Chenango County Public Health reported their 2nd death from COVID 19 this week & their 9th overall. The County reports 29 active cases, 218 in quarantine, & 7 are hospitalized from the virus. The number of cases is up to 430, there have been 377 Recoveries.

The Broome County Health Department had 80 more positive cases since Monday & 4 more deaths, from COVID 19. The county has had 3696 total cases, they now report 104 deaths, 3259 recoveries & over 4200 are being monitored by the Health Department.

State Police arrested 27 year old Tyler Palmatier of Otego for the DWI Saturday. Troopers observed damage to a guide rail near County Route 48 and State Route 205 in the town of Oneonta, the trooper also observed Palmatier near a vehicle on County Route 8 that had damage consistent with striking a guiderail. Palmatier and another male attempted to flee, but Palmatier was ultimately taken into custody, he was released on appearance tickets to the town of Oneonta court on November 17th.

State Police arrested 32 year old Brittany Parsons of Deposit for DWI, after Troopers were dispatched to the report of a vehicle on its side and against a tree on Old Route 17 in the town of Sanford. Parsons was extricated from the vehicle; she was transported to Wilson Hospital & was issued appearance tickets to the town of Sanford court on December 8th.

New York’s new coronavirus testing requirement for travelers began today. Those traveling to New York must have proof of a negative test dated within 3 days of arriving in the state & they must quarantine for at least 3 days upon arrival and get another COVID-19 test on the 4th day, if that test is negative, the quarantine ends. A 911 call regarding a suspicious vehicle in the Town of Harpersfield last week resulted in a Vermont man being charged with driving while intoxicated. On October 25th, Delaware County Sheriff’s Deputies were dispatched to investigate a suspicious vehicle on Peters Road, the driver of the vehicle, 25-year-old Antelmo Calvoperez of Vermont, was turned into a driveway and drove over the berm of the driveway causing his vehicle to become stuck over an embankment, he is accused of being intoxicated at the time of the accident. Calvoperez was charged with DWI and consumption of alcohol in a motor vehicle; he was released & was ordered to appear in the Town of Harpersfield Court on a later date.

State Police increased patrols to crack down of impaired driving and underage drinking over the Halloween weekend. A checkpoint on State Highway 7 in the town of Unadilla had approximately 110 vehicles pass through. Franklin & his wife Heather are accused of killing their developmentally disabled son & setting fire to their house to cover up the murder in the town of Guilford in March of 2017. State Police arrested 25 year old Taylor Nelson of Afton for 2 counts of Criminal LOUDESPossession of a Controlled Substance, Criminal Possession of a Forged Instrument, Operating a Motor Vehicle while Impaired by Drugs, & Criminally Using Drug Paraphernalia. Troopers were dispatched to the Sunoco on County Route 39 in the town of Bainbridge to check the welfare of a male slumped behind the wheel of his vehicle. Troopers determined that Nelson was impaired and was in possession of a counterfeit $100 bill, methamphetamine, drug paraphernalia and items used to measure drug quantity. Nelson was arraigned in the town of Bainbridge Court where he was remanded to the Chenango County Jail on no bail.

State Police arrested 51 year old Marianne Stanislawski of Chenango for Grand Larceny, for allegedly taking advantage of a 75-year-old man who suffers from Alzheimer’s. An investigation revealed that Stanislawski knew the victim for several years; she would visit him weekly at his residence and help him run errands. The investigation further revealed that Stanislawski was making cash withdrawals that the victim did not approve of. Stanislawski was arrested and arraigned in the town of Oxford Court and released on her own recognizance and is to appear in court at a later date. An order of protection was issued by the judge protecting the victim.

Governor Cuomo today announced the state is dedicating $3 million for state-of-the-art studies to reduce flooding and ice jams and improve ecology on 48 priority flood-prone streams throughout New York State. Governor Cuomo announced $13 million is available for restoration and recovery efforts following the severe storms and flash flooding on August 13-15 that severely impacted communities in the Southern Tier. A new residential assistance program has been created to provide funding to primary homeowners whose damages exceed insurance claims and other available aid. With maximum grants of $50,000, this program will help eliminate the unmet need of homeowners. Applications from homeowners for the residential assistance program will be accepted starting today, the deadline for applications are February 4, 2019.

