The US Department of Veteran’s Affairs announced that all Veterans who were exposed to toxins and other hazards while serving in the military – at home or abroad – are now eligible to enroll directly in VA health care through the recently signed PACT Act. 64 year old Johannes Vulto pleaded guilty Tuesday in federal court to producing cheese that caused a listeria outbreak that killed 2 people and hospitalized six others in 2016. Vulto and his company, Vulto Creamery LLC, pleaded guilty to causing the introduction of adulterated food into interstate commerce, according to prosecutors from the U.S. Attorney’s Office.

The Otsego County Sheriff’s Office arrested 30 year old Tyler Culver of Otego following the execution of a search warrant on Saturday. Culver faces multiple counts of Criminal Possession of a Controlled Substance. Last Fall, members of the Otsego County Sheriff’s Office and Oneonta Police Department initiated a joint investigation in to the suspected sales of narcotics from Culver’s residence in the Village of Otego, on Saturday, with the assistance of the State Police, a search warrant was executed & they seized suspected narcotics & packaging materials, he was also arrested in connection with a shooting incident Saturday In Otego, remains in the Otsego County Correctional Facility to await centralized arraignment on the narcotics charges.

State Police at Norwich are seeking the public’s assistance in identifying the person pictured in a surveillance video. On October 31, shortly after 11:00 A.M., Troopers were dispatched by Chenango County 911 to a report of a person a number of stealing items from the Norwich Walmart & then hiding behind a dumpster to elude employees. The suspect was wearing camouflage, black shoes, a black backpack and a black baseball cap. The suspect appears to have bright red hair and with facial hair. Officials said that 1 dog was exposed but was vaccinated, it received a booster shot & was treated for wounds suffered from the bobcat. 4 people are also undergoing post rabies exposure treatment, DEC officials were looking a for 2nd possibly rabid bobcat in Unadilla. The U.S. Attorney’s Office announced that Dennis Nelson was sentenced to additional prison time, as he was found guilty of sending threatening letters to Judge Thomas McAvoy, Then Congressman Anthony Brindisi & US Senator Chuck Schumer, while in State Prison on another charge. Nelson threatened to blow up the Courthouse in Binghamton, Nelson was sentenced to 7 more years in prison and 3 years of supervised release after his incarceration.

Chenango County Sheriff’s Office arrested 49 year old Edward Williamson for Burglary, Grand Larceny, Criminal Mischief and Conspiracy. Williamson was arrested following an investigation of a burglary that occurred in November 2022 in the Town of New Berlin. Williamson was arrested at the Oneida County Correctional Facility, where he was being held on unrelated charges, he was transported back to Chenango County for arraignment & was remanded back to the Oneida County Correctional Facility, he will return to Chenango County at a later date.

The Otsego County Sheriff’s Office has arrested 35 year old Brian Worden of Oneonta following a disturbance call. Worden is accused of possessing a controlled substance when police showed up to a disturbance in the Meadows Office Complex Parking lot, Worden was arrested & was issued an appearance ticket.

State Police BCI unit arrested 36 year old Ian Rotunno of Fenton, Thursday for multiple counts of Criminal Possession of a Weapon. Rotunno was found in possession of a loaded and illegal rifle when located by law enforcement after a 24 hour manhunt. An investigation revealed that the weapon is a “ghost gun”, plus he is accused of possessing 2 magazines that are not New York State SAFE Act compliant and were loaded with armor piercing ammunition. Rotunno was transported to Broome County Central Arraignment and Processing.

Chenango County Sheriff’s Office arrested 39 year old Rick Donnelly after he failed to comply and stop his vehicle after he drove his vehicle in a reckless manner, driving at high rates of speed, onto private property, and damaged private property with his vehicle. Donnelly was charged with Criminal Possession of Stolen Property, Reckless Endangerment, and Criminal Mischief, Donnelly was arraigned and remanded to the Chenango County Correctional Facility on $5,000.00 cash bail.

