Local sales tax collections in New York state increased by 2.5% in October compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Overall, local collections totaled nearly $1.8 billion, up $43.5 million compared to the same time last year. County and city collections outside of New York City totaled $880 million, an increase of 2.2%. 45 out of 57 counties experienced some year-over-year increase.

Enrollment across the State University of New York campuses increased from year to year, for the first time in a decade. The Governor’s Office reported that the year-to-year total system-wide student enrollment increased, 1.1% overall, 367,542 students. Undergraduate first-time enrollment was up across all sectors at 4.3% The technology sector showed the strongest increase at 13.3%, followed by community colleges at 3.9 percent.

The House Ethics panel says it has found “substantial evidence” of lawbreaking by Congressman George Santos, and has referred its findings to the Justice Department. The committee said Thursday that Santos’ conduct warrants public condemnation, is beneath the dignity of the office, and has brought severe discredit upon the House. Santos has maintained his innocence and refused to resign despite calls from many of his colleagues to do so. Santos is accused of knowingly making his campaign committee file false or incomplete reports with the Federal Election Commission, among other misdeeds.

The State Department of Labor announced that the number of private sector jobs in New York State decreased over the month by 10,300, or 0.1%, to 8,252,000 in October. The State’s unemployment rate increased from 4.0% in September to 4.2% in October, while the State’s labor force decreased by 1,900, the statewide labor force participation rate held constant at 61.6%.

A.M. NEWS Thursday 11-16-23

Broome County Sheriff’s Office responded to an accident on the I-88 West / I-81 South overpass in the Town of Chenango yesterday morning involving 6 different vehicles. The investigation found that a pickup truck was traveling westbound on the I-88 overpass when the vehicle hit a patch of ice and flipped onto its hood. The 2nd vehicle behind the truck was able to stop before a collision could occur, but the next four vehicles all hit the ice, were unable to stop and collided with the vehicle two and each other. The accident led to the closure of I-88 westbound near Exit 2 for several hours for cleanup. 2 of the drivers were transported to Wilson and Lourdes hospital respectively for minor injuries. The ice was caused by a parked construction site water truck that was leaking water onto the highway. No charges have been filed at this time.

Local government sales tax collections in New York state totaled $5.5 billion in the first quarter of 2023, an increase of 7.1%, compared to the same period last year, according to a report released today by State Comptroller Tom DiNapoli. DiNapoli’s report found that sales tax collections increased by 9.2% in January and 14.1% in February, but the growth slowed to 0.3% in March. Collections for the counties and cities outside New York City grew by 3.3%, in the first quarter, with 50 out of 57 counties experienced sales tax increases during the quarter.

The Broome County District Attorney’s Office announced that 48 year old Howard Knapp of Endicott will spend 50 years in prison after he was found guilty in January. Knapp was sentenced to 2 consecutive 25 to life sentences on 2 counts of Predatory Sexual Assault Against a Child, the victims were under the age of 13 at the time the incidents occurred, in 2014 and 2015.

Broome County Sheriff Fred Akshar released details on a pregnant inmate who attempted to smuggle drugs into the Broome County Correctional Facility and overdosed after entering the facility, leading to the death of her unborn child. Akshar said that his staff worked to saved the life of 36 year old Quashaia Oranchak of Owego on March 20th, after she was arrested by State Police on felony drug charges, she began showing signs of a drug overdose shortly after arriving, Narcan was administered & EMT’s were called to transport her to Wilson Hospital, where she had a baggie of a substance located in her body, which tested positive for both methamphetamine and fentanyl. Toxicology reports from the Coroner show that both the unborn fetus’s blood and cerebral spinal fluid contained an extremely high & fatal level of methamphetamine. Oranchak was charged with Criminal Possession of a Controlled Substance & Promoting Prison Contraband. The Sheriff’s Office report can be found at gobroomecounty.com.