A woman, who suffered cardiac arrest Friday, is expected to survive after the quick actions of State Troopers and a citizen. A trooper was dispatched to a report of a 70-year-old woman who had collapsed in the lobby of the Richfield Springs Post Office, She was unresponsive when the trooper arrived and a citizen was already performing CPR. Another trooper arrived & administered the Automated External Defibrillator, EMS arrived, and they took the woman to Basset Hospital in Cooperstown. The unidentified woman regained consciousness at the hospital and is expected to recover.

Governor Cuomo signed legislation passed by the Legislature this year, to allow pets to board any public transportation service in the event of a state of emergency and evacuation. Governor Cuomo today announced that the Raise the Age law is now in effect, it removes 16-year-olds who have committed a criminal act from the adult criminal justice system and places them in age-appropriate settings. 16-year-olds who are arrested for non-violent offenses will have the same opportunities for diversion and community-based services as youth 15 and under. 16-year-olds charged with serious offenses will be processed as adolescent offenders in a Youth Part of criminal court and placed in specialized secure detention facilities for adolescents instead of adult jails.

Delaware County Sheriff’s Deputies arrested 32 year old Matthew Hubbard of Walton for Aggravated Unlicensed Operation of a Motor Vehicle, operating a motor vehicle while registration suspended, and other Vehicle and Traffic law violations. The arrest occurred during the course of an investigation into a disabled vehicle on State Highway 206 in the Village of Walton. Governor Cuomo signed legislation passed by the Legislature, to protect barbershops, beauty shops and salon service providers against individuals who steal their services. The new law will make it a class A misdemeanor, for those who fail to pay for services provided by a barbershop, salon, or beauty shop. Under previous law, an individual who knowingly failed to pay for those services was not subject to criminal prosecution, leaving certain small business owners at risk of financial loss with little recourse.

The New York State Health Department reminds New Yorkers to get a flu shot as soon as possible, after 2 record setting weeks for confirmed influenza cases. All people 6 months and older are recommended to receive an influenza vaccination each year. Certain people are at “high risk” of serious complications from seasonal influenza. These include people 65 years and older, children younger than five years old, pregnant women, and people of any age with certain chronic medical conditions. Delaware County Sheriff’s Deputies arrested 17 year old juvenile from Bellmore, New York on charges of driving 91 miles per hour in a 55 miles per hour zone, as well as one count of criminal possession of a forged instrument 3rd degree. Deputies say the defendant knowingly possessed a forged driver’s license for the purposes of deceiving or defrauding another. The juvenile was later released on an appearance ticket and is scheduled to re-appear at Hancock Town Court at a later date to answer the charge.

Governor Cuomo announced a 30-day budget amendment will be advanced to add 11 fentanyl analogs to the state controlled substances schedule and provide the State Health Commissioner the authority to add any new drugs that have been added to the federal schedule, to the state controlled substances schedule. Fentanyl analogs have been increasingly found pressed into pill form to resemble name-brand prescription opioids, and in heroin and cocaine being sold in New York State. There is currently a loophole in state law that has left 11 dangerous fentanyl analogs off the state’s controlled substances schedule.

On the eve of another Election, retiring congressman Richard Hanna reiterated to reporters that he is not going to run for governor of the state, after he recently declined to seek another term in Congress. Hanna and another outgoing congressman Chris Gibson have both been the topic of speculation that they would run for the Republican nomination for Governor, Gibson went as far as forming an exploratory committee & then decided to go into teaching instead, and Hanna has business concerns in the Mohawk Valley.

