With Election Day less than 2 weeks away, WCDO has been interviewing candidates for key area races. The 19th Congressional District has changed substantially, even since the recent election where Molinaro lost to Democrat Pat Ryan, both men are running again against different opponents on November 8th in a District previously served by current Lieutenant Governor Antonio Delgado.

State Police are continuing to investigate an incident where a woman showed up at Chenango Memorial Hospital Friday with a gunshot wound, the woman was later transferred to Wilson Hospital in Johnson City. Chenango Memorial Hospital & 2 area school district were locked-down at the time, there was no threat to the public & the investigation is ongoing.

Assemblyman Joe Angelino & State Senator Peter Oberacker and local officials unveiled the newly-named SP4 Richard F. Walton, Jr. Memorial Highway in Gilbertsville. A bill sponsored by the lawmakers renamed a portion of State Highway 51 after the fallen Vietnam War medic, who was raised in the Town of Butternuts, he served in the 326th Medical Battalion, 101 Airborne, American Division of the U.S. Army. On February 6 1970, Walton lost his life in a helicopter crash while serving his country as a medic.

$48.7 million in federal highway safety grants have been awarded to 580 programs across New York State. The purpose of this grant program is to provide funds to local, state and not-for-profit agencies for projects that improve highway safety and reduce deaths and serious injuries due to crashes. Southern Tier Counties will receive Southern Tier $305,755.00 in grants.

On Sunday, New York State extended the Executive Order to continue to maximize the resources available to protect New Yorkers against polio through vaccination. So far. Only 1 case of polio has been identified, but ongoing wastewater surveillance provides evidence of repeated polio-virus detections in sewage samples throughout the state. The latest wastewater results in Brooklyn & Queens, tested by CDC, found samples genetically linked to the case original case in Rockland County. Delaware County Sheriff’s Office arrested 40 year old Christopher Lacey of Downsville for Aggravated Unlicensed Operation of a Motor Vehicle, following an investigation into a motor vehicle accident on October 5^th on River Road in the Town of Colchester. Deputies reported that the driver left the scene, Walton Police located Lacey, who’s driving privileges were revoked for refusing to submit to a chemical test. Lacey was issued an appearance ticket for the Town of Colchester Court at a later date.

29 year old Danielle Migdal of Norwich has been identified as the person who died in a 2 vehicle accident in the Town of Davenport July 6th. Migdal was a passenger in a vehicle on County Highway 10, that entered the intersection of State Route 23, & was struck by a pick up truck, the accident is still under investigation.

The State Department of Labor announced that the number of private sector jobs in the State increased over the month by 19,700, to just under 8 million in June 2022. The number is about 300,000 less than the highest number registered before the COVID 19 pandemic kicked in & the state closed down in 2020. The State Health Department reported a polio case, in Rockland County, it’s the 1st case of Polio in the U.S. in nearly a decade. Officials did not offer details yet on who the resident is, whether the person was vaccinated or their current condition. In 1979, polio was declared eliminated in the U.S., however travelers with polio have brought infections into the U.S., the case was in 2013.

State Police in Troop C arrested 63 year old Candy Barklow of Apalachin for Aggravated Vehicular Assault. Troopers were dispatched on June 6th to a report of a vehicle that struck a man working on his front lawn when he was struck. Barklow fled the scene, the victim was taken to Wilson Medical Center with serious injuries. Barklow was arrested about 25 minutes later by Vestal Police for DWI, Barklow was transported to Tioga County Central Arraignment and Processing.

Over 1600 customers of NYSEG in Otsego, Delaware, Broome & Chenango Counties were without power this morning, due to the overnight storms, crews have been working to restore power, this afternoon, the number of customers without power was down to about 280.

