Governor Cuomo held his latest Coronavirus briefing in New York City Today; he announced that a task force has developed a formula regarding school district reopening in the fall:

The Decision on which district will reopen will be decided between August 1st & 7th, and can be amended if there is a spike in Coronavirus cases in the region around the district as they get closer to reopening.

The State Health Department announced that the state had 557 new cases of the Coronavirus Sunday, bringing the state total to 402,363.  10 people died from the virus Sunday, the state death toll is up to 24,989, hospitalization fell to 792 Sunday, the lowest number since Mid-March.

Chenango County Public Health announced that they are at 166 total cases of the coronavirus since March. They have 108 active quarantines, 146 recoveries, 6 deaths; they have performed over 13,000 tests.

Broome County District Attorney Michael Korchak announced today that 38 year old Derrick Cervini of Binghamton has been sentenced to 13 years in New York State prison and 20 years parole for 1st degree criminal sexual act.  Cervini was arrested for allegedly performing sexual acts with an underage female.

At 9:45 pm on Friday, Chenango County 911 received a report of a house fire at 61 Henry Street in the City of Norwich. The Norwich Fire Department with mutual aid from North Norwich & Plymouth Fire Departments and Chenango County Bureau of Fire responded to a working fire on the 2nd floor of the 2-story structure. The fire was knocked down quickly, 1 firefighter received minor injuries and was transported to the hospital. The cause of the fire was electrical.

Delaware County Public Health received 1 positive lab report for COVID-19 Friday. The County now has 83 total cases, 76 recoveries, 6 deaths, 1 person is isolated at home, no one is hospitalized, and 25 are quarantined.

WCDO NEWS FRIDAY 7-10-20

State Department of Health Commissioner Dr. Howard Zucker today announced nursing homes and long term care facilities in New York will be allowed to resume limited visitations for facilities that have been without COVID-19 for at least 28 days. Residents in these facilities will be allowed 2 visitors at a time, and the visitors must undergo temperature checks, wear face coverings and socially distance during the visit.   For each facility, only 10% of the residents can be allowed visitors at any time, nursing homes are required to send their plans in order to begin visitations, which will not go into effect until July 15th at the earliest; more information is available at coronavirus.health.ny.gov.

Governor Cuomo announced that there were 786 new cases of COVID 19 diagnosed Thursday, about 1% of all those tested.  there were 8 deaths Thursday, the total amount of cases in New York is now over 400,000, there were 826 people hospitalized, 92 were on ventilators, the death toll is up to 24, 968.

Chenango County Public health announced that they are up to 163 cases of the Coronavirus, with 105 Active Quarantines, no Hospitalizations, 141 Recoveries, 6 deaths and they have performed 12,545 tests.

A Class Action Lawsuit was filed by Gyms, Health Centers & spas Wednesday against the state and Governor Cuomo, after were not included in the Phase 4 re-opening following the COVID- 19 shutdowns in March.  Anna Banks of My Home Gym in Bainbridge said that their business was included in the lawsuit:

Governor Cuomo said recently that the concerns about gym related business was mainly regarding their Air conditioning filtration systems, he said this week that filtration systems with a Merv 13 rating removed the COVID 19 virus from the air & more research was being conducted.

Otsego County Health Department announced today that they have 1 new case of the coronavirus, giving them a total of 81 so far.  No patients are hospitalized, 73 have recovered, there have been 5 deaths, 24 people are quarantined, and 26 people are being monitored after traveling from a state with a high rate of infection.

 The Broome County Health Department announced that a person has tested positive for coronavirus following a large 4th of July gathering at 82 Front Street in Binghamton.  The Health Department advises that people that were at that event should self-quarantine until July 18th, and contact their healthcare provider if you develop symptoms including cough, fever and shortness of breath.  Testing is continuing at the drive-thru testing site at Binghamton University. For the 16th day straight Delaware County reported no new cases of COVID-19 and no additional recoveries. To date there have been 82 confirmed positive cases of COVID-19, with 20 people quarantined, no one is isolated at home or in a hospital, 6 people have died and 76 have fully recovered.

Chenango County Department of Public Works announced the complete closure of County Road 36 between the intersection of Wahlberg Road / Whites Hill Road and the intersection of Aldrich Road / Oxford Road, from Monday July 13th until Project Completion.  Crews will be replacing a large culvert under County Road 36.  There will be NO Detour; the traveling public is advised to seek alternative routes.  More information is available at 337-1710.

Governor Cuomo announced that Malls in Phase 4 regions can open Friday but only if they have high-efficiency Air Conditioning systems with Filters with a Minimum Efficiency Reporting Value; or “MERV rating” that filters out of the COVID-19 virus:

Ventilation protocols include increased outdoor air, reduced air circulation, longer system run times and frequent filter checks, Mall Staff and shoppers will be required to wear masks and maintain social distancing protocols.

