ACHIEVE in Norwich gave a tour of their new facility at East Main Street in Norwich yesterday, the renovated facility will offer a 200 capacity multi-purpose meeting space, a cafe & kitchen for job skills training, a nursing station, Hoyer Lift Systems and a community center. The 213th State Police Academy Graduation, will be held on Thursday, at 11:00 AM at the Empire State Plaza Convention Center, Albany. 232 new Troopers will graduate from the Basic School of the New York State Police Academy, they will then be assigned to the Troop following graduation.

Commerce Chenango announced that there is still time to register for the Leadership Chenango Class for 2024. The Class of 2024 will be facilitated by Melissa Stagnaro, it will kick off with an orientation and two-day retreat in February. The class will meet twice monthly from March to October and conclude with a final class and graduation in November. Governor Kathy Hochul today announced that the application for the Excelsior Scholarship for new applicants for the Spring 2024 term is now open. Students from households with federal adjusted gross incomes up to $125,000 are eligible, Students must Plan to attend a SUNY or CUNY two- or four-year college; Complete 30 credits per year towards their program of study and must be on track to graduate with an associate degree in two years or a bachelor’s degree in four years. more information is available at webapps.hesc.ny.gov, Applications will be accepted through February 2, 2024.

Otsego County Officials announced that several roads are closed due to flooding conditions, including County Highway 48 between Chamberlain Hill and Downey Road Spur in Otego, County Highway 4 between Mill Street and Hilton Street in the Town of Butternuts, Miller Road in Pittsfield, Bemis Road from State Highway 51 to Pegg Road in Morris. In Delaware County, State Route 30 in Roxbury has flooding issues, officals in all around counties advise motorists to turn around if they find flooded roads & report them to authorites as soon as possible. The Otsego County Sheriff’s Office held a public meeting Monday afternoon, Investigators announced that the occupant of 18 Richards Avenue, 60-year-old Desmond Moan, allegedly fired a gun inside his home severing a gas line. NYSEG was called to 24 Richards Avenue around 8 am Saturday after a report of the smell of gas, that was followed by another report at 14 Richards Ave for a similar issue, then 18 Richards Avenue exploded, the technician was uninjured. The Town of Oneonta code enforcement office has waived fees for building permits for those whose homes were damaged in the blast.

Delaware County Sheriff’s Office arrested 31 year old Cachet Fernandez of Sidney on a sealed indictment arrest warrant issued out of the Delaware County Court. On Friday Morning, Broome County Sheriff’s Deputies, located and identified Fernandez, he was turned over to the custody of Delaware County Sheriff’s Deputies. The Delaware County Court issued a sealed indictment arrest warrant, stemming from Fernandez allegedly not reporting his new residence as a registered Sex Offender to the proper authorities upon moving. Fernandez was remanded to the Delaware County Jail to await arraignment in Delaware County Court at a later date.

The Governor’s Office & the Public Employees Federation and Civil Service Employees Association announced an agreement to award nearly $3 million in backpay to more than 2,100 New York State employees who worked overtime during the COVID-19 pandemic. Starting this week, more than 1,700 PEF members and more than 400 members of CSEA will receive payments for work completed beyond traditional work hours at the height of the pandemic.

The Delaware County Sheriff’s Office arrested 38 year old Richard Santiago of Masonville on a bench warrant, issued by the Village of Sidney. Deputies responded to Delaware County Correctional Facility where Richard Santiago was being arraigned on a separate charge. Deputies subsequently arrested 38-year-old Santiago on two active bench warrants issued by the Village of Sidney Court. Santiago was arraigned at Delaware County Central Arraignment Court, released on his own recognizance, and directed to appear in the Village of Sidney Court at a later date to answer for the charges.

Chenango County Sheriff’s Office executed a search warrant in the Town of Smithville on December 8, that resulted in the arrest of 37 year old Troy Dibble of Smithville. Dibble was taken in custody, he was wanted on a felony arrest warrant for Reckless Endangerment, for allegedly firing numerous rounds from a handgun into a vehicle that was occupied. The investigation also uncovered Dibble’s drug sales from within the residence, Office members recovered Heroin, Fentanyl, Methamphetamine, and numerous handguns. Dibble was charged with Criminal possession of a controlled substance, criminal possession of stolen property, criminal possession of a weapon, Criminally using drug paraphernalia, resisting arrest & several other charges, he was arraigned & was remanded to the Chenango County Correctional Facility on cash bail pending future court action.