Delaware County Sheriff’s Office arrested 45-year-old Henry Stellato of Hamden, after Deputies were dispatched to a domestic dispute. Stellato is accused barricading himself inside & not allowing family members to leave the Hamden residence June 2nd, he was armed with a shotgun and made threats to law enforcement. Stellato put down the shotgun and exited the residence, he physically resisted being taken into custody, 1 Special Response Team member was cut by a razor blade Stellato had taped between his fingers. Stellato was charged with Menacing a Police Officer, Assault, 2 counts of Criminal Possession of a Weapon & 1 count of Obstructing Governmental Administration, he was arraigned & was remanded to the Delaware County Correctional Facility without bail.

State Comptroller Tom DiNapoli announced a follow up to an audit of the Village of Delhi. Auditors issued a report in January 2020 identifying areas of improvement related to disbursements, including payroll. In a follow-up review, auditors found the village has made progress in implementing a corrective action, with 2 out of the 3 recommendations fully implemented and the 3rd partially implemented.

Governor Kathy Hochul issued a proclamation on Saturday, June 4 to schedule special elections to fill vacancies in the U.S. House of Representatives in the 19th & 23rd Districts. The special elections will be held Tuesday, August 23, on the same day as the New York Congressional Primaries. The 19th District was vacated when Antonio Delgado accepted the position of Lieutenant Governor, replacing Brian Benjamin who was arrested on federal corruption charges, the 23rd was vacated by the resignation of Tom Reed, who was accused of sexual harassment.

A.M. NEWS TUESDAY 6-7-22

Broome County District Attorney’s office announced that 21 year old Brandon Carlson of Endwell pleaded guilty to vehicular assault, operating a motor vehicle while impaired causing injury, attempted criminal possession of stolen property, aggravated unlicensed operation of a motor vehicle & driving while ability impaired by drugs. Carlson was arrested after he stole a pickup truck and led state police on a high-speed chase, Carlson struck another vehicle that resulted in serious physical injury to the other driver. Carlson was under the influence of methamphetamine at the time of the crash. Carlson is expected to be sentenced to 2 1.3 to 7 years on prison when sentenced in September.

More than 80 people were displaced last weekend at a Norwich, after money from the Family Enrichment that paid for them to stay in a Super 8 motel, ran out. Many of the people have mental health issues, drug addictions or are registered sex offenders, The City of Norwich & Chenango County have a short-term housing plans for those displaced, a meeting of City officials was called over the weekend to finding other temporary options for those displaced.

State Police responded to State Route 23 in the town of Davenport at about 4:00 this morning, for a report of a tractor trailer vs. passenger vehicle collision. As a result of the head on collision, a 43-year-old female passenger of the van was pronounced deceased at the scene. The operator of the passenger vehicle was transported by helicopter to a hospital with leg and pelvis injuries. The operator of the tractor trailer suffered minor injuries. The investigation is ongoing.

The State University of New York needs to make sure its campuses are upholding in-state residency requirements so that only eligible students receive the benefit of a lower tuition, according to an audit by Comptroller Tom DiNapoli. The audit found that many campuses had little or no verification of residency for SUNY graduate students, resulting in tuition undercharging. Auditors randomly sampled 1,207 graduate student application assessments from the 7 campuses, the problem was confined to 4 schools, including SUNY Binghamton, The sample translates to a potential $1.3 million in tuition undercharges. Deposit Officials announced that a drainage improvement project is underway, resulting in detouring through traffic on 2nd Street between Church and Dean Streets for over a month. Governor Kathy Hochul convened an emergency meeting with State Police, to discuss additional ways to protect schools, following the latest school mass shooting in Texas on Tuesday. Hochul said that State Police will increase patrols and conduct daily check-ins at schools. Hochul said that since forming the Interstate Gun Task Force, State Police have seized 60% more guns per month than before the Task Force was formed, this year, State Police have seized over 4,100 illegal firearms.

