State Police will increase patrols to combat drunk, impaired, and reckless driving as St. Patrick’s Day celebrations which begins on Friday and runs through Sunday. Drivers can expect to encounter additional DWI patrols and a number of sobriety checkpoints during the enforcement period. State Police will also be ticketing distracted drivers who are using handheld electronic devices and will also conduct underage drinking and unlawful sales to minors details during the campaign.

State Comptroller Tom DiNapoli’s office audited the Town of Guilford regarding Budgeting. The Audit stated that the Town Board did not develop realistic budgets, Estimated revenues were underestimated and appropriated fund balance was not used, resulting in unrestricted fund balance. Actual revenues exceeded estimated revenues by almost $400,000.

The Broome County Sheriff’s Office is currently looking for Jessie Barnum on an outstanding warrant for a Sex Offender Registration Violation, & for Bail Jumping. Barnum is described as a white male, 5’5″ 145 Pounds with blond hair & blue eyes. Broome County District Attorney’s office announced that Marvin Greene of Binghamton was sentenced to 6 years in New York State Prison, followed by 3 years of post-release supervision, for Attempted Criminal Possession of a Controlled Substance. On February 23, 2023, Greene was found in possession of crack cocaine with intent to sell.

48-year-old Justin Valk of Davenport was convicted of 2nd degree Burglary in Delaware County Court. Valk was scheduled for a jury trial but at a pre-trial conference, he pleaded guilty. Valk admitted that he went to a seasonal home in Harpersfield, with other co-defendants & the co-defendants entered the home and committed larceny. Valk will be sentenced to 6 years in state prison, followed by 3 years of post-release supervision, he was sent back to the Delaware County Correctional Facility pending sentencing. Valk still faces a 2nd indictment involving the death of his wife, those charges are not included in this case.

The Otsego County Sheriff’s Office announced the arrest of 35 year old Ashley Williams of Laurens on multiple counts of Aggravated Cruelty to Animals, Abandonment of Animals & Failure to Provide Sustenance to Animals. On February 19th a search warrant was executed which lead to the discovery of 5 deceased dogs in trash bags. Additionally, 5 live canines were seized & were turned over to the Susquehanna SPCA for medical attention. The deceased dogs were transported to the Cornell University of Veterinary Medicine, it was determined that they starved to death and were partially cannibalized by the living dogs. Williams was found in Oneonta, where city police officers and Otsego County probation officers took the her in to custody, she was transferred to the Sheriff’s Office for processing. Additional charges are pending.

Broome County Sheriff’s Office arrested 35 year old Jeffrey Lane of Rochester for allegedly stealing an Uber, fleeing police and fighting with officers. Deputies responded Sunday to a report of a vehicle theft in the Town of Dickinson, where Lane was in the parking lot of Helio Health waiting for EMS to arrive, he became impatient, struck an arriving Uber driver & and fled the scene in the stolen vehicle. Patrols located Lane in Binghamton, he had pulled to the side of the road, then sped off as the deputy approached the vehicle, Lane lost control, drove onto the sidewalk, exited the vehicle and attempted to flee on foot, he was apprehended after a brief struggle & was taken into custody. Lane was taken to Central Arraignment & was charged with Robbery, Grand Larceny, Reckless Endangerment, Criminal Possession of Stolen Property, Unlawful Fleeing a Police Officer in a Motor Vehicle & Resisting Arrest, more charges from other jurisdictions are pending.

70 year old Thomas Orlowski of Davenport was sentenced for Insurance Fraud, On July 29, 2023, the State Police were called to a report of a stolen tractor and trailer, Orlowski and his girlfriend, Olivia Speck, reported the theft, Orlowski had filed an insurance claim, it was determined that the tractor and trailer were last seen by the neighbors, when Orlowski and Speck were observed taking pictures of the vehicle and emptying the back of the trailer. Through coordination with the Pennsylvania State Police, the vehicle was found in Pennsylvania, An unnamed 3rd party admitted to law enforcement that he had been hired to take the trailer. Speck confessed, Orlowski pled guilty in & was sentenced to a 5-year term of probation supervision. Speck was convicted separately and is scheduled to be sentenced at a later date.

Delaware County Sheriff’s Deputies arrested 48 year old Shelly King of Harpursville for DWI ollowing an accident on Saturday March 9th on State Highway 17 in the Town of Hancock. Deputies arrived and observed that a vehicle had left the roadway, struck an earth embankment before coming to rest in a large ditch. Deputies made contact with King, who was charged she was released on tickets returnable to the Town of Hancock Court at a later date.

Delaware County Sheriff’s Office arrested 79 year old Laurence Daniels of Andes after Deputies were patrolling in the Town of Andes and observed a vehicle cross over the solid yellow line into the Sheriff’s Deputies lane of travel before swerving back into their proper lane of travel. A traffic stop was conducted, Daniels was charged with driving while ability impaired by alcohol, Failure to Keep right, Moving from a lane unsafely, Open container in the Motor vehicle he was released on tickets returnable to the Town of Andes Court at a later date.