A new federal charge was filed Monday against 28 year old Mufid Alkhader, who is accused of firing a shotgun outside a synagogue in Albany. Alkhader was arrested Thursday for possession of a firearm by a prohibited person, he was additionally charged Monday with conspiracy to make a false statement during the purchase of a firearm, he was not eligible to buy a firearm because of a previous protective order, so he had a friend buy the shotgun on his behalf. Alkhader is being held without bail.

Donations are being submitted to the family of Jose Martinez, who died in the fire at on Colfax Avenue in Binghamton Friday Night. Martinez died as a result of the fire, also 1 firefighter was injured when he fell 5 feet and dislocated a shoulder. over 150 people have donated to a go fund me page for the Martinez family to cover funeral expenses.

2024 could bring a host of new laws next year in Albany, Local Assemblyman Joe Angelino told WCDO News that he is concerned about the pro-criminal and anti-police attitude of some of his New York City Colleagues:

Angelino said that he felt that the new Clean Slate bill was unnecessary as there was already a mechanism to have criminal records expunged through the courts for those who have stayed out of trouble after jail, and he felt that the adjustments to the Bail Reform Laws have had little consequence.

The State Office of Cannabis Management has issued a recall on “Jenny’s Zee Zee Gummies” adult-use cannabis product.” The recall states that the products did not undergo the required testing for consumer safety and product quality. the product in question was sold between September 4th and November 1st, consumers should contact the dispensary where it was purchased for more information.

Otsego County Sheriff’s Office announced that the investigation into Saturday’s gas explosion on Richards Avenue in Oneonta is still ongoing, and following acquiring information from examination of the scene, interviews, and forensic examinations, they concluded that an action by the resident, 60 year old Desmond Moan resulted in a non-intended natural gas leak, The escaping gases made contact with an ignition source which resulted in the explosion. Inspections and damage assessment is still ongoing, but currently there has been over 50 property parcels, and over 60 residents and their families affected. Initially 43 residents were displaced. The American Red Cross is working with the families providing community resources and services, The State of Emergency remains in effect.

The State Police announced it had the highest Trooper candidate processing turnout in over a decade. Over 1,100 candidates attended processing weekend. Trooper candidate processing took place at the New York State Police Academy in Albany, on the weekend of December 2. Candidates can learn about becoming a New York State Trooper and sign up to take the exam today at joinstatepolice.ny.gov. Applications are being accepted until March 4, 2024.

On December 3, 2023, Delaware County Sheriffs Deputies observed a vehicle in a field and observed a person running with a flashlight toward the vehicle. Deputies identified the person with the flashlight as the operator of the motor vehicle as 34 year old Michael Hunter of Walton, who is accused of driving while under the influence of alcohol, he was charged with DWI and moving from lane unsafely. The property that Hunter was on was owned by New York City Department of Environmental Protection, DEP Police charged Hunter with Trespass & Criminal Mischief, Hunter will appear in Andes Town Court at a later date.

The United States Marine Corps Reserve today announced the schedule for the 2023 U.S. Marine Corps Reserve Toys for Tots Train. The holiday train will take to the rails Saturday, Locally, the train will stop in Oneonta at the Gas Avenue Rail Crossing, from 12:05 pm. to 12:40 pm. The train will be in Bainbridge at the Walnut Street Rail Crossing, from 1:30 pm. to 2:00 pm. The train’s schedule ends at the East Binghamton Yard Entrance, 3:20 pm. to 4:00 pm.