Norwich City Police arrested 27 year old Mark Andrews of North Pitcher Friday on a variety of charges after he failed to comply with Police & led them on a chase. Andrews was taken into custody & was charged 20 charges including aggravated unlicensed operation, Driving while under the influence of drugs, reckless driving, and resisting arrest. A Norwich Officer attempted to stop a Pick up truck with switched plates, with the pursuit ending at Hortsman’s Trailer Park in the Town of Norwich, Andrews barricaded himself in the vehicle until he was taken into custody, Andrews was also wanted on 2 warrants, & was allegedly operating the pickup while under the influence of Methamphetamines, & that Andrews’ license had been suspended 33 times. Andrews was arraigned was released.

Delaware County Sheriff’s Office arrested 45 year old David Moxley of Hamden following a motor vehicle accident on April 14th. Deputies responded to a 1 car motor vehicle roll over with entrapment on County Highway 14, in the Town of Meredith, the vehicle went off the road into the ditch, and had rolled onto the roof. Moxley was charged with DWI and aggravated driving with a BAC greater than 0.18%, he was released on appearance tickets returnable to the Town of Meredith Court at a later date.

Delaware County Sheriff’s Office arrested 2 juveniles for 3rd degree Assault, following an incident at the Charlotte Valley Central School on April 12th. The Preliminary investigation by Deputies revealed that a physical altercation had occurred where the victim was physically injured, both juveniles were charged, and were issued a juvenile appearance ticket and were directed to report to the Delaware County Probation Department at a later date.

The City of Norwich is waiting for a few final steps before they can start on Their Water Main replacement projects down town, City of Norwich Community Development Director Erik Scrivener explains:

Rajee Almashni of Binghamton pleaded Not Guilty in Broome County Court Friday to 17 counts, including Murder & DWI, for the March 5th Hit & Run that led to the death of 72-year-old Elizabeth Atkinson, as she exited the Oakdale Commons in Johnson City. Police were called to the commons & attempted to make contact with Almashni, but he fled in a vehicle at a high rate of speed through the parking lot & hit Atkinson, who was taken to Wilson Hospital where she succumbed to her injuries. Almashni is being held in the Broome County Jail pending additional court action.

Broome County Sheriff Fred Akshar announced that they will be offering a $5,000 sign-on bonus for all new Corrections Officers hired as lateral transfers. Sheriff Akshar stated that they were down by about 40 full time positions in the Corrections Department, Eligibility for this bonus is open to certified Corrections Officers currently employed at local correctional facilities across New York State. Under the new incentive, qualified lateral transfers will receive an extra $2,500 in their first paycheck with the Broome County Sheriff’s Correctional Facility, plus other incentives, The incentive was approved by the Broome County Legislature on February 16th.

Broome County DA Michael Korchak announced that 45 year old Alan Holmes of Binghamton pleaded guilty to felony Criminal Possession of a Controlled Substance. In June of 2021, Holmes was arrested following a Traffic Stop in Johnson City, he was a passenger in the vehicle & was found to be in possession of a large quantity of fentanyl, plus he was out on parole for a 2019 narcotics conviction. Holmes will be sentenced to 5 years in New York State prison on May 17th.

The suspect driver is a White Male wearing a baseball cap, with a black Puma Hoody, dark pants and was seen driving a white Chevy sedan with out of state plates, traveling east on Route 23 toward South New Berlin. Delaware County District Attorney’s office announced that 46-year-old Justin Valk of Davenport was arraigned Monday, on an indictment charging him with 2 Counts of 2nd degree Burglary & 1 count of 3rd degree Burglary. Valk is accused of unlawfully entering a garage on County Route 30, in Harpersfield while displaying what appeared to be a firearm Valk pleaded not-guilty to the 3 count indictment, and he was remanded to the Delaware County Jail on $100,000.00 cash bail.

Delaware County District Attorney’s Office announced that 64 year old Jeffery Laskow of Big Indian was convicted of 1 count of Driving While Ability Impaired by Drugs, he entered his guilty plea in the Town of Middletown Court last week. Laskow was involved in a 1 car motor vehicle accident in Margaretville on June 10, 2022, State Police accused Laskow of being under the influence of a drug, he was sentenced to 2 years of probation, and ordered to pay a $1,000 fine and a $400 surcharge, his driver’s license was revoked for 6 months, and he was ordered to attend a Victim Impact Panel and an Impaired Driver Program.

