The Sidney Central School Observatory will be open tonight, from 8:30-9:30PM. The featured attractions will be the waxing gibbous Moon, and rising Jupiter in the eastern sky. State Police released more details on the April 11th crash that killed Whitesboro Police Officer Kevin Crossley. Troopers reported that an eyewitness and a surveillance video showed Officer Crossley made a U-turn, his patrol vehicle then collided with an SUV driven by Nicole Moshier-Harris. Officer Crossley’s vehicle was travelling at 74 miles per hour, and his actions were consistent with pursuing an unidentified violator. The coroner’s report determined that Officer Crossley’s death was caused by multiple traumatic injuries & he was not wearing a seatbelt at the time of the crash. Moshier-Harris was issued a traffic ticket for failing to yield the right of way, no additional charges are anticipated.

Law enforcement agencies across the state participated in the Operation Safe Stop Day today. Police officers will be on board school buses and monitoring bus routes to ensure safe driving. An estimated 50,000 motor vehicles illegally pass New York State school buses every day. Last year, more than 1000 tickets were issued for people passing a stopped school bus.

Governor Cuomo launched Round 8 of the Regional Economic Development Council initiative, kicking off the 2018 competition for more than $750 million in state economic development resources. The Consolidated Funding Application will open to applicants on May 1, enabling businesses, municipalities, not-for-profits and the public to begin applying for Projects. Round 8 will include up to $150 million in capital grants and up to $75 million in Excelsior Tax Credits for projects and activities identified by the Councils as regional priorities.

Governor Cuomo announced that DICK’S Sporting Goods, has plans to construct the Company’s first-ever in-house eCommerce fulfillment center. The company will construct an approximate 245,000 square-foot addition to its recently opened distribution center in Broome County Corporate Park in Conklin. Sidney Village Police announced the arrest of 2 people Tuesday, after they executed a search warrant along with State Police. An 18 year old Sidney youth was charged with criminal possession of a controlled substance, criminal possession of a weapon & Criminal Possession of Stolen Property Assault, Endangering the welfare of a minor & Harassment, he was arraigned & was remanded to the Delaware county jail on $10,000 cash bail. Am 18 year old Unadilla youth was also charged with criminal possession of Stolen property, he was arraigned & was sent to the Delaware County Jail on $3,000 bail. The investigation is ongoing & more charges are pending.

Governor Cuomo today issued a cease and desist letter to ICE to demand the immediate stop of their unconstitutional enforcement actions. Cuomo condemns the agency’s patterns of targeting immigrants and jeopardize public safety in places of businesses, and public places such as schools. Also the Governor signed an executive order to modify executive order #170 to prohibit ICE arrests in state facilities without a warrant, and it also prohibits law enforcement officers from inquiring about immigration status unless they are investigating illegal criminal activity.

Delaware County Sheriff Deputies arrested 28 year old Donald Kern of Hancock for Aggravated Unlicensed Operation after they responded to a 1 car property damage accident on South Dry Brook Road in the Town of Tompkins. Kern is accused of operating his motor vehicle while his driving privileges were suspended. Kern was issued an appearance ticket having to appear in the Town of Tompkins Court at a later date.

State Comptroller Tom DiNapoli released the results of several audits today, including an audit of the Village of Milford. Key Findings were: Duties performed by the Clerk-Treasurer are not segregated, and the Board does not provide adequate oversight & The Board did not ensure that the required annual audit of the Clerk-Treasurer’s records was performed. DiNapoli’s auditors recommended that the Board should periodically review bank statements, canceled check images, bank reconciliations and monthly reports & they should perform the required annual audit of the Clerk-Treasurer’s records.

Community Foundation for South Central New York announced that they have awarded $5,000 to Organizations in Walton, from the Paul G. and Miriam B. Mattern Fund. The State Board of Elections announced that all precincts have reported in the 102nd State Assembly race, they have declared Republican Christopher Tague as the winner, with 45.8% of the vote, over Democrat Aidan O’Connor with 44.3%, and Independent candidate Wesley Laraway with 9.7%. Tague replaces Pete Lopez, who left the seat last year following an appointment to the EPA.