Chenango County Sheriff’s Office arrested 32 year old Megan McGowan of Oxford on 2 counts of Overdriving, torturing and injuring animals & failure to provide proper sustenance after an investigation into an animal complaint. McGowan was charged after it was found that there was a dog on her property that did not have any food or water and was not being cared for properly, Deputies also found a deceased dog in a shed that died from lack of care. McGowan was released on an appearance ticket for Town of Oxford Court at a later date.

Attorney General Letitia James today secured the largest multi-state agreement with JUUL Labs and its former directors and executives for their alleged role in contributing to the nationwide youth vaping epidemic. As part of a multi state agreement, JUUL will pay $462 million to 6 states and the District of Columbia, New York will receive $112.7 million, which will support underage vaping abatement programs across the state.

Governor Kathy Hochul has nominated Rowan Wilson as chief judge of the state’s Court of Appeals, which is the state’s highest court. Wilson is a Harvard Law School graduate who currently serves as an associate judge of the Court of Appeals, which he has held for 6 years. Wilson is Hochul’s 2nd nomination for the position, she previously nominated Hector LaSalle, that choice was rejected by lawmakers in the Governor’s own party.

The Broome County Court District Attorney’s Office announced that 30-year-old Dominick Howe pleaded guilty to felony Criminal Mischief. In December of 2022, Howe was accused of cutting off his GPS monitor and damaging it, he was required to wear it because of a previous felony conviction for Attempted Robbery, he will be sentenced to 2 to 4 years in State prison on June 23rd in Broome County Court.

State Comptroller Tom DiNapoli issued a statement today regarding the state budget negotiations on the budget plan that is due with the next few days. DiNapoli said the the Governor and Legislature are discussing many issues as they work to finalize the state budget, which needs to be passed at the end of business on Monday, April 3, in order to meet payroll requirements, if a final agreement is not reached, lawmakers can pass a budget extender, which is a temporary solution to ensure that state workers get paid on April 6. DiNapoli said that State law also requires his office to withhold salary payments to legislators after March 31 if a budget is not in place.

Delaware County Public Health announced that a raccoon tested positive for rabies in the town of Delhi. This is the first animal in Delaware County to test positive for rabies in 2023, 1 dog was bitten by a the rabid raccoon, there were no human exposures. According to the owner of the exposed dog, the raccoon was not acting sick or appeared to be rabid. Vaccination records of the dog indicated the animal was not up to date on its rabies vaccinations & will have a 6-month quarantine following State Department of Health guidelines. Public Health recommends that pet owners take advantage of any of the free remaining rabies clinics in Delaware County, in Sidney on May 8th from 5:30PM to 7:30PM at the Sidney Fire Hall: 74 River Street, or in Hancock on May 22nd from 5:30 to 7:30PM at the Hancock Town Hall, at 661 West Main Street.

The State Police announced that they are aware of swatting incidents that have occurred across the state. “Swatting is when a caller states that there is an active shooter in a school, so far all of the reports were unfounded. Local law enforcement agencies are working with State Police and Federal officials to investigate the threats.

The United States Attorney’s Office announced that Adam Baldwin of Binghamton was sentenced to 30 months in jail for receiving shipments of methamphetamine, which he provided to a 3rd party in exchange for payment. The drugs were sent to an Alexandria Bay UPS store. Law enforcement intercepted 2 of the packages in October 2021, they contained 1,070 grams of pure methamphetamine. Baldwin was also sentenced to a 3 year term of post-release supervision.

Former Broome County Executive Assistant in the Broome County DA’s Office, James Worhach, pleaded guilty to felony Grand Larceny In Broome County Court this week. Worhach admitted to stealing more than $1,000 from Broome County to pay for unauthorized parking for himself and former District Attorney Stephen Cornwell, in a commercial parking lot from 2016-2019. Previously, Worhach pleaded guilty to Criminal Possession of Stolen Property for working to cover up a felony DWI arrest of Cornwell in 1995, by wiping it out of the DA computer system. Worhach will be sentenced on March 7th, he faces up to 4 years in prison, and the prosecution will seek $5,455 in restitution.