The State DEC reported that there were over 211,000 deer harvested during the 2021-22 hunting season, which is a 17% decrease from the previous Hunting Season’s numbers. Officials said that some reasons for the decline was the resurgence of a Disease in Deer in certain regions of the State and the overall lower number of Deer Management Permits that were granted to prospective hunters. Lieutenant Governor-Designate Antonio Delgado today announced his plans to resign from Congress and be sworn in as Lieutenant Governor of New York on Wednesday. Delgado’s resignation from the 19th District will allow other candidates to come forward & run in the District, with the Primaries scheduled for August 23rd.

The national Click It Or Ticket campaign is underway in New York State today. Law enforcement will be stepping-up patrols to encourage compliance with New York’s universal seat belt law which requires all vehicle passengers to wear a seat belt at all times, regardless of age or seat location.

The State Department of Transportation is advising motorists that, starting today, I-88 will be reduced to a single lane of traffic in each direction and westbound traffic will cross over to the eastbound lanes between Exits 17 and 18 in the Town of Maryland. The lane reduction and crossover are necessary to facilitate a road rehabilitation project and are expected to be in place through the end of November, weather permitting. Otsego County Department of Health reported 48 New COVID cases Friday, with 2 hospitalizations, and 11.0% 7 day positivity rate. There have been 859 new COVID-19 cases reported since May 1, 2022. This is significant increase compared to 369 cases in March and 789 cases in April. Otsego County is now at HIGH COVID-19 Community Level. The Binghamton Police Department announced the arrested of 28 year old Justin Williams of Greenville North Carolina in connection with a fatal shooting at 58 Floral Avenue Tuesday morning. Williams was charged with 2nd degree murder and criminal possession of a weapon for the shooting death of 31-year-old Victor Texidor of Binghamton. Williams was stopped by a Pennsylvania State Trooper who spotted Williams Vehicle on Interstate 81 near Gibson. Williams was arraigned in Binghamton City Court and remanded to the Broome County Jail. The Delaware County Sheriff’s Office announced the arrest of 46 year old Gweyn Brockway of Davenport on charges of Forgery and Grand Larceny in the Town of Sidney. Brockway was working as a Home Health Care nurse, she was accused of stealing, forging and depositing checks owned by a patient and her family, totaling over $17,000. Brockway and charged her with 21 counts of Forgery and 1 Count of Grand Larceny, she was issued appearance tickets for Town of Sidney Court at a later date.

Those planning on attending the Mass Food Distribution are asked to not arrive before the 11:00 AM start time, in order to avoid traffic issues & large crowds.

New Yorkers will have to wait until August to vote in the primary elections for Congressional Seats and State Senate Seats, following a a ruling by U.S. District Judge Gary Sharpe of Albany on Tuesday. The Primaries for governor and the state Assembly are still scheduled for June. A state judge and an independent expert are now drawing up new maps, which were ordered after a judge ruled that Democrats gerrymandered the maps to get more representation & ordered new maps be drawn.

Antonio Delgado announced today that the Delgado for New York campaign committee is officially open, with a new campaign website, delgadoforny.com. Delgado will be on the ticket with Governor Hochul in the June 28th primary and the November 8th general election. Delgado has until June 1st to formally resign from Congress, to then allow another Democratic Party Candidate to run for the 19th Congressional District, The primary for that race will be in August.

STATE POLICE Troop C Commander officer, Major Jeffrey VanAuken, announced that In the month of April members from Troop “C” removed 46 impaired drivers off the roadways. Troop “C” encompasses 7 counties, including Broome, Chenango, Delaware & Otsego Counties.

The Great New York State Fair will ban outdoor smoking except in designated areas starting this summer. Smoking is already prohibited inside buildings on the fairgrounds and at the Chevy Court and Chevy Park venues. The new policy only covers the NYS Fair, and smoking rules for non-fair events may vary.

