On April 28th, members of the Chenango County Sheriff’s Office, State Police, and City of Norwich Police Department conducted an enhanced traffic-safety enforcement campaign in the Norwich area. 5 people were arrested on a variety of drug charges during the detail. During the detail a total of 17 criminal arrests were made in addition to 41 traffic summons for various vehicle and traffic violations.

Chenango County Sheriff’s department arrested 2 juvenile residents from the Village of Smyrna Thursday for Reckless Endangerment, following an investigation into an accidental shooting. The 2 unnamed juveniles were pointing rifles at each other in a reckless manner when the 16 year old’s gun discharged striking the 17 year old in the shoulder, the 17 year old was taken to Community Memorial Hospital and released with minor injuries. Both juveniles were issued appearance tickets for Village of Smyrna Court and were released to their parents.

State Comptroller Thomas DiNapoli’s office approved the purchase of a $12.5 million, used Sikorsky Helicopter that would be used to fly the governor around the state. The State Police will take delivery of the aircraft next month, DiNapoli initially rejected the proposal earlier this year, they reversed course and gave the State Police permission to pursue the deal, after a state helicopter carrying Cuomo filled with fumes and made an emergency landing at Stewart Airport in Newburgh.

The National Weather Service surveyed an area of storm damage from Monday’s Storm, in Chenango County. Damage to trees was found near Oxford, the damage became more concentrated along Lyon Brook Road northeast of Oxford, where numerous trees were uprooted and snapped near Pratt Road. The tree damage pattern indicated either straight-line winds, indicating a microburst or a series of microbursts as opposed to a tornado. Structural damage included a large tree destroying a garage on Lyon Brook Road, and a peeled roof and a large tree on a house along Pratt road.

State Police arrested 38-year-old Joseph Wilms of Unadilla, for DWI, Aggravated Unlicensed Operation, Criminal Mischief & other traffic violations, after troopers responded to a report of an erratic driver on the Unadilla Community Field. Wilms is accused of driving on the field, causing damage to the grass, and then driving away, he was located in his driveway on Sperry Street; the arrest was a felony because Wilms has 2 prior DWI convictions. Wilms was arraigned in the Town of Unadilla Court and was remanded to the Otsego County Jail on $2,500 cash bail or $5,000 property bond, pending court action Friday.

Broome Count District Attorney Steve Cornwell announced today that Charles Burks was sentenced to 13 years in prison, and Jennifer Burks was sentenced to 9 years in prison, on 2nd-degree manslaughter and 1st degree assault convictions. The couple was accused of giving their son, 5-year-old Chace Burks a fatal dose of oxycodone on May 7th of 2016, and a debilitating dose of methadone in May of 2015.

State Police arrested 22-year-old Akil Wright of Brooklyn for Criminal Contempt, after troopers responded to a domestic dispute in Laurens. Wright’s conduct violated a valid order of protection. Wright was arraigned in the Town of Laurens Court and was released without bail being required. His next court date is on May 18, 2017.

State Police arrested 44-year-old Corey Christman of Oneonta for Disseminating Indecent Material to a Minor and Endangering the Welfare of a Child. Christman was arraigned in the Town of Oneonta Court and remanded to Otsego County Correctional Facility on $10,000 cash bail or $50,000 bond, pending future court action.

A large wind turbine is being moved today down State Highway 12 from the North Norwich rest area to the Oxford rest area. This will cause major traffic delays, particularly in the City of Norwich, to get the load over the Canasawacta Creek Bridge around the lunch hour. Motorists are encouraged to avoid State Highway 12 if possible. You can use County Road 32/East River Road as an alternate.

Delaware County Sheriff’s Deputies arrested 24 year old Francisco Rodriguez of Hancock Monday, on charges of Aggravated unlicensed operation of a motor vehicle, failure to keep right, and unsafe lane change. Deputies say this arrest is a result of a traffic stop on East Front Street in the Village of Hancock. Rodriguez was arraigned in front of Judge Buckley at Hancock Village Court and was remanded to the Delaware County Jail in lieu of $1,000 bail.


NYSEG met its goal of restoring service to more than 90% of affected customers last night & is continuing with the restoration effort. More than 60,000 customers have been affected, around 57,000 customers have had their service restored. NYSEG expects to have power restored to the remaining customers this afternoon, Helicopter patrols are continuing to look for additional damage locally this afternoon.