Utica Police arrested an Oneonta couple for allegedly scamming Utica area businesses. Joshua Eckman and Michelle Schaffner are accused of attempted to collect refunds on orders they never placed by contacting businesses and saying they received an incorrect order, then demanding a refund. The pair are charged with misdemeanor attempted petty larceny and conspiracy and will face court action shortly.

Binghamton Police responded to 14 Doubleday Street Sunday for the report of a man being shot in the face. The unidentified 29 year old victim was taken to Wilson Hospital in Johnson City & was transported to Syracuse for surgery; the victim was serious condition Monday. The Social Security Administration introduced the expansion of online services for residents of New York, through socialsecurity.gov/myaccount. Residents of New York can use the portal for replacement Social Security number card requests. The agency is conducting a gradual roll out of this service. New York is one of the states where this option is already available. The service will mean shorter wait times for the public in the more than 1,200 Social Security offices across the country. Governor Cuomo introduced a program bill that would ban all single-use, plastic carryout bags at any point of sale in New York State. This action follows the release of the New York State Plastic Bags Task Force report in January, which outlined the environmental impact of plastic bags, single-use bag reduction measures, and proposed actions that the state could take to reduce pollution and protect New York’s natural resources, including a ban on single-use plastic bags. New York residents use 23 billion plastic bags annually, the bags do not biodegrade and they persist for years.

Attorney General Eric Schneiderman and the Broome County Sheriff’s Office announced the seizure of 11 animals following a complaint of suspected animal neglect in the Town of Sanford & the execution of a search warrant, numerous cats, sheep, dogs, and foxes were removed from the property. 39 year old John Elmer was charged with failure to provide proper sustenance, failure to provide proper food, drink and wholesome air to an impounded animal; he was released on an appearance ticket in the Town of Sanford Court at a later date.

Delaware County Sheriff’s Deputies arrested 43 year old Simeon Nesbitt of Oneonta for Aggravated Unlicensed Operation of a Motor Vehicle, operating a motor vehicle by an unlicensed driver, insufficient plate lights, and failure to stop at a stop sign following a traffic stop on Townsend Street in the Village of Walton. Nesbitt was arraigned at the Village of Walton Court and released on $200 cash bail; he is scheduled to return to the Village of Walton Court at a later date to answer the charges.

Convicted murderer Ricky Knapp died in prison last month at the age of 66. Knapp was serving 25 years to life sentence for the 1977 killing of Linda Velzy in Oneonta, he had been denied parole 8 times & was due for a parole hearing later this year.

State Police arrested 37 year old Christopher Ramey of Port Crane for Assault, Criminal Mischief and Reckless Endangerment after Troopers responded to a report of a victim who was struck by a vehicle. Ramey allegedly spun his tires while backing out of a driveway, struck 3 mailboxes & drove at a person, who jumped out of the way, but struck another person. The victim was later transported to Wilson Hospital, Ramey fled but was located in Port Crane, he was arraigned & was remanded to the Chenango County Jail on $250,000 cash bail, pending court action Tuesday.

The State Labor Department announced that in March, the State’s private sector job count rose to 8,152,500, which is a new all-time high. The statewide unemployment rate remained unchanged at 4.6% in March, the lowest rate since July 2007.

New York state is restoring the voting rights of 35,000 parolees under an executive order from Governor Cuomo. The governor issued the directive on Wednesday, adding New York to a list of 14 states and the District of Columbia that allow people to vote once they have served their sentence.

Governor Cuomo today announced a multi-prong effort to further protect children from sex trafficking, including legislation to strengthen prosecutors’ ability to seek justice on behalf of child sex trafficking victims. While federal law recognizes no child willingly becomes a prostitute, New York law requires prosecutors to prove force, fraud or coercion was used to make a child participate in prostitution. Frequently, the only way to do this is through the testimony of the child victims sought to be protected. A Village of Greene resident was arrested by the Chenango County Sheriff’s Office for 3 counts of Endangering the Welfare of a Child. Deputies arrested 41 year old John Fox Jr. after responding to a domestic dispute in the Village of Greene. Fox is alleged to have thrown a victim to the ground in the presence of three minors under the age of 17; he was arraigned in the Village of Greene Court and was released on recognizance, to reappear in court at a later date.