Governor Kathy Hochul announced that she is appointing local Congressman Antonio Delgado as Lieutenant Governor of New York. Delgado would replace Brian Benjamin, who resigned following an arrest on federal fraud charges, Delgado is expected to be on the ballot with Hochul in the June Primary & on the November General Election ballot if she wins the Democratic Primary.

Historic federal aid and better-than-expected revenues allowed for a steep increase in spending in the $220.5 billion enacted state budget, according to an analysis by State Comptroller Tom DiNapoli. While some of the new spending will be temporary, much of the year-over-year growth will be for new initiatives and more funding for existing programs. DiNapoli expressed concerns about the growth in capital spending and debt. Transportation Security Administration officers at Hancock Airport in Syracuse stopped an unidentified Chenango County man from Sherburne with a loaded handgun at the Airport security checkpoint Monday morning. The a 9mm caliber handgun was loaded with 6 bullets, A TSA officer spotted it on the X-ray machine as the man’s belongings were being screened, Syracuse Police responded and confiscated the weapon. The man told officials that he had placed the gun in his bag when he went hiking and forgot that he had his loaded gun with him, he was not charged.

Village of Sidney Police Department concluded an investigation involving an adult sending inappropriate messages and/or indecent material to a minor under the age of 18. Police arrested 20 year old Jazmine Brown of Sidney for Disseminate indecent material to minors & Endangering the welfare of a child, Brown was arraigned in Village of Sidney Court where she was released on her own recognizance to appear back in court at a later date.

Governor Kathy Hochul today announced the launch of Round 12 of the Regional Economic Development Council Initiative, which includes core capital grant and tax-credit funding to be combined with a wide range of programs from 10 state agencies that will provide funding for prospective projects. $150 million in grant funds from Empire State Development will be available to projects on a continuous basis, Applications are available at apps.cio.ny.gov & are due by July 29th.

A new survey by the Commission on Independent Colleges and Universities reports that Hartwick College generated an estimated $123 million in total economic impact on the region in 2017. More than $49 million was a result of direct spending by the institution.  Also noted in the survey, Hartwick College accounted for $5.4 million in average annual construction spending, up $700,000 from the previous survey in 2015. In 2017, the College opened its new $7.1 million living-learning apartment community on campus, which houses 72 upper-class students.

The State Department of Taxation and Finance reminds property owners age 65 and over who are applying or reapplying to receive the Enhanced STAR exemption in 2019 that they must now enroll in the Income Verification Program.  Those already enrolled in the IVP don’t need to take any action to continue receiving their Enhanced STAR exemption checks.  New IVP enrollees will automatically receive the exemption each year they’re eligible.  More information about the program registration is available at tax.ny.gov/STAR.

The City of Oneonta has been designated as a “Clean Energy Community” by NYSERDA, for reducing energy use, cutting costs and driving clean energy locally.  The City received the designation for completing 4 of 10 high-impact clean energy actions identified by NYSERDA as part of the Clean Energy Communities initiative. The Chenango County Sheriff’s Office arrested a Village of Oxford man for an active Arrest Warrant issued by the Town of Preston Court.  42 year old Jason Barrows turned himself into the custody of the Sheriff; he was wanted for 2nd degree Burglary, Criminal Mischief and Grand Larceny for allegedly breaking into a residence & stealing more than $1,000 in property & Animals, and vandalizing windows on a vehicle.  Barrows was arraigned in the Town of Preston Court and remanded to the Chenango County Correctional Facility on $5,000 cash bail. He is scheduled to reappear in court at a later date.

New State Attorney General Letitia James joined a coalition of 17 attorneys general, in filing a notice of appeal in Texas v. U.S., defending the Affordable Care Act and the healthcare of millions of Americans. Today’s filing moves the legal defense of the ACA to the U.S. Court of Appeals for the Fifth Circuit where the Attorneys General will appeal the lower court’s ruling that the ACA is unconstitutional. On December 30th the district court granted the request to certify the judgment for appeal, and to stay the judgment pending that appeal. Thursday’s filing continues the coalition’s legal defense of the ACA, with a request to appeal the district court’s December 14 opinion in the Fifth Circuit.

