Governor Cuomo announced a $62 million investment for the Pedestrian Safety Action Plan, to utilize engineering, education and enforcement campaigns to enhance pedestrian safety across the state. More than $22 million is already being used for the 1st projects on state roads, while $40 million is being invested to enhance pedestrian safety on local roadways. In the Southern Tier; Work will begin soon to make $3.8 million in safety upgrades at 123 locations, 48 sites this year & another 75 sites to be completed in the summer of 2019.

The contract to keep the Veterans Affairs Clinic on State Route 7 in Bainbridge will expire at the end of the year, they see between 75 to 100 Veterans a day, and are scheduled to get a 2nd doctor to serve their, yet the facility may be moved to Oneonta. Ruth Tompkins of Chenango Links said that their group is trying to keep the clinic in Bainbridge:

Tompkins said that Chenango Links is urging area veterans & residents to contact Congresswoman Claudia Tenney or Congressman John Faso to try to get the Bainbridge clinic, with 2 doctors, renewed before the end of the year. Tompkins said that such efforts worked in 2014, when then-Congressman Richard Hanna successfully kept the clinic from moving from Bainbridge.

Oneonta-area non-profit organizations are getting an assist from students in a Hartwick College grant writing class. Students in the “Introduction to Grant Writing” class, partner with a local organization with the goal of developing and submitting a grant proposal on their behalf. This year, 6 students assisted: Girls on the Run, the EDD Memorial Fund, Valleyview Elementary School, the Oneonta Fire Department, and the College’s own Yager Museum of Art & Culture with grant writing assistance. The National Baseball Hall Of Fame announced that the 2018 Inductees Exhibit is open and will remain on display through May 2019. The exhibit is located on the first floor & features a display for Vladimir Guerrero, Trevor Hoffman, Chipper Jones, Jack Morris, Jim Thome and Alan Trammell. The exhibit is accompanied by a highlight video for each member of the Class of 2018. The 2018 Hall of Fame Induction Ceremony will be held at 1:30 PM on July 29 at the Clark Sports Center in Cooperstown and will be shown live on MLB Network. State DEC Commissioner Basil Seggos announced $4 million in grant funding for generators of excess wholesome food and food scraps to expand their capacity to donate it to organic recycling facilities. An estimated 40% of the food produced in the United States goes uneaten while about 2.5 million New Yorkers go hungry. Seggos said that much of the wasted food is disposed of in solid waste landfills where its decomposition accounts for more than 15% of emissions of methane, which is a potent greenhouse gas. A.O. Fox Hospital is offering training for individuals interested in becoming junior volunteers. The training is scheduled for Tuesday, July 10, from 8:30 am to 3:30 pm in A.O. Fox Hospital’s Education Department. State Police and local law enforcement will increase patrols to crack down on drivers who violate the law this Fourth of July weekend. Last year, State Police issued more than 10,200 vehicle and traffic tickets during the 4th of July weekend. Troopers arrested more than 180 people for DWI and responded to more than 650 accidents, two of which resulted in fatalities. During the enforcement, drivers can expect a number of sobriety checkpoints and DWI patrols. Law enforcement will also be looking for motorists who are using their phones and other electronic devices while behind the wheel. Drivers should also remember to “move over” for stopped emergency and hazard vehicles stopped on the side of the road when they travel New York roadways.

The Delaware County Department of Public Works announced that they will begin Oil & Stone operations in the northern towns of the county Monday. Work is scheduled on county routes 18, 5,6,1 & 2 in that order; work will then move south toe county routes 23, 35 & 44. The project is expected to last for 3 weeks motorists should reduce speed right after the completion of each road, and & to expect delays during the project.

State Police & the Sidney Village Police announced the arrest of 29-year-old Kristina Hyer of Unadilla, following a lengthy investigation involving the possession, forgery & use of stolen checks & credit cards. Hyer was charged with 4th & 5th degree criminal possession of stolen property, petty larceny, criminal possession of a forged instrument & forgery. Hyer was arraigned in Sidney village court and was remanded to the Delaware County Jail on $10,000 cash bail, pending future court action.

The State Department of Labor released local area unemployment rates for May. The state’s unemployment rate was unchanged at 5.7%, Locally, Chenango county’s unemployment rate was at 5.4%, Delaware county at 5.9% and Otsego County at an even 5% for the month of may.

The city of Oneonta announced that construction to install a new storm sewer system on East Street, between Spruce and Cedar Street, beginning on Wednesday. New concrete curbs will also be installed on East Street between Spruce and Mary Street/Hickey Street. During the project, through traffic on East will be diverted to Maple Street during the work hours only. On street parking will be prohibited during working hours as well. In August, city crews will engage in “Hot-In Place” recycling of the asphalt pavement on East Street between Center & Cedar Street, followed by chip sealing weeks later. Delaware County Sheriff’s Deputies arrested 34 year old Dawn Mattice of Arkville, for Grand Larceny, for allegedly taking over $1000 from a home while employed as a home health care nurse. Mattice faces court action on July 21st.