The State Health Department announced that Patient Hospitalization from the Coronavirus is 851, the number of people on ventilators is at 98, and there were 8 deaths Wednesday& 584 new cases of the virus diagnosed.  The state death toll is 24,959, the total number of cases since March is 399,513.

Chenango County Public Health announced that they have had 159 total cases of the Coronavirus so far, 74 are currently quarantined, no one is hospitalized, there have been 141 recoveries, 6 deaths and over 12,400 tests have been performed.

Delaware County Sheriff’s Department announced that a Stamford man succumbed to a cardiac emergency while driving in the Town of Kortright Wednesday afternoon.  At approximately 12:20 PM Wednesday Deputies & EMS responded to a report of a vehicle off the roadway, upon their arrival, emergency medical personnel discovered the driver 67 year old John Mason of Stamford was in cardiac arrest and began lifesaving treatment, however, efforts to resuscitate Mason were unsuccessful.  The Investigation determined that Mason suffered a fatal cardiac related emergency while driving and drifted off the roadway and into a ditch.

U.S. Senator Charles Schumer was in Cooperstown yesterday.  Schumer is urging the President to send more federal aid to municipalities; Otsego County officials reported that they lost an estimate 15 million dollars in revenue because of the shutdown from the Coronavirus pandemic.

The Oneonta Common Council approved of a measure to form the Community Advisory Board, to review the Oneonta Police Departments’ policies & procedures.  All municipalities in New York State with a police force are mandated to hold public meetings to reform police practices by April 1st of next year.

The Oneonta History Center at 183 Main Street reopens to the public on Friday at 12:00 noon. Attendance will be limited to a maximum of 15 persons at a time. Masks and social distancing will be required. State Police investigated a 1 vehicle tractor trailer crash at about 8:30 Wednesday morning on I-88 in Otego. Troopers reported that the tractor trailer filled with milk containers rolled over on I-88, blocking both lanes of the highway westbound & pour a significant amount of milk on the highway.  The Driver was 26 year old Andrew Lloyd of Porter Corners, he was not injured & told Troopers he fell asleep at the wheel, and he was later taken to Ellis Hospital in Schenectady by his employer.

For the 15th straight day, Delaware County continues to report no new cases of COVID-19 yesterday and no additional recoveries.  To date there have been 82 confirmed positive cases, with 17 people under quarantine.  No Patients are isolated at home or in a hospital, 6 people have died and 76 have fully recovered.

Broome County Health Department announced that they are up to 728 cases of the Coronavirus, with 53 deaths, 602 recoveries & 320 being monitored by the Department, they have conducted 21,505 tests.

The State DOT is advising motorists the ramp from State Route 7 Northbound to I-88 Eastbound in the town of Dickinson will close today through July 23rd for repairs, milling and paving. Motorists should allow extra travel time to follow posted detours.  Motorists are urged to slow down and drive responsibly in work zones.

The Governor also announced that the studies on Air Conditioning filters are close to being completed, all county fairs in the state have officially been closed & Malls in Phase 4 regions can re-open with restrictions July 10th.

The State Health Department announced that 692 people, or 1.2% tested on Tuesday, were positive for the Coronavirus.  the state has had just under 399,000 cases since march, the number of hospitalizations was at 841 statewide, there were 97 people on ventilators, the first time that number went under 100 since March 16th.  There were 11 deaths Tuesday; the state death toll is 29,944.

The New York State Council on the Arts announced that $490,000 in Cares Act Funding will go to 49 arts organizations around the state.  Locally, the West Kortright Centre in Delaware County will receive $10,000 in funding.

Delaware County Sheriff Deputies arrested 23 year old Travis Jennings of Hancock with 3rd degree rape and endangering a child.   Jennings is accused of engaging in sexual intercourse with a female child under the age of 17-years-of-age in the Town of Hancock in August of 2019, he was arraigned & was released on his own recognizance pending his appearance in the Town of Hancock Court on a later date.

Due to the number of complaints from the public over the July 4th holiday weekend, State Police targeted people bringing illegal fireworks purchased in Pennsylvania into New York State.  State Police arrested 21 individuals and charged them with unlawfully dealing with fireworks; more than $27,000 in illegal fireworks were seized.

Governor Cuomo announced that individuals travelling from 3 additional states will be required to quarantine for 14 days upon arrival to New York State.  The states of Delaware, Kansas and Oklahoma have met the Metrics to Qualify for the Travel Advisory.  The State Health department announced that 588 people tested positive statewide for the Coronavirus that was about 1% of those tested Monday.  There were 10 COVID-19 Deaths in New York State Monday, the total Number of cases since March is up to 398,237.