Delaware County Sheriff’s Deputies noticed a disabled tractor trailer on State Highway 17 on January 20th, Upon making contact with the driver, 34 year old Jeiron Vallejo of Bronx, was found to be operating the tractor trailer with a suspended registration & without insurance. Deputies charged Vallejo with Operating a Motor Vehicle while Registration is Suspended, he was released on an appearance ticket to the Colchester Town Court at a later date.

The task force was created as a direct result of the deadly crash in the Town of Schoharie in Ocotber of 2018 where 20 people died, the legislation passed by the state senate must still be approved by the state assembly and signed by the governor to take effect.

Delaware County Sheriff’s Deputies observed a vehicle traveling on State Highway 206 in the Town of Walton Saturday Night, the vehicle had failed to maintain operation within its designated lane of travel, by crossing over the center roadway markings multiple times. Deputies identified the driver of the vehicle as 22-year-old Paul Akinware of New York, A check of Akinware’s driver’s license revealed that his driving privileges were suspended in the State of New York. Deputies subsequently arrested Akinware For Aggravated Unlicensed Operation of a Motor Vehicle, Failing to Turn in License to DMV, Unlicensed Operator, Moving from lane unsafely and No/Inadequate Lights, Akinware was released and is scheduled to appear in the Town of Walton Court at a later date.

State Attorney General’s Office of Special Investigation released its report on the death of Paul Weeden in Walton. On October 4th 2021, Weeden called 911 and said he was going to hurt himself & needed a police officer sent to 14 Griswold Street, A Walton Police Officer responded who requested back up from the Delaware County Sheriff’s Office, a deputy met the Walton officer at Weeden’s residence. Weeden called the officer to come inside, he was covered by a blanket, and asked the officer to come closer. The officer asked Weeden to take his hands out from under the blanket, Weeden was holding a gun, the officer retreated out the front door, urging Weeden to drop the weapon, Weeden moved to the front door with his gun pointed at the officer, and the officer fired his service weapon, Weeden fell, but then raised the gun, and the officer fired again. Weeden was pronounced dead at the scene. Officers recovered a pellet gun at the scene, there were no markings on The gun that distinguished it from a firearm. The Attorney General’s Office determined that criminal charges could not be pursued against the officer.

Deposit Fire Department responded on Saturday to a fatal fire on Lumber Road in the town of Deposit. The fire started around 4 pm. and the house was deemed a total loss, the name of the victim has not been released pending family notification. The cause of the fire is still under investigation. Firefighters from Afton, Hancock, Harpursville, Masonville, and West Windsor fire departments responded.

The largest open-access electric vehicle fast charging hub in the Southern Tier region is open, as the New York Power Authority developed the 16-charger site at Hancock Town Hall in Delaware County in partnership with Tesla along Route 17. The Broome County Sheriff’s Office Warrants Division arrested 23 year old Haven Strong of Binghamton, he is accused of knowingly entering the Broome County Sheriff’s Correctional Facility with a quantity of a controlled substance. Strong was charged with 1 count each of Criminal Possession of a Controlled Substance & Promoting Prison Contraband in the 1st Degree. Strong was processed for arrest and remains in the custody of the Broome County Sheriff’s Correctional Facility.

The State Department of Labor today released preliminary local area unemployment rates for December 2022. The State’s seasonally adjusted unemployment held constant at 4.3% in December, Locally, Chenango County had 3% Unemployment, Delaware County 3.3% and Otsego County 3.2%.

The State Department of Public Service and the DPS Consumer Advocate, will hold a virtual public forum on Tuesday, January 31, and in-person public forums, including one on Wednesday, February 8th In the Binghamton State Office Building at 44 Hawley Street from 1:00 to 3:00 PM and 6:00 to 8:00 PM to receive public comments regarding NYSEG. Delaware County Sheriff’s Deputies responded Friday to a 911 call for a 1 car motor vehicle accident on County Highway 44 in the Town of Sidney. The driver was identified as Amber Astrologo, who had a suspended driver’s license due to insurance not in effect. Deputies subsequently arrested Astrologo for Aggravated Unlicensed Operator and Speed not Reasonable and Prudent. Astrologo was then directed to appear in the Town of Sidney Court at a later date to answer for said charges.