State Police Bureau of Criminal Investigation at Binghamton arrested 48 year old Stacie Congdon of Windsor for 3rd degree Grand Larceny. An investigation revealed that while volunteering for the Windsor Town Fair, Congdon made several unauthorized debit card purchases and cash withdrawals totaling over $10,000 between May and September 2023. Congdon was arrested and then turned over to the Broome County Correctional Facility for Arraignment. On September 29, Congdon was arrested for 2nd degree Grand Larceny, for allegedly stealing over $50,000 from the nonprofit, Punch Out Parkinson’s Inc.

President Trump signed Congressman Anthony Brindisi’s Department of Veterans Affairs Expiring Authorities Act of 2019 to preserve critical VA housing and travel programs set to expire at the end of September. Brindisi’s legislation makes technical corrections to VA statute and extends key programs for a 2-year extension of authority to fund financial assistance for supportive services for very low-income Veteran families in permanent housing, plus 1 year extensions of the VA’s authority to temporarily expand payments and allowances for travel in connection with Veterans receiving care from vet centers.

U.S. Senator Charles Schumer, & Congressmen Paul Tonko and Antonio Delgado held a press conference today to unveil plans on limousine safety; 1 day after the NTSB released their findings regarding the October 6th 2018 limousine crash that killed 20 in Schoharie County. The NTSB report recommendations are to require lap/shoulder belts for each passenger in a seated position on all new vehicles modified to be used as limousines. The NTSB also said that the Schoharie crash was not survivable for the limousine driver; limousine Owner Nauman Hussein is facing 20 counts of 2nd degree manslaughter and criminally negligent homicide.

Governor Cuomo announced that new state figures show the number of new HIV diagnoses has dropped to an all-time low since the peak of the epidemic in the 80’s. New York had 2,481 new HIV diagnoses last year, which was a 28% drop from 2014. 32,000 New Yorkers filled at least 1 prescription of pre-exposure prophylaxis last year, up 32% from the year before

The Otsego County Board of Representatives approved a resolution urging the State Parole board to deny parole for David Dart, who was convicted of murdering Gillian Gibbons in the lower level for the Oneonta Municipal Parking Garage in 1989. The resolution also supports a bill co-sponsored by state Senator Jim Seward, to allow the parole board to decide to hold hearings every 5 years, instead of every 2 years for those convicted of the most violent offenses

State Police investigated a tar Truck Fire on Calder Hill Road in Otego Sunday. Otego Firefighters put the fire out quickly, the unidentified driver escaped without injury & no tickets will be issued.

SUNY Oneonta University Police believe that the reported threat of violence on campus Wednesday afternoon was the result of a cyber-crime and posed no actual danger. A New York City crisis hotline contacted SUNY Oneonta to share a chat message allegedly from a student of the college, that indicated that the caller intended to shoot people on campus, officials deemed the threat to be credible and issued a shelter-in-place directive at 5:30 PM, it was dropped at 6:15 after a student reported to Oneonta Police that her phone had been hacked & she was working with the college’s IT staff to correct it. University Police are investigating the incident along with Oneonta Police, Otsego County law enforcement officials, State Police, New York City Police and the FBI.

State Police will conduct a week-long enforcement initiative to crack down on speeding and aggressive drivers, running today and through Wednesday, June 13th. Troopers will be using both marked State Police vehicles and Concealed Identity Traffic Enforcement to blend in with traffic. During the August 2017 Speed Week campaign, State Police issued more than 19,000 traffic tickets including more than 7,900 for speeding, and over 580 for distracted driving. Speeding is listed as a contributing factor in nearly one third of all fatal crashes in New York State.

3 men were arrested after State Police CNET and Troopers conducted a vehicle and traffic stop in Johnson City. A search revealed a hidden compartment containing Fentanyl, Oxycodone, suboxone, powdered heroin, a digital scale, packaging material, marihuana and $5,945 in cash. Police arrested 27 year old Coren Walker of the Bronx, 40 year old Scott Layton of Johnson City, & 24 year old Giovanni Foster of Johnson City, on a variety of drug charges, All 3 were arraigned and remanded to the Broome County Jail without bail.