Governor Cuomo signed legislation that secures New York’s place on the list of states that have joined National Popular Vote compact. The bill modifies legislation signed by Governor Cuomo in 2014 that added New York to an interstate agreement in which member states commit to award their electoral votes for president to the candidate that receives a majority of the national popular vote. The original legislation required that New York be removed from the compact at the end of 2018 if the agreement had not been adopted nationally, the new measure removed the expiration date and keeps New York on the list of states supporting the National Popular Vote indefinitely.
Shortly after midnight Friday, Delaware County Deputies investigated a 1 car fatal motor vehicle accident on County Highway 33 in Bloomville. A 17 year old female lost control of the vehicle and left the roadway, the vehicle continued over the embankment, rolled over and struck a tree. The driver of the vehicle died at the scene as a result of injuries suffered in the crash. There is no indication at this time that alcohol or drugs were a factor in the crash, a blood sample was secured from the driver for toxicology analysis. The accident remains under investigation.

Last Wednesday afternoon, Oneonta Police investigated possible drug activity at 14 ½ Baker Street; Police arrested 23 year old Kwame Wilson of Utica for Criminal possession of a controlled substance & Unlawful possession of marijuana. Police recovered 23 individual packets of cocaine, $246 cash, a small quantity of marihuana, Wilson was held pending arraignment in the City of Oneonta court.

On Friday, The Broome County Sheriff’s department responded to a Motel in the town of Dickinson following a call for a medical emergency of a patient who stopped breathing an adjacent room. Deputies found 30 year old Brett Seymour unresponsive, administered Narcan, eventually EMS responded & declared that Seymour was deceased. In the room, Police found crack, cocaine, heroin; they arrested Rayshawn Thompson of Binghamton, Nicole Mills of Windsor, & Tessa Rivera of Elmira on a variety of charges. 19 year old Wade Armstrong of Delancy was arrested after a hit-and-run accident at the Taylor’s Gas Station in an alleged attempt at robbing the store. Armstrong allegedly stole the vehicle from the Delancey area, drove to Oneonta & drove the vehicle into the building breaking the windows and damaging the structure & the vehicle. Armstrong was charged with two counts of Criminal mischief, unauthorized use of a motor vehicle, possession of stolen property and attempted burglary as well as numerous lesser charges, he faces court action shortly.

Delaware County Sheriff’s Deputies seized a quantity of drugs and arrested 35-year-old Francis Smith of Kingston today, after investigating illegally parked vehicles in Arkville. Smith was charged with Criminal Possession of a Weapon, which violated the terms of his probation in Ulster County. Smith is accused of possessing a switchblade knife, & he may also face drug possession charges upon completion of a laboratory analysis of the seized drugs. Smith was arraigned in the Town of Middletown Court and remanded to the Delaware County Jail on $1000 cash bail.

Assemblyman Bill Magee nearly doubled his campaign coffers in the final days of his successful fight to hang onto his seat, according to the state Board of Elections. Magee raised $54,305 between August 25th and September 15th in his effort to defeat Sherrill City Commissioner Mike Hennessy in the democratic primary. Magee beat Hennessy 2,082 to 1,431; he will face Republican John Salka of Brookfield in the November election.

Home sales in New York fell 9.5% in August compared to the same period in 2013. Median sale prices stayed flat, while some areas of the state, including the Southern Tier, had an increase in homes on the market and fewer sales. Nearly 11,000 homes were sold in New York in August, the year-to-date sales total of 66,635 was a 4.4% drop compared to the same period in 2013. The median sale price so far this year was $225,000, unchanged from a year ago. Pending sales fell 1.5%.

Attorney General Eric Schneiderman and state Education Department Commissioner John King said a survey would be sent to each school district, seeking information on actions they have taken, to implement provisions of the Dignity for all Students Act. The New York National Guard and the State Department of Homeland Security and Emergency Services are giving a free two-hour training session At 11 AM Saturday on the SUNY Broome campus. The State University of New York community college system, applied for a $15 million federal grant, to fund worker-training programs. U.S. Senator Charles Schumer is pushing the U.S. Labor Department, to approve the application to establish training programs in mechatronics and advanced manufacturing. Mechatronics incorporates engineering, mechanics and electronics. Schumer said 20,000 new jobs are possible in upstate New York through 2020. The U.S. Labor Department is expected to make a decision on the grant application within the next 2 months.