The New York State Department of Health’s Weekly Influenza Surveillance Report shows that the number of flu cases declined 50 percent from 14,656 to 7,373 for the week ending January 14th, the virus remains widespread across the State for the 15th consecutive week. The Department also announced two additional pediatric deaths in New York, bringing the total to eight so far this season. The Department’s report, shows a total of 300,907 influenza cases reported to date in New York.

Delaware County Sheriff’s Office arrested of 41 year-old Travis Kinch of Downsville, for driving with a suspended Driver’s license. On Monday Deputies observed a vehicle traveling on State Highway 30 in the Town of Colchester with an expired inspection. Upon conducting a traffic stop, A check of Kinch’s driver’s license revealed that his driving privileges were suspended in the State of New York. Kinch was charged with Aggravated Unlicensed Operation of a Motor Vehicle, Unlicensed Operator, Uninspected Motor Vehicle and Failure to notify DMV of an address change, Kinch was released and is scheduled to appear in the Town of Colchester Court at a later date.

31-year-old Kimberly Olsen of Edmeston has been arrested following an animal cruelty investigation by the Otsego County Sheriff’s Office. Olsen allegedly mistreated several animals and was charged with 3 counts of overdriving, torturing and injuring animals; failure to provide proper sustenance & 3 counts of abandonment of animal, Olsen was released on appearance tickets returnable to the Town of Edmeston Court at a later date.

Brady was charged with Endangering the Welfare of an Incompetent or Physically Disabled Person, Endangering the Welfare of a Child & Harassment, following an investigation into an incident that occurred on November 2nd 2022 at Springbrook in the Town of Milford. State Police are continuing to investigate an incident where a woman showed up at Chenango Memorial Hospital Friday with a gunshot wound, the woman was later transferred to Wilson Hospital in Johnson City. Assemblyman Joe Angelino & State Senator Peter Oberacker and local officials unveiled the newly-named SP4 Richard F. Walton, Jr. Memorial Highway in Gilbertsville. A bill sponsored by the lawmakers renamed a portion of State Highway 51 after the fallen Vietnam War medic, who was raised in the Town of Butternuts, he served in the 326th Medical Battalion, 101 Airborne, American Division of the U.S. Army. On February 6 1970, Walton lost his life in a helicopter crash while serving his country as a medic.

$48.7 million in federal highway safety grants have been awarded to 580 programs across New York State. The purpose of this grant program is to provide funds to local, state and not-for-profit agencies for projects that improve highway safety and reduce deaths and serious injuries due to crashes. Broome County Sheriff David Harder has appealed the State Supreme Court’s Decision to force the county correctional facility to resume in-person visitation. A recent State Supreme Court ruling stated that the Broome County Correctional Facility must allow visitors to be able to see their jailed friends and family beginning on September 5th, as COVID did not have the same threat of transmission level as it did in the beginning. Visitation was suspended in March 2020 as the COVID-19 pandemic began closing down businesses, schools, government offices and organization worldwide & virtual visitation was permitted at the Broome County Facility.

The Delaware County Department of Public Works will continue work on a catch basin on County Route 14 in the Town of Franklin for the next 2 weeks. Chenango County Sheriff’s Office arrested 55 year old Kevin Washington of Sherburne on an active Arrest Warrant Tuesday. Washington was arrested in Sherburne after being located by Detectives, he was taken into custody without incident. The Village of Sherburne Court issued the warrant after Washington failed to appear on previous charges, he was arraigned in the Village of Sherburne Court and was released & was ordered to appear in court at a later date.

New York’s new gun laws are enacted today, following the U.S. Supreme Court’s decision to strike down the state’s century-old pistol permitting process. Delaware County Sheriff’s Deputies stopped a vehicle on State Highway 10 last Tuesday in the Town of Delhi with an expired vehicle inspection sticker. 29-year-old Christina Hood of Delhi had her driving privileges suspended for Failure to Answer a Summons in the Town of Delhi Court, and the vehicle she was operating had a suspended registration. Hood was charged with Aggravated Unlicensed Operation of a Motor Vehicle & Operating with a Suspended Registration, unlicensed operator and uninspected motor vehicle. Hood was released on Traffic Tickets, to appear in the Town of Delhi at a later time.