NYSEG reports that over 500 power lines & over 80 Power poles were damaged by Monday’s storm. Dry ice & bottle water will be available at Norwich, Oxford & Windsor Fire Departments today until 8:00 PM. About 90% of customers that lost power, should be restored by tonight at 10:00 PM, the remaining 10% should be restored by 1:00 PM Thursday. The Afternoon, over 7000 customers were without power in Broome, Chenango, Delaware & Otsego Counties.

Governor Cuomo today signed legislation investing a record $25.8 billion in education aid across New York State. The new legislation boosts education aid by $1.1 billion, including a $700 million increase in Foundation Aid. Aid to New York school districts has increased by 32% over the last 6 years.

The Chenango County Sheriff’s Office arrested 41-year-old Sonya Thomas of Norwich for Endangering the Welfare of a Child. Thomas is accused of failing to report that her child had runaway and was missing for over a week. Thomas was issued an appearance ticket and is scheduled to appear in the Town of Norwich court at a later date to answer to the charges.

The State Assembly Has approved a measure to allow Post Traumatic Stress Disorder to the list of approved ailments where doctors can prescribe medical Marijuana for treatment. Current law only allows for medical marijuana to be used by those suffering from cancer of Lou Gehrig’s disease, the bill now moves on to the State Senate for consideration.

State Police conducted a traffic stop for speeding on State Route 23 in the Town of Davenport. The driver was 58-year-old Gasper Ciraolo of Bainbridge; the passengers were 22-year-old Ashley Nistad, and 18-year-old Colin Stanton, both from Sidney. A search located heroin, prescription pills and a switchblade in the vehicle; Ciraolo was arrested for Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon and other traffic violations. Nistad and Stanton were arrested for Criminal Possession of a Controlled Substance; all 3 were arraigned in the Town of Davenport Court and remanded to the Delaware County Jail on bail, pending court action on May 9th.

A state of emergency was declared in Broome County by County Executive Jason Garnar; Broome County had over 13,000 customers without power this afternoon, Chenango County had over 5100 without power, Delaware County had over 1600 & Otsego County had over 2300 without power.

The Town Of Oneonta will hold 2 public meetings this week to provide residents with information about an energy delivery program that may save residents money on their energy bill. The program, Community Choice Aggregation is a new State program, which has authorized communities to join to together to aggregate the purchase of electricity in hopes of getting better prices for the residents. The first informational meeting is today at the Oneonta Town Hall from 5:00 to 7:00 PM, the second meeting is on Thursday, from 5:00 to 7:00 PM at the Foxcare Center.

The New York State Senate passed a bill that would strengthen Kendra’s Law and make it permanent. The bill enhances improves the quality and effectiveness of care provided to the mentally ill, and prevents Kendra’s Law from expiring on June 30th. Kendra’s Law was first enacted in 1999 after Kendra Webdale was pushed in front of a subway train by a man with untreated schizophrenia in New York City. The bill has been sent to the Assembly for consideration.

Delaware County Sheriff’s Deputies arrested 25-year-old James Blount of Walton, Friday on charges of failure to keep right, unsafe lane change, unlicensed operator, and aggravated unlicensed operation of a motor vehicle, following an investigation of a 1-car accident in the Town of Franklin. Blount was later released on tickets returnable to Franklin Town Court at a later date.

The Animal Adventure in the town of Colesville named their calf this morning, following the end of voting at midnight Sunday. People who have followed the tail end of April the Giraffe’s pregnancy voted, and decided to let Alyssa Swilley, the Lead Zoologist at Animal Adventure, pick the baby boy Giraffe’s name, it was announced by their live stream that “Tajiri” was the name that was chosen, it is Swahili for “Hope”. Governor Cuomo announced that $3 million is available for individuals with serious health issues to receive assistance to purchase air conditioners. Federal funding secured by the state will help New Yorkers with health issues that may be aggravated by extreme heat, Individuals eligible for assistance can apply at their local department of social services beginning today. Last summer, nearly 5,000 households received assistance. applicants must meet existing HEAP income guidelines, Local departments of social services will accept applications through August 31, or until funding runs out.