Attorney General Eric Schneiderman said Apple’s new iPhone 6 will go on sale this month, it’s a reminder that all wireless carriers and smartphone manufacturers should implement a kill switch on all devices, as the rise in smartphone thefts increased as criminals target devices without a kill switch. Robberies involving iPhones fell following the release of Apple’s Activation Lock.

The National Weather Service in Binghamton has developed a website to help you determine if you will be at risk of flooding up to three days in advance. Officials said knowing the flood stages of the rivers are the first step in being prepared. Using the tool you can figure out what level the river has to be at for it to flood your home. The Village of Sidney will get another 1.7 million dollars from FEMA through the Hazard Mitigation Grant Program, Sidney mayor Andy Matviak told WCDO News that this funding will insure that taxpayers will NOT be affected:

Matviak said that up to 100 structures in the low lying areas around River Street are involved in the current round of buyouts, that section of the village faces major changes in composition after being the hardest hit area for flooding in both 2006 & 2011.

Sherrill City Commissioner Mike Hennessy said he’s not ready to concede Tuesday’s Democratic primary to Assemblyman Bill Magee, despite falling short by more than 500 votes. Hennessy, who is also a former Oneida County lawmaker, is fighting for a spot on November’s ballot on a “Fix Albany” line. Magee’s supporters challenged that attempt, and Hennessy has a court date in Albany on Sept. 22nd. Magee beat Hennessy by 560 votes for the Democratic line in the 121st Assembly District. Republican John Salka is on the ballot in November.

State Police are teaming up with the Parks and Recreation Department for a new campaign, to ensure everyone is buckling up. More than 200 people killed in car accidents in New York last year were not wearing a seat belt. The agencies hope to reduce the number of fatalities by highlighting the importance of bucking up & the importance of using car seats for children. The National Highway Transportation Safety Administration said car crashes are the leading cause of death for children age 1 to 13.

Assemblyman Bill Magee has filed petitions to force a September Democratic primary against Michael Hennessy, the party’s pick in the 121st District. Democrats in Madison and Oneida counties dropped Magee and designated Hennessy, however, Magee won the endorsement of Otsego County Democrats. Magee has served 12 terms in office. This is his first primary challenge. Brookfield Town Supervisor John Salka filed petitions to run on the Republican and Conservative Party lines.

Governor Cuomo will seek legislation to let the state recoup millions in school tax breaks paid to high-income New Yorkers who did not qualify to receive them. The announcement came after an investigation found an estimated $28 million in school property-tax subsidies, since 2011, were granted to households ineligible to receive them because they earned more than $500,000 a year.

The Chenango County Sheriff’s department arrested 51-year-old William Smith & 46 year old Lisa Marie Labouf for 2nd degree Assault, Endangering the Welfare of a Child and 2nd degree Harassment. The 2 are accused of assaulting a female victim and harassing another female victim, in front of 2 children. Smith was arraigned in the Town of McDonough Court and remanded to the Chenango County Correctional Facility on $20,00 cash bail. Labouf was arraigned in the Town of Pharsalia Court and remanded to the Chenango County Correctional Facility in lieu of a $20,00 cash bail. Both are to reappear in the Town of German Court at a later date.

The Chenango county Sheriff’s department arrested 29-year-old Bradley Short of Otego for Unlawful Fleeing of a Police Officer and Reckless Endangerment. Short was charged after failing to stop for law enforcement for allegedly speeding. Short was arraigned in the Town of Plymouth Court and remanded to the Chenango County jail. Short was charged the following day with 1 count of Promoting prison contraband, where he is accused of possessing marihuana in the county jail, he was issued an appearance ticket for Town of Norwich court at a later date.