Delaware County Sheriff’s Office’s arrested 47 year old Shawn Maynard of Randolph, at the Champaign County Jail in Illinois. This arrest followed an investigation of a January 2015 accident on State Highway 30 in the Town of Colchester where a woman suffered serious injuries. Maynard was returned to Delaware County, he was arraigned for Driving While Ability Impaired by a Combination of Drugs and Alcohol, Vehicular Assault & 2nd degree Assault, and he was remanded to the Delaware County Jail pending further court proceedings.

The investigation is continuing into the fire of a boxcar in Milford Tuesday afternoon. The fire broke out in Tuesday afternoon in a vintage boxcar on the Cooperstown & Charlotte Valley track near the Milford depot. Several Area Fire companies responded to the fire that was battled into Tuesday Evening. Investigators labeled the fire as suspicious, no arrests have been announced.

Oneonta Police served a search warrant Tuesday at 5 Myrtle Avenue, following an investigation of the sale and possession of Marijuana & the violation of an active order of protection. Arrested were 30-year-old Jason Harageones of Unadilla for Criminal Contempt, Criminal Possession of a controlled substance & Criminal possession of marijuana. Hargeones is also accused of causing damage to a surveillance camera, which led to an additional Criminal Mischief charge. Harageones was arraigned & remanded to the Otsego County jail without bail; Stoesser was issued an appearance ticket and released to appear at a later date.

State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System has designated 27 municipalities across the state as fiscally stressed. The list, which includes 8 counties, 8 cities and 11 towns, which is the fewest number of municipalities listed in stress since DiNapoli implemented his system in 2013. Based on their 2016 financial reports, the counties of Broome and Monroe, and the cities of Albany and Watervliet have received the highest designation of “significant fiscal stress.” 13 communities have been listed in the second-highest category of “moderate fiscal stress.” Locally, it includes the town of Cherry Valley. An additional 10 municipalities have been listed as “susceptible to fiscal stress.” Locally this includes the town of Oxford.

Governor Cuomo announced that the state would make $2.2 million available to local governments for public charging stations for electric vehicles. Cities and towns will have to apply for the funding, which will be given out in the form of a rebate, Local governments can also use the money to purchase or lease electric or hydrogen vehicles for their municipal fleet.

The Delaware County Board of Elections released a statement today, regarding the proposition for a Constitutional Convention on the November Ballot. False information has gone viral over social media, with the implication that if you do not vote on the proposition it will be counted as a yes, which is not true. Officials with the Board of Elections stated that failing to vote on this measure does not default to a vote in favor of holding a Constitutional Convention, according to state election law 9–112. Propositions will be on the back of the ballot again this year, & there will be signs posted at polling sites and inspectors are obliged to tell the voter to turn the ballot over.

Governor Cuomo today announced a major disaster declaration has been issued for 28 counties across the state due to the snow storm known as “Winter Storm Stella” that occurred from March 14-15. State and local governments had more than $31.4 million in response costs and infrastructure damage as a result of the storm. 28 counties were included in the declaration, including all of the local counties. According to the National Weather Service, Record amounts of accumulation were measured in Broome County, which saw 36 inches in accumulation, and in Chenango County which saw 35 inches, Delaware County recorded near record snow fall amounts of 30 inches for the duration of the storm

Broome County District Attorney Steve Cornwell announced that Crime in Broome County has decreased since 2015. 2 years ago, Broome County had the highest crime rate of all 62 counties in New York State, it is now ranked 6th. Crime in the county decreased by 16%, according to the Department of Criminal Justice Statistics. The DCJS counts index crimes – murder, rape, robbery, aggravated assault, burglary, larceny and motor vehicle theft.

Mallinckrodt has agreed to pay a settlement of $35 million after they were accused of supplying distributors an increasingly excessive quantity of oxycodone pills without notifying the DEA of the suspicious orders from 2008 until 2011. Mallinckrodt is also accused of violating record keeping requirements at it’s manufacturing facility in Hobart in Delaware County, regarding the actual number of tablets manufactured in a batch, and the number of tablets they reported in their records.

State Police arrested 20-year-old Gerald Althiser Jr. of Springfield Center for intentionally starting fires in two campers. During the investigation, Althiser admitted to setting numerous fires, including the March 12th fire that destroyed the Milford United Methodist Church. Althiser was arrested for 3rd & 5th degree Arson; he was arraigned in the Town of Hartwick Court and remanded to the Otsego County Jail. The investigation is continuing with the assistance of the Otsego County Fire Investigators.

