The State Labor department released the unemployment rate numbers by county, for the month of November today. Locally, Chenango County had 4.8%, Delaware County had 4.9% & Otsego County had 4.3% unemployment, the statewide rate dropped 1 tenth to 5.1% in November.

State Police arrested 62-year-old Charlotte Hart of Bainbridge for Criminal Mischief, Disorderly Conduct & Harassment, after troopers responded to a report of an ongoing argument at the Xtra Mart in the Town of Bainbridge. Hart allegedly entered the store and was upset with a neighbor, who was working inside, and struck the woman in the face and smacked a cell phone from the woman’s hand. Hart was arraigned in the Town of Bainbridge Court and was released without bail being required. An order of protection was issued, she faces court action in the Town of Bainbridge on January 24th.

Governor Cuomo today announced that New York State’s Cigarette Strike Force seized 53,307 cartons of contraband cigarettes and 261,220 untaxed cigars in 2016. The combined street value of these items is approximately $5.6 million and the seizures represent a 117% increase in illegal tobacco confiscations. Locally, The Southern Tier had only 4 cartons of illegal cigarettes confiscated, but had over 42,000 illegal cigars confiscated, which was the second highest total in the state behind New York City.

Governor Cuomo today announced that the New York State Education Department has approved a bachelor’s degree program in Emergency Preparedness, Homeland Security and Cyber security at the University at Albany, for the start of the 2016-2017 academic year. The Chenango County Sheriff’s Office investigated a single motorcycle fatal motor vehicle crash that occurred Sunday afternoon on County Road 10A, in the Town of Preston. 38-year-old Steven Carpenter of Guilford, lost control and slid into a guide rail. The passenger on the motorcycle was 30-year-old Katelynn Coville of Guilford, Both died at the scene. The Cause of the crash is still under investigation.

The Delaware County DPW will be closing County Route 4 in the Town of Sidney to through traffic today, starting at 7:00 AM, for the replacement of a culvert. Governor Cuomo announced the availability of $200 million in enhanced assistance for local governments over the next two years to rehabilitate and replace bridges and culverts statewide. This funding, provided through the Governor’s BRIDGE NY initiative, is being administered by the New York State Department of Transportation as part of its $21.1 billion five-year Capital Plan. 32 year old Teddy Faison of Oneonta & was charged with 2nd degree assault for allegedly dragging an unconscious woman along a city street, police found the female victim in an apartment. Faison was apprehended, Police said that Faison is also a level 3 sexual offender, he will appear in Oneonta City Court on Monday for the assault charge & for violating the terms of his probation.

The Broome County Sheriff’s Deputies were dispatched to the Town of Conklin for a report of a woman screaming and standing in the road. Deputies found a bloodied 19 year old woman crying in the road, she reported that she had been arguing with her boyfriend, 49 year old William Finnerty of Conklin, who drove at high rates of speed with her standing on the running boards, she jumped off as he allegedly accelerated. Finnerty was taken into custody without incident. & was charged with Reckless Endangerment 2nd Degree, he was arraigned & was remanded to Broome County Jail in lieu of $500 cash bail. An Order of Protection was also issued on the victim’s behalf. This investigation is ongoing and additional charges may be pending.

State Police arrested 22-year-old Ryan MacPherson of Unadilla, for Menacing, Criminal Mischief, Resisting Arrest, Cruelty to an Animal, Harassment & Unlawful Possession of Marihuana. This arrest occurred after troopers responded to an Otsego County 911 report of a dispute at a home on Lockwood Road in the Town of Unadilla. An investigation determined that during a physical dispute with his mother and sister, MacPherson assaulted them and the family pet dog, smashed items, & refused to comply with troopers, who shot MacPherson once with a Taser. MacPherson was arraigned at the Town of Unadilla Court and remanded to the Otsego County Jail on $5,000 cash bail or $15,000 property bond.

the Broome County Sheriff’s Office responded to a truck vs. motorcycle accident on Sanitaria Springs Rd. in the Town of Colesville where a deputy responded and observed a motorcycle and its operator pinned underneath a Ford pick-up truck. The motorcycle operator was identified as Ralph Thorn of Johnson City, he was transported to Wilson Hospital. Investigators believe that the pick-up truck was operated by Matthew Briel of Kirkwood, he allegedly pulled out into the intersection after coming to a stop and did not see Thorn’s motorcycle, Thorn attempted to stop, lost control and went under Briel’s pick-up. Briel was ticketed for Failure to Yield the Right of Way at a Stop Sign.

