The Delaware County Sheriff’s Office is continuing their investigation into the disappearance of 51 year old Byron Furman of Sidney, who was last seen at his Lawton Hill Road residence on Wednesday night, June 26th.   Furman was last known to be wearing light tan shorts and a light gray t-shirt, he is 5’11”, 250 pounds with gray hair and brown eyes, and he is believed to have walked from his residence and may be in need of medication.  A search of the Lawton Hill Road area conducted earlier this month by Delaware County Sheriff’s Deputies, State Forest Rangers and State Police failed to reveal any information on Furman’s whereabouts.  Anyone with information on Furman should contact the Delaware County Sheriff’s Office Criminal Investigation Division at 832-5599.

Delaware County Public Health announced today that a bat has tested positive for rabies in the Town of Franklin. This is the 3rd rabid animal in Delaware County this year, officials said that 2 people and were exposed to the rabies virus, and are being treated for rabies post exposure prophylaxis. Governor Cuomo signed legislation creating a temporary state commission to study and investigate how to regulate artificial intelligence, robotics and automation. The New York State Artificial Intelligence, Robotics and Automation Commission will look at the latest uses and impacts of these technologies.  The commission will examine how artificial intelligence, robotics and automation affects employment in New York State, how it can acquire and disclose personal information, & how it may be used in unlawful or unsafe ways the commission will issue a final report with its findings and recommendations to the Governor and legislative leaders.

35 year old Kelli Johnson of the town of Plymouth was indicted for criminal possession of a controlled substance & endangering the welfare of a child.  Johnson was arrested June 25 by the Chenango County Sheriff’s Department she is accused of possessing methamphetamines with intent to sell, in the presence of a child under the age of 17.  Johnson faces additional court action in Chenango County Court shortly.

21-year old Brandon Clark of Cicero has been indicted by an Oneida County grand jury on a charge of 2nd-degree murder, for the murder of 17 year old Bianca Devins of Utica, on July 14th.  Clark is accused of killing Devins & posting the pictures online, Utica Police were alerted & Clark was located & arrested.  Clark is being held in the Oneida County Jail without bail pending arraignment on Monday.

21 year old Skuyler Reynolds of Chenango Bridge has been arrested in connection with a series of area church burglaries.  Reynolds was arrested by Binghamton Police for 3rd degree Burglary, 3rd Degree Grand Larceny following a recent break-in at a Presbyterian church in Binghamton.  Police are continuing to investigate if Reynolds participated in other Church burglaries in Johnson City, Chenango Bridge and Port Crane has been under investigation by law enforcement agencies.

The Red Cross is assisting a family of 7 that were displaced in a family at their home on Hathaway Road in the town of Laurens Tuesday morning. The Red Cross officials said that the family consists of 2 adults & 5 children ages 10 to 15, & they are accepting donations.  The cause of the fire is under investigation.

Oneonta Mayor Gary Herzig announced the re-opening of the Market Street entrance to Neahwa Park today.  The city had closed that entrance Sunday & they had planned to conduct a study to see if it was possible to close that entrance to vehicular traffic & institute other improvements for pedestrians & bicycles.

Delaware County Sheriff’s Deputies, State Police and Hobart Fire Department and Emergency Squad responded to a 911 report of an overturned car discovered in a body of water on Gun House Hill Road in the Town of Harpersfield Tuesday.  1st responders righted the vehicle and extricated the driver, 56 year-old Dominick Leone of Oneida.  Leone lost control of his vehicle, struck a culvert and earth embankment before coming to rest on the roof in a stream.  Leone was pronounced dead, an autopsy will be conducted to determine the cause of death, the investigation is continuing.

33 Year old Kevin Wilcox of Harpursville pleaded guilty to aggravated vehicular homicide for a Binghamton crash March 11th that killed 16 year old pedestrian Harper Stantz & injured 19 year old Britney Laserinko.  Wilcox admitted to being on Suboxone when he drove his vehicle onto the sidewalk & struck the 2 teens.  Wilcox was sentenced to 5 to 15 years in prison this morning in Broome County Court.

Officials with the Greater Chenango Cares IRT events in Chenango County & Cortland County last week, announced that combined, they saw 3,500 patients, who received over 21,000 procedures, at no cost to patients.  Services included medical, dental, eye care & veterinary services over the 10 day events.