Governor Cuomo signed the New York Democracy Protection Act Wednesday, which calls on all political advertising in print, TV & radio to disclose the organization or individual paying for that ad. The Act also amends the definition of “political communication” to include paid Internet and digital advertisements, it ensures foreign entities cannot form an independent expenditure committee and purchasing political ads to influence elections; Requires all digital ad buyers to register as an independent expenditure committee, Requires paid independent political online ads to clearly display that the ad was not authorized by any candidate; and Directs the State Board of Elections to create an online archive of all political communications in order to make them transparent and accessible to the press, fact-checkers, political opponents and the public.

A Chenango County jury found Jeremy Coates of Norwich guilty of the murder of David Green in Oxford in 2016. Coates and his girlfriend Melissa Crispell robbed Green, Coates beating him 20 times with various weapons, Crispell pleaded guilty to robbery last May, in a plea deal in exchange for her testimony against Coates, Sentencing for Coates is scheduled for June 1st.

A fundraiser is being held to benefit 2 year old Trinity O’Connor of Sidney & her family. Trinity is suffering from stage 4 cancer, and the medical bills & chemo therapy expenses are difficult for the family to cover. Family friend Kelly Phelps explains:

Jury deliberations began in Chenango County Court Tuesday, in the murder trial of Jeremy Coates, who is accused of killing David Green at Green’s Oxford home in September of 2016. No decision was reached Tuesday, and the jury continued deliberating this morning.

State Police arrested 31 year old Anthony Heath of Oneonta for endangering the welfare of an incompetent or physically disabled person & harassment with physical contact. Heath is accused of abusing patients will working at the Broome developmental Center in Oxford; he will answer to the charges in Oxford Court April 23rd.

Tax receipts for State Fiscal Year 2017-18 reached $79.3 billion, $4.9 billion, or 6.6 percent above the previous year, according to the state cash reportreleased today by State Comptroller Thomas P. DiNapoli. The state ended its fiscal year on March 31 with a General Fund balance of $9.4 billion, an increase of $1.7 billion over the prior fiscal year. The $9.4 billion General Fund balance at the end of March was $3.1 billion higher than anticipated in May 2017 and $278 million higher than DOB’s latest projection from February. State Police arrested 25 year old Justin Hadley of Hancock for Resisting Arrest, 2 counts of Criminal Mischief, Harassment, after Hadley allegedly threatened the victim after an argument & damaged property. Hadley’s was arraigned in the village of Hancock Court and remanded to the Delaware County Jail on $1,000 cash bail or $2,000 bond.

The Broome County Sheriff’s Office Detective Division arrested 30 year old Lance Weiss of Harpursville for Unauthorized Use of a Computer. Weiss is accused of using a computer at a business in Broome County without permission, to access a pornographic website, he was charged with Unauthorized Use of a Computer, he faces court action at a later date.

Governor Cuomo signed legislation that protects New Yorkers from tax increases brought about by the federal tax reforms. Cuomo discussed the main feature, to protect New York wokring class:

A Binghamton man was sent to the Broome County Jail after leading deputies on a chase Monday. Broome County Sheriff’s Office Patrol Division and the Warrant Unit attempted to take 31-year-old Kenneth Boyd into custody, he was spotted in a vehicle in a parking lot in the town of Fenton, when Boyd was approached, he took off & a pursuit continued through the Colesville, into Chenango County and back into Colesville. Deputies set up sticks to flatten the tires & a Taser was used to bring Boyd into custody. A passenger 30 year old Tiffany Hemion, attempted to drive off, she was taken into custody. Both were arraigned Boyd was sent to the Broome County Jail to await further action in Broome County Court. Hemion was released on her own recognizance and ordered to appear in the Town of Fenton Court at a later date.

Chenango County officials announced that State Route 8 between State Route 23 in South New Berlin & County Route 33 is closed, following a motor vehicle accident. Crews have closed the road to replace a utility pole; Otsego County Route 18 is being used as a detour this morning.