The Chenango County Sheriff’s Office arrested Dustin Dunagan of Sherburne for Aggravated Unlicensed Operation & Criminal Possession of Marihuana on Wednesday.  Dunagan was arraigned in the Town of Plymouth Court and was remanded to the Chenango County Correctional Facility on $200 cash bail. Dunagan is scheduled to appear in the Town of Pharsalia Court on a later date.

Shoulars was charged with Aggravated Unlicensed Operation, 4 counts of Criminal Possession of a Controlled Substance, she was arraigned in the Village of Hancock Court where she was remanded to the Delaware County Correctional Facility in lieu of $1,000 cash bail or $2,000 secured bond.

A New York City man arrested for selling heroin and cocaine in Norwich, has pleaded guilty to drug charges. 21 year old Kodi Glenn pleaded guilty to 3rd-degree criminal possession of a controlled substance; Glenn will serve 3 years in prison plus 2 years of probation.

8 people were left homeless following a fire on Main Street in Worcester Tuesday night. Fire was visible from the rear of the home when firefighters first arrived, all residents escaped without injuries. Fire Fighters from Oneonta, Schenevus, East Worcester, and Westford fire departments responded, with no injuries reported. The cause of the fire is under investigation.

The Trial for Ernest Franklin of Guilford has been delayed again, until early next year. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

In the 22nd District: Democrat Anthony Brindisi defeats incumbent Claudia Tenney. In State Office races, Incumbent Democrat Andrew Cuomo defeated all challengers to win a 3rd term as Governor, State Comptroller Tom DiNapoli easily defeats all challengers for another term., and the new Attorney General will be Democrat Letitia James. In the race for the 6th District State Supreme Court seat, Republican Joe McBride wins. In area State Senate races, in the 42nd district, Democrat Jennifer Metzger wins over Republican Ann Rabbitt for the seat previously held by the retiring John Bonacic, in the 51st district, Republican Incumbent Jim Seward wins re-election for a 17th term, in the 52nd district , Incumbent Republican Fred Akshar was unopposed. Governor Cuomo today announced the state is dedicating $3 million for state-of-the-art studies to reduce flooding and ice jams and improve ecology on 48 priority flood-prone streams throughout New York State. The DEC and Office of General Services will implement the studies as part of the Resilient NY program, which will consist of flood studies to identify the causes of flooding within each watershed and develop, evaluate, and recommend effective and ecologically sustainable flood and ice-jam hazard mitigation projects.

State Police arrested 32 year old Jessica Klinegardner of Tompkins for Unlawful Possession of Personal Identification Information, after a complaint by the victim that she noticed suspicious charges on her deceased mother’s credit card. An investigation revealed that Klinegardner was working as a home health aide for the deceased victim; she was issued an appearance ticket to appear in the town of Tompkins Court on December 6th.

Governor Cuomo announced $13 million is available for restoration and recovery efforts following the severe storms and flash flooding on August 13-15 that severely impacted communities in the Southern Tier. A new residential assistance program has been created to provide funding to primary homeowners whose damages exceed insurance claims and other available aid. With maximum grants of $50,000, this program will help eliminate the unmet need of homeowners. Applications from homeowners for the residential assistance program will be accepted starting today, the deadline for applications are February 4, 2019.

A woman, who suffered cardiac arrest Friday, is expected to survive after the quick actions of State Troopers and a citizen. A trooper was dispatched to a report of a 70-year-old woman who had collapsed in the lobby of the Richfield Springs Post Office, She was unresponsive when the trooper arrived and a citizen was already performing CPR. Another trooper arrived & administered the Automated External Defibrillator, EMS arrived, and they took the woman to Basset Hospital in Cooperstown. The unidentified woman regained consciousness at the hospital and is expected to recover.