Governor Cuomo has signed the “Revenge Porn” bill into law, making it a misdemeanor  offense.  The law will defines “revenge porn” as the unlawful dissemination or publication of an intimate image, with the intent to cause harm to the emotional, financial, or physical welfare of another person and when the image was taken with a reasonable expectation that it would remain private. It was also allow victims of “revenge porn” to seek civil recourse for the damages. Those convicted could face penalties up to a year in jail.

Several Otsego County Fire departments responded shortly before 12:00 noon today for a structure fire at the intersection of Hathaway Road & Beaver Lake Lane in the town of Laurens.  Fire fighters from Laurens, West Laurens, and Mount Vision responded,   WCDO News will have more information as it becomes available.

Town of Vernon Code Officials in Oneida County rejected the promoters of Woodstock 50’s 3rd application for a permit to hold the 3 day concert at Vernon Downs.   Officials said that the  Application was filed after 120 day deadline passed, & that the Public Health, Safety, Traffic, Parking & Security concerns for an event that size were not properly addressed.  The event is supposed to be held from August 16 through August 18, on the 50th anniversary of the original festival in Bethel, it was rejected previously in Watkins Glen, before the latest rejection in Vernon.

Governor Cuomo today signed legislation banning the performance of declawing procedures on cats, making New York the first state to prohibit the practice. Declawing involves the removal of all or most of the last bone of each of the toes of the front feet, and tendons, nerves and ligaments that allow for normal function of the paw are severed, resulting in pain and other serious medical or behavioral issues. The bill takes effect immediately.

Governor Cuomo and Attorney General Letitia James today announced that New York is holding Equifax accountable for the 2017 data breach that exposed the sensitive financial and personal information of millions of Americans, including 8.5 million New Yorkers.   Under the settlement, Equifax will pay a fine of $10 million to the Department of Financial Services & $9.2 million to the Attorney General’s Office as part of $175 million to State Attorney Generals including New York, and Equifax has committed up to $425 million to the consumer restitution fund.

6 players were inducted into the National Baseball Hall of Fame Sunday at the Clark Sports Center in Cooperstown: 

The inductions started with the induction of 2 starting Pitchers, 1st up was Mike Mussina who played 18 years for the Baltimore Orioles & The New York Yankees, who won 270 games without putting up some of the gaudy statistics that other Hall of Famers did:

The 2nd starting pitcher inducted Sunday was the late Roy Halladay, who died in a small plane crash in November 2017; on the baseball field among his achievements, he authored only the 2nd no hitter in post season baseball, his wife Brandy struggled through the speech, but believed her husband would have said the following in his speech:

Edgar Martinez played his entire career with the Seattle Mariners, he was so prolific as a DH, that the Annual Award is named after him; he said that it was a long wait to get in the Hall Of Fame, but it was worth it:

State Police are seeking the public’s assistance in locating 27 year old Amanda Lee Chandler of Oneonta.  Chandler was last seen about a week ago in the City of Oneonta and has not had any contact with any family or friends, she is described as 5’5″, approximately 150 pounds, blue eyes, shoulder length brown hair with blonde ends, she was last seen wearing a t-shirt, jeans and black sneakers.  Anyone with information is asked to call State Police at 432-3211.

39 Year Old Gary Nichols of Norwich was arrested officers got a complaint of a trespasser going through a parked vehicle on Plymouth Street. Residents chased the Nichols into a wooded area, Nichols allegedly stabbed one of the people pursuing him, & biting another person. The stabbing victim was hospitalized for 10 wounds to the head and torso. The biting victim was treated and released from the hospital.  Nichols was charged with 1st-degree assault, 3rd-degree assault, criminal possession of a weapon and petty larceny & trespassing.

21 year old Brandon Clark of Cicero was released from a Utica Area Hospital & has officially been charged with 2nd degree murder, for the death of 17 year old Bianca Devins of Utica last weekend.  Clark was remanded to the Oneida County Jail, he is accused of Killing Devins, posting pictures of her body on 4chan & Discord social media sites, discord followers & Clark himself notified police, police found Clark stabbing himself in the neck.  Clark faces court action in Utica City Court next week, Devin’s funeral mass is being held a church in Utica this afternoon.

Governor Cuomo signed the Farm Workers Bill Wednesday, which establishes a Fair Labor Practices Act to protect farm worker rights and ensure equitable housing and working conditions.

