Norwich City Police have charged a 3rd person in connection with the beating on Lackawanna Avenue recently that left the victim with a skull fracture & blind in 1 eye.  30 year old Tyrone Lester Jr., of Norwich was charged with 1st-degree assault, he is accused of participating in the assault along with Jonathan Booker and Hannah Bard, all 3 face additional court action.

State Police and the Department of Transportation announced the continuation of “Operation Hardhat,” to crack down on work zone violations and highlight the importance of safe driving through active work zones on state highways.  State DOT Region 9 Director Nick Choubah said that drivers are not moving over as they should:

State Troopers are patrolling active DOT work zones along Interstate-81 in Broome County and State Route 17 in Tioga County this week to enforce work zone speed limits and that motorist’s follow the state’s Move Over Law.

New York State’s Marijuana Decriminalization Law went into effect today.  The law was signed by Governor Andrew Cuomo last month and reduces penalties for possession of small amounts of marijuana and allows for records to be expunged for people with certain marijuana convictions. The legislation does not legalize recreational marijuana,

President Trump has signed the Family Farmer Relief Act, which eases the process of reorganizing debt for farmers through Chapter 12 bankruptcy rules. 19th District Congressman Antonio Delgado introduced the legislation in April with bipartisan support.  The legislation passed the House on July 26, the Senate on August 2nd.

The National Center for Arts Research at Southern Methodist University in Dallas released their 5th annual Arts Vibrancy Index Report, which ranks more than 900 communities across the nation, examining the level of supply, demand, and government support for the arts.  Oneonta ranked 8th, Jackson, Wyoming ranked 1st, & Hudson New York ranked 5th, as the only other New York community in the survey’s Top 10. more information is available at oneonta.ny.us.

Sidney Village Police & State Police are conducting a joint investigation into the death of a 2 month old infant at Circle Drive Apartments Monday Morning.  State Police told WCDO News that foul play is not suspected at this time & the investigation is ongoing.