New York is continuing a study of specific air conditioning filter requirements to potentially prevent the airborne spread of the Coronavirus. Governor Cuomo comments:

State Health Commissioner Dr. Howard Zucker discussed the findings of the state’s handling of Covid Positive nursing home patients who required  hospitalization, and who were transferred back to nursing homes after they recovered:

Hundreds of owners of Gyms, Spas, Fitness Centers & Health Clubs are planning to file a class action lawsuit against the Governor Cuomo & the State next week, as they have not yet been allowed to open in any of the phases of reopening.  Anna Banks of My Home Gym in the town of Bainbridge told WCDO News that they are part of that action:

Owners of malls around the state have lodged similar complaints about re-opening as the gyms have, Currently; businesses are advised by the state to follow guidelines at forward.ny.gov.

State Police and local law enforcement agencies will increase patrols to crack down on drunk and drugged driving and other traffic infractions during the 4th of July holiday through Sunday. State Troopers will conduct sobriety checkpoints and target reckless and aggressive driving statewide, Drivers should also remember to “move over” for stopped emergency and hazard vehicles on the side of the road. Last year, the State Police issued nearly 13,410 tickets during the 4th of July weekend; they arrested 249 people for DWI and investigated 187 crashes, which resulted in 2 fatalities.

Governor Cuomo announced state outdoor pools across New York will open for swimming for the July 4 weekend under the standard operating schedule of the New York State Office of Parks, Recreation and Historic Preservation. Delaware County Sheriff’s Office Criminal Investigators arrested 25 year-old Brandon Felter of Hancock at the Bradford County Correctional Facility in Pennsylvania, where he was being held as a Fugitive from Justice on the Delaware County Probation Warrant.  Felter had previously been sentenced to a 5 years’ probation after being convicted burglary in Hancock, he is accused of failing to report to the Delaware County Probation Department.  Felter waived extradition and is being held Delaware County Correctional Facility pending further County Court action.

42 year old Justin Hobbie of Springfield Center was sentenced in US District Court to 200 months in prison for persuading 3 teenage girls to perform & record sexual acts and send them to him through the internet.  Hobbie was a Physical Education teacher in Cooperstown prior to his arrest, he was also sentenced to a 15-year term of post release Supervision, after he completes his prison term, he was ordered to pay restitution in the amount of about $10,000 & he will be required to register as a sex offender.

Officials with the Otsego County Fair announced that they will cancel this year’s event.  Organizers are planning to hold the Fair in Morris in August of 2021.

Chenango County Public Health announced that they have had 146 positive cases of the Coronavirus since March.  They have 24 in quarantine, no one is hospitalized, there have been 6 deaths, and over 11,000 tests have been conducted.

Oneonta Mayor Gary Herzig announced that the Oneonta Community Advisory Board will be formed shortly, as the city’s citizens & Oneonta Police will discuss Oneonta Police policy, as mandated by Governor Cuomo.  The committee will include Oneonta Police Chief Doug Brenner, plus a cross section of local community leaders & residents.  Each Police force in the state has until April 1st of next year to get their policies discussed with the community they serve.

Regatta Row 2020 will continue this year with the auction of Adirondack chairs made up from canoe paddles & decorated by local artists, Jericho Arts Council Spokesperson Rachel Hares told WCDO News about the chairs:

The State Health Department is continuing with research regarding the effects that Air Conditioner Filters may have on curtailing the spread of the COVID 19 virus in restaurants, malls, gyms & other inside businesses with heavier densities, Governor Cuomo commented on Wednesday:

The state Health Department announced that over 4 million tests have been administered since March, with 394,954 positive tests, there were 10 deaths Wednesday from the virus, and the state death toll is 24,877.  Hospitalizations statewide were at 878 on Wednesday.

State Police arrested 42 year old Jennifer McCluskey of Otego for Driving While Ability Impaired by Drugs.  A trooper was dispatched to a one-car crash on County Highway 3A in the town of Unadilla, the trooper discovered that McCluskey’s vehicle was in the embankment, McCluskey was arrested, processed and released on appearance tickets to the town of Unadilla court on July 27th, & was turned over to a sober third party.

State Police arrested 19 year old Ryan Spence of Port Crane for Driving While Intoxicated, after Troopers were dispatched to a one-car crash on State Route 369 in the town of Fenton.  Spence traveled off the roadway and struck a tree; He was arrested and released on appearance tickets to the town of Fenton court then released to a sober third party.

Delaware County Public Health announced Wednesday that they have had 82 total Positive Results for COVID 19.  76 people have recovered, no one is isolated at home, & no one is hospitalized, 6 have died, 17 are quarantined, over 3700 people have been tested.

The Northeast Classic Car Museum is preparing to reopen its doors on Friday, July 10th, in accordance with the State’s phased reopening plan with many health and safety procedures being followed.  The Museum will be open from 9:00 AM to 5:00 PM on Fridays, Saturdays and Sundays only through the month of July.  The Museum will then reevaluate whether to expand operating hours for the month of August.