New York State is giving more than $1 million dollars to a group of farmers, in an effort to boost the state’s Grown & Certified program. The Money is available through the Environmental Protection Fund & will be split up among 29 farms, the program was set up to assure customers that they were purchasing food from local farmers.

3 people were arrested following a stabbing early Friday on Birdsall Street in Norwich. Norwich Police Department and the Chenango County Sheriff’s Office found the victim who was stabbed during a fight; he was treated at Chenango Memorial Hospital & released. Arrested were 36-year-old Eric Carpenter for 2nd degree Assault & Criminal possession of a weapon, 22-year-old Brandon Parker, for Tampering with physical evidence, & 21-year-old Russell Button for Tampering with physical evidence. All three were arraigned in Norwich City Court, Carpenter was sent to the Chenango County Jail on $25,000 cash bail. Parker and Button were each sent to the jail on $3,000 cash bail. All will reappear in Norwich City Court today.

36-year-old Danielle Dunham of Morris was arrested for allegedly bringing drugs into the Otsego County Jail. Dunham was charged with Introducing Dangerous Contraband into Prison, Possessing Dangerous Contraband in Prison & Criminal Possession of a Controlled Substance, for possessing Suboxone as she was being brought to the jail on a previous charge. Dunham was arraigned in the Town of Otsego Court and is being held at the Otsego County Jail on $1,000 cash or $2,000 bond, pending court action on May 17th.

Governor Cuomo announced that green policies at state agencies saved New York taxpayers $19.6 million in the first five years, while also reducing paper use and waste and increasing recycling. A new report by the Office of General Services also found that state agencies are using green cleaning products, capturing and reusing rainwater, and generating renewable energy.

Governor Cuomo announced the Salvation Army in the City of Binghamton has broken ground on its new North Side Job Training and Support Center. More than 200 fire departments have signed up for the 7th annual Recruit New York weekend, according to the Firemen’s Association of the State of New York. Firehouses across the State will open their doors to the public in an effort to increase membership in the volunteer fire service. Firefighters will be conducting tours of their facilities, demonstrating firefighting techniques, and allowing visitors to try on turnout gear. Vulto Creamery of Walton has been named in a wrongful death lawsuit by the widow of Richard Friedman of Vermont, Veronica Friedman. Mr. Friedman died November 2nd 2016 after suffering a massive stroke caused by the Listeriosis infection he suffered from eating the raw milk cheese manufactured by the Vulto Creamery, which was contaminated with Listeria. The Friedman’s purchased Vulto cheese last October and Friedman’s symptoms caused him to go to the Emergency Room at Brattleboro Hospital on October 11th; he was later transferred & suffered a stroke and died at Dartmouth-Hitchcock Hospital. 6 other people were hospitalized and 1 other person died in connection with the Vulto Creamery Listeria.

Governor Cuomo signed the Clean Water Infrastructure Act Wednesday; it is a $2.5 billion investment in drinking water infrastructure, clean water infrastructure and water quality protection across the state.

The State University of New York Board of Trustees today announced the appointment of Kristina Johnson as the 13th chancellor of SUNY, replacing Nancy Zimpher, who will step down as Chancellor in June. Johnson’s appointment is effective September 5 at an annual state salary of $560,000.

The Sidney Village Police Department announced that they would be participating in the National Drug Take Back event this Saturday. Sidney Police Chief Jan Gorshack comments:

The New York State Senate has voted to impose an 8-year term limit in Legislative leadership positions. The legislation calls for no more than 8 years for anyone to serve as State Senate Leader or Assembly Majority leader, they Senate has adopted their own in-house policy to limits leadership terms to 8 years, regardless of the outcome of the legislation. The proposal came forward after years of top-level corruption by leaders of both houses of state government.

The American Cancer Society’s “Paint the Town Purple Day” is tomorrow, where tri town area Residents & businesses are asked to decorate with purple item, for cancer awareness. Spokesperson heather Brewster explains:

Today, Law Enforcement Officers around the state will participate in Operation Safe Stop Day. During “Safe Stop,” police officers are on board school buses and in marked and unmarked patrol units on selected bus routes that have a history of illegal passing complaints. Police issue tickets to drivers who pass stopped school buses. In the last four years, 35 students were hit by motorists passing stopped school buses in New York State.