The Professional Box Lacrosse Association announced that all remaining games across the league will be postponed as of TODAY. The league announced that they plan on a restructuring, but for now, Season ticket holders will be contacted and will receive a full refund for the duration of the season. The State Department of Health announced that for the 16th consecutive week, the flu remains widespread across the State, even as the number of laboratory-confirmed influenza cases has decreased 39 percent, the 6th straight week for declining numbers. There were no influenza-associated pediatric deaths reported this week, there have been 8 since the flu season started late last year. There have been 4,459 cases of flu reported, 465 people were hospitalized with influenza in New York, a 44% decrease over the previous week.

The Otsego County Sheriff’s Office arrested 38 year old Danielle Mingleton of Cooperstown, following a recent traffic stop in Milford. Mingleton was charged with DWI, Aggravated DWI, Failure to Keep Right, Operating while Registration is suspended or revoked, Operating without Insurance & Consumption of Alcohol in a Motor Vehicle on a Highway, she was released on appearance tickets for Milford Town Court on February 14th.

Delaware County Sheriff’s Deputies observed a vehicle traveling on State Highway 206 in the Town of Colchester, crossing over the double yellow line. Deputies identified the driver of the vehicle as 20 year-old Breawna McCree of Bronx, a check of the vehicle’s license plate showed that the vehicle inspection had expired in 2021. McCree was charged with Displaying a Forged Inspection Sticker, Uninspected Motor Vehicle, and Moved from lane unsafely, she was released and is scheduled to appear in the Town of Colchester Court at a later date.

Otsego County Sheriff’s deputies arrested 2 area residents after they were stopped driving a stolen vehicle. Deputies stopped the vehicle on Oneida Street in Oneonta, it had been reported stolen earlier that day. 45 year old Tressa Becker of Unadilla and 54 year old Michael Hartley were arrested for criminal possession of stolen property, criminal possession of to controlled substance, deputies seized heroin and fentanyl from the vehicle. Becker was released on an appearance ticket. Hartley was wanted on an active bench warrant and was being held at the Otsego County Jail.

Broome County Special Investigations Unit Task Force & Binghamton Police executed a narcotic search warrant Wednesday at 111 Oak Street in Binghamton. Police arrested 37 year old Andrew Bethune of Binghamton for criminal possession of a controlled substance, criminal possession of a weapon & criminally using drug paraphernalia. Police seized A .22 Revolver, Crack Cocaine, Fentanyl, Methamphetamines, $5,481 in cash, & items used in the sale and distribution of controlled substances. Bethune was transported to the Binghamton Police Department for processing.

U.S. Senate Majority Leader Charles Schumer and Senator Kirsten Gillibrand today announced $8.5 million for essential infrastructure and long-desired community development projects across the Southern Tier. This federal funding was secured by the senators as Congressional directed spending in the end-of-year budget for Fiscal Year 2023. $2,850,000 was confirmed for the City of Norwich Water Main Replacement project, due to begin in April.

43 year old Jeremie Hoyt of Davenport pleaded guilty to 1 count of 1st-degree course of sexual conduct against a child, in Delaware County Court. The Delaware County District Attorney’s Office announced that Hoyt appeared in court for a scheduled hearing on January 17 and instead of moving forward with the hearing, he entered a guilty plea, for performing sexual acts on a child younger than 13 years old on 2 occasions between January and August of 2019. Hoyt will be sentenced to 20 years in jail and 10 years of post-release supervision, he will be required to register as a sex offender, sentencing is scheduled for March 6th.

Attorney General Letitia James today released a statement after the United States Supreme Court ruled to allow New York’s Concealed Carry Improvement Act to remain in effect pending appeal. The Supreme Court upheld a stay that was issued by the U.S. Court of Appeals for the Second Circuit in December. The law strengthens requirements for concealed carry permits, prohibits guns in sensitive places, requires individuals with concealed carry permits to request a property owner’s consent to carry on their premises, enhances safe storage requirements, and requires background checks on all ammunition purchases.