The initial reports states that the unidentified driver lost control of the vehicle, it went down the embankment, & landed on its roof. The Broome County Sheriff’s Office responded this morning to the report of a tractor trailer hauling baby formula rolling over on I-88. The accident occurred at about 7:10 this morning in the town of Dickinson, near the ramp to I-81 South; about 34,000 pounds of powdered baby formula was in the truck at the time. 50 year old Allen Boudreau of Vermont apparently went off the right shoulder of the road on a sharp curve, The trailer tipped over and skidded along the Barrier over I-81, it eventually flipped onto its side at the end of the bridge and went down over an embankment in the area of Nirchi’s Pizza on Front Street. Boudreau was taken to UHS Wilson Hospital in Johnson City for minor injuries, he was issued tickets for speed not reasonable and prudent and failure to maintain lane, more charges may be forthcoming.

State Police arrested 47 year old Keith Barlow of Fly Creek for Driving While Intoxicated. The arrest occurred after a traffic stop for driving with a broken tail light on State Route 28 in the Town of Otsego. Barlow’s arrest became a felony due to a prior conviction for DWI within the last 10 years. Barlow was arraigned in the Town of Hartwick Court and was remanded to the Otsego County Jail in lieu of $1,000 cash bail or $2,000 bond.

A Florida man was charged with attempted robbery, burglary and conspiracy in connection with a Dec. 23rd incident in Cooperstown. Stephen Janiszeski of Ocoee, Fla., was arrested at the Orange County Jail in Orlando, Florida after an investigation by the Otsego County Sheriff’s Office. Investigators determined Janiszeski had accompanied Barry Renert on Dec. 23rd when Renert entered the Seventh Inning Stretch in Cooperstown, where he confronted the owner and displayed a handgun. Janiszeski was arraigned in town of Otsego court and sent to the Otsego County Jail without bail. He faces up to 15 years in prison if convicted of the charges connected to the Cooperstown incident.

Governor Cuomo today signed legislation that adds New York to the list of states that have joined National Popular Vote compact. Member states will award their electoral votes for president to the candidate that receives a majority of the national popular vote. The governor’s signature mean that New York pledges to award its 29 electoral votes to the winner of the national popular vote in ALL 50 States plus the District of Columbia, but only to take effect once enough other states have passed identical legislation so that the compact possesses a majority of the Electoral College’s 538 votes. The bill has now been enacted by 11 jurisdictions possessing 165 electoral votes.

The Tax Foundation has raised its ranking of New York after the state adopted major reforms to its corporate income tax system and estate tax. New York’s overall business tax climate ranking improved two spots to 48th, beating out New Jersey and California. A drastic decline in the number of volunteer firefighters, and EMT workers, has state lawmakers pushing for legislation to entice people to volunteer. The number of volunteer firefighters statewide has declined from 140,000 in the early 1990s to fewer than 90,000 now. The proposed volunteer incentive act would exempt motor vehicles, owned and used in the performance of duty by a volunteer, from registration fees and use taxes, among other perks. Montgomery County officials reported that the body of 87-year-old Ethel Healey has been recovered from the Mohawk River last night, after she was swept away in her mobile home in floodwaters Friday. Healey’s body was found in storm debris at Canajoharie, about 3 miles from Fort Plain, this is the only death so far attributed to the recent storms.

State Police received a report of a vehicle with multiple Vehicle and Traffic Law violations being operated by EDWARD SHERMAN on State Route 206 in Masonville. A pursuit began when Sherman refused to stop. He was followed onto Randell Hill Road where he intentionally drove his pick up truck into 2 patrols cars, causing extensive damage. Sherman then drove away and led the remaining patrol vehicles onto numerous roads; he again struck 3 more police vehicles and fled the scene on foot. Sherman was located about 3 hours later in a field, he was arrested for 4 counts of Reckless Endangerment, 4 counts of Criminal Mischief, and Unlawfully Fleeing a Police Officer in a Motor Vehicle. Sherman was arraigned in the Town of Franklin Court and remanded to the Delaware County Jail in lieu of $30,000 cash bail.

The Southern Tier Chapter of the American Red Cross has been actively responding to flooding in the Utica, Oneida and Mohawk Valley since late last week. Officials said that Sherburne is getting clean up kits and water, which is being delivered, to the Sherburne fire department for distribution. State comptroller Tom DiNapoli released the results of the audit for the Town of Hamden. The report said that the town board has not properly monitored budgets and managed fund balance in the general fund. The board has consistently relied on fund balance to fund operations, which has depleted town resources. Although fund balance has rebounded somewhat in 2012, there has been a 69 percent overall decline in reported unassigned fund balance since 2008.
