Butler was arraigned at the Town of Delhi Court & was remanded to the Delaware County Jail on $500 cash bail or $1000 in secured bond pending future court action.

Governor Cuomo announced $59 million in funding through the Weatherization Assistance Program to help cut utility costs for approximately 9,200 income-eligible families and seniors across the state. Funds will be released to a statewide network of non-profit organizations to conduct energy-efficiency work including air sealing, insulation, upgrading heating systems, and diagnostic testing to identify hazards such as carbon monoxide and mold. 22-year-old Gerard Bourgeois of Morris will spend 6 months in jail & will serve probation, after he pleaded guilty in Otsego County Court to 2nd degree assault. Bourgeois was charged for hitting a 62-year-old mentally disabled man in the head with garden shears in 2016, causing head injuries.

Oneonta police arrested 22-year-old Marquis Cunningham of the Bronx for criminal possession of a forged instrument, criminal possession of marijuana and aggravated unlicensed operation of a motor vehicle. Cunningham is accused of having counterfeit $50 bills & driving with a suspended driver’s license, he was arraigned & was sent to the Otsego County jail on $2,500 cash bail; he was released on bail & will appear in court to answer to the charges shortly.

Oneonta Police arrested 2 people for criminal possession of a controlled substance Friday. 29-year- old Amber Typlt & 23-year-old Christopher Wellman are accused of possessing heroin, they were being held in Otsego County jail pending court action.

The Chenango County Sheriff’s Office investigated a 2-vehicle crash on South Canal Street in the Village of Oxford that shut down the road for about 4 hours at about 12:30 Monday afternoon. A Vehicle operated by Miranda Gifford of Rome veered into oncoming traffic & she struck a truck operated by Danny Hall of Barton. Gifford was extricated from her vehicle and airlifted to University Hospital in Syracuse by LifeNet. Hall and his passenger were uninjured. The cause of the crash is still under investigation.

The Chenango County Sheriff’s Office, & the Chenango County Bureau of Fire, is investigating a fire at 108 County Road 21 in the Town of Plymouth that claimed the life of Plymouth Fire Chief Frank Fowlston Monday. The fire was reported at about 2:00 AM, it appeared to have started in the living room. Fowlston was discovered inside the residence, the autopsy was conducted at Lourdes Hospital, it was determined that Fowlston died of smoke inhalation. Fire Departments from Plymouth, Norwich, North Norwich, Smyrna, and Sherburne fought the blaze, the cause is still under investigation.

Delaware County Sheriff’s Department Investigators arrested 38-year-old Jennifer Fogliano of Masonville on a Bench Warrant from Village of Sidney Court for Failure to Appear on a Grand Larceny charge. When officers responded to Fogliano’s residence, occupants locked themselves in rooms and refused to comply. Officers eventually arrested Fogliano, 37-year-old Jarred Cutting of Masonville, 31-year-old Andrew Baker of Masonville, 22-year-old Ashley Murphy of Sidney Center for Obstructing Governmental Administration. Murphy is accused of possessing Methamphetamine, she was charged with Criminal Possession of a Controlled Substance. All were arraigned in the Town of Sidney Court and remanded to the Delaware County Jail on $1000 cash bail or $2000 bond. Foglianoa was also arraigned on the Bench Warrant on an additional $1000 cash bail or $2000 bond.

Delaware County Investigators arrested 29-year-old Alexander Griffin of Endicott on a Sealed Indictment Arrest Warrant alleging that GRIFFIN had been trafficking drugs in & around the Town of Deposit. Investigators made several controlled purchases of crack cocaine from GRIFFIN; the case was presented to a Delaware County Grand Jury that returned an Indictment, charging GRIFFIN with 3 counts of Criminal Sale of a Controlled Substance. GRIFFIN was located in Endicott and was arrested Thursday; he was transported to the Delaware County Correctional Facility to await court action.

A 2nd Norwich Officer, State Police and Chenango County Sheriff’s Office responded, Cruz was caught & taken into custody. Cruz was charged with 2nd degree assault, resisting arrest, & criminal possession of a hypodermic instrument, he was also wanted on 2 active Bench Warrants from the Village of Oxford Court. One Norwich officer was taken to Chenango Memorial hospital for lacerations, he was treated & released.

Governor Cuomo announced that the State Police, Division of Homeland Security, the Offices of Emergency Management and Fire Prevention and Control & the DEC responded to last night’s 16 car train derailment on the Norfolk Southern line in the town of Ripley, in Chautauqua County. 2 of the rail cars contained ethanol, which leaked causing an evacuation of surrounding homes as a precaution. The main CSX line is open for trains at reduced speeds & the state Department of Transportation is working with Federal Railroad Administration to determine the cause of the accident, there were no injuries reported.

State Police arrested 27-year-old Alexander Griffin of Binghamton for criminal contempt, intimidating a victim & aggravated harassment, after troopers were advised of a court order of protection being violated by Griffin. Troopers determined that Griffin had made threatening telephone calls to the victim, Griffin was arraigned in the Town of Bainbridge court and remanded to the Chenango County jail with no bail set at this time.