An investigation into billing errors at NYSEG is underway by the New York Department of Public Service after electric and gas customers from more than 40 counties complained about spikes in their bills last year. The Consumer Advocate of the Public Service Department will host a series of public forums starting this month as part of the investigation into NYSEG.

Village of Sidney officials announced that starting around 9:00 AM on Monday, January 16th, those water system customers north of the Susquehanna River along Route 8 and the surrounding areas will experience water service distruptions for a period of time. The Preservation League of New York State and the New York State Council on the Arts announced that the Chenango County Historical Society & Museum has received a 2022 Technical Assistance Grant for $4,000. The grant money will be used to fund a Building Condition Assessment of the museum’s property at 77 Silver Street in Norwich. 19 projects in 14 counties across the state shared in $68,000 in grant money.

Delaware County Sheriff’s Deputies responded Thursday to the Town of Hamden for a custody dispute complaint. Deputies discovered that the legal guardian of a child under one year old, had permitted parenting time for the biological father to see the child for a specified period of time at his residence in Sidney. Deputies discovered that 20 year old Tyler Morgan of Sidney allegedly refused to give the child back to the legal guardian when ask to do so. Deputies charged Morgan with Custodial Interference, the child was returned to the legal guardian. Morgan was directed to appear to the Town of Sidney Town Court at a later date to answer for the charge.

State Police are investigating the discovery of unidentified human remains, located in a remote area in the town of Morris. The remains are those of an adult female, approximately 4’9”- 4’11” in height, she was wearing Adidas jogging pants, a pink tank top, a black jacket with a pink zipper, and Carolina boots. Governor Hochul announced that New Yorkers struggling with their electric and gas bills can get assistance from a $567 million assistance program, the majority of the money will help more than 327,000 low-income gas and electric customers pay their August bills. Funding came from the statewide COVID-19 bill credit program adopted by the State Public Service Commission & customers can expect to see the credit on their next billing cycle, beginning this month. The program will eliminate unpaid utility bills for eligible low-income customers who enroll in the Energy Affordability Program by December 31st of this year.

New York State has taken away prisoners’ ability to receive packages sent directly from their family members, in a pilot program going on at select prisons around the state. The Department of Corrections implemented the pilot program in July, in an effort to prevent prisoners from receiving contraband, no timetable has been announced for a system wide implementation of the program.

State Comptroller Tom DiNapoli’s office audited the Unadilla Valley School District, the audit found that Officials did not establish Non-Residential Tuition rates for special education students as required, & the District’s rates exceeded the State Education Department’s maximum allowable rate during 4 of the past 5 school years. The District overcharged 7 school districts by a total of $183,250. District officials agreed with the recommendations to have the rates in line with state regulations & they planned to initiate corrective action.

The Vestal Police Department released more details about Monday night’s fatal head on accident on the Vestal Parkway, near Binghamton University. Police reported that a 2019 Chevy SUV driven by 21-year-old Stephan Moran of Binghamton crashed head-on into a 2016 Nissan, occupied by Alfred and Paula Latissa of Johnson City. Alfred Latissa was pronounced dead at the scene, Paula Latissa was taken to an area hospital but was pronounced dead shortly after arrival. Moran was taken to Wilson Hospital with non-life-threatening injuries. So far, no tickets have been issued

Property tax levy growth will again be capped at 2% for 2023 for local governments that operate on a calendar-based fiscal year, according to State Comptroller Tom DiNapoli. This figure affects tax cap calculations for all counties, towns, and fire districts, as well as 44 cities and 13 villages. DiNapoli said given this year’s inflation factor calculation of 7.17%, a majority of New York’s counties, towns and calendar year cities and villages could see cost increases that exceed the amounts they are set to receive in their final round of American Rescue Plan Act funds.

U.S. Marshals & Norwich Police arrested 32 year old Ryheem Miller of North Carolina, who was wanted on drug charges in his home state. Miller had been hiding from authorities in Norwich for a few weeks, he was located at a residence on Columbia Street & was taken into custody. Miller was arraigned in a Federal Courtroom in Binghamton & he will be extradited back to North Carolina shortly.