The City of Norwich Police Department & New York State Parole performed a home check Friday morning at 6 Lee Avenue in Norwich. Police discovered Methamphetamines, suboxone & an illegal rifle, Norwich officers arrested 34 year old Michael Pierce and 30 year old Jordann Maroney for criminal possession of a controlled substance, endangering the welfare of a child, Pierce was also charged with criminal possession of a weapon. Pierce and Maroney were arraigned in Norwich City Court and remanded to the Chenango County Correctional Facility without bail.

Delaware County Sheriff Deputies were dispatched February 15th to a Harassment Complaint in the Town of Meredith. 48-year old Zacharias Fuller of Richfield Springs had electronically communicated with the victim and made threats to harm the victim. Deputies submitted a request for a criminal summons and an order of protection to Town of Meredith Court, which was issued. Deputies learned that Fuller was being held on unrelated charges at the Otsego County Correctional Facility, he was charged with Aggravated Harassment & he remained incarcerated in Otsego County, and will appear in the Town of Meredith Court at a later date.

State Police arrested 32 year old Richard Hildebrandt of Mastic Beach for Driving While Impaired by Drugs. Troopers were dispatched to the parking lot of Mountain Side Residential Care, they located Hildebrandt, he failed Standardized Field Sobriety Tests, further investigation revealed that numerous unlocked vehicles were rummaged through in the Margaretville area prior to Hildebrandt’s arrest. Many of the stolen items were located in Hildebrandt’s vehicle. Hildebrant was additionally charged with Grand Larceny and Criminal Possession of Stolen Property & Petit Larceny, & Criminal Mischief in the fourth degree. He is scheduled to appear in the Middletown Town Court on April 14th.

New York City DEP is repairing a leak in their Delaware water supply system which will require the Delaware Aqueduct to be shut down for approximately 5-8 months beginning in October. State Comptroller Tom DiNapoli has directed staff to prohibit all new investments in Russian companies and to review the New York State Common Retirement Fund’s current investments and assess whether they present financial risks that warrant further restrictions or divestment. DiNapoli is also reaching out to the Fund’s investment managers to urge them to conduct a similar examination to mitigate investment risk and minimize market impact.

State Senators Peter Oberacker & Fred Akshar announced “The New York Gas Tax Relief Act” in an effort to combat the increased costs at the pump. Senator Oberacker explains:

Senator Oberacker said that part about sending money back to the state’s Dedicated Highway and Bridge Trust Fund, follows a recent report from State Comptroller’s office that just 17 cents of each dollar in the state’s Dedicated Highway Bridge and Trust Fund goes toward capital projects.

The Broome County Office of Emergency Services reported that 226 drivers passed school buses with their stop arm out in February. Over 1,500 violations have been recorded by its School Bus Stop Arm Camera program since the beginning of the school year last September. Fines are $250 for 1st offenses, additional fines could be $275 and $300.

Governor Kathy Hochul today announced that more than $1.65 million in goods and services have been recovered for New Yorkers who received faulty or fraudulent service from auto dealers and repair shops. The DMV Office of Vehicle Safety investigates complaints from consumers, In 2021, the agency was able to recoup refunds for 540 customers totaling more than $385,000. The DMV investigated complaints about the quality of the repair work done on customer’s vehicles & were able to get those consumers $78,000 of additional repair work completed at no additional charge.

The State Health Department reported over 115,000 people tested for COVID 19 Saturday, with 1566 Positives, for a Positivity rate of 1.36%. Patient hospitalizations were down to just over 1500, with 269 Patients in ICU, 139 of them on ventilators, there were 12 New deaths reported by healthcare facilities.

Delaware County Public Health reported 40 new positive COVID 19 cases for the week of February 26th to March 4, the county has had 15 deaths from the virus since the beginning of the year.