Governor Cuomo today announced that maple syrup production in New York reached its highest level in 70 years, allowing the state to retain its standing as the second highest producer of fresh maple syrup in America. New York’s maple farmers persevered through a challenging winter to produce a modern record of more than 601,000 gallons of syrup from more than 2.3 million taps across the state during the 2015 season. State Attorney General Eric Schneiderman announced agreements with 4 liquid nicotine companies whose products were being sold in New York in violation of a law requiring that nicotine must be sold in child-resistant packaging. Liquid nicotine is used in electronic cigarettes, or e-cigarettes, to create the vapor that the user inhales. Liquid nicotine is highly toxic, and ingestion or even skin exposure to very small amounts can lead to serious illness and potentially coma and death, particularly for children. Companies will now be required to remove from all liquid nicotine sold in packaging that does not meet child-resistant standards & retail stores must also train their staff on the requirements of the legislation.

Voters in the Walton Central School District decided to pass its budget Tuesday by a slim vote of 511 people in favor and 510 opposed. The $20.5 million spending plan lowers the tax levy by 5%.

State Senator Jim Seward announced senate passage of legislation he sponsored which will enhance women’s health care in New York State to include pregnancy as a qualifying event for women to enroll in any health insurance plan at any time.

Under current law, New Yorkers can only purchase insurance coverage through the exchange outside of an open enrollment period when certain “qualifying events” such as marriage, divorce, becoming a U.S. citizen, or giving birth occur, Seward’s legislation adds pregnancy to the list of qualifying events. The bill has been sent to the assembly where companion legislation has been introduced.

In May the State’s private sector job count grew by 47,400, or 0.6%, to 7,783,800, according to preliminary figures released today by the State Department of Labor. The statewide unemployment rate in New York was unchanged at 5.7% in May.

New York State is no longer requiring transgender people, to offer proof of surgery, when asking the state to change the gender on their birth certificate. The state will now issue a new birth certificate, if the person provides an affidavit from a medical provider, stating they have received “appropriate” treatment. The policy change had long been sought by advocates, who say an individual’s official gender, shouldn’t depend on whether they had a medical procedure. Five states have already made similar policy changes.

Cal Harris, the Tioga County businessman who has been convicted of murdering his wife twice, spoke for the first time in a special interview with CBS. Facing his third trial in the fall, Harris gave his first TV interview to the 48 HOURS program. The interview will air Monday at 10 p.m. Michele Harris went missing the night of Sept. 11th, 2001. Although amidst a bitter divorce, Michele and Cal were living in the same Tioga County home when she vanished after leaving a boyfriend’s house. Harris has been convicted twice of murdering Michele, but both cases have been thrown out on appeal.

State Troopers arrested 34 year old Craig West of Windsor for 3^rd & 4^th degree Criminal Mischief 3rd, Disabling Equipment to Prevent Request for Emergency, & 2^nd degree Harassment. The arrest resulted from a complaint in Windsor, where West has allegedly engaged in a physical altercation, and smashed a phone that the victim was using to get help from Police, damaged other property and injuring the victims head & jaw. West apprehended and arrested, he was arraigned in the Town of Colesville Court and remanded to the Broome County Jail on bail, an order of protection has been requested against him.

Greek yogurt maker Chobani has laid off employees at its plant in Chenango County, but has also charted a new direction for growth. Chobani would only say it reduced certain positions at the plant in New Berlin, as well as temporary positions at the facility in Idaho. The local plant will continue to produce for east coast customers, as well as markets in Latin America and the Caribbean. Chobani also opened a new business service center in Norwich.

National Guard members may soon have the right for memorial headstones, thanks to a push from Rep. Richard Hanna. The House of Representatives passed the Guard Units and Reservists Deserve Remembrance Act. The act allows National Guard and Reserve members, who have served more than six years, to receive a memorial headstone or marker when they pass away. The GUARD Remembrance Act is part of the National Defense Authorization Act. It will head to the Senate for a vote.

State Troopers in Sidney arrested 52 year old Mark Meyers of Guilford, for fleeing a police officer in a motor vehicle, felony driving while intoxicated with a BAC of .15%, plus numerous vehicle and traffic law charges. The arrest followed a traffic stop on State Route 8 that concluded on High Bridge Road in Guilford. Meyers was arraigned in the town of Guilford court and remanded to the Chenango county jail on $8,000 bail.

State Police arrested 33-year-old Eleanor Black of Myrtle Beach, South Carolina for 20 felonies. Black was charged with 3^rd degree Grand Larceny, 7 counts of Criminal Possession of a Forged Instrument, 6 counts of Falsifying Business Records, and 6 counts of Offering a False Instrument for Filing. The charges followed a yearlong investigation of crimes in the Schoharie Valley Region. Black was arraigned and will return to Town of Esperance Court at a later date.

U.S. Sen. Charles Schumer and former Buffalo Bills quarterback Jim Kelly will work together to ensure that funding will continue for newborns to be tested for over 40 fatal diseases. The Newborn Screening Saves Lives Reauthorization Act of 2013 assures federal funding so newborns can receive a blood test for fatal diseases that, if caught early, can be diagnosed and treated early. If the bill is not reauthorized by Sept. 30 the federal funding for newborn screenings could end. Kelly’s son Hunter died in 2005 from a fatal genetic disease that, if caught early, can be treated.

The Emerald Ash Borer is spreading more quickly than expected, according to Cornell Cooperative Extension in Chenango County. The Emerald Ash Borer will only affect Ash trees, which make up about 10 percent of trees in the region. Officials say the only way to protect the trees is to inject the tree with insecticide. Any trees without the insecticide will begin to weaken and die over the next decade. More information is available at emeraldashborer.info

Guest speakers talked about the availability of funding so businesses can expand their businesses and commercialize products.