The bill grants farm workers overtime pay, a day of rest each week, disability and Paid Family Leave coverage, unemployment benefits and other labor protections. The bill will take effect on January 1, 2020.

The Guilford Town Board meeting last night drew a standing room only crowd of citizens, who wanted answers to their questions about the proposed High Bridge Wind Farm project by Calpine, Priscilla Welden of the Concerned Neighbors of Guilford commented:

Delaware County Sheriff’s Deputies arrested 40-Year-Old Robert Decker of Sidney on an active Bench Warrant from Town of Sidney Court for failure to appear on previous charges of Menacing and Harassment.  Decker was arraigned in the Town of Sidney Court, and he was remanded to the Delaware County Correctional Facility on $1,000 cash bail or $2,000 bond.  Decker is scheduled to re-appear in the Town of Sidney Court at a later date, Deputies were assisted by the Village of Sidney Police Department.

State Police arrested 57 year old Edward Fernly of Oneonta, on 5 counts of petty larceny.  Fernly is accused of stealing items from Lowe’s in Oneonta, worth about $930.  Fernly was released on appearance tickets for Oneonta Town Court at a later date.

Organizers of Woodstock 50 have submitted their 3rd application to have the event held at Vernon Downs in Oneida County.  Previous applications were turned down due to the closeness in time of the scheduled event, and for the lack of planning for law enforcement & first responders to be on hand to sufficiently handle the demands of a large 3 day music festival.  A previous attempt to hold the festival on the 50th anniversary of the original Woodstock festival at Watkins Glen international fell apart last month.

25 year old John Mehne of Florida pleaded not guilty Wednesday to a Broome County grand jury’s indictment.  Mehne was arrested June 4 after he allegedly crashed a stolen car on I-81, tried to escape by jumping on 2 other vehicles, fled in to the woods, then Police agencies launched a manhunt.  The grand jury indicted Mehne for Grand Larceny and Menacing; he was arraigned on the latest charges & was remanded back to the Broome County Jail.  Another Grand Jury presentation is expected, as the Broome County District Attorney’s Office continues to work with State Police on additional charges relating to the series of incidents involving Mehne on June 4th.

17 year old Francisco Laboy Diaz of Sidney has recently returned home after he & his family spent time at the Ronald McDonald House in Rochester, while Francisco underwent treatment for a brain tumor on his brain stem at the Golisano Children’s hospital there, Francisco told WCDO News that he will miss all that helped him in Rochester:

Governor Cuomo signed legislation to raise the minimum sales age for tobacco and electronic cigarette products from 18 to 21. The bill will take effect 120 days after becoming law; tobacco use continues to be the number one cause of preventable death in New York State. About 28,000 adult New Yorkers die every year as a result of smoking & an increasing number of underage youth are using both traditional cigarettes and e-cigarettes. From 2014 to 2018 youth use of e-cigarettes increased by 160% to 27.4%, more than half of teens falsely believe that e-cigarette use is harmless.

State Police arrested 32 year old Heather Houck of Binghamton & 26 year old Caleb Zandt of Deposit for Criminal Possession of a Controlled Substance & Criminally Using Drug Paraphernalia.   A trooper observed the vehicle Houck and Zandt were in, near a closed business, the trooper learned that Houck had an active warrant for her arrest.  Houck was also found to have suspected heroin and methamphetamine, she was arrested and was turned over to Broome County Central Arraignment and Processing.   Zandt was found to be in possession of heroin and a scale.  He was issued appearance tickets to the town of Union court on August 6th.

State Police responded Saturday to a pedestrian struck by a vehicle on County Road 4 in the town of Unadilla.  69-year-old Susan Haney of Unadilla was walking south on the eastern shoulder of County Road 4 when she was struck by an SUV operated by 34-year-old Nicole Wilbur of Unadilla, who became distracted and drifted off the road and struck Haney, Wilbur immediately stopped and called 911.  Haney suffered from head trauma, internal bleeding and leg injuries; she was flown to Upstate Medical Center in Syracuse where she underwent surgery and is listed in critical but stable condition.   Wilbur was issued tickets for Reckless Driving, Moving from a Lane Unsafely and Failure to Use Due Care for a Pedestrian. The investigation is on-going.

