It was 10 years ago today that Jiverly Wong killed 13 People & then took his own life at the American Civic Association on Front Street in Binghamton.  The Association announced that today is “Memorial Vigil Day” at the Memorial Tribute site near Association.  A memorial service was this morning at the Memorial Tribute Site, to honor the lives lost on April 3rd 2009, Matt Ryan was Mayor of Binghamton at the time of the tragedy & participated in putting together the tribute, he spoke at this morning’s event:

A Survivors Tribute will be held at 5:30 pm and a Vigil Service at 6:30 pm, also at the Memorial Tribute site at the corner of Clinton and Front Streets in Binghamton today.

State Police are warning the public of another phone scam.  Troopers in Oneonta have received reports of a phone scam that claims that the recipient’s son has been involved in an accident and in order to keep their loved one out of jail, they must obtain immediately obtain Google pre-paid cards and give them a code.  Then caller later requests more money.   The scammers try to scare you into cooperating, resist the urge to give them money.  If you receive a call like this and can’t make contact with the person who is allegedly injured or in trouble, call 911. as part of the plea deal, Franklin will receive between 7 and 11 years in prison with 10 years of probation when she is officially sentenced on June 7th.

An elderly Oneonta resident, who was reported missing in January, has been found safe.  67 year old Chester Kucharski was reported missing after leaving Bassett Hospital in January,  Oneonta Police reported that Kucharski checked into the Super 8 Motel on Oneonta’s Southside, the clerk contacted Police.   Kucharski was last seen on a camera leaving Bassett Hospital on January 25th, he was referred to as a vulnerable adult.  Kucharski told police that he had gone to New Jersey & had no idea that he was the target of a search.

The Town of New Lisbon announced that they are applying for a Community Development Block Grant from the State Office of Community Renewal.  The town could receive $198,000 for rehabilitating 6 homes needing a variety of repairs.  A Public Hearing will be held on April 9th at 7:00 PM at the Town Hall, more information is available at 965-8508 or 286-7244.

The Delaware County Department of public Works announced that several roads that had temporary weight limits have had those limits lifted.  The roads include County route 7 from State Route 30 to the Sullivan County Line, County Route 23 from County Route 21 to Sidney Center, County Route 26 from State Route 10 to Downsville, County Route 35 from Sidney Center to state route 206 in Masonville, & County Route 67 from Route 10 to the village of Hancock.  The Limits are still in existence for County Route 10 from State Route 28 to County Route 12 & County Route 16 from State Route 10 to Treadwell.

Antione Bourbon-Parme, also known as Anthony Cazzari has been arrested has been charged with 3rd degree Grand Larceny, for allegedly stealing more than $18,000 by forging checks from the Cooperstown Food pantry, while serving as one of the Organization’s directors.  Bourbon-Parme was arraigned & was remanded to the Otsego County Jail on $10,000 Cash Bail or $20,000 Bond pending court action on April 24th.

34 year old Heather Franklin opted to avoid a trial, & pleaded guilty to 1st degree manslaughter, 3rd-degree arson, and tampering with physical evidence, Tuesday in Chenango County Court.  Franklin admitted to planning the murder of her special needs son Jeffrey in the town of Guilford family home in March of 2017 & planning the burning of the home to hide the evidence of the murder. as part of the plea deal, Heather Franklin will spend 7 to 11 years in prison with 10 years of probation when she is officially sentenced on June 7th.  Franklin’s husband Ernest was found guilty last month & will be sentenced in May,

The U.S. Army Corps of Engineers will hold a public meeting today to review submit feedback and comment on the draft East Sidney Lake Master Plan and draft Environmental Assessment.   The public meeting will be held from 6 to 9 p.m. at the Sidney Town Clerk Building, at 44 Grand St., Sidney. The format of the meeting will include an open house discussion with project team members from 6 to 7 p.m. A formal project presentation and question and answer session will begin at 7 p.m. followed by another open house discussion from 8 to 9 p.m.  More information about the plan may be found at nab.usace.army.mil/ESL-Master-Plan-Revision.