Federal prosecutors have filed hate crime charges against 18-year-old Payton Gendron of Conklin, he is accused of killing 10 people & injuring 3 others in a Buffalo Tops Supermarket in a predominantly black neighborhood on May 14th. Gendron faces 26 counts of hate crimes and firearms offenses, he charges include 10 counts of hate crimes resulting in death, three counts of hate crimes involving bodily injury and attempt to kill, 10 counts of using a firearm to commit murder during and in retaliation to a crime of violence and three counts of using and discharging of a firearm during and in retaliation to a crime of violence.

Local sales tax collections in New York state increased by 16.7% in May compared to the same month in 2021, according to an analysis released today by State Comptroller Thomas P. DiNapoli. Overall, local collections totaled $1.7 billion, up $242 million from May of last year. Every county also experienced double-digit growth in collections, at least partially due to recent high inflation, including soaring gas prices. Yates County saw the largest increase at 34.8% in May. Among cities that impose their own general sales tax, the City of Oneida came in at the highest at 30.9%.

Yother allegedly forged and attempted to use a stolen check to pay for services in Morris. Yother faces charges of forgery, Possession of a Forged Instrument, Possession of Stolen Property in Morris, and Inadequate Exhaust, Unsafe Tire, Improper Plates, Unregistered Motor Vehicle, Uninspected Motor Vehicle, and Operating without Insurance in Pittsfield.

The State Health Department reports that the decline in COVID 19 cases is continuing. Statewide 7-Day Average positivity rate is Lowest Since mid -April at 5.4%, Statewide Hospitalizations were below 2000 to 1,938, down from a recent peak of 2724 in Mid May. there were 38 deaths reported over the weekend in Hospitals & nursing homes.

35 year old Tadd Sherwood of Oneonta has been arrested after he allegedly pointed a gun at a victim during a dispute and fired a shot in the victim’s direction. State Police arrested 6 people, for allegedly possessing guns and illegal magazines that are not compliant with the New York SAFE Act. Troopers initiated a traffic stop on Upper Front Street in the town of Chenango, they arrested 39 year old Jeffrey Everetts of Sayre, Pennsylvania & 32 year old Nephrem Holt of Albany for Criminal Possession of a Weapon, another traffic stop on Upper Front Street in the town of Chenango resulted in the arrest of 4 men from Pennsylvania, 56 year old Robert Applegate II, 31 year old Robert Applegate III, 28 year old Glen Applegate, & 29 year old Trevor Sweigart, All 6 were arraigned and were remanded to the Broome County Jail without bail.

The State DEC reported that there were over 211,000 deer harvested during the 2021-22 hunting season, which is a 17% decrease from the previous Hunting Season’s numbers. Officials said that some reasons for the decline was the resurgence of a Disease in Deer in certain regions of the State and the overall lower number of Deer Management Permits that were granted to prospective hunters. Delaware County Sheriff Deputies responded to a domestic dispute at a residence in the Village of Walton on March 26th, 25-year-old Jonathan Stein had left prior to patrols arrival, he is accused of damaging property of the female victim. On March 30th, 2022 Deputies were contacted by Walton Police that they had Stein under arrest on unrelated charges. Deputies took custody of Stein, he was charged with 6 counts of Criminal Mischief, he was processed and released on appearance tickets and is to appear in the Village of Walton Court at a later date.

Sidney Police investigated the theft of tools and construction equipment from a local business last month. Surveillance cameras helped police in identifying the person responsible, & an arrest warrant was issued for 37 year old Peter Puglisi of Afton. On Monday, Sidney Police located Puglisi, he was taken into custody and charged with Petty Larceny, he was arraigned in Village of Sidney Court & he was released to appear back in court at a later date.