The Chenango County District Attorney’s office announced that 28-year-old Travis St. Denny of Norwich accepted a plea deal Monday in Chenango County Court. St. Denny pleaded guilty to 2 counts of criminal sex act, and one count of producing obscene materials to a minor. St. Denny agreed to serve 5 years for each criminal sex act charge, resulting in a 10-year prison term, followed by 10 years of post-release supervision. He will be sentenced in September.

Delaware County Sheriff’s Deputies Arrested 26-year-old Amy Brooks of Sidney & 26-year-old Mark Rathbun of Franklin Tuesday. Brooks was tracked down by Canine Ozzie after she fled from Rathbun’s residence into the woods, Brooks was arrested on the Village of Sidney Court Bench Warrant for Violation of the Terms of her Release on charges of 2nd degree Burglary & Petty Larceny, she was additionally charged by deputies with Resisting Arrest. Rathbun was charged with Obstructing Governmental Administration. Brooks was arraigned in the Town of Franklin Court & was ordered held on $7,000 cash bail, Rathbun was also arraigned in the Town of Franklin Court & was ordered to be held on $2,000 cash bail.

The Oneonta Police Department announced the arrest of 2 people on drug charges after they served a search warrant at 195 Main Street Wednesday morning. Arrested were 34-year-old Nelson Canales of Oneonta & 31 year old Jamie Osborne of Oneonta, for Criminal possession of a controlled substance, Canales was also charged with 2nd menacing. The Oneonta Police uncovered crack cocaine, prescription narcotics & 2 replica firearms. The Otsego County Sheriff’s Department assisted Oneonta Police with the investigation.

State Police arrested 26 year old Christopher Kuiper of Susquehanna, Pennsylvania for operating a motor vehicle while impaired by drugs, criminal possession of a controlled substance, unlawfully fleeing police in a vehicle, reckless driving and several other charges, after a trooper observed a Nissan making an illegal U-turn on I-81 in the Town of Dickinson. Kuiper allegedly failed to stop for pursuing troopers, he is accused of driving at speeds up to 90 miles an hour through the Prospect mountain work zone to State Route 17, he braked hard and his vehicle was struck by state police vehicle. Kuiper exited the vehicle was arrested without incident. Kuiper was found to unlawfully possess Percocet and marihuana; he was arraigned & was remanded to the Broome County jail on $1,000 cash bail. Police stated that the pursuit lasted 4 minutes and covered 9 miles.

Governor Cuomo announced that over $32 million in federal highway safety grants have been awarded to 541 highway safety programs throughout New York State to improve overall highway safety and reduce the number of deaths and serious injuries due to crashes. Locally, funding will go to the Binghamton police department, Broome County Sheriffs department, Deposit Police, Sidney village police, Delaware county sheriffs department, Oneonta city police and the Otsego county sheriff’s department. The funding was awarded to New York State by the National Highway Traffic Safety Administration.

The Chenango Arts Council announced a 20% increase in funding from the New York State Council on the Arts for the 2016 Broome, Chenango & Otsego Decentralization Grant Program. $129,280 is available to non-profit organizations and artists who partner with an eligible non-profit for cultural initiatives in 2016. Funding is available for grants up to $5,000 each to support Community Arts and Arts Education grants in Broome, Chenango and Otsego counties. The Chenango County Sheriffs Department arrested 44-year-old Mark Youngs of Plymouth on a charge of 2nd degree harassment. Youngs was charged following a complaint in the Town of Plymouth, he had previously advised by Deputies to leave the victim alone following an earlier incident. Youngs will appear in the Town of Plymouth Court at a later date.

The award will be presented at the Kick-off Dinner for the Leadership Chenango Class of 2014 tonight at the Canasawacta Country Club in Norwich. Wadsworth served as Chairman and CEO of Preferred Mutual Insurance Company in New Berlin, from 1997 until his retirement in 2008.