State Police arrested 32 year old Tavish Braman of Oxford for 3rd degree Assault, after Troopers were dispatched to the town of McDonough, were they observed an intoxicated male laying on a driveway.  A victim told troopers that they were giving Braman a ride due to his intoxication; the victim reported that Braman punched him in the face and head. The victim was taken to Chenango Memorial Hospital and Braman was also taken to the hospital due to his level of intoxication, he was released & was arraigned & remanded to Chenango County Jail on $1000 cash bail or $2500 bond, pending court action on August 15th, an order of protection was issued to the victim.

The Delaware County Chamber of Commerce will hold their Annual Business Awards ceremony at 6:00 PM at Meredith Inn, 4206 Turnpike Road, Delhi, which is a change in venue due to the likelihood of Showers & Thunderstorms.  The Honorees include the Delhi Rehabilitation and Nursing Center, as the 2019 Business of the Year, Stagecoach Run Art Festival, headquartered in Treadwell and Franklin, and Table to Farm Tours of Roxbury, will receive the 2019 Tourism Award.

Oneonta Fire Department Officials reported that Friday’s Fire at the Mayrose Apartments started as a kitchen fire.  The occupant of apartment 206 was taken to AO Fox hospital for undisclosed injuries, one other pe4rson in a separate apartment was displaced, The use of water to fight that fire led to a water main break at around Chestnut Street, it was repaired by Friday night.

Utica Police released more details about the Murder-Suicide near the start of the Boilermaker race Sunday.  Police said that 17-year-old Bianca Devins of Utica was found dead, her boyfriend 21 year old Brandon Clark was found by Police after he posted pictures of Devin’s lifeless body on social media sites 4chan & Discord, Discord followers alerted Police about the murder & Clark also alerted Police.  Clark was charged with 2nd-degree murder, after he was treated for self-inflicted stab wounds to the neck.  The investigation is continuing.

Heather Franklin of Guilford was sentenced in Chenango County Court to 7 to 11 years in state prison on Monday.  Heather & her husband Ernest Franklin plotted the murder of their 16-year-old adopted special needs son Jeffrey before setting their house on fire in March 2017 to cover up his murder. Heather Franklin pleaded guilty earlier this year to manslaughter, arson and tampering with physical evidence.

Broome County Sheriff’s Office recovered a stolen vehicle from Sidney recently, in the parking lot of the Econo Lodge.   The deputy observed a male attempting to enter the passenger side, the officer detained the male for questioning and moments later he fled on foot into the woods. The officer pursued the suspect and after a brief struggle took him into custody.  40 year old Hayes Cutting of Bainbridge is accused of stealing the car from the Village of Sidney on July 12th, he was charged with Criminal Possession of Stolen Property, Resisting Arrest & Escape, he faces arraignment shortly.

Ed Curley of Sidney continues his bicycle trek across America to raise money for the Juvenile Diabetes research Foundation, the afternoon Ed was in San Antonio Texas, with the final destination of St. Augustine Florida, he gave WCDO News an update on his progress:

The Chenango County Planning Department, working in conjunction with Opportunities for Chenango, is slated for a $500,000 Community Block Grant through the New York State Office of Homes and Community Renewal. Money will be allocated to income-eligible homeowners in need of making vital home improvements.  The plan would need to be approved by the Chenango County Board of Supervisors before the money could be made available to homeowners.

This year’s Utica Boilermaker race was delayed for about 15 minutes Sunday, not because of any weather related issues, but because of a homicide near the starting line.  One woman was pronounced dead at the scene &  man was taken to an area hospital with lacerations, that investigation is ongoing.

State Police, the State Park Police and the Governor’s Traffic Safety Committee are partnering to ensure that visitors to state parks are buckling up for safety.  “Buckle Up Nnew York in the Parks” is an enforcement and educational campaign to ensure that visiting motorists and their passengers properly buckle-up their seatbelts while travelling inside state parks, This year’s campaign will be held through  August 12th.

Catskill Area Hospice and Palliative Care is hosting a Caregiver Support Group at The AO Fox Hospital Tri-Town Campus in Sidney starting today.  The group will meet 6 times to provide information and support for those who are taking care of seriously ill family members or friends.  Caregivers will have an opportunity to identify concerns, discuss feelings, receive support from others, and locate community resources which may be helpful for their unique situations.  More information is available at 432-5525.