Delaware County Sheriff’s Deputies, were dispatched Sunday to a Domestic dispute in the Town of Delhi. 28-year-old Michael Stein of Delhi allegedly engaged another person in a physical domestic dispute, and unlawfully imprisoned the victim in his residence. The State Department of Labor reported that the number of private sector jobs in the Sate increased over the month by 39,800, or 0.5%, to 7,888,300 in February. The State’s unemployment rate decreased from 5.3% to 4.9% in February.

This Week is National Poison Prevention Week, the State Division of Consumer Protection is reminding New Yorkers of prevention measures to reduce the risk of poisoning. According to the Consumer Product Safety Commission’s Annual Report on Pediatric Poisoning Fatalities and Injuries pediatric poisonings involving children under 5 years of age resulted in 43 fatalities in 2020, a 26 percent increase from 2019. 227 new Troopers were honored for their perseverance and dedication in completing the 210th session of the Basic School of the New York State Police Academy during graduation exercises at the Empire State Plaza in Albany, New York. Over 50 of the new troopers will be assigned to Troop C in Sidney.

The city of Oneonta announced plans to close West Street between Chestnut and Center streets for 5 months, for a construction project, starting Monday. The project calls for the replacement of water mains, sewer mains, manholes, catch basins and fire hydrants as well as related infrastructure. Detours will be posted, Construction work will be done between 7 am. and 3:30 pm. on week days and is expected to be completed in August prior to the return of students to SUNY Oneonta & Hartwick College.

Otsego County Sheriff’s Office arrested 22 year old Leroy Williams of Oneonta following a Domestic Dispute in the Town of Oneonta on March 1st. Williams was charged with Endangering the Welfare of a Child & Harassment, he faces court action shortly.

State Trooper T.J. Conklin responded to a welfare check of an elderly man at the Whitney Point Rest Area off I-81. Trooper Conklin learned the man’s family accidentally left him behind at the rest stop after he stepped out to stretch his legs. State police say the man had no phone, Trooper Conklin located a family member out of state who was able to connect with the family members in the car. The man’s family realized he wasn’t sleeping in the back seat where he left his jacket over some baggage, They had already traveled 3 hours away, so Trooper Conklin drove the man to Roscoe where they all had dinner together at a local diner.

Delaware Valley Humane Society announced that they raised over $126,000 through their annual Staffworks Save a Life Campaign, Director Erin Insinga told WCDO news what the shelter will use the money for this year:

Delaware County Sheriff’s Deputies were dispatched Tuesday to a report of a hit and run motor vehicle accident on State Highway 10 in the Town of Delhi. 30-year old Michael Laureanti of Delhi, rear ended another vehicle and fled from the crash scene, he was located & further investigation revealed that Laureanti was operating the vehicle at the time of the accident while his driver’s license was suspended due to a failure to pay child support. Laureanti was charged with aggravated unlicensed operation of a motor vehicle and leaving the scene of a property damage motor vehicle accident, he was released on traffic tickets returnable to the Town of Delhi Court at a later date.

For the first time since 2019, property tax levy growth for school districts will be capped at 2%, up from 1.23% last year, according to State Comptroller Tom DiNapoli. The tax cap limits annual tax levy increases to the lesser of the rate of inflation or 2%. School districts may override the cap with 60% voter approval of their budget. The 2% levy limit affects the tax cap calculations for 676 school districts and 10 cities with fiscal years starting July 1, 2022,

As the rise of the Omicron variant continues to threaten the safety of our nation’s health care workforce, U.S. Senator Kirsten Gillibrand is calling on the Biden administration to continue and make permanent the Occupational Safety and Health Administration’s (OSHA) emergency COVID-19 protections for health care workers, after OSHA let the temporary requirements to lapse:

The Chenango County District Attorney’s Office reported that Cody Coleman of Smithville Flats, appeared in Chenango County Court on December 20th to accept that plea bargain, for the murder of his 16 year old Girlfriend Amelia Wakefield in May of 2019. The case was scheduled to go to trial in May of 2020, but was delayed by the COVID 19 pandemic. Chenango County District Attorney’s office offered a plea deal, the charge was lessened from murder to manslaughter, Coleman is scheduled to be sentenced on February 28th in Chenango County Court.