Independent pharmacies across the state will now be able to provide naloxone to their customers without a prescription. Naloxone, which is also known as Narcan® is a medication that reverses opioid overdose. The Department of Health provides funding to The Harm Reduction Coalition, they will issue standing medical orders to the more than 750 independent pharmacies in the 57 counties outside of New York City, as well as chain pharmacies without a designated prescriber, allowing their pharmacists to dispense naloxone without a prescription.

State Police arrested 27-year-old Kyle Llewellyn of Burlington Flats for aggravated DWI with a B.A.C. result of .21%, after troopers observed Llewellyn stopping his vehicle in the middle of the lane on County Route 22 in the Town of Otsego. Llewellyn was issued tickets returnable to the Town of Otsego court on March 9th.

Governor Cuomo today announced that more than 100 service providers that assist crime victims from across New York State would receive an additional $1.5 million in federal grants to modernize their offices so they can better serve victims and their families. The funding allows for the purchase of equipment and technology used for filing claims through the state’s Victim Service Portal, an online system that allows crime victims to more quickly obtain compensation for medical bills, lost wages and other forms of assistance.

The Chenango county sheriff’s department arrested 26-year-old Brad Church of Edmeston for Disorderly Conduct and Resisting Arrest.  Church allegedly approached a vehicle that had been pulled over by a deputy, and obstructed traffic, and refused to comply with the deputy, and then resisted arrest.  Church was arraigned and was sent to the Chenango County Jail on $5,000 cash bail pending future court action.

Governor Cuomo announced that the DMV will begin issuing the first State emergency management red license plates for vehicles registered to State agencies, counties, cities, towns, and villages. Vehicles that get the red plates will get immediate access during a state emergency, the plates will have a white background and a red banner with the “EM” designation appearing in the upper left hand corner. Authorities said the death is being investigated as an apparent suicide. The man, Robert C. Merkel Sr. of Chesapeake, Va., had been last seen on Monday and investigators said there were indications he may have been in the West End of Oneonta last week. Items that may have belonged to Merkel were located Saturday at the Valero convenience store in the West End.

State Senator Jim Seward will be at Fox Memorial Hospital in Oneonta today. Senator Seward will be joined by Fox Hospital President John Remillard to announce legislative funding to assist with a major renovation project at the hospital.

Former Governor Elliot Spitzer, who resigned five years ago as a result of a prostitution scandal, is looking to resume his political career this fall. Spitzer will seek to get on the ballot in the race for New York City comptroller. Spitzer would have to collect some 3,700 signatures by Thursday to get his name on the ballot, where he would face Manhattan Borough President and fellow Democrat Scott Stringer.

A car crash at the intersection of County Routes 36 and 37 in Guilford has left one person dead. State Police were on scene at around 5 p.m. Friday, along with multiple fire and ambulance teams. Troopers confirm that one person was killed. State Police are still investigating, and have not released the victim’s name.

The Chenango county sheriffs department arrested 25-year-old Coy Biviano of North Norwich, and 24-year-old Christopher Bonno of Sherburne, on charges of conspiracy & petty larceny.
The 2 are accused of stealing a laptop from a Norwich resident, Biviano and Bonno were arraigned in the Town of Norwich court and were both remanded to the Chenango County Correctional Facility on $10,000.00 bail.

The Chenango County Sheriffs Department arrested 37-year-old Harry Donnely of Sherburne on a charge of 2nd degree aggravated harassment. Donnelly is accused of harassing and threatening the victim by phone. He was arraigned in the Town of Norwich Court and was released on his own recognizance.

Binghamton Troopers arrested Alexander G. Griffin, 25, of Bainbridge, NY for Criminal Possession of a Weapon With Intent to Use and Menacing 2nd. The arrest resulted from the report of a road rage incident July 4th on Interstate 88 in Colesville. Mr. Griffin was arraigned at the Town of Colesville Court and remanded to the Broome County Jail without bail.

The American Red Cross has spent the past few days distributing supplies to victims of recent flooding. Bulk distribution sites were set up in Herkimer, Sherburne, and Oneida Counties. Hundreds of families picked up hot food, medical supplies and cleaning supplies. Chenango county sheriffs department arrested 22-year-old Joshua Crandall of Binghamton and a 15-year-old Sidney resident for endangering the Welfare of a child and Unlawful Possession of Marihuana. Deputies responded to a report of a motor vehicle accident in the Town of Guilford, where a vehicle went over an embankment, with both occupants fleeing the scene.  Investigators accuse the 15 year old of taking the vehicle in Oxford, he lost control of the vehicle due to unsafe speed, and he was found to be in possession of marihuana and was released to the custody of his parents.  Crandall was charged with endangering the welfare of a child and arraigned in the Town of Guilford court; he was remanded to the correctional facility on $1,000 cash bail.

The Otsego County Sheriffs office is searching for 80 year old Robert Merkel, who was traveling from Virginia to the West end of Oneonta on July 2nd, he has not been heard from leaving Chesapeake Virginia Tuesday.  Merkel is a white male, 5’10 inches tall, approximately 200 lbs, blue eyes, bald and wears wire-rimmed glasses, anyone with information is asked to contact the Otsego County sheriff’s office at 547-1692.

The arrest resulted from a 911 call of a complaint originating at the Red Apple gas station in Port Crane; Dickson was arraigned in the Town of Fenton Court and is scheduled to reappear at a later date.
