations. The arrest occurred after an Otsego 911 report of an erratic driver on Chaseville Road in the Town of Maryland, a traffic stop was conducted when Steeley was observed making an unlawful U-turn. Troopers determined that Steeley was driving while impaired by drugs, the charge was a felony due to a prior DWI conviction. Steeley was issued tickets returnable to the Town of Maryland court on May 23rd.

State Police responded to the Morris High School Tuesday, following an alleged threat by a student to bring a gun to school. The unidentified 16-year-old male student was removed & was sent for a mental health evaluation. State Police said that no gun was located & no injuries were reported.

On Monday, State Police executed a search warrant in the Town of Milford. During the search, a quantity of heroin and cocaine as well as CASH, was seized, & 3 people were arrested on a variety of drug charges. Charged were 28 year old Richard Cushnie of Maryland, 37 year old Keith Blush, of Maryland, NY & 24 year old Kwannasia Barnes of Binghamton, all 3 were arraigned in Town of Milford court & were sent to the Otsego County Correctional Facility pending future court action.

The State Senate passed the “Community Heroes Protection Act” with a 55-7 vote. The bill sponsored by Senator Fred Akshar would designate crimes explicitly made against law enforcement and first responders punishable as hate crimes. A recent study found that 135 law enforcement officers were killed in the line of duty in 2016, the highest total since 2011. Of those killings, 21 came in ambush-style shootings – the highest total in more than two decades. The bill heads to the Assembly for consideration.

Governor Cuomo announced the Salvation Army in the City of Binghamton has broken ground on its new North Side Job Training and Support Center. The new $6 million center will create up to 40 new full-time jobs and will provide additional services to residents in need. The new center will also provide child-care and senior services.

More than 200 fire departments have signed up for the 7th annual Recruit New York weekend, according to the Firemen’s Association of the State of New York. Firehouses across the State will open their doors to the public in an effort to increase membership in the volunteer fire service. Firefighters will be conducting tours of their facilities, demonstrating firefighting techniques, and allowing visitors to try on turnout gear. The New York State Department of Taxation and Finance today announced that the income tax filing season officially begins on Monday, January 23. last year, 92% of New York taxpayers e-filed, this year, New York taxpayers with household income of $64,000 or less in 2016 can qualify to use Free File software, the Tax Department is hosting 54 Facilitated-Self Assistance sites throughout the State, each staffed by Tax Department experts. This year, the state will require vehicles’ window tint to be examined during a yearly State safety inspection. If the glass on a vehicle is tinted beyond 30 percent of light transmittance, then that vehicle would not pass the inspection. The window tint would have to be removed or altered for the vehicle to pass. The new law is a more proactive approach intended to protect law enforcement and other drivers, as darkly tinted windows hinder their ability to see inside the vehicle.
State Police are continuing their search for 28-year-old Ryan Markoff of Windsor, who fled from troopers in a stolen vehicle during a traffic stop on December 27th. On January 8th, State Police pursued him on foot after they received a call for a car in a ditch on Shedd Road in Windsor; they recovered the stolen vehicle and pursued Markoff and a female acquaintance unsuccessfully through a wooded area. Police said that Markoff is believed to be with 31-year-old Angela Weyrauch of Hancock. Anyone with information can call State Police at 775-1241.

State Police reported that 46-year-old Paul Schwartfigure of Whitney Point has been located and is in good health. He was located in the area of Ford Hill Road and was returned to his family. Schwartfigure was reported missing January 10th, while riding a bicycle in Whitney Point.

State Police arrested 32-year-old Amber Joy of Morris for 4th grand larceny; Joy is accused of stealing religious items from the Holy Cross Roman Catholic Church, on Main Street in the Village of Morris, valued at $240. Joy was arraigned in the Town of Morris Court where she was remanded to the Otsego County Jail in lieu of $5,000 cash bail or $10,000 property bond. Her next court date is pending.

A City of Norwich resident was arrested by the Chenango County Sheriff’s Office on a Fugitive of Justice complaint from New Jersey. 30-year-old Scott Russell was taken into custody and was brought to the Town of Norwich Court. Russell was remanded to the Chenango County Correctional Facility with no bail. He is to reappear in the Chenango County Court at a later date.
